/encroachments on roads—II Rehri market is the only solution: Residents Deepkamal Kaur Tribune News Service
Jalandhar, April 21 City residents have suggested that the Municipal Corporation must either provide some designated 'rehri' markets or ensure that vendors just take rounds in colonies and do not park their carts illegally on the main roads. A cross-section of the people with whom Jalandhar Tribune interacted, said the MC officials must devise a suitable policy to tackle with the problem. Demarcate areas for vendors Though every person has the right to livelihood, it has to be seen that it is not done at the cost of affecting the lives of other people. Vendors lead to blocking of roads and are a big traffic nuisance. Civic authorities must ensure that there are specific areas demarcated for allowing vendors, may be on the pattern of rehri markets in Chandigarh or smaller versions of the same. Such a provision will ensure that there is adequate parking available in market areas, which are otherwise blocked by vendors. Harleen Kaur, advocateStatus quo remains Rehri mafia has completely taken over the Model Town market. All attempts in the past to move the fruit sellers from the wall adjoining Niku Park have failed as they get back to the same position the next day whenever they are removed. Vendors choke the roads and people who stand along to buy stuff further add to the problem, making them highly accident prone. Vendors have been making brisk money by selling fruits at exorbitant prices, with their earning being much more than the shopkeepers in the same area. Atam Parkash Singh, a resident of Model TownAnti-encroachment drive needed The only solution to the problem is a strict and a consistent drive by the MC staff. It is always better to nip the problem in the bud rather than letting it grow. Any new encroachment coming up should be removed instantaneously. Dr Gurpinder Singh Samra, Principal, Lyallpur Khalsa College Take care of forest land Whenever the expanse of the city increases, the areas around the highways develop faster with commercial and residential properties mushrooming there. Encroachments also emerge in these areas, which are temporary in nature in the beginning but start becoming permanent if not taken care of. More importantly, the lands encroached upon along the highways is notified forest area that must be taken care of very well. Lakhbir Singh of NGO Pahal Failure of MC Passing through Garha market any evening is a Herculean task. All shopkeepers have extended their counters beyond even the verandahs. The garment sellers have kept their stands outside. The dyers have their burners kept outside and operate from road. But the MC authorities have failed to check allowing them to continue to occupy the roads and harass the public. Rana Ralhan, a resident of Cantonment Road Encroachments come up again It is because of vendors that the Rainak Bazaar and Sheikhan Bazaar have become congested. It is for them that the motorists cannot even enter the market. Of course, there were some encroachments by the shopkeepers, which the MC had razed two years back. Sukhwinder Singh Bugga, president of Atari Bazaar. MC response As of now, we are only going to the areas from where we get complaints. Just the routine work is being followed. There already has been a proposal that a designated area should be marked for vendors, which we would deliberate upon only after the Lok Sabha elections. Gurmeet Singh, Joint Commissioner, MC |

Traffic cops survey poles pitched on road
Jalandhar, April 21 Taking an initiative for the betterment of the traffic, the traffic police have written to the Municipal Corporation (MC) Jalandhar, Bharat Sanchar Nigam Limited (BSNL) and Punjab State Power Corporation Limited (PSPCL). Assistant Commissioner of Police, Traffic Dalbir Singh Butter said he had written to these departments to take immediate action and remove all poles which were pitched on various city roads. “We recently conducted a survey of some of the roads of Jalandhar and found that there were hundreds of electricity and telephone poles pitched in the middle of the roads, causing huge traffic hindrances. In a letter to the PSPCL, the traffic police stated that due to the ongoing six laning of the National Highway-I, traffic remained disrupted near PAP, Rama Mandi and BSF chowks. Also a power transformer put up near Rama Mandi chowk by Powercom is making traffic scene chaotic. If this transformer is removed, traffic flow can be improved, traffic police letter states. Similarly, there are several electricity poles on the road leading towards Hoshiarpur, one of the reasons of traffic jams. “If any accident occurs due to these electricity poles and power transformer, Powercom will be responsible for the same." “Still to prevent the occurrence of any untoward incident, we daily station our traffic cops near these risky spots,” the ACP said. In a letter to BSNL officials, the city police stated that there were several telephone boxes, which had been put up on the road, hence hindering smooth traffic flow. If these boxes are removed, traffic flow on the roads can be improved, the letter stated. “After these electricity