Husband gets seven years in jail
Tribune News Service

Chandigarh, December 20
Pronouncing the quantum of sentence in the Monica Goyal death case, the court of District and Sessions Judge SK Aggarwal today sentenced her husband Vikas Goyal to seven-year imprisonment. The court also imposed a fine of Rs 70,000 on him. Monica’s father-in-law VP Goyal and mother -in-law Prem Lata Goyal have been sentenced to 18-month imprisonment as they were convicted of destruction of evidence. The in-laws have been fined Rs 20,000.

The court ordered that the amount of the fine will go to eight-year-old Krish, Monica’s son, as compensation.

While pronouncing the order, the court said, “Parents get their daughter married to a person hoping that he will give love, affection and every kind of protection to their daughter. However, the convict, Vikas Goyal, being her husband, could not protect the life and liberty of his wife; rather he tortured his wife physically and mentally, which compelled her to extinguish the candle of her own life in this young age. By this act, Vikas Goyal has spoiled his own life as well as the life of his little angel Krish. It is really painful that she was tortured to such an extent which compelled her to leave this beautiful world by leaving behind her lovely kid Krish.

Therefore, the benefit of probation cannot be bestowed upon the convict; rather he deserves severe punishment. So far, the convicts GP Goyal and Prem Lata Goyal are concerned, a lenient view is taken as they are old persons and suffering from various ailments.

Monica Goyal, a 35-year-old computer teacher with New Public School in Sector 18, was found dead under mysterious circumstances on October 15, 2012. The victim was taken to Government Multi-Speciality Hospital in Sector 16 by her in-laws where she was declared brought dead.

Monica Goyal was taken to the hospital in a private ambulance by her father-in-law GP Goyal and her husband Vikas in the morning when she was declared brought dead. The police was then called by the hospital authorities. Monica’s family had alleged that her husband and in-laws murdered their daughter as they used to beat and harass her for dowry.

Her postmortem examination had revealed that the death was due to hanging. A clot was also found on her head. After the incident, a team of the CFSL had reconstructed the death scene and hung a dummy to the ceiling fan. Monica and Vikas Goyal got married 12 years ago and have an eight-year-old son, Krish.

Lack of evidence

While the police had also booked all four accused on a charge of murder, the court acquitted them of the murder charge in the absence of any medical evidence which could strongly suggest that the victim was killed.

Pay Rs 4 lakh to customer, insurance firm told
Our Correspondent

Mohali, December 20
The Permanent Lok Adalat (Public Utility Services), Mohali, headed by Jagroop Singh Mahal, has directed the National Insurance Company to pay Rs 4,20,000 to Baldhir Singh Gill, whose car was stolen from Phase III B-2 here.

The company had, earlier, declined to pay the insurance amount saying that negligence on part of Baldhir Singh was responsible for theft that took place on May 11, 2011. Baldhir had allegedly left the key of the vehicle in the key slot.

On the other hand, according to Baldhir Singh, he was buying kulfi from a rehri on the day the car was stolen, he said the amount was paid to the kulfi seller, but while he was coming back to the car, the kulfi seller asked him to change the currency notes.

“I switched off the engine without taking out the key from the key slot and went to change the notes. But when I came back, I found my car to be nowhere around the area,” said Baldhir.

The Adalat held that the applicant was very near to the car, and it was visible to him.

The court, therefore, said it was not a negligence on his part, if he left the key in the vehicle.

The company was directed to pay the insurance amount of Rs 4,20,000. It was further ordered that if the amount was not paid within 30 days, the company would be liable to pay the same along with interest of nine per cent per annum, since the date of repudiation (April 29, 2013).

Vodafone directed to allot preferential number

The Permanent Lok Adalat has passed an order directing Vodafone Essar South Limited to allot a preferential number to a customer.

Sahib Singh had moved an application before the Lok Adalat alleging that on March 13 he was allotted the number (9888890990) by Vodafone Store, Waves System Corporation, which received Rs 250 as security, but subsequently the number was allotted by them to Uday Partap Singh of Pathankot district.

The application was opposed by Vodafone alleging that the number had already been allotted to Uday Partap Singh, but they allegedly failed to produce any document/evidence in support of this.

The Adalat drew an adverse inference against Vodafone and held that this number had not been allotted to any other person till it was allotted to Sahib Singh.

It, therefore, directed Vodafone to allot the same to him.

