27-yr-old woman shot dead
Chandigarh, October 17 Maninder Singh, SHO of the Sector 34 police station, said Puneet was staying in the flat with Amit Chaudhary, a resident of Sector 47. “Amit is already married and has two kids. Puneet and Amit were staying together from the past over two years,” the SHO said. Maninder Singh said Amit claimed that he had gone to get food for Puneet from Sector 28 and on returning, he found that the door of the flat was not bolted from inside. “On entering the house, he found Puneet lying in a pool of blood in one of the rooms,” the SHO said. According to the police, Amit called the police and informed his neighbours about the incident at around 10.15 pm. The police rushed Puneet to the Government Medical College and Hospital (GMCH), Sector 32, where doctors declared her brought dead. The police have recovered an empty shell and two pieces of shells from the flat. Family members of the deceased were informed, who arrived in the city at around 1 am. The victim’s sister, Avneet Kaur, a BSc nursing student at a college in Kharar, in her complaint to the police, has raised suspicion that Amit’s father Ram Lal may have killed her sister. Avneet told the police that Amit had promised Puneet that he would divorce his wife. The SHO said they were investigating the role of Ram Lal and his son Amit. The postmortem was conducted in the afternoon. Puneet’s father had died when she was young after which her mother married another man, with whom she has two kids. The police have registered a case under Section 302 (murder) of the IPC and the Arms Act against Amit and his father Ram Lal at the Sector 34 police station. She had come to city to become a model

