Solan, November 26 This project was conceived to provide shops to roadside kiosk owners for generating revenue for the MC. It has, however, failed to get an NOC from the TCP Department. Though the MC had initially submitted its case for approval of its building map, it failed to address the objections raised by the department. Former Chief Minister PK Dhumal had laid the foundation stone of Palika Bazar in 2010 and apart from parking floors, 32 shops and a restaurant have been constructed here by investing about Rs 64 lakh. While the parking floors have been auctioned for the past three years, thus fetching nearly Rs 15 lakh to Rs 18 lakh every year to MC, the shops are awaiting the grant of an NOC from the department. As per the initial planning, the shops were to be rented out after taking a security deposit of Rs 2 lakh for each shop, thus making available ready source of income to the fund-starved MC. In the absence of an NOC, it would be difficult for any person to get a power and water connection. BR Negi, Executive Officer, MC, said the issue would be put up in the general house which was slated to take place on Thursday so that the case could be recommended to the state Cabinet and this would help recover the held-up money of the MC. |
Admn gets nod to proceed in Prashant Bhushan land case
Dharamsala, November 26 After getting permission from the state government, the case had been listed for hearing in the court of Deputy Commissioner, Kangra, on December 9, sources here said. The district administration had sought a clarification from the state government in the case about 6 months ago. The district administration is contemplating action against Bhushan's education society for alleged violations of conditions laid in essentiality certificate issued for the purchase of land. In the essentiality certificate, the Kumad Bhushan Education Society had proposed to bring up an educational institute on the land in question. Prashant Bhushan, a Supreme Court lawyer and a social activist, had bought about 6 hectare tea garden land in the name of the Kumad Bhushan Education Society at Kamlegarh village in Palampur tehsil of Kangra district. The society had earlier tried to get permission for purchasing the land during the Congress government from 2003 to 2007. However, the permission was denied. The society again applied for permission during the stint of the previous BJP government. The government asked the society to obtain essentiality certificate for buying the land from the state Education Department. The sources said the Education Department issued an essentiality certificate to the society for opening up a school on the land, which the education society intended to purchase. Later, the previous BJP government gave permission under Sections 6-A and 7-A of the Land Revenue Act and Section 118 of the Land Tenancy Act to the Kumad society for establishing an educational institute on the land purchased by them. RS Gupta, former DC, Kangra, issued a notice to the Kumad society in 2012. In the notice, the society was asked to explain why it had not started construction on the land within a stipulated period of two years. The society in its reply to the DC said it had already started construction on the land purchased. It also sought an extension of one year for completing the construction. The present government wrote to the DC, Kangra, in January 2013 seeking clarification on the land deal of the society. The government asked the DC to find out if the society had put the land to use within a stipulated period of 2 years. It also asked the Deputy Commissioner to verify if the land in question was recorded under tea cultivation and whether permission to sell the tea garden land to the society had been sought by sellers after completing all formalities. It also asked the officials concerned to verify if the sellers had availed exemption from the ceiling limit under the HP Ceiling on Land Holdings Act, 1972. Revenue officials told the government that there was no violation on the above said points and the sellers had taken permission from the government before selling land to the society. However, the DC, Kangra, had sought a clarification from the government on what action to be taken on the show-cause notice issued to the society by the previous DC regarding not completing the building within the stipulated period. |
72 houses built under scheme lie vacant
