Unidentified youth succumbs to injuries

Kalka, April 9
An unidentified youth, who had sustained serious injuries in a road mishap on National Highway 21-A, succumbed to his injuries in PGI, Chandiagrh today.

The police have registered a case under Section 304 of the IPC against unknown driver of the vehicle. On April 4, a 23-year-old pedestrian was hit by some unknown vehicle near Basaula village on Pinjore-Nalagarh highway. Kamal, a resident of Vishwkarma colony, Pinjore, rushed him to Panchkula Sector-6 hospital, from where the doctors referred him to PGI, Chandigarh, where he died today. The body has been kept into mortuary of Kalka CHC for identification, said the police sources.

Cong leader sent to judicial remand

After spending five days in the PGI following his arrest, former president of Chandigarh Territorial Youth Congress Vijay Pal Singh Dimpy was produced in court today and sent to 14-day judicial custody.

The Economic Offences Wing of the Chandigarh Police had booked Dimpy following a complaint by former Punjab DGP SS Virk. He was arrested during the wee hours of April 5 from outside his house in Sector 40 after he was returning from a social gathering where the Congress candidate, Pawan Kumar Bansal, was also present.

While Dimpy's medical condition was stated to be stable today, the court declined the police's plea seeking three-day police remand of the accused and instead, sent him to 14-day judicial custody. He will now be produced before the court on April 23.

The police pleaded before the court that they needed to interrogate the accused and recover the documents used in the crime. It was also stated that as per the PGI's report, the accused was medically stable.

A case against Dimpy, a long-time associate of Virk, was registered on January 4 this year at the Sector 3 police station.

Pradeep Virk, son of the former DGP, had stated that in 2006, they had paid Rs 50 lakh to Dimpy as an advance to look for a property in Chandigarh. "Since my father was interested to buy a property in the city, he asked Dimpy to look for one and even paid the advance money to him," he had stated. Virk claimed that the payment was made through cheque and Dimpy failed to locate a property. "After failing to get back the money, my father filed a complaint against Dimpy with the UT police in 2013, following which a case was registered," he added in the complaint.

Clear markets of encroachments: HC directs MC

The Punjab and Haryana High Court has made it clear to the Municipal Corporation of Chandigarh that market corridors are to be kept free from encroachments. As encroachments case came up for resumed hearing this morning, the Division Bench of Chief Justice Sanjay Kishan Kaul and Justice Arun Palli observed- “In so far as the present matter is concerned, we disposed it of with the direction to ensure that the walking area is kept free from encroachments either by hawkers or the shopkeepers.”

The Bench also made it clear that it wanted to know from UT Estate Officer the details of action taken against shopkeepers, who block corridors by displaying goods, only to pull them inside the stores when the raiding party arrives.

The Bench said “One other aspect pointed out to us is that the shopkeepers keep their goods outside the shops and the MC finds it difficult to take action because they take their goods into the shops on detection.

“The list of offending shopkeepers has been sent to the Estate Office. The Estate Officer has, thus, to inform as to what action it has taken against the offending shopkeepers.”

The Bench also took note of the fact that the issue of enhancing the fine for encroachments was before the Parliament. “We are thus of the view that no further directions are required in the present matter and the petition stands disposed of with requirement to only show compliance in terms of the directions already passed.”

The Chandigarh administration had earlier asked the Union Government to enhance the fine against encroachments in Chandigarh from existing Rs 500 to Rs 10,000. A formal communication to this effect has already been sent to joint secretary, Union Ministry of Home Affairs. The UT administration during the course of hearing told the Bench that it has also recommended enhancement of fine prescribed under the Punjab Municipal Act, 1976, as applicable to Chandigarh.

Its senior standing counsel said Chandigarh does not have a legislature and is being administered by the administrator. The administrator of Chandigarh, however, could not legislate. In case any amendment was required in the existing law, the matter has to be placed before the Union Government.

Submitting a status report under the signatures of Additional Commissioner II, Sunil Bhatia, Chandigarh Municipal Corporation provided a list of more than 314 encroachers in Sector 22 and 19 markets.

Key accused Rode held, sent to police remand till tomorrow

Mohali, April 9
The Mohali Police today arrested Ranjit Singh Rode, the key accused in the case of bloody group clash that took place at Mauli Baidwan village on July 5 immediately after the panchayat and Zila Parishad elections. With the arrest, about eight accused in the case are now in police custody while four are at large.

After arresting Rode, the police produced him before a local court, which sent him to police remand till April 11.

Notably, Rode was detained immediately after the clash by the police and was shifted to Government Multi Speciality Hospital at Sector 16 from where he had fled.

On April 1, certain members of the rival party saw him at the police headquarters and raised an alarm. As no policeman came forward to nab him, Rode managed to escape with the help of a SAD leader, Chindi, right under the nose of police.

Notably, Rode and his accomplices had opened fire and injured at least five persons during a clash between two groups of SAD. While BS Ramoowalia led one group, the other was led by Kiranbir Singh Kang.

The police had filed two separate cases following counter complaints by both the groups.

While Rode and his accomplices were booked for attempt to murder, members of the other group, including former sarpanch Avtar Singh, were booked under Sections 452, 323, 324, 506, 148 and 149 of the IPC at the Sohana police station.

7-year jail for sexual assault on minor

A local court today sentenced a person to seven years rigorous imprisonment in a case of kidnapping and sexual assault of a minor girl.

