Ex-DGP to kick off anti-drug campaign today

Former DGP (Jails), Shashi Kant, who has launched "Nasha Virodhi Muhim" to spread awareness against the rampant drug abuse in the state, will start its campaign in the Majha belt by holding a rally at Jagdev Kalan village tomorrow. Cabinet likely to okay disclosure scheme for VAT defaulters today
Also expected to set the ball rolling for the mega investment meet on Dec 9-10

The Punjab Cabinet meeting tomorrow is expected to give its final approval to the voluntary disclosure scheme (VDS) for traders. All value added tax defaulters can become regular tax payers once the VDS is launched on January 1 next year.

The meeting is also likely to set the ball rolling for the state's mega investment meet, 'Progressive Punjab Investors Meet', to be held on December 9 and 10.

Under VDS, traders can disclose their mistake and then deposit the tax due along with 1.5 per cent interest. The dealers will have to deposit 25 per cent of the due tax initially and pay the balance amount within two months.

Also on agenda is the formal approval for the new IT (information technology) policy. This will pave the way for the government to finalise the policy for allotment of land to IT companies in the IT Park and the IT City being developed in Mohali. The government has reserved almost 1,700 acres of land in Mohali alone to be allotted to IT companies.

Sources said the reason for getting a formal approval to the policy from the Cabinet now was to ensure that there was no confusion when the state signed MoUs with IT companies that were expected to participate in the investors' meet.

The Cabinet meeting will also debate the issue of reduction of VAT on newsprint and new changes in property tax being charged on industrial and commercial property (given on rent) that have already been announced by the government.

* Giving formal approval to the new IT policy to facilitate allotment of land to IT companies in the IT Park and the IT City coming up in Mohali

* The government has reserved 1,700 acres of land in Mohali alone for IT companies

Will study effects of pesticide usage on farmers’ health: ICMR

After successfully collecting data on cancer cases from different parts of the country, the Indian Council of Medical Research (ICMR) will now initiate a new project on pesticide usage and its effects on the health of farmers in 2014.

Dr VM Katoch, Secretary, Department of Health Research and Director General, ICMR, threw light on the project on the sidelines of the 29th National Annual Review Meeting of National Cancer Registry Programme (NCRP) that concluded at Government Medical College in Patiala today.

The project is aimed at identifying the problems being faced by farmers in the country and whether it leads to any particular disease, especially cancer, among them.

Dr Katoch said, “It was essential to use pesticides to increase the yield of the land. However, excess of it can have adverse affects both on the crops and the health of the farmers. Therefore, it is a must to know exactly how pesticide usage was affecting the health of farmers in order to find a solution to the problem.”

About the Development of ‘An Atlas of Cancer in Punjab’ project, Dr Katoch said they would scrutinise the data collected from Punjab by March 2014 to chalk out a strategy for the state.

He further said based on the current statistics, no particular trend had emerged.

"There are various pockets of cancer in Punjab and the type of cancer is by and large different everywhere and that is why we need to carry out area-specific studies in the state. For instance, in Mohali, like in any other urban city, there are more lung and oesophagus cancer cases, possibly due to indoor air pollution or smoking,” said the ICMR Director General.

He said earlier, ICMR just collected statistics for cancer in order to study the emerging trends but now they were also planning to study the reasons behind it. “Even if we can reduce cancer cases by 10 to 15 per cent, it would be a great success," he said.

Dr Katoch honoured Dr Usha Luthra, one of the pioneers of the NCRP, for her contribution in making the project a success. He even congratulated Dr MS Bal, Principal Investigator of Punjab Cancer registry and Head of Pathology Department of Government Rajindra Hospital for making the project a success.

Talking to The Tribune over phone, the former DGP said he had selected the village because it was the worst affected area in the state where more than 500 youths had fallen victim to drug abuse.

On the recent campaign of the state government under which it claimed to have arrested a large number of drug peddlers, he said all those arrested were either addicts or small-time peddlers while the big fish was still out of the government's reach.

He said the aim of his campaign was to spread awareness, besides launching a war against smugglers and politicians who patronised anti-social elements for their vested interests.

