Judge files contempt plea in HC

Judge files contempt plea in HC

CHANDIGARH, Aug 19 — Mr M.M. Dhonchak, president of the Haryana Civil Judges' Association, who is the Additional Civil Judge (Senior) at Nuh, has preferred a contempt petition in the Punjab and Haryana High Court against Mr K.G. Verma, Financial Commissioner-cum-Home Secretary; Mr S.K. Sethi, Director-General of the Haryana Police; and Mr Dhan Singh, Under-Secretary, for not complying with the high court judgement.

Mr Justice N.K. Sodhi, before whom the petition came up for hearing, issued notice to the respondents for November 5.

In his petition Mr Dhonchak stated that in its judgement the high court had directed the Haryana Government to provide security to judicial officers in the state both at their places of work as well as residences.

In compliance with this judgement Mr Dhan Singh, Deputy Secretary, had filed an affidavit in the high court on November 11, 1996. The affidavit, inter alia, said instructions had been issued to all DSPs in the state to provide security to all judicial officers posted in Haryana.

The petitioner stated that notwithstanding the affidavit, the Haryana Government had not provided security to judicial officers, except those posted at Rohtak. In doing so the Home Secretary and the Director-General of Police had committed contempt of court.

Mr Dhonchak stated he was informed as president of the Civil Judges Association, that a judicial officer, recently been posted at Sonepat, had been allotted accommodation facing a jungle. This house was almost abandoned and was, therefore, unsafe. This judicial officer had made a request to the S.P. which was rejected.Top

Housing firm told to pay interest, costs

CHANDIGARH, Aug 19 — The UT Consumer Disputes Redressal Forum (II) has ordered the International Housing Development Corporation Ltd, Panchkula, to pay 12 per cent interest on the due amount along with Rs 250 as costs to a local consumer.

Mr R.P. Bajaj, president, and Mr H.S.Walia and Mrs Kamlesh Gupta, both members, handed down the order on a written complaint of Mr Mohan Lal Mahajan, a retired principal.

Mr Mahajan in his complaint alleged that he deposited Rs 590 as first installment in a loan linked scheme of the housing development corporation in 1990. He could not continue the scheme because of financial difficulty. After the amount matured ,the complainant approached the corporation for payment of his money which was not made despite several reminders.

Mr Mahajan received Rs 649 which, he said was far less than the amount due to him.

After going through the details the forum decided that the corporation will have to pay 12 per cent interest on Rs 885 for a period of one year and 11 months. The company will have to pay Rs 236 extra, which was the shortage in the earlier payment in addition to Rs 250 as costs.

Mr Mahajan will receive a rate of 12 per cent on the amount of Rs 236 from December, 1996 till the date of actual payment.

The company will have to comply with the orders within a month of the receipt of the copy of the order.Top


 

Board to construct 8600 houses

CHANDIGARH, Aug 19 — The Haryana Housing Board has decided to construct nearly 8,600 houses at Faridabad, Rewari, Panipat, Bahadurgarh, Sonepat and Palwal during the current financial year.

Talking to mediapersons, Mr Satya Narain Lathar, Minister of State for Housing, Haryana, today said construction of 1539 houses was in progress at Faridabad, Rewari, Panipat and Hansi. Out of these, 1160 houses were under construction in Sector-3 of Faridabad. 174 in Sector 3 of Rewari, 121 in Sectors 13 and 17 of Panipat and 84 at Hansi.

He said HUDCO had released a sum of Rs 1.22 crore for general housing scheme. He said HUDCO had also sanctioned the schemes for construction of 1178 LIG houses at Faridabad (Sector 3) and 60 LIG and 60 MIG houses at Panipat (Sectors 13-17) with the total project cost of Rs 12.53 crore. Under the scheme sanctioned by HUDCO for the year 1997-98, the board had purchased 3709 one-two marla plots at sector 3 and 55 of Faridabad, Sector 9 of Ambala, Sector 2 of Palwal and Sector 12 of Sonepat.

He said since the inception of the Board, 49,988 houses of different categories had been built under various schemes in the urban areas of Haryana. Out of these, 33.888 houses were meant for economically weaker sections and low-income groups and 714 for the employees of the Revenue and Police Departments, Kurukshetra Development Board and the Mewat Development Board.

