Gaiety marks Janmashtami CHANDIGARH, Aug 14 Temples wore a celestial look, as "Shri Krishna Ashtami" was celebrated with fervour in the city and surrounding areas. "Prabhat pheris", and "jhankis" depicting different aspects of the life of lord Krishna were organised at the temples, which were tastefully decorated. A large number of people thronged the temples in different sectors to offer prayers and to participate in bhajan and kirtans. After inaugurating "jhankis" at the Raj Yog Bhawan of Brahm Kumaris, the UT Administrator, Lt Gen B.K.N. Chhibber (retd), said the need of the hour was to propagate the teachings of Lord Krishna to the younger generation. Speaking at a function at Arya Samaj Temple, Sector 16, Justice Dharambir Sehgal exhorted the people to follow the "Nishkam seva Philosophy" propounded by Lord Krishna. Students from different DAV institutes enchanted the audience with melodious songs and mantras. At the Sector 20 Laxmi Narayan Temple, the main attraction were the small children, who participated in the jhankis depicting different episodes of the life of Lord Krishna such as "Ganga avtaar" and "Shankar avtaar". Janmashtami celebrations
were also organised at the Sanatan Dharam Sabha in Sector

ITI to hone skills of
exservicemen CHANDIGARH, Aug 14 To gainfully re-employ retiring defence personnel, including officers and other ranks, the Army has set up an Industrial Training Institute at Ambala Cantonment. This is the first ITI of its kind in the country which will be formally inaugurated early next week by the Army chief, General V.P. Malik. The Haryana Government, which supported the proposal, released a grant of Rs 1 crore for this pioneer project. The grant was meant for capital expenditure, including purchase of plant and machinery. The first instalment of the grant, Rs 67 lakh, has already been released to the institute authorities. The formal inauguration notwithstanding, the institute has already started functioning from makeshift premises at Allenby Lines. Work on the construction of the new building is expected to start in near future. The concept of providing technical training to retiring defence personnel has been necessitated because of the changing job scenario due to technical advancement. Since a majority of other ranks and NCOs retire in their 30s, they face a plethora of problems in getting resettled in civilian sector because of limited job opportunities in the security sector. Their tremendous sense of devotion to duty and discipline notwithstanding, more than 60 per cent of exservicemen remain unemployed. The skills acquired by them during their service career continues to have limited market acceptability in the corporate sector besides the government. The new ITI will fill the gap by providing marketable skills to these exservicemen. Punjab, Haryana and Himachal Pradesh top the list of states receiving retiring defence personnel every year. The location of the ITI at Ambala Cantonment would be central for men and officers belonging to this region. The Army ITI will run on the lines of the other ITIs based on norms and guidelines of the Union Labour Ministry. The Haryana Chief Minister, Mr Bansi Lal, according to sources in the Army, has evinced special interest in the project. The institute will be built in three phases. Initially 110 exservicemen or retiring defence personnel would be admitted in six trades. Gradually the scope of the institute will be extended to 18 trades. These include computer software, electronics, refrigeration, and airconditioning besides other engineering and non-engineering trades. Besides industrial training, the institute will also provide counselling on job prospects in northern India. It will also assist the trainees in getting requisite finances in the form of soft loans under various self-employment and self entrepreneurship schemes of both Central and state governments. The Director-General of resettlement also offers a number of schemes to retiring defence personnel. This project is being viewed as a major step towards gainful and useful employment into industrial sector for a large disciplined force of retiring defence personnel. The Army ITI will also
provide admission to war widows and dependents of defence
personnel. |
JE alleges assault by club
staff PANCHKULA, Aug 14 A Junior Engineer of HUDA, posted in this urban estate,has alleged that he was assaulted by the security staff of local Gymkhana club where he had gone there with a colleague for dinner. The J.E, Mr R.P. Punia, alleged that he had accompanied Mr S.K.Beniwal, an SDO in HUDA, to the club on August 7. The latter is a member of the club while the former had gone as his guest. When they were leaving after having dinner at around 11 p.m, staff members of the club allegedly misbehaved with them over some petty issue following which they were assaulted. Mr Punia claimed that he sustained a fracture on leg. A first information report (FIR) was lodged with the police against three employees of the club Joginder Singh, Sarvan Singh and Sohan Lal. The honorary secretary of the club, Mr R.D. Garg, said he was verifying the facts about the incident though his staff had disclosed to him that the two persons had taken liquor in the club's bar and misbehaved with them. He denied that the two
were assaulted by the club staff. He claimed that the
police was informed immediately after the incident. |
Editor's pre-arrest bail plea
rejected CHANDIGARH, Aug 14 The Punjab and Haryana High Court has turned down the plea of Mr Vishwa Nath, Editor of Sarita a popular Hindi magazine, for anticipatory bail. He apprehended arrest in connection with a case registered against him by the Patiala police for writing an article in the magazine which hurt the religious feelings of a particular community. Mr Justice R.L. Anand, who handed down this order, observed: "I do not want to make this order ugly by making more analysis of the words which have been used by the petitioner in this article. I am of the considered opinion that the petitioner does not deserve the concession of anticipatory bail and his bail application is hereby dismissed." The judge further held: "I would call upon the executive authorities to consider whether any other offence other than the one under Section 295-A, IPC is also made out against the petitioner or not." The Patiala police had
registered a FIR against Mr Vishwa Nath on a complaint
lodged by Mr A.N. Sharma, a resident of Rajpura. In his
complaint he had stated that the article, which appeared
in the May issue of Sarita (second part), hurt the
religious feelings of Hindus. The most objection part of
the article, according to the complainant, was that the
writer allegedly condemned Lord Shiva. |