"The campaign has received a good response from Punjabis living abroad. Many have invited me to hold rallies in their respective countries as well. They want to know what the Punjab Government is doing to eradicate the menace that had ruined its youth?" claimed Shashi Kant.

He said there was no authentic data on the extent of the drug menace in the state. "No government whether led by the SAD or the Congress has ever tried to initiate a study to know the extent of the problem that has spread its tentacles all over the state," said the former DGP. He said an authentic study would help take appropriate steps to uproot the problem.

Mobile application to resolve air passengers’ grievances

Airport Authority of India (AAI) Chairman VP Agrawal today launched a mobile application for handling public grievances at Sri Guru Ram Dass Jee International Airport.

The Amritsar airport is the third airport in the country to have this facility. The other two are in Tiruchirapalli and Bhubaneswar. The AAI is conducting trials runs for the same at Pune and Jaipur airports.

The AAI has displayed posters at prominent places at the airport to make passenger aware of this facility. The passengers can also air their suggestion, grievances and feedbacks by logging on to AAI website or by sending email. The earlier procedure for dropping in a form is also available.

On inadequate number of flights from Amritsar, Agarwal said the infrastructure was created here to provide world-class ambience to airlines, but it was for the airlines to decide on starting new flights.

* The passengers have to download a QR (quick response code) scanner application as a one-time exercise

Residents take out march, seek arrest of accused

About two months after 13-year-old Vidhu Jain was set ablaze in broad daylight in Malerkotla, the police is yet to make arrests in the case.

Seeking arrest of the killers, a large number of residents took out a candlelight march this evening.

A heavy police force was deployed in the town. Additional Deputy Commissioner Pritam Singh Johal and Malerkotla SDM Amit Bambi, along with several senior police officers remained present.

The march started from Sri Kali Mata Mandir and passed through Delhi Gate, Sadar Bazar and Moti Bazaar. At Chhota Chowk, the protesters and family members of Vidhu Jain handed over a memorandum to Johal. The march culminated near Hanuman Mandir.

The protesters also sought handing over of the case to the CBI for nabbing the culprits at the earliest.

Earlier, Navneet Jain, Vidhu's father, said the police were not telling them anything about the outcome of the investigations made into the incident, which took place on September 30.

High-level investigations into the case by two teams, comprising Senior Superintendent Police-level officers, had been initiated at the initial stage. The police had reportedly included more than 50 persons in its investigations. The police said they had talked to ration depot holders who supply kerosene as the boy had been burnt after pouring kerosene over him. Besides, the footages of CCTV cameras was also examined, they said.

Come New Year and the pilgrims visiting the holy city to pay obeisance at the Golden Temple will have more and better lodging facilities as the SGPC will be adding around 500 rooms in the form of three "sarais" (inns) to facilitate a comfortable stay of the devotees.

Among these inns, the first is coming up on the premises of Gurdwara Saragarhi, which is at a walking distance from the Golden Temple. Coming up at a cost of Rs 25 crore, the Sargarhi Niwas will have 238 rooms, besides halls. Its construction work is nearing completion and it is likely to be thrown open to the pilgrims in March next year. The 10-storey building will have a capacity to accommodate 2,000 pilgrims. The inn would be equipped with amenities like basement parking, terrace garden, solar water heating system, VRV air-conditioning and rain water harvesting. It will have ultra-modern power supply system, which will save 40 per cent electricity.

The SGPC also plans to come up with another inn on the same road after shifting Guru Nanak Girls Senior Secondary School to a different location. The work on the new four-storey school building has also entered its last phase and it is likely to be shifted soon. The design of the new inn over 1,000 sq yds has been prepared. The SGPC is also planning to construct another inn at Baba Sahib Chowk.

At present, the SGPC has eight 'sarais' (inns) in the holy city. These are Shri Guru Ram Das Niwas, Shri Guru Nanak Niwas, Shri Guru Arjan Dev Niwas, Shri Guru Hargobind Niwas, Mata Ganga Ji Niwas, Baba Deep Singh Ji Niwas, Mata Bhag Kaur Ji Niwas and NRI Niwas. These inns collectively have 800 rooms. But, not many pilgrims prefer to stay in Baba Deep Singh Ji Niwas and Mata Bhag Kaur Ji Niwas as these are a little far from the Golden Temple.