Hamirpur, November 26 It is over two years that the Urban Housing Development Corporation had completed the construction of 72 dwellings near the Zonal Hospital. But these houses have not been allotted to the poor and the MC has not shown any interest in maintaining the newly constructed building. This project was a Central government sponsored programme and Rs 475 lakh were spent on the construction of the building. At the time of the construction of these houses, the estimated cost was kept nearly Rs 1 lakh per unit, but delay in the construction and rise in the price of construction material has escalated its cost to around Rs 3 lakh per unit. The delay in the construction has escalated the prices as a result of which the beneficiaries are not coming forward in taking possession of the houses. The houses after construction were to be allotted by the Hamirpur Municipal Council, but these have still have not been handed over to the MC. President of Hamirpur MC Deep Kumar said, “We are seeking possession of the building soon after which these will be allotted to the eligible beneficiaries.” “As many as 42 persons have applied for the houses constructed under the Central scheme. And we will allot the houses to them after verifying their eligibility,” he added. |

FIR in Annandale land deals likely
Shimla, November 26 After examining the inquiry report by the DC, Shimla, Vigilance officials are likely to register a case in the land deals around Annandale soon. The report has pointed out violation of Section 118, Tenancy and Land Reform Act, and the Forest Act in the land deals made in and around the ground. An inquiry had been ordered by the Congress regime after coming to power to probe the allegations of land sharks having made benami land deals around the ground in violation of norms. The issue had also figured in a charge-sheet prepared by the Congress when the BJP was in power in the state. The Himachal Pradesh Cricket Association (HPCA) had launched a campaign for the return of the ground back to the state government so that it could be put to use for making a cricket stadium and undertaking other sports activities. The inquiry by the DC had brought to the fore some startling facts about the sale of the land around the Annandale Ground. Officials said a portion of the ground, which was used as hanger for the state government helicopter and currently in possession of the Army, had been sold and transferred in the name of some individuals. One of the most glaring irregularities that had come to light was the sale of land by the Gymkhana Club in the mid '60s to an individual. “The Gymkhana Club could not have sold the land to an individual as it was clear that land transaction could have been only with a club or an organisation with a similar objective, including promotion of sports,” said a Vigilance official. The findings about the illegal selling of land by the Gymkhana have been arrived at after sifting through various pre and post-Independence records of the Gymkhana. The Gymkhana Club at the Annandale was started in the 1830s and remained a centre of entertainment activities, races and polo matches during the British time till its closure in 1959. In fact, the Annandale Ground remained in the thick of a controversy as the previous BJP regime had sought its return to the state government from the Army. The land was given on lease to the Army way back in April 8, 1955. However, after 1982, there was no renewal of the lease, but the Army continued to use it. |

CM urges PM to restore industrial package to state
Shimla, November 26 At his meeting with the Prime Minister in Delhi, Virbahdra said the state had suffered cumulative loss of Rs 2,934 crore from heavy rains. "The damage suffered included a loss of 69 persons and 24,247 animals in flash floods and massive damage to roads, houses and private property," he said. He said 2,763 water supply schemes had suffered a loss of Rs 256.78 crore while crops worth Rs 200 crore and horticulture produce worth Rs 301.11 crore had been damaged. He requested the Prime Minister to restore the special industrial package to the state till 2020 to expedite the industrialisation process in the state. He said the state government had made a huge investment to improve infrastructure in the industrial areas and a number of big industrial houses interested in setting up units was declining in the absence of industrial incentives. He said the proposal for continuation of the special package was under consideration and the Planning Commission had earmarked an outlay of Rs 500 crore for the extension of this package to Himachal, Uttarakhand and Jammu and Kashmir during the 12th Five-Year Plan. He sought an investment subsidy at 15 per cent and exemption of income tax and central excise duty for five years and 10 years till 2020. Virbhadra also demanded the release of Rs 2,100 crore for financing the annual plan 2013-14 to speed up the pace of development in the state. He said the state had suffered a loss of Rs 10,725 crore due to adverse recommendations of the 13th Finance Commission who underestimated the state's liabilities on various accounts. The Chief Minister requested the uniform funding pattern of 90:10 under all Centrally sponsored schemes on the pattern of North-Eastern states. |

Himachal village still part of Punjab in revenue records
