Panchkula, July 13
In a broad daylight dacoity, at least seven armed miscreants struck at Rajat Jewellers in the Mansa Devi Complex, Sector 5, and robbed cash, a car and jewellery worth over Rs 50 lakh after stabbing the showroom owner here this afternoon.

The robbers, who were armed with revolvers, threw chilly powder in the eyes of an employee, Satish, when he tried to resist the robbery attempt and shouted for help. Later, they tied the owner and two employees before fleeing from the spot.

The owner, Aashi Khanna (60), who was in the showroom with two employees, was stabbed with a dagger on his back, left hand and the head. He was taken to the General Hospital where his condition is stated to be stable. While the two employees, Satish and Jatin, were tied on the first floor of the showroom, Khanna was tied on the ground floor.

According to eyewitnesses, the robbers, who came in a white Chevrolet Cruze, were wearing helmets and carrying haversacks when they struck at the showroom. While four of them went inside the showroom, three waited outside. They also took away the Swift Dzire of the owner. A few bystanders ran behind the two vehicles, but in vain. The eyewitnesses told the police that they also saw a woman inside the car.

“The robbers entered the showroom and brandished revolvers. When Khanna raised the alarm, one of the robbers stabbed him. When Satish tried to resist the attempt, the robbers threw chilly powder into his eyes,” said a police official.

Two robbers then took Satish and Jatin to the first floor that showcases silver jewellery and tied them near a bathroom. They tied Khanna on the ground floor and took away all gold jewellery in haversacks. They also took away Satish’s mobile phone and snatched the car keys from Khanna and fled.

Khanna managed to untie himself and called his son Rajat and then fell unconscious. The other employees were freed by tea vendors, who called the police.

“Though the robbers took away the front parts of CCTV cameras, but the footage has been captured. I called up the SSPs of Chandigarh and Mohali to seal the area. We have got clues from the footage,” said Deputy Commissioner of Police (DCP) Rahul Sharma.

The showroom had a night guard, but his duty was to start at 8 pm.

Gym worker, tea vendors chase robbers

Laddan Kumar, who works at a gym, said they threw a brick on the Swift Dzire car in a bid to catch the robbers. “Some tea vendors and I ran behind the vehicles and also threw a brick. The front windowpane of the Swift Dzire got damaged. The robbers tried to run the vehicle over us and fled,” said Laddan.

2 nakas near showroom

There were two nakas on the main road near the showroom which was used by the robbers. Policemen deployed at the nakas said they were on CM duty till the afternoon.

For 16 minutes, the victims were in the hold of the robbers, that too in broad daylight, but nobody turned up for help.

Past incidents

There have been four incidents of crime in the same market in the past one year, but the police have failed to make any breakthrough. Nearly two months ago, armed miscreants had fled with a bag of Janeesh Bansal, owner of Bansal Plywood, in the same line. However, there were just documents in the bag. Four months ago, thieves decamped with expensive mobile phones from a Samsung shop in front of the jewellery showroom. Eight months ago, thieves broke into a garment shop in the same line and decamped with cash.

Architecture Dept blamed for delay in projects
Rajmeet Singh
Tribune News Service

Chandigarh, July 13
The UT’s Architecture Department has been blamed for delaying the execution of a number of engineering projects due to an inordinate delay in finalising the drawings. Some of the drawings are pending with the department for the past over a year, resulting in a delay and “underutilisation” of funds.

After the issue was raised at a meeting of senior officers, SK Chadha, UT Chief Engineer, shot off a letter to the UT Chief Architect, Sumit Kaur, asking her to handle the issue on priority.

The work on the construction of the new secretariat building for UT offices in Sector 9 has been delayed by over four years. The drawings for the project were approved in June this year.

Similarly, the project for the construction of an underpass on the national highway, opposite the ISBT, Sector 43, is pending as the Architecture Department is yet to issue the plan of the project. The drawings of another project related to the construction of a multi-level parking at the ISBT, Sector 43, are pending with the department.

A senior UT official said due a delay in sanctioning of building plans, the cost of projects escalated and the budget for these remains underutilised. A complete list of around 30 projects that are stuck up at different stages with the Architecture Department has been sent to the office of the Chief Architect.

The project for the construction of an administrative block at the Government College for Girls, Sector 42, is awaiting the approval of the Architecture Department since February 2013.

Similarly, the drawings of projects for the construction of a bridge on the N-choe on Madhya Marg, between Sectors 10 and 16, and another one to beautify the N-choe are pending since June last year.

The MC has similar issues with the department.