Thousands of pilgrims visit the holy shrine daily and the number goes up substantially during winter and summer vacations. The problem of inadequate accommodation is all the more visible during special occasions like Diwali and Gurpurbs, as the devotees can be seen lying either in the waiting area of the inns or the "parikarma" of the Golden Temple.

Tension in Tarn Taran village over dera function

Tension prevailed in Valtoha village, 45 km from here, today after Sikh bodies objected to the holding of “Nam Charcha” (religious congregation) by the followers of Dera Sacha Sauda.

The function was being organised at the residence of a dera follower and hundreds of supporters were participating in it. As the followers were being addressed by a religious leader, supporters of various Sikh bodies gathered outside the house and registered their protest against the ‘Nam Charcha’ saying the Akal Takht had prohibited such gatherings. This led to a heated exchange of words between the two sides. The tension was defused when the police arrived.

Bhagwant Mann, comedian-turned-politician, is in trouble. A controversy has erupted over his recently released album "Kulfi Garma Garam-2"

A local resident and Youth Akali Dal leader, RP Singh Shally, in an application filed in the court of a Chief Judicial Magistrate has sought action against him under Section 295-A of the IPC, for hurting religious sentiments.

The court has fixed January 2 for hearing. It has asked the petitioner to provide preliminary evidence in the case.

"I will bring the issue to the notice of the Akal Takht Jathedar by writing to him tomorrow," said Shally.

Bhagwant Mann, vice-president of the People's Party of Punjab (PPP), said the petition was politically motivated.

"The petitioner is a SAD leader and probably wants to please his bosses by targeting the rivals in this way," he said, adding that he could not even think of disrespecting Gurbani.

"I merely wanted to expose the hypocrisy of sants found in every nook and corner of the state," he said.

Parents block highway over age bar fixed by Ropar school

Nearly a hundred parents today protested outside the Holy Family Convent School alleging that their wards were rendered ineligible for admission in the school due to the age limit fixed by authorities.

The agitating parents first raised slogans against the school management outside the school and then blocked the Ropar-Anandpur Sahib national highway.

Rajwant Singh, who was sitting on the dharna, said the school had started admissions for KG class and applications for children born during the period, December 31, 2010 to June 30, 2011, were invited.

Satnam Singh of nearby Bahadurpur village said his son, who was born in November 2010, could not get admission in the school last year since he was under-aged. This year again the school had refused to admit him as he had become over-aged, he said.

Soon, the police swung into action and Deputy Superintendent of Police (DSP) HS Atwal along with Deputy District Education Officer Major Singh persuaded the parents to lift the blockade, assuring them of looking into the matter.

Atwal said the school authorities had agreed to look into the grievances of the parents after the school principal, who was out of town, returned.

New Atta-Dal Scheme from tomorrow

The Punjab Government has decided to launch the new Atta Dal Scheme for about 30 lakh Blue Card Holders on December 1. The beneficiaries will be distributed wheat at Re 1 per kg and pulses at Rs 20 per kg.

An official spokesperson said the Punjab Government had widened the ambit of the Atta Dal Scheme which would be implemented in two phases. All beneficiary families, including BPL and AAY (Antodaya) ration card holders, would be eligible under this scheme.

He said the state government had decided to double the number of BPL card holders for which a survey had been launched. Women would be nominated as head of the family in the new blue cards. This was aimed to empower them.

Families with an annual income of less than Rs 60,000 and land less than 2.5 acres and all 100 yard plot holders in the urban areas would be eligible for the new blue cards.

He said pensioners receiving an annual pension of less than Rs 60,000 would be eligible too.

He said that the beneficiaries would need to submit a self-attested statement that they were not paying any tax to the government.

Elaborating further, he said that forms for the new Atta Dal Scheme would be verified between December 16 and 30 and the list of eligible beneficiaries notified on December 31.