Una, November 26 As per the "fard" (revenue paper indicating ownership of land) issued to villagers by revenue officials, Lal Singhi village is still located in Hoshiarpur district of Punjab. Residents of Lal Singhi village have not been able to sell their land as the original record of the village was lost after Una became part of Himachal. The residents, even after more than 50 years of the state's formation, have not been able to either divide their land or get it demarcated. Una Deputy Commissioner Abhishek Jain said he had convened a meeting to resolve the issue. "We would find a solution to the problem very soon," he said. During the stint of the previous government in the state, registration of land in the village was allowed. However, the mutations of sold land were not affected as the original record is not available. Since the land has not been divided between families, frequent disputes mar the area's development. After the village raised a lot of hue and cry over the matter, efforts were apparently made to locate the record. Teams of revenue officials were sent to Hoshiarpur district to locate old records. However, the record could not be located. Thereafter, a new record was prepared. The newly prepared record was not accepted or implemented. The previous government also issued directions to prepare record of the village as per actual occupations. However, the officials of settlement office apprehend that even this might not solve the problem. They said actual possessions are already disputed in the village. It is necessary to take consent of residents before making ground possession permanent, pending which, litigation regarding land would only pile up. Despite all the work in progress, it is unfortunate that the Himachal government or revenue department officials have not been able to prepare new record of just about 3,600 hectare land in the village to settle the problem of residents permanently. The five-decade delay in dealing with the problem can be attributed to inefficiency of the revenue officials or their unwillingness to resolve the issue as it makes people dependent on them. The settlement officials here blamed the first Deputy Commissioner of Una for failing to procure the record of the village from Hoshiarpur. The lack of record is also leading to encroachments on government land in the village. Had the record of the village been available, the government could have revived the old Una-Amb road, sources in the village said. A peeved resident of Lal Singhi said if the village is part of Hoshiarpur district, Section 118 of the Land Tenancy Act that bars Himachal agriculturists from selling land to outsiders should not be applied to them. The residents wonder what problem the department has in changing the name of the district from Hoshiarpur to Una in revenue records. Fire alert system being installed in forests: Govt
Shimla, November 26 The directions were issued to the state to provide effective fire hazard messaging system for monitoring and controlling forest fires in the state and to place on record forest fire season zonation map. In compliance to the directions passed by the NGT, an affidavit, filed by Additional Chief Secretary, Forest, Vineet Chaudhary, reveals that the measures were taken to install and commission the GIS-based fire alert messaging system in the Forest Department as adopted by the department of Madhya Pradesh. It was further mentioned in the affidavit that as per the directions, the forest fire season zonation map had also been prepared. After perusing the affidavit, a Bench headed by Justice UD Salvi observed, “No doubt, the alert system is now in place to receive timely alerts regarding fire breaking out in the forest, but at the same time it will have to be seen how that system works, particularly during the season for such forest hazards. We, therefore, wish to keep this petition pending.” It further directed the state to file a status report covering the details of the fire prevention control and management plan on or before the next date of hearing and listed the matter for January 2, 2014. The NGT passed this order while holding the Circuit Court sitting here last week on suo motu proceedings initiated by it with a concern for the fire hazard in the forests of Himachal Pradesh. Dharamsala, November 26 Sources here said gas stoves that were being repaired in the shop caught fire. The fire soon spread across the entire shop threatening the congested locality of the market. Taxi unions stage protest