He said that taking up of construction of 8600 houses in a year would be the highest figure ever since the inception of board. It had constructed 2901 houses in 1980-81, 2977 in 1981-82, 2927 in 1982-83, 330 during 1983-84, 4134 in 1984-85, 2615 in 1985-86, 3036 in 1986-87, 3038 in 1987-88, 709 in 1988-89, 445 in 1989-90, 1861 during 1990-91, 2317 in 1991-92, 4303 in 1992-93, 2808 in 1993-94, 1635 in 1994-95, 2788 in 1995-96, only 150 in 1996-97 and 693 in 1997-98.

Mr Bhasker Chatterjee, Commissioner and Secretary, Housing, said there were constraints in building houses due to low budget. He admitted that nearly 200 houses had remained unsold due to poor and inadequate construction and inconvenient rates.Top

transfer policy finalised

CHANDIGARH, Aug 19 — The Haryana Government has finalised the transfer policy of the personnel of the erstwhile Haryana State Electricity Board (HSEB) for two newly formed corporations — Haryana Vidyut Prasaran Nigam Ltd (HVPN) and Haryana Power Generation Corporation (HPGC) — on the basic principle of "as is where is basis" at present.

An official spokesman of the Haryana Vidyut Prasaran Nigam Ltd said here today that the personnel working at thermal power stations at Faridabad and Panipat, hydel project at Yamunanagar and thermal design, Panchkula, had been assigned to HPGC. This would cover 83 categories and there would be about 3700 officials in the HPGC. The remaining personnel have been assigned to the HVPN Ltd. This would cover 58 categories and there would be about 28,000 officials in it.

A government notification here said that engineers and other officers and head offices staff rendering common services to HVPN and HPGC would remain common for a period of not more than one year. The HVPN, in consultation with HPGC and the State Government would finalise the absorption of the personnel taking into account the suitability, ability and experience of the personnel, the number and nature of the vacancies and other relevant factors and issue appropriate orders within the provisional period. The HPGC or HVPN would exercise all administrative and disciplinary control over such personnel assigned or transferred to it.

The spokesman further said that the terms and conditions of the services applicable to the employees of both the corporations on the effective date of August 14 last, the pay and pattern of all allowances, leave of all kinds including casual leave, pension and death-cum-retirement benefits, gratuity, leave encashment of every nature, medical facilities/medical allowance shall not in any way be less favourable to them than that applicable immediately before such date. The period of services rendered under the erstwhile board and the transferee would be treated as continuous for the purpose of all service benefits.

All obligations in respect of payment of pension and other retirement benefits including medical facilities to the personnel who have retired from the services of the erstwhile HSEB on or before the effective date would be discharged by HVPN until such obligations are appropriately assigned to HPGC or other concerns in accordance with law, separately.

The salary of staff and pension for retirees, in future, would be drawn from the same source as was done for the previous months.Top

Uncertainty over September exams

CHANDIGARH, Aug 19 —With no indication of government succumbing to teachers' demands, uncertanity- prevails over the timely conduct of the September supplementary examination.

Re-evaluation work of classes other than BA III and MA II has been affected. This hits directly students who have failed and expect to clear it through re-evaluation. The possibility of the September mid-term tests conducted by colleges being cancelled cannot be ruled out .A student is required to clear this test with a minimum percentage specified by the university in order to be eligible for the final examination.

In fact, the academic calendar passed in advance by the university Syndicate went haywire right from the intended date of admission to various courses. Teachers' agitation could not have come at a worst time.

Teaching work for the ongoing classes were expected to begin from July 13 while those for the new admissions were to begin from July 20. Not more than 15 lectures have been delivered individually in a majority of the subjects. In most of the arts streams the average number of lectures works out to be less than 10, teachers concede.

The whole process of admissions was initially upset by the nationwide postal strike which lasted over a week. The last date of submission of forms had to be extended as also the date for admissions. A minor oversight in centralised admissions led to a further delay in admission to nine departments of social sciences on the campus. There is very little likelihood of any class having been conducted in these departments.