Objections would be accepted between January 1 and 10 and disposed between January 13-20. The final list would be released by January 24.

319 acres freed from encroachers

The district administration and the staff of the District Development and Panchayat Office (DDPO) today took into possession a vast expanse of common land at Burj Hasan village in Nurmahal block.

Measuring 319 acres, 2 kanals and 4 marlas, the plot was in illegal possession for the last 14 years.

Situated on the banks of the Sutlej, the land was being tilled by some 30 influential persons who had been reaping a rich harvest since 1999. Interestingly, members of the village panchayat that had won the case in its favour in the court of the DDPO on March 9, 2004, did not turn up to take possession of the land.

District Development and Panchayat Officer Avtar Singh Bhullar said, “We suspect the panchayat members were colluding with the encroachers.”

Former District Development and Panchayat Officer Jarnail Singh had passed eviction orders nine years ago but these were not executed. It was after The Tribune highlighted the matter on October 25 through a news item, ‘Encroachers stay put despite eviction’, which was part of a series ‘Punjab Shamlat Plunders’, that the authorities swung into action.

Teachers posts: Govt to verify degrees

The Punjab School Education Department has initiated the process of checking the authenticity of postgraduate and doctoral degrees from universities under scanner possessed by candidates for the posts of rural associate teacher. The department will recruit at least 5,178 teachers, mainly in social sciences.

The date and schedule for scrutiny under orders of Anjali Bhawra, Principal Secretary, Education, has been put on the official website of the department. Candidates with degrees under scanner have been asked to present before the committee along with original certificates.

Earlier, a notice was sent by Advocate HC Arora to the Chief Secretary, Principal Secretary, Education, and Director, Education Department, seeking a review of Ph.D./M.Phil degrees submitted by candidates appearing in the recruitment process. He quoted an instance of degrees from CMJ University, Meghalaya, which had been declared illegal by the Supreme Court.

Police investigation into the alleged siphoning off from the CM Cancer Relief Fund at Government Medical College, Faridkot, is likely to spell trouble for several doctors.

Investigations have revealed that some doctors in connivance with chemists siphoned the relief fund by prescribing costly medicines of non-acceptable brands, all for hefty commissions.

Preliminary investigation reveals that Baba Farid University of Health Sciences (BFUHS), administrator of Guru Gobind Singh Medical College and Hospital (GGSMCH), Faridkot, had short-listed 12 brands selling cancer medicines at highly competitive and low prices. Instead of administering these ‘low-cost drugs’ to patients, some doctors, in connivance with chemists, were prescribing costly branded drugs so that they could pocket hefty commissions.

About two months after the arrest of Punit Tayal, proprietor of six medicine shops at the medical college, on charges of cheating and forgery, the police has found that family members of a doctor ran a chemist shop near the medical college. All costly cancer drugs prescribed by the doctor were available at this shop alone.

The cost of these cancer-treating drugs are reimbursed by the state government under the Cancer Relief Fund up to a maximum of Rs 1.5 lakh per patient.

The Special Investigation Team (SIT) of the Faridkot police is facing difficulty in accessing the treatment record of over 600 patients who were reportedly fleeced.

The SIT is still waiting for the "Day Care Record" of these patients that carries the names of medicines administered to them.

Gurjit Singh Romana, Deputy Superintendent of Police (DSP), Kotkapura, heading the SIT, said the police would procure the relevant record in the next one week and the guilty doctors would be exposed.

Days after the scandal rocked the medical college, the Punjab Government announced to start cashless treatment of cancer patients.

Vini Mahajan, Principal Secretary, Health and Medical Education, said they had prepared a list of 100 commonly used cancer drugs. These were purchased in bulk at highly competitive rates and all cancer patients were provided these drugs without having to pay cash, eliminating the chance of overpricing.

Licensed weapons on the rise in Badals’ stronghold

The Bathinda Lok Sabha constituency, declared hypersensitive during the previous elections, has seen an almost three-time rise in the issuance of arms licences during the past two years.

