Dearth of funds for welfare schemes
Bathinda, May 8 It was in 2009-10 that the the District Welfare Department received grant for a housing scheme meant for the backward classes. Under the scheme, homeless families belonging to the Scheduled Castes category were to be given Rs 50,000 and those living in dilapidated or "kachha" houses were to be given Rs 20,000. The scheme launched for the construction of dharmashalas in the areas inhabitated by 25 or more families belonging to the Scheduled Castes category also met the same fate. Rs 2 lakh were to be released for the construction of a new dharamshala and Rs 1 lakh for the maintenance of an old one. The scheme launched for the construction and maintenance of Dr BR Ambedkar Bhawans in all districts of the state is also lying defunct. Years have passed since funds were provided for the maintenance of the building in Bathinda. Under another scheme, newly-wed couples were to be given Rs 50,000 if one of them belonged to the Scheduled Castes category. Though the District Welfare Department receives several applications from such couples, the cases remain pending as the state government has not released funds for the scheme since 2008-09. Under the same scheme, a panchayat was to be chosen from every block of the district and was to be honoured with Rs 25,000 for the overall development of the village. The scheme is also lying defunct. Bathinda, May 8 A large portion of the building from where the society’s drug de-addiction and rehabilitation centre was functioning was declared unsafe by the Public Works Department (PWD) and the centre was closed down. The centre had been facing a financial crunch since the Union Government stopped providing funds. The centre was then adopted by the Ambuja Cement Foundation but the flow of funds stopped after a few months. The society had also opened three evening schools in the district. Earlier, the grant to run these schools was released by the Child Welfare Council. After the grant from the council stopped, the schools were adopted by Guru Gobind Singh Refinery in Bathinda. However, the schools are facing a shortage of funds and are being run by three teachers and three helpers. Mahant Gurbanta Dass School for Deaf and Dumb is facing a similar problem. The payment to the school staff have always remained irregular. The school is facing a financial crunch and is being run by the revenue generated from leasing out a part of the school land to a restaurant. The school building is being used by the Naval unit of the NCC. While the society distributes tricycles and sewing machines during the district-level functions on Janury 26 and August 15, several applications from people demanding tricycles and sewing machines are lying unattended at the office of the society. Speaking to Bathinda Tribune, the honorary secretary of Red Cross Society, Paramdeep Singh Khaira, said after the election code was lifted, he would direct the officials concerned to look into the matter. |

NDRF conducts mock drill at city railway station
Bathinda, May 8 The scene of an accident was created and a rescue operation was launched to save the passengers from the bogie of a train. Jaideep Singh said all necessary precautions were taken before the mock drill and the railway authorities had expressed their satisfaction over the mock drill. He added that many railway employees were imparted the basic training on how to rescue injured passengers from a train and shift them to the nearest hospital. Anil Kumar Kathpal , Divisional Railway Manager (DRM), Ambala, on Thursday said the Railway Department was facing a shortage of funds due to which some ongoing projects and scheme could not be implemented. While speaking to mediapersons on the sidelines of the NDFR-railway joint mock drill, Anil Kathpal said the installation of close circuit television (CCTV) cameras was delayed due to a shortage of funds. He said fares should be hiked and more services should be provided to the passengers. Meanwhile, some passengers had some suggestions for the railway authorities. Neha Garg, resident of Vishal Nagar, said the Railway Ministry had been increasing its annual budget every year but no facilities were provided to the passengers. She regretted that the authorities had failed to provide fresh food, potable water to the passengers and the condition of toilets was poor at railway stations. Another resident, Gurpreet Singh, said if the Railway was facing a financial crunch, then they should hike the fares but the facilities for the passengers should be improved. Notably, the DRM, Ambala, had directed the official to install CCTV cameras at the railway station to keep a check on the movement of miscreants at the city railway station last year. |
Woman, paramour get life term for killing husband
Bathinda, May 8 The woman, Sukhpal Kaur, had an illicit relationship with her neighbour Kuldeep Singh. She was married to Gurmail Singh and they had two children. She and her paramour were accused of killing Gurmail by hanging him from a ceiling fan in September 2011. In a complaint to the police Jagmail Singh, Gurmail's brother, had stated that his sister-in-law Sukhpal Kaur was having an illicit relationship with Kuldeep Singh. The complainant had stated that Sukhpal and Gurmail had gone to an undisclosed place and returned to the village after four months. The woman started living with her husband and children. The accused, Kuldeep Singh, however, again started visiting her much to the family's displeasure. Jagmail stated that on September 9, 2011, he heard cries of the children from his brother's house. When he went to enquire about the matter, he found that the woman and her paramour had hanged his brother from a ceiling fan. The complainant had stated that both the accused fled after he raised an alarm. The brother detached the body of his brother from the ceiling fan and put him on a cot. By then, Gurmail was dead and the family had brought the matter to the notice of some prominent villagers. Later, the family informed the police. |