Shimla, November 26 The JAC threatened that if the Transport Department did not clear its stand on the proposed hike in passengers’ tax from Rs 1,350 per annum at present to Rs 15,000, they would resort to hunger strike. Though the directorate remained non-committal on the hike, the All Himachal Commercial Vehicles Union joined the JAC, which would stage a protest on November 30 in the state. Tourists and schoolchildren were the worst sufferers. Harvinder Thakur, spokesperson of the JAC, said the taxi unions had asked the transport director to clear his stand on the proposed hike in 10 days. “However, he has neither replied nor invited us for a meeting so far,” he added. Thakur said they had been demanding to hike taxi fares as the prices of diesel and petrol had gone up drastically since 2008. “We have raised our objections and apprised Chief Minister Virbhadra Singh of the real problems they have been facing,” he said. However, Rima Kashayp, Joint Director, Transport, refused to comment on the issue, while Ritesh Chauhan, Director of the Transport, said he was busy in a meeting. |

Protest held against raid on shop
Kangra, November 26 They were protesting against a raid conducted by the state Excise and Taxation Department on the shop of Anuj Garg, a local businessman. Reports said the District Taxation Commissioner raided the shop of Anuj Garg, who was recently elected president of Joint Beopar Mandal here, with the support of Transport Minister GS Bali. Garg described the raid as politically motivated. Soon, the word spread in the town and shopkeepers gathered at the spot. They blocked the highway for half an hour and raised slogans. The flying squad asked Anuj to report at the Excise and Taxation Office on December 2. Excise and Taxation Department officials told the protesting shopkeepers that it was a routine check and had nothing political behind it. The blockade was lifted after the officials left the scene. Kangra town has a Beopar Mandal led by Ved Prakash Sharma supposed to be close to former MLA Surender Kaku, who is connected with Chief Minister Virbhadra Singh. Lookout notice issued against murder accused
Solan, November 26 Police investigations found that Mani Ram was a hardcore criminal involved in about 14 heinous crimes in Madhya Pradesh and Uttar Pradesh. He had been residing in the Baddi-Barotiwala-Nalagarh industrial area for the past five years under a fake name. S Arul Kumar, Superintendent of Police, Baddi, said a lookout notice A special team, headed by Nischint Negi, DSP, Nalagarh, had been constituted to nab those involved in the incident. The team had arrested Monu, an accomplice of Mani Ram, from Uttar Pradesh. Jeweller Rajinder Singh was shot at in February this year in his shop and the three miscreants involved in the shootout had escaped on a bike. Rajinder later succumbed to his injuries at the PGI in Chandigarh. |
Falling fish production in Pong reservoir worries societies
Nurpur, November 26 The association lamented the poor financial condition of thousands of fishermen in the area due to fall in fish production in the reservoir. Prabhat Singh said as many as 2,000 fisheries cooperative societies were engaged in fishing in the reservoir and these societies were paying royalty to the state exchequer every year. He said the fishermen had taken bank loans for earning their livelihood and now, with fall in fish production, it had become difficult for hapless fishermen to repay their bank loan instalments. He urged the state government to formulate a special policy to render compensation to the fishermen dependent on fishing in lower Kangra areas. |
Officials told to check irregularities in PDS
Chamba, November 26 The DC was presiding over a meeting of the district-level public distribution system (PDS) review committee here today. He impressed upon officials to lodge an FIR against the depot-holder if any irregularity of serious nature was found and emphasised on conducting surprise inspections. The Sub-Divisional Magistrates and Tehsildars had also been entrusted with the responsibility of carrying out raids, the DC added. Taking note of the ongoing Aadhaar-seeding process for LPG subsidy, the DC said the LPG agencies and banks must complete the process in a time-bound manner. He said essential commodities worth Rs 28 crore had been made available to consumers in the district through fair-price shops so far. Besides, sufficient stocks had also been dispatched to the tribal areas of Bharmour and Pangi to meet their winter requirements. |
HC order quashing employees’ transfer policy hailed
Nurpur, November 26 Vinod Kumar, state president of the confederation, in a statement here today, said this order of the High Court was historic; it would safeguard government employees from political victimisation and pick-and-choose policy of the government in power. Terming this decision of the High Court as a landmark for employees, the confederation president said such relief was not expected from the Administrative Tribunal which had been scrapped by the previous PK Dhumal government in 2008. He alleged that transfers of government employees on recommendations of politicians had become a political and commercial weapon against employees, but the confederation had always supported the cause of the employees and strongly opposed the state government’s new policy framed in July this year which was totally anti-employees. |