In 2011, Bathinda had 12,848 weapons issued in the name of influential persons. In 2013, this number grew to 32,501, as per information collected from the Election Commission of India (EC) which is monitoring the law and order situation prior to the 2014 General Election.

"In the runup to the elections, all licensed weapons are required to be deposited with the police. This is an extra burden on the force," one of the officers said.

The state now has 2,96,377 licensed arms (in 2013). This number was 2,50,153 the previous year. It is intriguing that the SAD-BJP Government has been liberally issuing arms licences even as the crime rate in the state has gone up. The Punjab Government has submitted that Ferozepur had the second highest number (21,369) of weapons issued at the instance of politicians. Last year this number was 19,785. Moga was third with 20,815 licensed weapons against 16,222 last year. Ludhiana district, which includes the police districts of Ludhiana Rural and Khanna, has 32,482 weapons, less than Bathinda district’s figure of 32,501.

Some districts showed a marginal dip in the number of licensed weapons. Jalandhar city had 6,513 weapons last year. The figure this year is 5,785. Mohali, Kapurthala and Jalandhar Rural have also recorded a decline in the issuance of weapons, though marginally.

The districts which have more than 10,000 weapons include Faridkot, Mansa, Muktsar, Patiala, Sangrur, Tarn Taran and Amritsar Rural. Pathankot has the least number of weapons at 2,521 and Nawanshahr 2,871.

Hoshiarpur, the most literate district of Punajb, has shown a steady increase in licensed weapons, from 7,444 in 2012 to 9,842 in 2013.

Sarabjit’s sister to approach Centre to secure his diary

Sarabjit Singh’s sister Dalbir Kaur will soon be meeting Union Home Minister Sushil Kumar Shinde to raise the demand for getting his personal diary from Pakistan.

The family of Sarabjit received his belongings at Attari border yesterday, but they didn’t get his diary which, they felt, could give some vital clues into his killing. The belongings were handed over in three packets, which they opened on reaching their home at Bhikhiwind village. But, they didn’t find in it his diary in which he used to note down whatever he went through in the prison daily.

Dalbir Kaur said she had herself seen that diary when she visited him in the jail in the past. She said he also had a register in which he used to pen down his sentiments.

She said the Pakistan Government didn’t part with the diary which may have shed light on the activities perpetrated against him within the jail premises. She said she will soon approach the Union Home Ministry to persuade it to take up the matter with Pakistan.

Apart from it, she said Sarabjit’s ‘kara’, a ‘gutka’ and his clothes were also not given to them. She claimed he had also prepared necklace and other items for his daughters during his prison days but that too have not been handed over to them.

She alleged many unnecessary goods like plastic water bottles were sent to them by Pakistan Government whereas crucial items were held back. These goods, she said, could have shed light on the kind of treatment that was meted out to Indian prisoners in Pakistani jails.

Dalbir Kaur said Sarabjit’s belongings will be showcased in his memorial, which will also boast of his statue that was being prepared by a noted artist based in Jaipur.

10 officers flunk exams

Three IAS officers of the Punjab cadre and seven PCS officers have failed to clear the departmental exam of assistant commissioner and extra assistant commissioner held last month. The end of their probation period depends on clearing these exams.

Of the 42 Class I officers who appeared in these exams, four other IAS officers and 17 PCS officers cleared the lower standard of the exam. This will give them magisterial powers. However, the officers still need to clear the higher standard of the exam in different subjects to ensure that their probation period is over.

The exam for these officers was held by the Central Committee of Examinations here last month. All officers are required to appear for seven subjects- Criminal Law, Civil Law, Revenue Law, Financial Rules, Local Government law, Hindi and Punjabi. Each officer is supposed to clear these exams within two years of joining service and gets a chance to appear in the exam thrice a year ( a total of six chances).

In the examinations (result declared on November 25), IAS officer Keshav Hingonia failed in five of the seven subjects and Kulwant Singh in three subjects. Vineet Kumar cleared all other subjects, except Punjabi. Among the PCS officers, Rajiv Verma and Varinder Pal Singh flunked in two exams, Criminal Law and Financial Rules. Mot officers have flunked in Criminal Law and Financial Rules. Women IAS officers have fared well in these exams. Shena Aggarwal has cleared the exams with distinction (referred to as credit) in four subjects. Seven other women officers have cleared the exams and so have five male officers.

