Jalandhar, November 20 Superintendent of Police (Detective) HPS Khakh claimed that this blind murder case was solved after the police did a thorough investigation. On June 11, elderly woman Surjit Kaur, grandmother of Colonel Jai Singh, was strangulated by miscreants who had also looted gold ornaments and an LCD from the house. The accused were identified as Sanjiv Kumar, alias Sabi, of Hoshiarpur, Balkar Singh of Chabewal Hoshiarpur, Mangat Ram, alias Mangi, of Metiana Hoshiarpur, Manpreet Singh, alias Tota, of Bulowal, Ajay Kumar of Maqsudan, Neeraj Kumar of Ramamandi Jalandhar and Satpal Singh, alias Bunty, of Model Town, Hoshiarpur, SP Khakh said, adding that the police had also recovered an LCD, a motorcycle ( with a fake number), one Platina bike (PB08 S0825), a mobile phone and gold ornaments. Sanjiv was the kingpin of the gang. He was lodged in a Hoshiarpur jail in a theft case and when he was brought on production warrant on suspicion, he confessed to having planned the killing, SHO, Adampur, Rajiv Kumar said. His accomplices Balkar and Satpal were also taken on production warrant from jail. Sanjiv, Balkar and Satpal were arrested by the Hoshiarpur police in a theft case and were lodged in jail. During Sanjiv’s interrogation, he also named their other accomplices. Satpal was the one who purchased the looted ornaments from the accused. During questioning, the accused had admitted that they were running an inter-state gang and had committed several loot incidents in Jalandhar, Amritsar, Hoshiarpur and Himachal Pradesh in the past. The accused had also confessed to having committed five other crimes, including theft, at a jeweller’s shop in Kala Bakra. They had decamped with gold ornaments from Bolina village, stolen a bike from Churwali village and also stolen a motorcycle and a mobile phone from Amb town in Himachal Pradesh. |
Industrialists resent hike in factory licence fees
Jalandhar, November 20 The owner of an industrial unit having 500 employees and running a factory with 1,000 kw power connection is liable to pay Rs 37,500 factory licence fees, whereas it used to be Rs 12,500. An industrialist said this much hike was unbearable for them. General Secretary of the chamber Charanjit Singh Maingi said in August 2013, the government had already imposed regularisation charges on the industry. The entire industrial organisation in the state condemned the government adopting such a stance. He said industrialists in the state were shocked to hear that the government was not only charging regularisation charges at the rate of 10 to 18 per cent but also imposing enhanced factory licence fees at 250 per cent of the residential rate. Chairman Manmohan Singh Kalsi said in the year of 1995, the industrial department had attracted industrialists to establish their factories out of towns by providing them subsidies, and now they were being served notices to pay the regularisation charges. He said the government was trying to attract the new industry by providing incentives, including exemption for registration charges of plots, excise duty on electricity and VAT exemption. The government is penalising the existing industry. |
Cow conservation activists submit memo to DC

Speaking out against the death of many cows owing to consumption of garbage and wastes strewn on the city streets and also against the death of cattle owing to the stray cattle falling prey to accidents, members asked the administration to take steps to conserve the cattle. Suggestions made in the memorandum submitted to administration included putting of stray cattle to cow sheds, challaning of people who roam or beg with stray cattle all day and then leave them on the roads, demand of action against dairy owners who leave their old or diseased cows on the roads causing traffic and other problems. Activists also demanded slaughter houses in the district should be closed, records of cow grazing lands should be collected and records of before 1950 should be demanded from patwari. The activists demanded proper investigation into and action against the beef smugglers who were killing cows at night fall and transporting cow meat out of city in a clandestine manner. Notably, the Gau Sewa Prakosht in Punjab has also time and again made these demands and has also asked for strict action against the smugglers identified by them in areas like Nakodar, Lohian among others. Those present today included Raj Kumar Nanda, varinder Thapar Karira, Deepak Telu, Devinder Arora, Hardwari Lal Yadav, Sushil Saini, Chandar Verma, Pradeep Salgotra, Sanjeev Gupta, Vijay Dhir among others. |

