Tribune News Service

Chandigarh, June 24
The Chandigarh Housing Board (CHB), has been directed to pay interest on the earnest money to a complainant, who had applied for a self-financing scheme but was not successful in the draw of lots.

The District Consumer Disputes Redressal Forum has directed the CHB to pay interest on the earnest money of ~30,000 and ~7,000 as the cost of litigation.

The complainant, Balvinder Singh, had applied for registration and allotment of a dwelling unit in response to a scheme launched by the CHB.

He deposited the application form along with an earnest money of Rs 30,000 by taking “earnest money loan” from The Chandigarh State Cooperative Bank Limited.

On being unsuccessful in the draw of lots, the complainant visited the CHB office and sought refund of the deposited amount. However, he was assured that the CHB would take a decision with regard to the allotment of flats to all unsuccessful employees, including the complainant, and a decision would be taken shortly to frame a policy.

However, after five years, the amount of Rs 30,000 was refunded but the CHB refused to pay any interest on the earnest money.

The CHB stated that the amount was kept by it as per undertaking of the complainant.

“We are of the opinion that there is deficiency in service on the part of opposite party in not making payment of the interest to the complainant,” the forum ruled.

Tribune News Service

Zirakpur, June 24
In a daring incident, two armed youths allegedly forcibly drove away an Innova car, with a girl occupant inside, snatched her gold ornaments at gunpoint and abandoned her along the Zirakpur-Patiala highway late last night.

The ‘courteous’ snatchers dropped the girl — an employee with a Chandigarh-based private insurance company — at the Zirakpur-Patiala road stating ‘they were letting her go as she belonged to the same caste as theirs.’

The incident took place around 12.30 am when Amandeep Singh, a resident of Mohali, and his friend, a resident of Royal Estate, Zirakpur, went to Sethi Dhaba, along the highway, to get some eatables.

While Amandeep, a contractor, asked her to wait inside the Innova (PB-03AA-0900), he went to fetch the food.

Upon returning, Amandeep got a rude shock as he found his car and the girl missing.

Failing to locate the car, he informed the police almost 45 minutes after the incident took place.

The girl informed Amandeep about the incident the next morning.

In a complaint to the police, she said when Amandeep went inside the dhaba, two youths approached her and asked her to move the car as they wanted adequate space for their vehicle.

The girl alleged that as she did not know how to drive, one of the youth’s occupied the driver’s seat to move the car. In the meantime, his accomplice took the backseat of the vehicle.

She alleged that the duo drove the car towards Banur, while taking a diversion from McDonald’s on the highway.

The complainant alleged that on the way, one of the assailants took out a pistol and snatched her gold ornaments, including three rings and a chain. “The youths asked me my name and whereabouts on the way,” she told the police.

Investigating officer ASI Ajit Singh claimed that the girl stated that the youths dropped her on the Patiala Road after 30 minutes, while fleeing with the stolen vehicle.

The girl claimed that she took a public transport to reach the dhaba to meet Amandeep. However, as he was not on the spot, she returned to her residence.

Meanwhile, a case under Sections 382, 506 and 34 of the Indian Penal Code has been registered at the Zirakpur police station on the complaint of the girl.

“We made efforts to trace the Innova but to no avail,” said ASI Singh.

Caste factor saved girl?

The girl told the police that the youths asked her name and whereabouts on the way. They later dropped her at the Zirakpur-Patiala road stating that they were ‘letting her go as she belonged to the same caste as theirs.’ She, however, alleged that one of the assailants took out a pistol and snatched her gold ornaments, including three rings and a chain.