Ex-Speaker Harbans Lal dead

A freedom fighter and former Speaker of the Punjab Vidhan Sabha, Harbans Lal, died today at the PGIMER, an official press release said. He was 95. Harbans Lal was the Speaker of the Punjab Vidhan Sabha from March 1964 till March 1967. He also served as a judge of the Punjab and Haryana High Court from 1975 till 1980.

He was a minister in Chief Minister, Pratap Singh Kairon's, cabinet in the late 1950s. He was one of the founding leaders of the Praja Mandal Movement before Independence .

Harbans Lal was elected as MLA from Bathinda in 1952, 1957 and 1962. He is survived by his wife Satya, two sons - Arun Gupta and Anupam Gupta, and daughter Jyotsana. The cremation will take place in Chandigarh tomorrow at 2.30 pm. Chief Minister Parkash Singh Badal and Revenue Minister Bikram Majithia have expressed sorrow over his demise.

HC raps state for its failure to install speed governors in public transport

The Punjab and Haryana High Court today virtually censured Punjab and Haryana for displaying a sheer lack of will to install speed governors in the public transport. The Division Bench of Justice Surya Kant and Justice Ajay Tewari also expressed its disapproval of willful disobedience of Supreme Court directions issued more than three years back.

The apex court had, in its order, made installation of speed governors in goods and passenger motor vehicles mandatory. As the case came up for resumed hearing, Punjab and Haryana Transport Secretaries SS Channi and RR Jowel were present in the court.

Taking up the matter, the Bench frowned on the usual practice of blaming the drivers for accidents; and added even the owners of offending vehicles should be made accountable.

The Bench added only private vehicles were challaned, and not public transport vehicles, for over-speeding; and there was no speed check on buses and other public transport in both the states.

The High Court, on previous date of hearing, had directed the transport secretaries of both the states to be present in the court for non-implementation of orders on installation of speed governors in the transport vehicles.

The Bench was hearing a petition filed by an NGO, Suraksha Foundation. It sought directions for the states of Punjab and Haryana and Chandigarh so that they could prepare an implementation plan for the installation of electronic speed governors within a specific timeframe.

The High Court has already directed the two states to frame rules and constitute a special committee for applying brakes to tampering with speed governors in transport vehicles.

Land leased to JTL Trust for 33 years, not 99, HC told
Discrepancies found in the manner in which the trust got prime land

The controversy over land leased out to JTL Educational Foundation Trust for 33 years has come to an end, apparently. The Central Forensic Science Laboratory has asserted that the period of 99 years mentioned on the lease deed available on the records of Registrar was a bonafide mistake.

At the same time, Punjab Vigilance Bureau has found discrepancies in the manner in which the trust in "garb of charitable activities" got prime land on lease for a "paltry amount" for setting up "lucrative commercial activity".

The development is significant as the case has already attracted media attention as the Trust members have been linked to Pawan Kumar Bansal. The Bureau, in its report placed before the Punjab and Haryana High Court, has asserted that the Trust was constituted to earn benefits, despite having no experience in education stream. "The trust wrongly represented that they are a charitable trust as it was formed 15 days ago before seeking the land from the Panchayat.

"The trust members have no background of charitable or educational activities as is evident from their project report given to the Canara Bank for seeking a loan", the report has asserted.

The Bureau has added the Trust applied for Rs 12 crore loan from Canara Bank, Sector 44, Chandigarh, on June 12 last. "According the project report submitted to the Bank, the Trust has mentioned that they do not have any experience of Educational line. It is apparent thereof that the Trust had sole interest of undertaking a lucrative commercial venture and comouflaging it as providing educational and charitable work. There was just a passing reference regarding fee concession to poor students of the village. The terms and conditions given in the lease deed are not the same as per the order of Financial Commissioner (RD & P)".