MC gets its act together to check waterlogging
To come up with more road gullies, storm water drainage pipelines in the city
Amit Sharma
Tribune News Service

Chandigarh, July 13
Facing the ire of residents over city roads getting flooded during the monsoon, the Chandigarh MC will come up with more road gullies and storm water drainage (SWD) pipelines at several identified areas where the problem is severe.

The tall claims made by the civic body regarding cleaning of road gullies are exposed whenever there is a downpour that leads to waterlogging across the city.

MC Commissioner VP Singh said a few areas had been identified where there was a need for building additional road gullies to ensure storm water drainage. “The areas that witness waterlogging during the monsoon have been identified where additional road gullies will be constructed to ensure that there is no problem during the next monsoon,” he said.

He said the road gullies in the city had a limited capacity. Whenever there was more rain, it took a lot of time for the water to drain out.

Nominated councillor DS Sandhu said the MC did not follow a schedule for cleaning road gullies before the monsoon. “The authorities also fail to ensure that its not just the road gullies that need to be cleaned, but the SWD pipelines should also be cleaned properly to ensure that water gets drained out,” he said.

Drainage system inadequate

The existing drainage system in the city is inadequate to take the discharge during a downpour. The SWD system for Sectors 1 to 30 has been designed to take 15 mm of rainfall per hour, while the sectors in the second phase (Sectors 31 to 47) were designed to accommodate 20 mm of rainfall per hour. The SWD system in the third phase of the city from Sector 48 onwards has been designed to take 25 mm of rainfall per hour.

Areas where more SWD lines, road gullies will be laid

  • Elante Mall to PVR
  • V-3 road (road dividing sectors) of Sectors 28 and 29
  • Grain Market, Sector 26, to St Kabir School
  • Hallo Majra Chowk
  • V-4 road (road in front of shopping areas) in Sector 18
  • SDM (East) office

Nod for shifting road gullies

The water supply and sewerage disposal committee, at its recent meeting, gave the nod for providing additional road gullies in Sector 22 and shifting and reconstruction of road gullies from the roundabouts of Sectors 1 and 2 and Sectors 1 and 3 to V-5 roads.

Better Chandigarh
Zirakpur-Chandigarh road nightmare for commuters
This road stretch of the NH 21 is becoming increasingly unsafe for commuters as traffic from Panchkula and other settlements converges on it. Chandigarh Tribune reporters give a first-hand account of their experiences as they travel to the city from two different areas in Zirakpur and take stock of traffic bottlenecks and suggest viable solutions to solve the problem.

Journey from Patiala Road to Tribune Chowk

One starts the day afresh, looking forward to a day full of enthusiasm and energy at work. But, the moment one gets into the car, the very thought of traversing through a crowded road is a nightmare to many. The heavy rush — that starts from the Lucky Dhaba point (on Patiala Road), till the dividing light point on the Zirakpur-Patiala highway — makes the journey of covering 0.5 km an arduous one. It takes 3 minutes to cover a distance of 500 metres from Lucky Dhaba to the main light point on the Zirakpur-Panchkula highway.

While the entry point to the Chandigarh border is around 600 metres away, the vehicle moves at a snail’s pace. The traffic movement gets exceptionally slow as all the three lanes converge into one while entering the City Beautiful. The barricades block the other two lanes and one spends another 10 minutes on the 50-metre stretch.

The single-lane entry slowly diversifies into three lanes but the vehicle moves at a speed of 30-km per hour. However, the vehicles come to another halt. The traffic signals at the Airport light point lack synchronisation and this plays a spoilsport.

When the signal turns green the third time, a person is able to cross the light point. The entire exercise consumes another 8-10 minutes.

A similar scenario can be seen at the Hallo Majra light point. As one gears up to reach the Tribune Chowk, traffic congestion awaits him at the roundabout.

Finally, one reaches the Tribune Chowk in a total of 40 minutes. A commuter struggles to find his way through the heavy traffic at the Tribune Chowk.

Many others also face the same ordeal while travelling to other two parts of Zirakpur — Ambala Highway or Panchkula-Zirakpur Highway — as traffic converges at the Chandigarh-Zirakpur border.

Traffic signals not synchronised

The signals to go straight, left and right don’t function in synchronisation at the Airport light point and the Hallo Majra light point. At both the light points, while the signals for going straight and left work simultaneously, there is a time lapse between the two and the right signal. This causes confusion among commuters daily.

SEPARATE LANE FOR TWO-WHEELERS

A separate lane for two-wheelers runs parallel to the stretch between the entry point to Chandigarh and Hallo Majra light point on both the sides. While the purpose of the separate lane was to ensure smooth plying of cars and two-wheelers on separate lanes, only a few two-wheelers can be seen plying on these. Others continue to ply on the main road.