Beat CHANDIGARH, Aug 14 The committee on change in dates of birth in Panjab University will not entertain more fresh cases after the ones in the pipeline are exhausted. The Syndicate meeting of the university held earlier this week approved nine changes in dates of birth. A total of 16 applications were rejected. Mr Gopal Krishan Chatrath, Chairperson of the committee, said there were "still a few cases left". The decision to wind up the committee was taken after criticism from various quarters. The committee was formed to change the dates of birth of applicants who maintained that there had been errors in school records. There were also cases pertaining to wrong conversion in dates from the "desi calendar" to the English calendar. Dr P.P. Arya, a former Syndic and former member of the committee, said there was a scope for manipulations. Earlier, people got their dates of birth changed at the fag end of their career to get service benefits. A sizable number of applicants were from the salaried class. It was also felt that the data was often manipulated. "There were cases of people coming and saying at the age of 50 that they had come to know only recently from their parents or cousins about their actual date of birth", Dr Arya said. It was also interesting to note that in a majority of the applications, the reason for change in records at such a late stage was not mentioned, he added. The committee, however, also has its share of supporters. Dr R.D. Anand, a Syndic pointed out that it was the right of any citizen to get his records changed at any stage if he could establish the facts. Mr Chatrath said the committee did nothing with regard to service records. Its function was only academic. After the verification of the school records and detection of errors in conversion to the English calendar, the genuine applications were allowed. No heresay is accepted, he added. The date of birth on
matriculation results is usually accepted to be genuine
for all academic and service requirements. Panjab
University, even after the Partition, continued to
conduct matriculation examination. Majority of the
applicants had appeared during that period. None of the
applications which were cleared by the university
Syndicate on Monday appeared after 1969. One of the
applicants appeared as early as 1955. |
UPSC asked to declare GMCH
interview results CHANDIGARH, Aug 14 The Supreme Court today directed the UPSC to declare the results of the interviews it conducted to recruit professors at Government Medical College and Hospital (GMCH) Sector 32. This will pave the way for filling vacant posts and ultimately help in getting recognition from the Medical Council of India, which has been delaying permanent recognition to the institution saying that the number of faculty members was inadequate. A Division Bench of the apex court comprising Mr Justice S.P. Bharucha and Mr Justice V.N. Khare quashed the decision of the Central Administrative Tribunal that had stayed the interviews conducted by the UPSC. The CAT had stayed the results of the UPSC after the SC/ST Medical Association, Delhi had contested the interviews on the issue of reservations. The GMCH went to court and
contended that the post of a professor in different
departments by virtue of his duties and qualifications is
different and thus should not be clubbed for the sake of
reservation. With this criteria such a post should be
designated single-cadre posts, the GMCH said in court. |

File CHANDIGARH, Aug 14 The death of a Sector 11 resident at the end of last month has taken a new turn. The Chandigarh Police has booked his wife and an unidentified accomplice of her for murder. A case under Section 302 of the IPC has been registered against them. Both are missing. The deceased, Mahesh Gupta, a private computer operator , was found dead in his rented first floor house in Sector 11 on July 27. The police initially suspected that the man had committed suicide but the family of the deceased did not believe the theory and pointed an accusing finger at Ms Gagandeep Kaur, wife of the deceased. The man was found dead by his neighbours and the main door had remained locked from outside. The body had stab wounds. The wife of the deceased had then stated that she left the house on July 25 following a tiff with her husband. Between July 25 and till the time the body was found the woman was staying with an uncle of the deceased in Sector 11 itself. Two cops nabbed: Two constables of the Chandigarh Traffic Police were nabbed by the president of the local unit of the Youth Congress , Mr Vijay Pal Singh Dimpy, while allegedly accepting a bribe from a trucker. Mr Dimpy said he had stopped at the Sector 37 petrol pump when he noticed the cops fleecing truckers . He claims he called up senior police personnel and informed them about the action of the constables. Couple injured: A couple riding a scooter sustained injuries when a car (CH-01-R-9877) driven by Atul Bakshi hit them. They have been admitted to the General Hospital, Sector 16, the police said. Car found abandoned: The
car of Mr Kuldeep Singh Keer an advocate, was stolen as
he had gone for walk in the Leisure Valley in Sector 10
on Thursday evening. The car (CH-01-7247) was found
abandoned in Sector 9 this evening. Mr Keer in his
complaint alleged that he suspected his former driver of
having stolen the car. |
Workshop on forestry research CHANDIGARH, Aug 14 A two-day workshop on forestry research organised by the Forest Department, Haryana, in collaboration with the Forest Research Institute, Dehradun, concluded at the Technical Teachers Training Institute, Sector 28, here yesterday. Mr Banarasi Dass, Principal Chief Conservator of Forests, Haryana, while inaugurating the workshop emphasised that there was need to focus forest research on the development of agro-forestry models to give better yield to the farmers. The crops, he said, should have the quality to give the maximum yield in a short span of time. Mr Dass felt that the Forest Department has to plan proper marketing for the forest produce. Soil conservation, sand dune fixation, raising of quality plantations on problem sites such as saline-alkaline and waterlogged areas should be the priority sectors of forest research. Dr J.K. Forest Research Institute, Dehradun, assured that full
cooperation would be given to the Haryana Forest
Department for upgrading forest research in Haryana. He
also asserted that the Forest Research Institute,
Dehradun, would remain in touch with the state

diseases, agro-forestry models, afforestation techniques
for problems sites and also for training of forest
officers. |
