Chandigarh, September 20 The judgment has put an end to the chapter of allotment of land to the institute. The SC quashed the allotment of land in Sector 38, Chandigarh, to the institute in 2002 on 99-year lease while upholding the Punjab and Haryana High Court (HC) judgment in 2005 terming the allotment illegal. The allotment came under scanner as the land was given to the institute at a throwaway price. In 2004, a Jalandhar resident Neeraj Sharma had filed a PIL in the HC challenging the entire process. While pronouncing the verdict, the SC also affirmed that the petitioner had the legal right to challenge the allotment in public interest. Sharma had stated that the allotted land’s current market value is over Rs 50 crore but it was granted to the institute on lease at Rs 2.55 crore. The then Chief Justice of the Punjab and Haryana High Court, BK Roy, and Justice Suryakant had termed the allotment as illegal, unconstitutional and done in a clandestine manner to favour influential directors. The directors of the institute were Ripjeet Singh Narang, Amarjeet Singh Narang (both sons of a then sitting HC judge), Shailnder Jain, then senior standing council of the UT administration, and Prof VK Bansal, former head of the Department of Law, Panjab University. |

Bindra said monthly lok adalats were organised on every last working Saturday of the month and appealed to the public and litigants in particular to avail themselves of the benefits of these. The matter was settled amicably at the adalats and both parties left the court in a win-win situation. They also saved their time and money. No appeal lay from a decision of the lok adalat. Their court fee was also refunded when they settled their cases. The toll-free helpline (No. 1968) of the Punjab Legal Services Authority was available 24x7.