Even in colleges normal classes began around July 20. As results of BA I were declared late , the classes for BA II were delayed.Admissions for B.Com I began late as results of the plus two examination conducted by the Punjab School Education Board were not declared in time.

The first academic term was intended to last till September 26. The total number of working days were worked out to be 76. While teachers have assured that they would take extra classes to compensate the academic loss to students, yet much would depend on how many days the agitation lasts.

Students on the campus will be compensated lesser in terms of number of days than colleges. This is because of the fact that while colleges have six working days the campus has adopted the five-day week pattern.

Another area of student activity likely to be affected by the strike is the zonal youth festivals dates for which have already been fixed by the committee on youth affairs.

The strike in the meantime has evoked mixed response from students. While a large number of students have expressed sympathies with demands of teachers, many have not approved of teachers going on strike as the right way to get their demands conceded.

Blood donation camp: Over 75 volunteers donated blood at a camp organised by the Students' Organisation of Panjab University. The camp was organised to mark the golden jubilee celebrations of Independence which concluded on August 15.Top

Two booked for cheating

CHANDIGARH, Aug 19 — Two separate cases of cheating have been registered — one for cheating in sale of property while the other is against a Mani Majra resident for allegedly duping an SAS Nagar resident of Rs 8 lakh.

A Mani Majra resident, Mohindervir Singh has been booked for allegedly taking Rs 8 lakh from Mr Ramesh Sood of SAS Nagar on the pretext of sending him abroad.

A case under sections 406 and 420 of the IPC has been registered.

In another incident, Mr Jagdish Chand, a resident of Sector 44-A was duped of Rs 1.60 lakh in a fraudulent sale of property. He paid a sum of Rs 1.6 lakh as earnest money to buy a flat in Sector 44-D to Mr Jagjit Singh of Sector 37.

Mr Chand later found out that the seller did not own any flat in Sector 44-D.

A case of cheating under sections 406 and 420 of the IPC has been registered.

Road mishap: A resident of Sector 41, Mrs Swaran Kaur, was killed when an unidentified Gypsy hit her on the road dividing Sectors 40 and 41 and sped away.

A case has been registered under Sections 279 and 304A of the IPC.

Bomb hoax:The police were sent on a hoax bomb call on Wednesday. A person called up the principal of Government School, Sector 20, and said a bomb had been planted in the school. The police was called in at 11.30 a.m. and the call turned out to be a hoax.Top


 

Suman wins essay contest

CHANDIGARH, Aug 19 — Suman, a student of Government High School, Sector 11, won an essay writing contest, organised by the adult education unit of the UT Education Department here today. She won in the Hindi language category of the contest.

Hem Lata of GMHS, Sector 28, and Poonam of GMSSS, Sector 10, stood second and third, respectively. Winners in the Punjabi language category of the contest were: Harleen Kaur Mann (GMSSS, Sector 35), Harpreet Singh (GSSS, Sector 27), and Amandeep Kaur (GMSSS, Sector 22).

Winners in the English language category were Amneet Gill (GMSSS, Sector 35), Neha Jain (GGSSS, Sector 18), and Saru Gupta (GGSSS, Sector 18).

Meanwhile, the population cell of the State Institute of Education organised a group song contest today. Shishu Niketan, Sector 22, and GMSSS, Sector 23, were the winners in the model school category of the contest.

GHS, Sector 41, won in the urban school category, while the prize in the rural school category was bagged by GGHS, Sector 25.Top


 

  Saplings planted in college

CHANDIGARH, Aug 19 — A sapling plantation drive was carried out in Government College, Sector 46, here today. More than 100 saplings were planted on the occasion.

Mr Satya Pal Jain, Member of Parliament, inaugurated the function.

A similar drive was also organised by the Akhil Bharatiya Parishad as part of the golden jubilee celebrations of the parishad. It has carried out plantation drives in Government College, Sector 11, GGS College, Sector 26, Dev Samaj College, Sector 45, GCG, Sector 42, and other educational institutions in the past fortnight.