The status report added there was no criminal conspiracy between the trust and revenue authorities. Then Dera Bassi BDPO Preeinder Singh and Panchayat Secretary of Sanauli Gram Panchayat Mandeep Singh were required to scrutinize and approve the draft lease deed before its execution as per the Financial Commissioner's sanction letter. But they have not performed their duties.

The office of Dera Bassi sub registrar also failed to perform its duty efficiently. It was office duty to check every document before getting it registered. The conduct of Naib Tehsildars was being inquired into by the Jalandhar divisional commissioner. But Baljit Singh, junior assistance, performing the duties of registry clerk on December 6, 2010, was also responsible for the lapse. As such, departmental action is recommended against the officials, the report added.

Accused doctor sent to three days’ remand

The Mohali police brought Dr Arjinder Singh, an owner of Surya Kidney Care Centre at Sector 69, on a production warrant here today. The police will re-examine his role in the infamous kidney scam.

Dr Arjinder Singh has been lodged in Kapurthala Jail after being awarded a five-year sentence by an Amritsar court early this month. He was produced in the Mohali court of Chief Judicial Magistrate and was sent in three days’ police remand.

Swarndeep Singh, Mohali Superintendent of Police (SP), City, said, “During the trial, the complainant in the case, Ikramudin, had stated in the court that it was Dr Arjinder Singh, who had asked him to remove a vein from his body. Then he (Ikramudin) found that his kidney had been removed. So, we have made Dr Arjinder Singh an accused in the case.” The Mohali police had earlier given a clean chit to Dr Ajinder Singh before Ikramudin gave his statement in the court.

A case under Sections of the Transplantation of Organs and Tissues Act, 1994 was registered against Sachin Kumar, a technician at Surya Kidney Care Centre, Shakeel, Vikas Pandey, Amitabh Pandey and Manju Pandey in 2011.

A Special Investigation Team (SIT) was also constituted by the Mohali police to probe the case. Several irregularities were found in the kidney transplant operations held at two local hospitals, including Surya Kidney Care Centre.

Two sisters, their 2 kids brutally murdered near Phagwara

Phagwara, November 29
Two sisters and their two children were done to death at Kot Rani village, near here, in the wee hours today. They seem to have been repeatedly hit on the head with a rod. The sisters' brother Tari , 25, and another child were grievously injured. They are battling for life in hospital.

Reena (32), Seema (26), her children, Harry (6), Sumni (4) and Harsh (18 months) and brother Tari (25) were asleep when they were attacked. Harry and Tari have been admitted to Dayanand Medical college and Hospital, Ludhiana.

Sources said Manjit Kaur, mother of the deceased, left for a gurdwara at 5.30 am, a few hundred metres from the house, leaving the main gate ajar. The assailants seem to have entered the house through the gate.

The gruesome murders were detected when Manjit Kaur's daughter-in-law Sunita, living in a house about 200 metres away, came to serve tea to her sisters-in-law at 6.30 am. She was shocked to see their bodies lying in a poll of blood. There were bloodstains on the walls and the beds. The Satnampura police station has booked Seema's husband Barjinder Kumar alias Kala of Gurre village near Goraya for the murders. Reena had been living with her mother ever since her husband left for work in Dubai six months back. Seema had arrived about a fortnight ago after a quarrel with her husband and in-laws.

"Seema's in-laws had been pestering me for Rs 35,000 to settle a matrimonial case involving Barjinder's sister. Last night Barjinder had fought with me and Seema over the issue on the phone and threatened us with dire consequences," alleged Manjit Kaur.

Relatives said it was Seema's second marriage and her son Harry was from the first marriage.

Inspector-General of Police (IGP) Balbir Kumar Bawa and Kapurthala Senior Superintendent of Police (SSP) Inderbir Singh inspected the crime site. The IG said police parties were looking for Baljinder. " We are collecting evidence against Baljinder by obtaining phone call details. Once we nab him, we will know the truth. The crime is clearly not the handiwork of one person.The weapon used, perhaps, was a rod," he said.