A motorbike was stolen from a house at Ajit Road. The complainant, Partap Singh, stated to the police that he had parked his bike outside his house and some unidentified person stole it. A girl was killed and two others were injured after a tractor loaded with sand hit their two-wheeler on Sivian Road on Thursday morning. Three persons were riding on the two-wheeler. The police sent the body to the Civil Hospital, Bathinda, for a post-mortem. Jaito village resident Sukhnam Singh, along with his wife Gurmail Kaur and one of his relatives Navjot Kaur, a resident of Bajakhana, and was going towards Bathinda when their two-wheeler collided with the tractor near Mehma Sarja village. Navjot Kaur was crushed to death. Later, the body and the injured were taken to the Civil Hospital. Sukhnam Singh's condition is stated to be critical. Man booked for theft

Suicide: Family plans legal action
Jalandhar May 8 "We are contemplating legal action against all those my father has mentioned in his suicide note," Sahil, son of the deceased, said on Thursday. Many a time, his father had shared with him that some persons were not paying him brokerage in a property sale case. The payments were lying unpaid for the past over eight years. Whenever his father went to receive payments, parties, instead of paying the money, used to abuse and insult his father, Sahil said. His father was under depression due to the unpaid brokerage and, therefore, took the extreme step. The owner of a pipe-fitting factory, PN Metals, Chander Mohan Arora (56), who had reportedly gone for a walk on Wednesday morning from his plush house at Kailash Nagar near the Sodal area, was found dead on the railway tracks after two hours. As the family was helplessly looking around for him, it received a call that he (Chandar) had jumped before a Ferozepur-bound train at the Sodal level crossing and died. |
After polls, traffic tow vehicle is back
Bathinda, May 8 Highly-placed sources inside the police department alleged that the traffic police tow vehicle was pulled out of service on the instructions of the ruling party, as they did not want to annoy voters. With the tow van back in action, commuters need to be extra careful again while parking there vehicle, as now their vehicle will be towed away if they park their vehicles outside the yellow line. They will have to pay Rs 800
as fine. Putting of the tow van out of service also created a traffic problem in the major markets of the city. People had started parking their vehicles on the roads, leading to traffic jams and commuting problems. Meanwhile, some residents are also angry with the decision of the district administration to call back the tow van vehicle. Sanjeev Gupta, a city resident, said it was good that the tow van was back and now the traffic sense would prevail again fearing the challan or towing away of their vehicle. |
Police remand for auto driver
Bathinda, May 8 The incident occurred on Monday evening, when Sukhmandar was coming towards the railway station on a bike and was hit by an auto-rickshaw driven by Gursewak Singh. Investigating Officer (IO), ASI Amreek Singh, said the police would try to recover the weapon used in the crime. The victim, Sukhmandar, received serious injuries. He was rushed to the Civil Hospital, where he was operated upon. The doctors said it would take at least three to four months for partial recovery from his injuries. A case in this connection has already been registered under Sections 307 and 323 of the Indian Penal Code
(IPC). |

Mansa admn gears up to tackle Ghaggar floods
Mansa, May 8 The district administration had taken some special initiatives to manage the flood situation in Sardulgarh last year. The administration then enlisted villagers, who knew swimming and gave basic information regarding measures to be taken in case of floods caused by a rise in the water level of the Ghaggar river. A team of armymen who inspected the surrounding areas of river Ghaggar and the flood prone-area also visited Sardulgarh. The water level in Ghaggar had risen to 12 feet after heavy rains this week, while the danger mark is 18 feet, the transcendence of which can cause floods. As of now, the water is at around four feet but during monsoon, the water level increases. Sardulgarh, a subdivision of Mansa district, had witnessed the floods in July 2010, 1995, 1993, 1988, and 1966. River Ghaggar crosses through Mansa district and passes through villages including Handa Khurd, Rorkee, Bhunder, Sadhuwala, Sardulgarh, Phoosmandi, Meerpur Kalan, Meerpur Khurd, Bhagwanpur Heengna, Dhalladwala, Ranjitgarh Bandar and Lohgarh. “The state government has issued strict instructions to take necessary precautionary measures in the flood-prone areas. Though there are fewer chances of floods in Sardulgarh and Budhlada, we have instructed our officials to visit the areas and look into the precautionary measures in case the floods occur. All the necessities, including ropes, boats, wooden sticks, planks and other equipment, that could help control the situation would be provided soon. A list of swimmers will be made so that their help could be taken in the worst scenario. Different medical teams will also be set up to serve the people in case of emergency. The flood control room has been made active from now on and a helpline number 7508423577 will be distributed among the locals,” said Deputy