Govt orders implementing MIS for citrus fruits
Shimla, November 26 A government spokesman said here today that under the scheme, 500 metric tonnes of kinnow, malta and orange and 100 metric tonnes of galgal would be procured. The procurement price would be Rs 6.50 per kg for kinnow, malta and orange (Grade B), Rs 6 for Grade C and Rs 5 per kg for galgal. Handling charges payable to the procurement agencies would be Rs 2.65 per kg for kinnow, malta and orange and Rs 1 per kg for galgal. The scheme would be implemented from November 20 to February 15, 2014. The HPMC had been made the procurement agency and the scheme would be implemented through three collection centres set up at Bhogarwan and Inderpur in Kangra district and Jarol in Mandi district. More centres could be opened keeping in view the demand of fruit growers. |
2 Baddi drug firms get show-cause notices
Solan, November 26 Action such as cancellation of their manufacturing licence will depend on their replies. The action follows revelations of the Patiala police that 80 per cent of the seized chemical had been diverted to manufacture ice drug as against its use for manufacturing medicines. Since this was a contravention of the Drugs and Cosmetics Act, 1940, the drug regulatory authorities had initiated a probe to ascertain the quantum of violations. Drug Controller Navneet Marwaha said about 80 drug samples have been drawn from the two units and they had been sent for quality testing. He said the lab reports would ascertain how much chemical had been diverted to manufacture illegal drugs and this would form the basis of action. The lab reports would also confirm whether the drugs manufactured by the two units conformed to the laid down standards and, if violations were found, the working of the production team would also come under a scanner as they are responsible for the manufacturing operations. Preliminary investigations carried out by the drug inspector revealed that the two units had procured licence for purchase, sale and manufacture of controlled drugs from the Narcotics Control Bureau also though aspects such as how much pseudoephedrine and ephedrine had been used would be verified on the basis of the lab reports. |

Three dhaba owners booked for child labour
Solan, November 26 Labour Officer Pratap Verma said they had earlier conducted a survey of the town where minors had been found engaged in work by dhaba owners. The three children were between 10 and 12 years and their medical examination was also conducted later at the Regional Hospital here. They belonged to migrant families of Bihar and their parents too were engaged as labourers here. These children were later produced before the Deputy Commissioner who directed the officials to place them in shelter homes. They would later be restored to their parents. While the two dhabas are located at Chowk Bazar, another is opposite the Regional Hospital here. |
Encroachments: State gets 6 weeks for making policy
Shimla, November 26 A Bench comprising Justice UD Salvi and BS Sajwan also allowed the prayer of the state vide which it had submitted that regarding engraving or painting on rocks, they needed some consultation with the Archaeological Survey of India (ASI) to identify rock paintings or engravings regarding its heritage value and granted time to the state government to take necessary measures for consultation with the ASI for the removal of paintings on the rocks. This order came on a petition filed by Pawan Kumar urging the tribunal to direct the state government to remove the encroachments of Tibetans on the forest land and engraving or painting on rocks in the forest area. It was alleged that the state government had taken action against the citizens of the country, but no action had been taken against the Tibetans. The petitioner alleged that state functionaries had failed to perform their duties to protect the environment and forest in the said areas. |
Welding set blast kills one
Nurpur, November 26 A welder, the deceased identified as Paramjeet (34) was burnt as a welding set burst suddenly. As per an eyewitness, the deceased was engulfed in flames and died on the spot. The panchayat pradhan intimated the local police. SDM Mohan Dutt Sharma extended an immediate relief of Rs 10,000 to the family of the deceased. DSP DC Verma said the body had been handed over to his family after postmortem. He said the police had registered a case under Section 174 of the CrPC. A team of forensic experts from Dharamsala also visited the spot and examined circumstantial evidences, he said. |

PCC to have more secys for LS poll
