Authorities resent payment of power bill from sports fund
Say the money is meant for development of sports, not bills
Deepankar Sharda
Tribune News Service

Chandigarh, March 12
Putting rules at stake and to save the allotted amount from getting lapsed, Panjab University authorities have suddenly realised that the newly constructed Shooting Range, on the campus, requires an AC plant.

Also, the decision of putting the AC plant by the special committee, constituted under the Vice-Chancellor, has not gone down well with the authorities concerned after it was mentioned that the electricity bill for the AC plant, in the shooting range, would be churned out from the sports fund.

The decision taken by the special committee is scheduled to be tabled for approval in the upcoming Senate meeting on March 15.

A total amount of Rs 25 lakh was sanctioned, for purchasing the multi-gym machines, out of the amalgamated funds for the session 2013-14. And in order to save this amount from getting lapsed, the committee has asked for the approval for re-appropriating the amount for installing AC plant and purchasing shooting equipments. The members of the committee resolved that a total amount of Rs 18.55 lakh will be used for installing the AC plant while the remaining balance will be used for purchasing shooting equipments and articles.

A source, on the condition of anonymity said, “The amalgamated funds are purely based for the welfare of students. If the amount is allotted to purchase the multi-gym machines (can be used by all) then what is need to shift the amount for AC plant and shooting equipments which will be used by a particular group. The committee could have waited for the next financial session,” said the source.

It is worth mentioning here that the construction work of shooting range was completed last month at the eleventh hour.

Also, agenda item no. 16 mentions that the payment of the electricity bills of the building, if the AC plant is installed, shall be paid by the sports fund. Notably, the Directorate of Sports is already facing flanks for using sports funds.

“The funds are meant for the development of sports and not to pay the electricity bills. In the estimated budget for this year, a total of Rs 5 lakh is expected to be sanctioned for the water and electricity bills. Then, the decision to churn out bill from sports fund has no relevance. The authorities should run the Sports Department in a good manner. Earlier, also the Accounts Department of Panjab University has raised objections over the usage of money in the department,” said an accounts officer.