The Adalat, however, gave an option to Vodafone that if it did not want to withdraw the said number from Uday Partap Singh, it should pay Rs 50,000 to Sahib Singh in lieu of the allotment of the said number.

HC slams Mohali, Panchkula
Tribune News Service

Chandigarh, December 20
The Punjab and Haryana High Court today again reproached the Mohali and Panchkula administrations for their inability to regulate traffic in Zirakpur and Panchkula, respectively.

As the traffic management case came up for resume hearing before Justice Rajive Bhalla, the Mohali district authorities placed a traffic plan before the Bench.

But the plan to regulate the traffic flow in Zirakpur failed to find the High Court’s approval as it was made without holding consultations with the National Highway Authority of India (NHAI).

Responding to a query by the Bench on making functional the Zirakpur bus stand, the state said it was ready and would be thrown open soon. The Bench was also told that other arrangements to regulate the traffic were also being made near the Zirakpur flyover.

Taking a note of the assertion, the Bench said the practice of loading and boarding of passengers near the flyover was still a major cause of concern and a safety hazard. It was of the view that buses were still not being parked in the service lane. The Bench directed Mohali Deputy Commissioner and Senior Superintendent of Police to file an affidavit on the functioning of the bust stand and further arrangements for the traffic regulation in Zirakpur.

Justice Bhalla also took a serious note of illegal hoarding and banners in Panchkula and directed the Panchkula Municipal Corporation to file a status report on the issue.

The Bench also directed the Panchkula administration to install CCTV cameras at vital public places like malls, markets, parking lots, light points and roundabouts. It also recommended night vision cameras with video recordings.

Justice Bhalla, on the previous date of hearing, had made it clear that buses picking up and dropping passengers should not stop at the foot of the Zirakpur flyover.

He had also made it clear to the authorities concerned that special provisions were required to be made for the parking of buses in service lanes carved out of the highway at least 100 m before the flyover. Justice Bhalla had further expressed dissatisfaction with the revised arrangement made by the police and the municipal corporation authorities, whereby passengers were made to board buses a few meters away from the Zirakpur highway.

Young Kartik defies odds to excel in junior golf
Shona A Singh

Chandigarh, December 20
Fourteen-year-old Kartik Digvijay Singh has been playing golf since he turned five and enjoyed a seventh place finish on the IGU’s 2013 Junior Merit List. This achievement was made even more special by the fact that he had to miss a couple of tournaments in Bangalore as his mother, a teacher, broke her elbow in an accident while driving home a few months ago. As a result his father, a sportsman himself who represented India in Handball in 1994 and 1996, could not travel with him for a couple of months.

Kartik, who currently plays in Category B of the Albatross Tour, started the year with two first place finishes- in the 10th Chandigarh Amateur Golf Championship and Punjab State Golf Tournament in February. The following three events in Noida, Gurgaon and Delhi saw him card a fifth place finish and two seventh place finishes. He was second at the Pitch and Putt Golf Tournament in Chandigarh and won the Gold Medal Round played at the Panchkula Golf Course in June. The first CGA Juniors saw him finish fourth in the individual category and second in the inter-School competition. Two months later he improved upon his performance and finished second in the Second CGA Juniors. Another three top-tens followed in October at three different venues -- Jaipur, Delhi and Chandigarh. A third place finish at the Albatross Northern India Pre-Qualifier at Forest Hills Golf Resort added to his profile as one of the most upcoming juniors in the city.

The Western India Junior Amateur Golf Championship was a learning experience and he finished eighth competing alongside some of the leading juniors in the country and finished 11th a week later at the All India Junior Amateur Golf Championship in Pune. He proved his top billing with a second place finish at the 5th Albatross Junior Golf Championship which concluded at the Jaypee Greens Golf Resort in Greater Noida last month.

“He has a strong mind but I am working on his fitness and his swing as it is changing since he is growing taller and stronger. This is the first year he has played the full IGU circuit and he certainly has a lot of potential,” said Mahesh, his coach at the Chandigarh Golf Range Academy.

His father is committed to his progress and feels that for Kartik golf will always come first. “I had a choice of playing golf or tennis and I chose golf. Tiger Woods is my idol and I hope to be able to represent my country some day like my father,” says Kartik.

Sanjeev Kumar adds, “I currently work for the Punjab Police but was employed on the basis of my sport so everything I have achieved is because of that. I hope the same for my son but we are currently looking for sponsors as the investment involved in travelling for tournaments is a lot. I have also spoke to Jeev Milkha Singh and hope my son can receive the support to achieve his potential.”