Chandigarh, October 17 A Division Bench also directed the UT Deputy Commissioner, the Home Secretary, the Municipal Commissioner and the Chairman of the Agricultural Marketing Board to remain present in the court, along with records, on the next date of hearing. The Bench also directed the presence of the Deputy Commissioner through bailable warrants in case of his failure to turn up for the proceedings. The directions came just over a month after the Chief Architect filed an affidavit stating that the revised layout of the second market had been approved and issued to the Deputy Commissioner-cum-Secretary, State Agricultural Marketing Board. Taking on record the assertion, the Bench had asked the Deputy Commissioner to file a status report by way of an affidavit “furnishing details of the steps taken pursuant to the receipt of the revised layout plan”. He was required to remain present in the court, in case of his failure to do the needful. As the case came up for resumed hearing, the Bench of Justice Surya Kant and Justice Ajay Tewari observed: “Neither the status report has been filed nor the Deputy Commissioner is present in the court…. “We direct the Deputy Commissioner, Chandigarh, to remain present at 2 pm, failing which his presence shall be secured by bailable warrants in the sum of Rs 20,000 with one surety of the like amount. The Chief Judicial Magistrate, Chandigarh, and the SSP, Chandigarh, are directed to ensure execution of the bailable warrants." The HC, on a previous date, had directed the Adviser to immediately convene a meeting for considering the feasibility of setting up another vegetable market in the city. The Bench had also directed the Chandigarh Administration and the chairman of the Market Committee to look into the mess in the Sector 26 grain market. The HC had then directed the UT Administration to respond to the photographs on encroachments and to make clear its stand on the new vegetable market in Sector 39. The UT, during the course of the hearing, had informed the Bench that a meeting was convened by the UT Advisor on April 26 last year to discuss the issues; and a decision on setting up a second grain, fruit and vegetable market in Sector 39 was taken. The UT Adviser, along with the Home Secretary and the Chief Architect, had made a visit to the Sector 26 grain market and the proposed site in Sector 39. Appearing before the Bench, advocate-cum-amicus curiae Divya Sharma had insisted that the Sector 26 market was in bad shape. Mohali, October 17 It is being averred that the membership fee for the officers was aimed at accommodating senior government functionaries.The Greater Mohali Area Development Authority (GMADA), the agency developing the golf range at Sector 65, here, has attracted criticism for setting Rs 50,000 as the entrance fee for the general category membership. The disparity in fee structure between the two categories has not gone down well with the people of different walks of society, even several sportspersons. Mohali MLA Balbir Singh Sidhu said that the facility had been created from the public money and to benefit the public. "Why should the general public pay five times higher fee than the Punjab Government officials. Such a high fee structure will discourage golf enthusiasts, who belong to ordinary and poor families. Moreover, the reason behind having lesser fee for government officers is very obvious and everybody knows who will be the real beneficiaries in the coming days", said Sidhu. Expressing similar sentiments, a Mohali resident, Colonel Anil Chaudhary, a state-level golfer, said that the fee structure for the general category should not be more than Rs 10,000. "Such facilities are being developed just to promote the game and prepare top sportspersons, and it is not to please a certain section of the society", said Col Chaudhary. Chandigarh-based golf teacher Ajay Partap said that Rs 50,000 entrance fee for the general category member is too huge an amount for a golf enthusiast, who belongs to a poor family. "The fee for a general member should be the same as the service member category for the better promotion of the game", said Ajay Partap. In the general category (including NRI), the authorities have decided to enrol 100 members while in the service member category (in which Punjab Government officers ,the state PSUs which include retired officers and the central PSUs that include retired officers with grade pay of Rs 8,700 and above are eligible) there will be 50 members. In the student and corporate member categories, there will be 25 members each. Meanwhile, with the construction work at the range coming to an end, the membership enrolment process has begun. The golf enthusiasts have been asked to submit their applications by October 31, this year following which 200 members will be selected in various categories by a screening committee. "There are two other categories - life members and tenure members - for which the number of members are yet to be decided", said the GMADA authorities adding that the total number of members could be increased to 300. Noted golfer Harmeet Singh Kahlon, who has been made the brand ambassador of the range, claimed that world-class golf facilities were being provided at the range. Talking to Chandigarh Tribune, Kahlon said that he had already designed a special sub-junior-cum-adult pitch and putt course to promote the sport in the area. "In the 115 yard wide and 185 yard long two-tier range, spread over 10.5 acre of land, we have 28 hitting bays astroTurf on the ground floor and equal number of bays on the first floor", said Kahlon. To be a member of the range, the person should be at least a graduate and income tax payee, said an official. |
CHB to rent out vacant unallotted commercial properties
Chandigarh, October 17 Statistics collected by the Chandigarh Administration reveal that of the total 3,413 booths constructed in the city, 515 booths are lying vacant, meaning that 30 per cent of the properties are lying vacant in various sectors. Barring booths in Sector 19 D/20-D/ Sector 26 in which all booths have been allotted, other sectors have large number of vacant or un-allotted booths. The markets which have the maximum number of vacant booths are Sectors 39 West, where all the 118 booths constructed are vacant. In Sector 38, out of 132 booths constructed, 72 booths are vacant and in Sector 42, all 40 booths are vacant. An auction of commercial property conducted by the CHB in February this year revealed that rules and regulations of the auction were not user friendly.CHB Chairman BS Bhalla said the issue of renting out the properties was being taken with the Chandigarh Administration after getting the same approved from the board members of the CHB. Kamaljit Singh Panchhi of the Property Federation, Chandigarh, said, "No one is interested in purchasing the property on a leasehold basis. On the leasehold property, the owner is required to pay the ground rent and property tax every year. This time 12.5 per cent service tax was also to be charged. Apart from this, the collector rate is very high. We have requested the Administration time and again to convert the property into freehold. However, no action has been taken."

investors had withdrawn their shares a few months ago, foreseeing the downfall, there were many who have been spending sleepless nights after hearing the news. "The investments in DLF are likely to go further down and debts are expected to go up. The new investors should certainly not invest as it has become a risky business now", said, ML Batra, sub-broker, Angel Broking, Panchkula. "The DLF and its board wish to reassure its investors and all other stakeholders that it has not acted in contravention of law either during its initial public offer or otherwise. The DLF and its board were guided by and acted on the advise of eminent legal advisers, merchant bankers and audit firms while formulating its offer documents. The DLF will defend itself to the fullest extent against any adverse findings and measures contained in the order passed by SEBI. The DLF has full faith in the judicial process and is confident of vindication of its stand in the near future," said official spokesperson of the DLF. The SEBI order found the company and six of its top officials guilty of suppressing material information in its offer document at the time of its public issue in 2007. Debarring a company from the stock markets is one of the strongest punitive actions available under SEBI regulations. This means the company cannot raise funds in the stock market in any form for the stipulated period. For a large listed company, it is seen as a major setback because markets tend to react to such a punitive action. |