PROBLEMS YOU HAVE TO GRAPPLE WITH

Kind of traffic: The commuters include the working-class population, students and shop owners.

Kind of vehicles: A majority of the vehicles include cars, followed by two-wheelers, buses and auto-rickshaws.

Major traffic bottlenecks

Express Chowk, Hallo Majra Traffic light point, Airport light point, inter-state border in Raipur Khurd village, sales tax barrier in Bhabhat village, Godown area in Bhabhat, temporary bus stoppage for long-route buses in Zirakpur, Panchkula traffic light point, Patiala traffic light point, an opening for MC office and police station, Metro and Best Price, wholesale stores, VIP road opening and Singhpura crossing. Similarly, the Baltana traffic light point on the Zirakpur-Panchkula Road and High Ground T-Point and link road to Nada Sahib Gurdwara on the Zirakpur-Patiala Road

ILLEGAL THOROUGHFARE CAUSE OF ACCIDENTS

It is a daily struggle for commuters to drive from Zirakpur, near the McDonald’s point to Chandigarh safely, as there are a number of dangerous points on the national highway due to illegal thoroughfares and congestion on the Zirakpur-Patiala crossing. The U-turn near the McDonald’s point on the Ambala-Zirakpur road and police check post, near Singhpura point, poses a challenge to pass through in the wee hours as there are hardly any traffic police personnel to streamline the flow of traffic. While returning from Chandigarh to Zirakpur, near the flyover, two-wheeler drivers use cuts to cross the divider.

Zirakpur junction major choke point

The Zirakpur junction is turning into a major choke point.

The junction urgently needs bypasses to stop the NH traffic converging onto the junction from all sides.

Repeated directives by the Punjab and Haryana High Court to the Punjab Government, local civic body and National Highway Authority of India (NHAI), to come out with solutions to solve the problem, have hardly moved the authorities.

Unplanned growth of the Zirakpur Municipal Council and lack of foresightedness of the think-tanks of the Punjab Town and Country Planning Department have virtually created a complete mess.

A 3-km long overbridge — constructed to ease the vehicular traffic on the Chandigarh-Ambala highway — is virtually proving a white elephant as only goods carriers and long-route buses ply on it.

Apart from local buses, a majority of buses still use the old highway to pick up passengers, which causes frequent traffic jams here. Starting from the Express roundabout till the McDonald’s T-point, the Chandigarh-Ambala highway has 16 main traffic bottlenecks.

RING ROAD PLANNING ON THE CARDS

The Zirakpur Municipal Corporation authorities are pinning hopes on the completion of the Zirakpur Ring Road, that could ease heavy flow of traffic heading towards Patiala, Bathinda, Jalandhar, Amritsar, Dharamsala, Manali from Yamunanagar, Delhi, Ambala and other stations after taking a diversion near McDonald’s, and in the reverse route, claimed an MC officer.

Likewise, vehicles heading towards Shimla and Baddi from Ambala, Delhi, Patiala, Bathinda and other stations could also use the Ring Road and vice versa, he added.

Following the High Court orders, the local MLA NK Sharma held a meeting of the NHAI, PPWD and MC on the issue and asked the officials to find a permanent solution to the problem.

VEHICLES PARKED ON ROAD CAUSE CONGESTION

“In the meeting it was decided that the civic body will pay 20 per cent of the amount spent on a project to be taken up by the NHAI to ease traffic congestion on the highway. Besides, the vehicles parked on the road lead to congestion,” informed Parminder Singh, Executive Officer, MC.

UT needs to adopt a proactive approach

UT needs to be proactive in dealing with the traffic bottlenecks on the Zirakpur-Chandigarh section of the National Highway.

Caught in the official rigmarole of file clearances, the UT needs to speed up planning and execution of plans to decongest the Zirakpur-Tribune Chowk section of the National Highway.

Starting from the Airport traffic light junction, the main traffic bottlenecks fall in the UT area, till the Tribune junction.

The main cause of concern should be the Airport traffic junction, that witnesses traffic converging at the spot from three sides. Already witnessing a heavy flow of traffic between Zirakpur and Tribune Chowk, the Airport-bound traffic needs an underpass or an overbridge diversion for smooth flow of traffic.

UT Chief Engineer SK Chadha said a plan to construct an underpass at the Tribune junction was in the design stage. “There is no plan for other points on the road section,” he added.

UT engineers said the design would be such that the slow-moving and fast-moving traffic remain segregated. “Since the widening of the Railway light point till the Hallo Majra junction is in progress, there was a plan to widen the junction at Hallo Majra. However, it might take time,” said another official.

