Modi failed to win hearts: Selja
Bipin Bhardwaj
Tribune News Service

Kalka, October 11
Senior Congress leader and Rajya Sabha MP Kumari Selja blamed the Narendra Modi-led BJP government for price rise in just 100 days of its rule. “No doubt Modi won the Lok Sabha elections, but he failed to win the hearts of the people,” Selja claimed.

She alleged that Modi managed to form the government at the Centre by making false promises. But the BJP, which is riding high on the ‘Modi’ wave, will not be able to befool the electorate in the Vidhan Sabha elections.

Selja was addressing a public meeting at HMT in favour of Congress candidate Manvir Kaur Gill, here today.

Selja claimed to have helped the fund-starved HMT by procuring financial package of crores of rupees from the UPA government.

She said the unit was a dream project of Pt Jawaharlal Nehru, first Prime Minister of independent India, and the Congress would never let it wind up.

She also blamed the BJP for its anti-industry policies. She alleged that a number of industrial units were being forced to close by the Union government following which the rate of unemployment had started registering a sharp increase.

The MP appealed to the public to vote for Congress candidate Manvir Kaur Gill.

Claiming to be a local candidate, Gill appealed the people to support and vote for her for the development of the area.

Leaders from the neighbouring state - Himachal Pradesh - also joined her election campaign.

Saurabh Malik
Tribune News Service

Chandigarh, October 11
Turning over a new leaf in the history of one of the oldest schools in Sohana, the Punjab and Haryana High Court has closed the chapter of its land acquisition. Taking up a petition filed by Bhalwal Sarvhitkari Arya High School Managing Committee, a Division Bench of the HC has, in fact, quashed the land acquisition proceedings qua the institute.

The orders came on a petition filed by Bhalwal Sarvhitkari Arya High School through senior advocates Chetan Mittal and Vishal Garg.

The institute was seeking directions for quashing the notifications dated February 21, 2000, and February 2, 2001, issued under Sections 4 and 6 of the Land Acquisition Act, 1894.

As the case came up for hearing, the Division Bench of Acting Chief Justice Ashutosh Mohunta and Justice Harinder Singh Sidhu was told that the rural-based society was running the school with 48 classrooms.

But their land was acquired for the development of Sectors 48 to 73 in Mohali.

The Bench was told that the acquisition was challenged by the petitioner earlier too.

Taking up the matter, the court in its order dated October 21, 2013, had noticed that the school was one of the oldest educational institutions in the area and the respondents should exempt the institute from the acquisition process. The direction, however, came with a rider.

It was subject to the condition that the school management deposited external development charges, along with the interest. The respondents were also directed to calculate the external development charges and inform the petitioner the amount payable by it.

The counsel for the petitioner told the Division Bench that the entire amount of external development charges had been paid to the respondent — Greater Mohali Area Development Authority. As such, the acquired land of the petitioner’s school should be released from acquisition.

The Bench observed: “The senior counsel for GMADA admits that the petitioner has deposited the entire amount of the external development charges.”

WHAT THE BENCH SAID

The bench stated: In view of the fact that the petitioner is running a school and has deposited all the external development charges, as demanded by the respondent, GMADA, the acquisition proceedings qua the petitioner are quashed.

Arrest warrants against promoter

Mohali, October 11
The Permanent Lok Adalat (Public Utility Services), Mohali, has ordered the attachment of the property of a promoter of a housing society and issued arrest warrants against him to compel him to comply with the orders of the adalat. The warrant of attachment and arrest warrants have been issued for October 13.

He received various amounts ranging from Rs 2.5 lakh to Rs 3.5 lakh from its members, promising to purchase land and construct flats thereon for allotting to them. Land measuring 16 acres was purchased in Sector 91, near Chapper Chiri village, SAS Nagar district, but no flats were constructed. The members had been demanding refund of the amount by the sale of land but no action was taken . Mehta in his reply admitted the facts and contended that the amount would be refunded only if the land was sold. As per orders dated February 1, 2014, Mehta was directed to hold elections within 30 days to the society, which had not been held since 2005, though the term of the governing body was only three years, and to sell the land and distribute the amount so received among its members. Mehta did not comply with the orders. The applicants then filed an execution application for compliance with the orders passed by the adalat on February 1.

A notice was issued. Mehta, respondent no. 1, appeared through his counsel and took several adjournments on one pretext or the other but to no effect. — OC