Zirakpur, October 17 Though the six-laned Zirakpur ring road is ready to carry vehicular traffic from the Chandigarh-Ambala Highway to the Zirakpur-Patiala road yet the GMADA has been delaying the project for the best reasons know to the authorities. A part of the ring road that will connect the Chandigarh-Ambala Highway with the Zirakpur- Panchkula road in Sector 20 is still incomplete due to a court case. Sources revealed that the government was yet to acquire land at some places for laying the road towards Panchkula. GMADA Chief Engineer Tarlochan Singh was not available for comments. Narinder Kumar Sharma, MLA Dera Bassi, said that some technical hurdles in opening the ring road (towards Patiala road) for vehicular traffic. He however, was hopeful that the court case would be in government's favour and the work to complete the construction of the ring road towards Panchkula would be taken up soon. It is learnt that the authorities are waiting for some VVIP to inaugurate the ring road. A visit by The Tribune to the area revealed that GMADA had left nearly 30 feet-wide section of the ring road (along the Chandigarh-Ambala Highway towards Patiala road) incomplete while the rest 3.5km six-laned ring road was ready to carry the volume of traffic. The GMADA had even dumped lose soil on the ring road to restrict entry of vehicles on it. Interestingly, the vehicles heading towards Patiala and those coming from the reverse route were still found using the road by taking alternate routes. Sunil Bandha, a Zirakpur-based businessman, was of the opinion that the government should open the Singhpura-Chhat part of the ring road so that the traffic heading towards Patiala, Bathinda, Mohali, Kharar and Manali could be diverted from here instead of adding to the traffic congestion at the Zirakpur intersection. The Punjab Government has taken up a project to lay a six-laned ring road around Zirakpur township. This will provide a major relief to the commuters from traffic jams here. The ring road will help commuters going towards Shimla, Manali, Dharamsala, Patiala and Bathinda. The 3.5-km six-lane ring road will divert traffic from the Chandigarh-Ambala Highway near the Ghaggar Bridge and will rejoin the Zirakpur-Patiala road near Chhat village and then meet the Aero City in Mohali to rejoin the Chandigarh-Manali Highway near Desu Majra in Kharar. Similarly, the traffic heading towards Panchkula and Shimla will be diverted from the same point to take the Sanauli road that will rejoin the Zirakpur-Panchkula road ahead of Sector 20, Panchkula. |

Mohali, October 17 Driving a swanky Toyota Fortuner SUV, bearing registration number DL 3C BX 0616, right up to the entrance porch where public vehicles are not permitted, a relaxed Cheema alighted from the vehicle wearing dark glasses with confidence. As he made his way inside the policemen present at the station were seen saluting him. The police station was closed for the general public and even the media was not allowed inside the building. As soon as Cheema entered the station, the grills of the main entrance were closed. Within minutes, a person was seen hurrying in with bottles of mineral water, tetra packs of fruit juice and refreshments. About 10 minutes after Cheema’s arrival at 9.50 am, local SHO Pawan Kumar, who is also the investigating officer in the case, reached the station. He was followed by Mohali SP (Detective) GS Grewal. Interestingly, the vehicles of both these officers had to be parked behind the Fortuner in which the suspended IG had arrived. It was only after the issue of the police station being closed was with Mohali SSP Inder Mohan Singh Bhatti that the gates were opened and Cheema’s vehicle was moved away. Cheema spent about 50 minutes along with an advocate before leaving the police station.The SHO came out to the porch to see him off. Thereafter, he proceeded to Mataur police station, about four km away to join investigations in the Kriscpy Khaira molestation case.

Rly housing society offers land

Chandigarh, October 17 In a memorandum submitted to Member of Parliament Kirron Kher by the representatives of the society, a proposal was mooted that there was a three-acre plot near there society which was lying vacant since a long time. The representatives proposed that the UT Administration should utilise Plot No. 2 to construct an old-age home, as the existing two, which were located in Sectors 15 and 43 were jampacked. Harbans Singh, president of the society, said an old-age home in the area would benefit old persons as all basic facilities, such as a park, dispensary and religious places were nearby to the proposed plot. Recently, Help Age India had also asked Kher to provide them land in the city on which the NGO would build an old-age home. Help Age India state head Bhavneshwar Sharma said they were getting queries of both single and couple senior citizens from other states about the availability of seats in the old-age homes in Chandigarh. He said that on many occasions they have offered them the option of Punjab but they were not ready to go for it. Records of Help Age India reveals that in a fortnight they receive about 10 to 15 calls from central Indian states to inquire about the old-age home facility in Chandigarh. |
9,000 BSNL phones lose ring
Mohali , October 17 Nishan Singh, senior SDO, cable maintenance, BSNL, told The Tribune today that 12 cables were stolen, resulting in a loss of about Rs 8 lakh. It would take a few days to make the network functional again. He said most of the phones in the District Administrative Complex had gone dead. Some of these were made functional by going in for “rearrangement”. Nishan Singh said on making inquiries about the theft, he got to know that a young man, who was heard speaking in English on a mobile phone, had come to Madanpur Chowk along with a migrant labourer around 5pm yesterday. The man did not take off a helmet he was wearing. He asked an auto-rickshaw driver on the spot to move his vehicle away from a BSNL manhole on the pretext that some work had to be undertaken. The BSNL official said today, the police had only recorded a DDR but had not registered an FIR, he added. |