MC plans to construct underpasses

The Chandigarh Municipal Corporation was recently entrusted with the job of constructing underpasses. A provision of Rs 10 crore has been made in the budget for the same. A total of eight underpasses are proposed to be constructed in the city. These include the ISBT-17, Tribune Chowk, UT Press Chowk, Transport Chowk, Piccadilly Chowk, Kisan Bhawan, Matka Chowk and Cricket Chowk. But the project has been hanging fire since 2008.

nielit structure collapse
Adjoining building to be repaired
Tribune News Service

Chandigarh, July 13
The UT Estate officer has allowed the owners of the four-storey building in Sector 17, adjoining the building of the NIELIT that collapsed recently, to carry out the necessary repairs as advised by structural experts.

Accordingly, occupants in the building have been asked to vacate the premises till the repair of the damaged portions of the building is not carried out. Estate officer Mohammed Shayin said the step was being taken to avoid any untoward incident.

Initially, the Estate Office has directed the occupants in the building to vacate the premises till the repairs are not carried out. But in the evening, the occupants were given more time to remove their belongings.

Recently, a former PEC professor, Dr IC Syal, in his report submitted to the Estate officer-cum-Deputy Commissioner (DC) had stated after a thorough examination it had been found that no major structural damage had been caused to the building and it could be occupied for use after carrying out repairs.

After the UT’s Engineering Department expressed its inability to structurally access the building, the tenants in the building had requested the DC to ask some other agency to inspect the building. Accordingly, Syal was given special permission to inspect the building.

Earlier, experts had apprehended that the adjoining building (SCOs 117-118) could be under an immediate threat and the Estate Office had written to the UT Chief Engineer to inspect the building and give report on whether it could be retrofitted or needed to be demolished. The EO also sought to know the ways in which it could be razed safely.

REPORTERS' DIARY
Cops failed to keep WhatsApp message under wraps

Soon after an SHO wrote a complaint of graft and harassment against a DSP on WhatsApp group of the police, senior police officials, in their bid to save themselves of embarrassment, ordered everyone in the group to delete the message immediately. However, the message had already spread like wildfire among the media and other police officials.

Official’s reluctance to spend budget amount

In a classic example of how UT officials are reluctant to spend the budget amount allocated to them for carrying out developmental works in their area, an Executive Engineer of the UT Administration, who was given Rs 100 lakh to carry out works, requested his senior officials to change the figure from Rs 100 lakh to zero against his name. The official was not willing to spend the budget amount, which was to be spent in the next two months.

Accused’s names amuses Judge

During the hearing of a bail plea of Nigerians involved in an online lottery scam, the Judge in a local court was amused by their interesting names - Goodluck, Helicopter, Romeo and Rocket. Though the bail plea of the scamsters was dismissed, the remarks by the Judge created some interesting moments.

City’s Mayor, HC Kalyan, became a victim of a prank call when he received a complaint on civic issues on the new helpline number. The Director immediately rushed to New Delhi to comply with the minister’s directions.

SIE reviews teaching material
Workbooks being prepared to impart activity-based learning
Mehakdeep Grewal
Tribune News Service

Chandigarh, July 13
To improve the performance of students of primary classes in government schools, the State Institute of Education (SIE) and Regional Institute of English (RIE) have decided to take a relook at the existing academic teaching material available.

The institutes have initiated a process of making workbooks for students of government schools for Classes I to V.

The move has come after the national achievement survey revealed below-average performance of students in UT government schools.

As per information available, both the institutes would prepare the workbooks of over 70-100 pages for each subject by the end of this month and would hand it over to the Education Department within 30 days.

Officials said the workbooks would contain practice sheets based on the contents of NCERT books. There would also be assessment sheets at the end of each unit. The officials added that the workbooks were being designed in such a manner so as to facilitate teachers in imparting activity-based learning involving more visuals, diagrams and figures along with exercises like match the following and fill in the blanks.

The officials said around 30 educationists, including junior basic teachers (JBT), Trained Graduate Teachers (TGT) and technical experts were working on making the workbooks.

An official said the national curriculum had switched to activity-based learning, but the schools were still continuing with the old methodology. Therefore, it was decided to make the workbooks to help teachers.

In 2010, workbooks for Class II students of government schools and resources books along with academics manuals for teachers were made. However, no workbook was made for students since then.

The authorities claimed that school libraries had been equipped with the resource books for teachers while the workbooks were being made only to further supplement the teachers. The workbooks would be distributed among 50,000 students studying in government schools.

Meanwhile, SIE director Dr Surender Singh Dahiya said, “We are reviewing the existing academic material available for the students under the Sarva Shiksha Abhiyan (SSA) and trying to make it more activity based.”

Sources said after the workbooks would be distributed among students, the department would also conduct orientation and workshops for teachers.