Shimla, November 26 The exercise has been long overdue as PCC chief Sukhwinder Singh had constituted his team of office-bearers in July and secretaries were to be inducted to provide representation to left-out categories and infuse young blood in the party organisation. Now that the countdown has started for the Lok Sabha poll, the exercise will have to be undertaken without any delay. It could happen soon after the process of the Assembly elections in five states was completed as the exercise would be undertaken in consultation with the high command, party sources said. Also the high command was insisting on the implementation of the one-man, one-post principle and it would also create some vacancies in the organisation which would have to be filled. Himachal being a small state, the executive body is restricted to 31 members, which includes seven vice-presidents, nine general secretaries and a treasurer. There are 14 members in the executive committee, while senior leaders and ministers have been accommodated among 20 permanent invitees. Sukhwinder is keen to organise the party on the lines of the All-India Congress Committee where a large number of young secretaries have been assigned important responsibilities. |

Cong to use FB for campaigning
Shimla, November 26 An official Facebook page of the Pradesh Congress Committee (PCC) will be launched soon to apprise people of the achievements of the government at the Centre and in the state and counter malicious campaigns of the Opposition. PCC president Sukhvinder Singh convened a meeting of state-level functionaries of the Social Media Department here today to chalk out the strategy for using the social media for spreading the party ideology. He said the existing web pages running in the name of Himachal Pradesh Congress would be blocked soon. The official website of the HPCC that was in use would also be blocked and a new official website would be launched shortly. Sukhwinder said, “The public in general and youth in particular are more active on Facebook, Twitter and WhatsApp and we need to start using these for popularising the ideology, policies and programmes of the party”. He said efforts were under way to strengthen the Social Media Department which would have an important role to play in the Lok Sabha poll. He invited suggestions from office-bearers for widening the reach of the party among the online young generation. The platforms could help in attracting the youth towards the party’s ideology and some of them could ultimately join the party. |

Patient care a casualty at IGMC
Shimla, November 26 Shalini and her younger brother Rohit, both thalassaemia patients, were brought to the IGMC for blood transfusion by their father Khor Singh from Karsog, Mandi district, two days ago. But Shalini developed complications soon after she was given blood and went into trauma after vomiting out blood. But there was no senior doctor to take care of the patient and she died yesterday, said her family members. The onus lies on paediatric doctors but head of the department Ashvani Sud denied the allegations, saying the patient was well-attended. Similarly, Raj Kumar died four days ago after blood transfusion after his fractured leg was operated upon by a surgeon. He also developed complications and was not well-attended during post-operative period, said his relatives, who had staged a protest four days ago. Medical Superintendent, IGMC, Dr Ramesh Kumar said both Shalini and her younger brother Rohit were thalassaemia patients and used to come to the IGMC for blood transfusion. He said they had not received any complaint from the father of the girl, but they had sought a report from the department. An NGO and attendants expressed concern over the care. The blood transfusion was done after cross-matching the blood groups and samples, Dr Ramesh said. In both cases, there was no evidence of symptoms created by reaction of blood transfusion, he claimed. In the case of Raj Kumar, the surgery was successful. But the patient developed complications and the blood clot damaged his lung. It happens in a rare case, the doctors claimed. IGMC Principal Dr SS Kaushal said they asked the department of orthopedics and paediatrics to submit the report on the treatment procedures adopted on both patients. “If need be, we will constitute an independent committee to examine the cases as forensic reports are still awaited”, he added. Strengthening panchayats top priority, says minister
Bilaspur, November 26 This was stated by Anil Sharma, Minister for Panchayati Raj and Rural Development and Animal Husbandry Department, at a function after laying the foundation stone of a Rs 2.73-crore Panchayat Bhawan and inaugurating a Rs 37.20-lakh meeting hall of Zila Parishad here. Sharma said the government was eager to ensure that all three Panchayati Raj institutions, Zila Parishad, Block Development Committees and gram panchayats, worked in cooperation. The minister said the Chief Minister had asked gram panchayats to select only deserving cases for extending the benefits being given to weaker sections. He said the government was considering videography of all proceedings of gram