Easy procedure for getting NOC

CHANDIGARH, Aug 19 — The UT Administrator, Lieut-Gen B.K.N. Chhibber (retd), today announced that the procedure for getting NOCs for the residents of Mani Majra would be simplified and available through a single-window system.

General Chhibber, who made a surprise visit to Mani Majra and the Grain Market in Sector 26, also ordered the demolition of unauthorised constructions on the government land opposite rain basera near the housing board roundabout in Mani Majra. He directed the officials to complete the recarpeting of road and widening and diversion of storm water drainage within the given time.

He instructed the officials to take up the recarpeting of roads and strengthening the drainage system adjoining the grain market. Directions were also issued to take up the work on the new grain market in Sector 39 to ease the strain on the existing grain market.

He ordered the SDOs of the engineering wing of the municipal corporation, Chandigarh (MCC) would sit for three days at Mani Majra instead of the present practice of two days for the release of water and electricity connections.Top

CHANDIGARH, Aug 19 — The Chandigarh Territorial Congress Committee (CTCC) has condemned the Telecom department for "harassing" subscribers for not making entries in their registers regarding payment of bills and disconnecting their phones without any warning.

Mr Kamaljit Singh Panchhi and Mr Sandeep Singh, joint secretaries of the committee, alleged that despite computerisation, phones were being disconnected and subscribers were not allowed easy access to the officials by the security staff at the commercial offices.

Besides a special reminder before disconnection, some sort of punishment for the erring officials should also be finalised, they opined.Top


 

Tributes paid to Daulat Ram Sharma

CHANDIGARH, Aug 19 — Tributes were paid to veteran Congress leader Daulat Ram Sharma, who passed away on August 17, at a condolence meeting organised by the Scheduled Castes and Scheduled Tribes Welfare Federation, here today.

The president of the organisation, Mr Amar Nath Sarhadi,said the city Congress had lost an able leader,who fought for the rights of the poor and needy.

Protest against closure of ICDS

CHANDIGARH, Aug 19 — Hundreds of anganwadi workers and helpers from Punjab held a rally here today to protest against the closure of 52 Integrated Child Welfare Schemes (ICDS) by the Central Government in the state.

Protesters from various parts of the state assembled near the Bridge Market and raised slogans against the inaction of the state government in taking up the issue of the closure of the schemes with the Central Government which would deprive small children, below six, besides lactating mothers of many services provided by them.

Mrs Gurtej Kaur and Mrs Harpal Kaur, president and general secretary of the Punjab Anganwadi Workers' Helpers Union, said as many as 12,000 women would be rendered jobless if the schemes were scrapped. This was happening at a time when the government was trying to give 33 per cent reservation to women.

They urged the government to grant them an increased honorarium and declare workers equal to clerks and helpers, and helpers to class IV employees.

Mr Raman Sharma, chairman of the coordinating committee, blamed the government and said while it was making promises to create one crore jobs it was, on the other hand, rendering thousands jobless.

The protesters later marched towards the residence of the Chief Minister were stopped by the police.

A memorandum was later submitted to the OSD to the CM who arrived at the venue.

In case their demands were not met, they would hold block, zila and district level rallies from September 1.

Builders seek probe

CHANDIGARH, Aug 19 — The Captial Builders' Association has demanded a thorough enquiry into the qualifications of the contractors for major works of the engineering department of the Chandigarh Administration.

In a statement issued today, Mr Jagdish Singh, chairman of the association, said that while one individual contractor had qualified in all eight works despite the fact that he did not fulfil the laid-down criteria of the department but on the other the NBCC, a Central government undertaking, qualified in just two works.Top


Drive against malaria in UT

CHANDIGARH, Aug 19 — The malaria wing of the Municipal Corporation, Chandigarh(MCC) today launched an extensive anti-malaria drive in the city.
Anti-larval and anti-mosquito teams were flagged off jointly by Dr S.S. Cheema, Medical Officer of Health, and Mr Kanhaiya Lal, councillor, from Rajindera Park in Sector 1.

The teams, equipped with larvicides and chemicals, will treat the mosquitogenic conditions, especially in the labour colonies, and low-lying areas, which have been inundated in the recent rains.

Dr Cheema stressed the need of implementing the guidelines of the Central Government during the special drives.Top