The court of Additional District and Sessions Judge Anshu Shukla sentenced the convict Vikash, 25, resident of Bhaskar Colony, Sector 25, Chandigarh, for sexual assault and abduction of a 14 year-old girl. While awarding the sentence the court also slapped a fine of Rs 55,000 on the convict.

On November 23, 2012 his eldest daughter aged 14 left the home without telling anyone. He said in the complaint that he suspected that an unidentified person might have kidnapped her from his residence.

Police found during the investigation that the girl was kidnapped by the accused. According to the police the convict had allured her on the pretext of marriage and kidnapped her. It was also found during investigation that the convict had promised to marry her and also sexually assaulted the girl. Charge sheet against Vikash was filed by the police on March 18, 2013, the convict was arrested by the police on January 12, 2013.

Statement of IO recorded in advocate murder case

Mohali, April 9
The statement and cross-examination of the main investigation officer in the murder case of advocate Amarpreet Singh aka Lucky concluded here today.

All the nine accused in the case were present along with their respective advocates in the court of Mohali Additional District and Sessions Judge Tarsem Mangla wherein the investigation officer Inspector Atul Soni's statement was recorded in the presence of the public prosecutor and the defence counsels, who also cross-examined him.

After concluding the Soni's evidence proceedings, the judge issued directions to two doctors of the Fortis Hospital doctors, namely Dr Neha Garg and Dr Jaggi Dhillon, to appear before the court on April 16 for recording of statements and cross-examination. The doctors had attended to the injured persons in the case and declared Lucky brought dead at the hospital. — TNS

Charges framed in kidney scam case

Charges were framed against a doctor and another person in the kidney scam case here today.

MD of Surya Kidney Care Centre Dr Arjinder Singh Bains and administrative official Jasanjeet Singh, were presented in the court of CJM Shiv Mohan Garg. The court fixed April 23 as the next date of hearing.

In 2011, the Lucknow police had exposed the kidney scam in which the name of two hospitals surfaced. The Lucknow police had also seized various documents.

The local police then registered a case against Surya Kidney Care Centre technician Sachin Kumar, Sakeel, Vikas, Amitabh Pandey , his mother, Manju Pandey, his brother, Abhishek Anand Pandey and others under Sections 419, 420, 468, 471, 474, and 120-B of the IPC and Sections, 18, 19- A and 20 of the Transplantation of Organs and Tissues Act, 1994. The case was registered at the Phase VIII police station.

Bhupender, Shreya reach semifinals

Bhupender Dahiya upsets 4th seed Asav Kumar to reach the semi finals of the ongoing CLTA-AITA Super Series Tennis Tournament, being held at the CLTA tennis courts, Sector 10, here today. In a match of boys (U-12) category, Bhupender Dahiya defeated Asav Kumar 6-1 and 6-0. In another quarterfinals match, top seed Dev Javia, 3rd seed Mahesh Mohapatra and 2nd seed Neel Garud also made it to semi-final stage.

In the quarter-finals match of boys (U-16) event, top seed Param Pun faced resistance from 7th seed Arnav Bhardwaj. Param won the 1st set at 6-1 whereas Arnav took the 2nd set 6-4. In the final set Param dominated and conceded only one game. In the girls (U-16) category, unseeded Shreya Gulia upset 4th seed Neeru 7-5 and 6-0 while top seed Aarushi Kakkar made it to semifinals with a straight set win over unseeded Aeshna Patel 6-1 and 6-4.

LWCC pip GMSSS-44 by 96 runs, enter final

Hosts Livewire Coaching Centre (LWCC) defeated Government Model Senior Secondary School, Sector 44, by 96 runs, to reach the final of Corruption-Free India Cup, being played at the Divya Public School, Sector 44, Chandigarh. After electing to bat first, the LWCC side posted 155 runs in the allotted slot of 20 overs.

Abhishek Bhatheja (44 runs off 31 balls) and Jaspal Singh (48 off 27 balls) scored major share for the winning team. Vikrant Dhawan with his contribution of 25 runs off 18 balls remained the other noticeable batsman for his team. For bowling side, Gaurav Saini (2 for 30) and Sagar Rana (2 for 35) claimed two wickets each.

In reply, the losing side bundled out on a mere total of 60 runs in 9.4 overs Gaurav Saini (20-runs) was the main scorer for his side. For bowling side Rohit, Sachin Syal, Varinder Saini and Abhishek Bhatheja claimed two wickets each. Abhishek Bhatheja of LWCC was declared the man of the match for his all-round performance.

MIA to hold cricket meet

The Mohali Industries association will organize 1st T-20 Corporate Cricket Tournament from April 19, at the cricket grounds of Yadvindra Public school Mohali. Employees working in corporate offices are eligible to play in the tournament.

The tournament will be played on league-cum-knockout basis and the interested teams can ensure their entries with the organisers before April 14.

The employees of multi national companies and various corporate offices can participate in the tournament. The meet aims to enhance team spirit and provide them a chance to vent their stress.

Boys and girls under 18 years can participate in the 7 Km run, Age group between 18 to 39 years for men and women can participate in 10.5 Km, age group 40 to 49 years for men only will be for 7 Km, age group between 50 to 59 years for men only will be for 7 Km, age group above 60 for men only will be for 3 Km and sumo run (more than110 kgs) for men and women will be for 500 m.