Jalandhar, November 20 They even gheraoed ADC (G) Pritam Singh when he was visiting the DC office along with his team. The ADC (G) immediately asked SDM 1 Dr Rajat Oberoi to examine the case. Speaking to Jalandhar Tribune, a slum dweller Mahesh Kumar (26) said he was born at the place where his family was living at the moment. “I have never voted in my life. I, along with other residents, have requested the authorities concerned several times in this regard but to no avail,” he added. He said he had got ration card and Aadhar card. However, voter card had ever been issued to him so far. Sometimes, people belonging to political parties take us along by assuring us that they would get them voter cards. They take us to political rallies in the morning and bring us back in the evening. However, they never got voter cards,” Mahesh added. A 35-year-old woman, Raj Kumari, said she had ration card since long, but the authorities had not issued her voter card. I have never voted in my lifetime although it is my right to vote in democracy. Similarly, Chhote Lal (36) of the same locality said he had never voted in his life so far. He also had ration card and Aadhar card. I don’t even get ration on the ration card. However, no one is ready to listen to poor people, she said. Slum dwellers in this locality mainly make floor mats or collect scrap from door to door and sell it in the scrap market. SDM 1 Dr Rajat Oberoi said the issue was being examined at the moment. However, Punjab State Power Corporation Limited (PSPCL) had written a letter that the same land belonged to them, and they had got a Supreme Court ruling in their favour. |
Civic body to form sub-wards for community participation
Jalandhar, November 20 Joint Commissioner of the MC Anupam Kler had issued orders on Saturday to form three teams of head draftsmen (HDM) and draftsmen (DM) to form three sub-wards of each of the 60 wards for the implementation of the provision. Three teams have been formed for the purpose. The team of the HDM Ravinder Kumar and DM Krishan Kapoor have been asked to do the exercise for wards 1 to 20. HDM Balwinder Singh and DM Rajesh Kumar have been assigned wards 21 to 30 and HDM Vinod Kumar and junior draftsman Varun Kumar have been asked to form sub-wards for the last 20 set of wards. A resident of Rasta Mohalla, activist Kailash Thukral had filed an RTI application before the State Public Information Officer in the office of Director, Local Government, Punjab, on August 25 seeking details regarding the provisions. While state PIO has given out the details of the same by providing a photocopy of the Act, various other queries put up in the RTI application, including the list of representatives of each area nominated by the government, certified copies of the name and the designation of the officers of the MC, Jalandhar, as secretary of the Area Sabha and certified copy of number of meetings held had been further forwarded to the MC Commissioner of Jalandhar for compliance. The reply read that the Act came into effect in 1976, but was revised following a notification on April 16, 2013. It further mentions that the area for forming sabhas has to be determined within a period of commencement of the Act. The area has been defined as division of the ward into three to 10 parts with well-defined territorial limits. The Act stipulates that the representatives of each area have to be nominated within a period of 30 days for the determination of sabha areas. The various functions of the area sabhas mentioned in the reply included generating proposals for determining the priority of schemes and development programmes to be implemented in the area, to prepare a list of beneficiaries for delivery of beneficiary-related schemes in the area, to verify the eligibility of the persons getting welfare assistance from the state government or GOI, to support tax mapping and reminding people of their duties to pay user charges and to coordinate with ward committees for sanitation arrangements in the area. The various listed functions of the committees included providing assistance in solid waste management in the area, providing maintenance of streetlights and parks in the area and furnishing various updates including those related to land use, civic amenities and traffic patterns etc. The Act also clearly defines that a budget and infrastructural needs for such sabhas and committees have to be finalised annually. |
Kidnappers demand Rs 50,000 ransom
Jalandhar, November 20 The complainant Mona, mother of the girl, told the police that about two weeks ago, a youth, Bablu, had forcibly taken her daughter away to Bihar. A case of kidnapping is already registered against the accused Bablu at the division No. 2 police station. ADCP I Paramjit Singh said the police had also visited Bihar to nab the accused, but the accused had managed to escape. He added that the police party would again be sent to Bihar to nab the kidnapper. SHO Jiwan said the girl’s parents had apprised the police of the ransom call and the police had already traced the location of the accused, adding that soon a police party would be sent to nab him. |
Now, govt reduces house rent, medical allowance