Strengthening of psychological skills enhances shooters’ performance: Study
Chandigarh, October 17 The University Grants Commission (UGC)-funded study involved 40 rifle and pistol shooters (of national, regional and international level) from the city and Punjab. They were categorised as established (those who have won positions at the inter-varsity and national levels) semi-established (those who have won positions at the state and university levels) and beginners (those who have little experience and have only achieved some ranking at the college and district levels) "Apart from involving various scales of assessment, we followed the concept of Rhonda Byrne's The Secret (available in form of visuals, audios and book) to the students to know how the law of attraction works. When we focus on what we want it manifests. We attract everything with our thoughts. Then why not master our thoughts, as far as possible, to attract what we want" said Dr Amanendra Mann associate professor, department of physical education DAV College. Mann is also the principal investigator in the study. "The battle is always in the mind. Psychological skills can do wonders," said co-investigator, Dr Shruti Shourie, assistant professor, department of psychology, DAV College. The study started in April 2013. Chandigarh, October 17 According to the board's notification, in the first year, 1,000 girl students from across the country will be selected to join this programme. Fifty per cent enrolment will be under the general category and 50 per cent would be from the SC/ST/Backward Class category. The selected students will get free of cost support to enable them in preparation for IIT-JEE entrance examinations. The CBSE has mentioned in its notification that the special focus of the project, Udaan, is to address the low enrolment ratio of girl students in prestigious institutions and to enable them to receive special incentives and support so that they can join the prestigious institutions. All girl students studying in Classes XI and XII in any board in India are eligible to apply for the project. The interested candidates can apply on the online portal of the CBSE. The last date for application is October 27. The features of the programme include preparatory material through an online portal, tutorials, videos, study material, and virtual contact classes. Tablets will also be provided with preloaded content to facilitate learning. An orientation session on using technology will be given to all selected students. Points accrued during assessments and mentoring activities will be converted to money used for fees, if selected in IITs and NITs. While welcoming the initiative of the CBSE, Dr Arvind Goyal, an academician, said: "The progress of any society or country is assessed by the progress made by its women. In the field of science and technology, girls are highly underrepresented. Training girl students and making them able enough to qualify engineering entrance examinations will boost the confidence of these girls". Arvind Goyal said: "Their performance in the programme will further earn them credits, which will not only motivate them but also reduce the financial burden of the deserving students. Talent research pool needed in country, say experts

Thyagarajan, former Vice-Chancellor of the University of Madras, said: “An initiative should be taken to create an innovation ecosystem in universities and students should be motivated to do innovative
research”. PU Vice-Chancellor Prof Arun Kumar Grover said a concrete work plan would be submitted to the UGC shortly as many practical suggestions and ideas were discussed during the two-day national discussion meet. He said the experts suggested the need for starting more post-doctoral studies in Indian universities as the research required several years of working. Postgraduate students should stay longer in the universities. They should first learn and then contribute meaningfully. Bright students should be encouraged to study and research longer because it required a longer gestation period. “The universities will have to provide all kind of support to students. Parents cannot be expected to support their wards for such a long period. Students cannot get loans from banks also. So, we will have to devise some mechanism for them,” he said. Prof Grover said the recommendations would be sent to the UGC before December 28, 2014, the year-long diamond jubilee celebrations of the

200 saplings planted
Chandigarh, October 17 University Vice-Chancellor Dr Shalini Gupta said the students of both the faculties planted more than 200 saplings in the university campus and the surrounding areas.