The IG said the police was yet to record the statements of the two survivors. "Since Tari is learnt to be mentally challenged, we are not sure whether he will be of any help after recovery,” he added. Dr SP Singh, medical specialist, Phagwara Civil Hospital, said Tari had head injuries while Harry had been hit on his arm and the stomach.

Avoidable delay

* The murders took place between 5.30 am and 6 am. The police party, however, reached the site after 7.30 am.

* A dog squad and fingerprint experts reached the murder site after 2 pm

* The injured were taken to Civil Hospital three hours after the crime at 8.25 am, as recorded in the hospital register

Bus driver booked for rape after protest

Angry students of Devki Devi Jain Girls College staged a dharna and blocked traffic for an hour near Christian Medical College and Hospital to protest against the alleged rape of a Class VII student of a school located in the college premises.

The college girls demanded action against the culprit as well as the college principal for "suppressing" the matter and "threatening" students with expulsion for raising their voice against the crime.

Under pressure, the police booked "an unidentified bus conductor and a principal" on the complaint of Simpranjit Kaur, Priyanka and other students.

College principal Sarita Behal said the allegations were baseless. She denied threatening any student and claimed that no rape incident had occurred. A misunderstanding between the girl and the bus driver had triggered such rumours, she maintained.

She said the girl had refused to board the bus on seeing the driver. Her parents had been approached and the matter sorted out.

"I brought the matter to the notice of the trustees following which the bus driver, working for the past five years, was sacked," Behal said.

Canadian Sikh held guilty of murdering sister

An Abbotsford man, Harmohinder Singh Khosa (43), has been found guilty of murder in the 2010 death of his younger sister. She was stabbed over a dozen times.

Khosa’s counsel had argued that he should not be held guilty as he suffered from paranoid schizophrenia. But, Justice Miriam Maisonville concluded that, Khosa, at the time of the killing, was aware that murdering his sister was both legally and morally wrong. Maisonville delivered her decision Wednesday in BC Supreme Court in New Westminster.

On July 21, 2010, Khosa received a call from a family member to pick up his mother, Baljinder, from the home she shared with her 34-year-old daughter Amarjit. Amarjit suffered from schizophrenia and often argued with her mother and sometimes became physically abusive. Khosa, the eldest of four children, picked up his mother and brought her to his home.

After Khosa’s father had died in the 1980s, he had assumed a protective role in the family. He took the responsibility for Amarjit when she was diagnosed with schizophrenia in the late 1990s, a few years after his own diagnosis.

After Khosa picked up his mother, his sister called his house a number of times. Maisonville said Khosa became overwhelmed and decided to kill his sister to prevent her from endangering herself or harming their family.

Khosa took a steak knife from his home and drove over to confront his sister. The two argued and Khosa told her, “Amarjit you have bothered us too much” before stabbing her in the neck area 13 times. — VancouverDesi

Youth kills elder brother over shoes

A quarrel between two brothers over new shoes today turned violent with the younger brother attacking the elder with a knife, killing him on the spot.

The incident took place in Mohalla Mahajana in Dasuya. Complainant Mangat Ram told the police that his younger son Karan (18) had a quarrel with his elder brother Neeraj two days ago over wearing new shoes. Karan had attacked Neeraj with a knife, injuring his nose. The family members had calmed them and sorted the matter, he said.

However, this afternoon while Neeraj was taking a nap after having lunch, Karan slit his throat with a knife. Neeraj died on the spot. Pritam Singh, SHO, said a case had been registered against the accused.

8 injured in bus-truck collision

Eight persons were injured in a collision between a bus and a truck laden with potatoes near Asron village on the Jalandhar-Chandigarh highway.

The victims include members of a marriage party who were returning to Saila Khurd from Poanta Sahib. The truck driver was also injured. Sources said the truck driver reportedly lost control over the vehicle due to a pothole on the highway and hit the bus. Both the vehicles overturned. The injured were admitted to Balachaur and Ropar civil hospitals.

In another road mishap, five persons were injured after a private bus going to Pathankot from Jalandhar hit a car and a scooter near Jainpur village on the Garhshanker-Balachaur road. Three occupants of car and a couple riding on the scooter were injured.