polls are pitched on the road, it becomes easy for the rehriwalas and shopkeepers to encroach the road. Due to these encroachments, many of the city roads have turned into narrow streets,” ACP Dalbir alleged. ‘Submit shifting charges’ Instead of taking any action on the letter of the city traffic police, the Powercom Department has shot off its reply to the traffic police in which it has asked the traffic officials to tell MC Jalandhar to submit the shifting charges of electricity poles. “We have received a letter from Powercom which stated that Powercom has no separate funds for shifting these poles off the road. If they want us to shift these poles, kindly ask the MC to deposit the required shifting charges,” the ACP said. BSNL yet to respond ACP Dalbir said the BSNL had yet not submitted its reply on their (traffic police) letter. “Now over 10 days have passed since the letter was dispatched to the BSNL, still it is not serious in submitting its reply. We will send them a reminder because the issue concerns the public at large,” the ACP held. |

Interestingly, the police also interacted with passengers to instill a sense of security in them. ‘I will work for all-round development of city’
Jalandhar, April 21 What are your plans for Jalandhar? Besides the all-round development of the city, industry and sports will be my thrust areas. Improving sports infrastructure, particularly developing Burlton Park into a sports complex of international standards, will be my top priority. I would also like to set up mini sports centres at the municipal ward level so that kids in residential colonies can pursue their favourite sports discipline without any inconvenience. Reviving the sick industrial units will be another key area that I would focus on. Because of the anti-industrial policies of the UPA government, the industry in Jalandhar has suffered a lot. But once the NDA comes to power, the project of setting up big business exhibition halls will be initiated across Asia. The products manufactured in different states of India and its neighbouring countries will be displayed at the exhibition halls, which would improve our trade relations with the other countries and not only give a boost to Jalandhar but to the entire Punjab industry. Furthermore, the SAD-BJP government has taken an initiative to organise an NRI Sammelan annually to win over the faith of the NRIs so that they can invest in Jalandhar by setting up industries and starting other projects. What can the youth of Jalandhar expect from you? In order to make sure that there are enough employment opportunities, special focus will be on bringing more industry to Jalandhar. Skill development centres will be opened for imparting specialised training to the youth. This will enable them to set up their own industrial units. I will also make sure that in order to start different enterprises, the youth get loans from banks at a low interest rate of just 2 to 3 per cent. Pollution has acquired an alarming proportion in Jalandhar. What are your plans to deal with the problem? In order to tackle the problem of air pollution, I will make sure that Compressed Natural Gas (CNG) is introduced in Jalandhar. Even battery operated auto-rickshaws would be a good option to control air pollution. For the industrial waste being discharged without treatment into open drains, the process of setting up treatment plants will be expedited. A mechanism will be devised to make sure that each and every industrial unit complies with pollution control norms. What is your plan to rehabilitate people living in slums? The issue of providing proper houses and clean surroundings to slum dwellers is of prime importance. I will make all efforts to provide them houses free of cost. Not only accommodation, steps will also be taken to impart education to their wards. The condition of the Jalandhar Civil Hospital is extremely bad. What do you have to say on that? It is a harsh reality that the UPA-II has been discriminatory towards Punjab in terms of providing funds for different sectors. But once the NDA assumes power, I will take all corrective measures to ensure that the Jalandhar Civil Hospital must get the requisite equipment and infrastructure. There is a general feeling that Jalandhar has not been able to keep pace with other cities like Ludhiana and Amritsar in terms of development? It would be wrong to say that Jalandhar witnessed less development than the other cities. Ever since the SAD-BJP government assumed power in Punjab seven years back, there has been remarkable improvement in terms of construction of bridges and road network. Even Deputy CM Sukhbir Badal apologised for overlooking the pathetic condition of city roads. Your comments? There is no denying the fact that roads were in a bad shape but it was not the fault of the Municipal Corporation. Because of the extended winter season and rains, the civic body could not re-carpet the roads on account of technical reasons. Do you envisage any mega project, either in industrial or IT sector for Jalandhar? Instead of making big announcements, I would like to ensure betterment of all sectors --education, trade and commerce, health and sports. |