Jalandhar, November 20 As per a notification issued by the government, the house rent allowance of lecturers of all grant-in-aid colleges has been reduced to 15 per cent from the earlier 20 per cent, which the colleges were previously receiving. Along with this, the medical allowance of all lecturers has also been reduced to Rs 350 from the earlier Rs 500. Notably, the move has angered the grant-in aid colleges of the state, most of which are languishing owing to lack of salary grants for the past 18 months. The present cuts in the house rent and medical allowances shall be implemented from March 2014 -— the start of this financial year, the salaries for which are already pending. President of the Principals' Association for Private Aided Colleges of the GND varsity Dr BB Sharma, principal of DAV College Jalandhar, said: "The government, it appears, is trying to test the unions. A retrospective slash does not make any sense. There is a strong reaction to this among the colleges. One college has already stopped paying its lecturers, some others have taken loans. Various others are on the verge of financial collapse. If these institutions fail to survive, the state will be steeped in chaos, because these colleges are the backbone of higher education in the state. We are trying to exhaust all our options by meeting ministers and officials. But if we run out of them, the government will be responsible for what happens next." Sarita Verma, principal, BD Arya Girls College, and Secretary of the association, said: "The decision is very discouraging. No one was ever consulted by the government. Out of the blue, a decision is certainly hurled on the colleges. While a backlog of salaries from June 2013 to October 2014 already has to be cleared, on top of it, this decision has been placed upon us." "The government is trying to downsize us. While government teachers take to the streets at the drop of a hat, teachers in grant-in-aid colleges have been making do without salaries for the past 18 months without saying a thing. If someone approaches the court for the release of salaries, their money is cleared while the rest are kept waiting," she said.' Notably, the problem of non-receipt of salaries was discussed in detail in a meeting of the office-bearers of the Principal's Association of three universities — Panjab University Chandigarh, Guru Nanak Dev University, Amritsar, and Punjabi University, Patiala. A six member co-ordination committee of the Principals Association — with representatives from all state universities was also constituted and authorised to coordinate with Management Federation, Punjab and Chandigarh College Teacher Union, Non-teaching Employees Union of colleges and other stakeholders for further action. The members, who are seeking a meeting with CM Parkash Singh Badal and Deputy CM Sukhbir Badal, shall take up the matter at a meeting to be held soon. |
Youth Akali Dal set to form district presidents after 13 yrs
Jalandhar, November 20 Having been appointed as Youth Akali Dal Regional Chief of Doaba just five days back, Sarabjot Singh Sabi visited the city where he was given a warm welcome by the local youth party leaders and District Urban President Gurcharan Singh Channi. Sabi announced to appoint district youth presidents for the urban areas, which will happen after as long as 13 years now. He said, "I will hold circle-level meetings, meet various leaders, take the feedback and appoint the district presidents for Jalandhar, Kapurthala, Nawanshahr and Hoshiarpur in a month's time." The new Doaba chief said that his agenda would be to gear up the youth leaders of the party for the coming local bodies polls as well as the 2017 Assembly polls. He said weaning away the youth from drugs by organising various programmes would also be on his agenda. He said that the youth leaders would also be given good political assignments in coming polls. Notably, the SAD had this time done away with the post of the state president of Youth Akali Dal, which was earlier held by Bikram Majithia, and has appointed five regional chiefs. These include Sabi for Doaba, Inderbir Bolaria for Majha, Rosy Barkandi for South Malwa districts, Harpal Juneja for Patiala, Sangrur and Fatehgarh Sahib and Tarsem Singh Bhinder for Ludhiana and Moga. All those who have been in race for the post district youth president include Charanjit Singh Minta, who has been closely associated with former Jalandhar Improvement Trust Chairman Baljit Singh Neelamahal, and Harkomaljit Singh Romy, who reportedly enjoys the support of SAD district president Channi. Others who attended the programme were former councillors Manjit Singh Titu and Gurdeep Singh Nagra, former councillor Dinesh Dhall and sitting councillor Amit Dhall, cousins who recently joined from Congress, and Harinder Singh Dhindsa, president of the Youth Akali Dal (rural). Jalandhar, November 20 He categorically told police station heads to gather the record of old criminals who are out on bail or presently facing no charge, and round them up to find if they are involved in the recent crime incidents. Notably, since Tuesday, city has witnessed six loot incidents in which victims were also injured by the miscreants. However police has failed solve even a single incident. One of the SHOs said Police Commissioner had rebuked them for not keeping check on crime and solving the recent crime incidents. "We have been raiding the whereabouts of old criminals to question them regarding recent loot incidents," he said. Today as well, in broad day light, three bike-borne armed miscreants brutally injured a 22-year-old Sunny, an employee of commission agent at Maqsudan grain market. The accused failed to loot any cashas Sunny resisted.
