Chandigarh, October 27 In a letter addressed to the Commissioners of the four divisions, the government has circulated its observations on the reports of the night halts organised by the DCs between April and September this year. While the DCs have been asked to explain their positions for non-compliance of the government instructions within seven days, the Divisional Commissioners have been asked to forward these explanations with their recommendations to the government by November end. In the Ambala division, the performance of Kaithal district has been particularly appreciated while Ambala and Kurukshetra have also performed satisfactorily. However, Panchkula and Yamunanagar, the report says, have failed to organise even a single night stay in villages as directed by the government. In the Gurgaon division, the DC, Faridabad, has not organised any night stay for the past five months. Though heavy water in the Yamuna was cited as the reason for not holding a night camp in June, no explanation has been given for the remaining four months. Performance of Rewari, Mewat, Mahendergarh and Palwal districts was found to be satisfactory though a report from the districts is still awaited. While evaluating the performance of Bhiwani district in the Hisar division as “highly praiseworthy”, the DCs of Fatehabad, Hisar, Jind and Sirsa have failed to organise any night stay in their districts. The instructions issued by the government state that the Divisional Commissioner is “instructed to call for their explanations as to why disciplinary proceedings may not be initiated against them”. While Jhajjar district’s performance is not “up to the mark” since no night halt was organised in July and September, the Commissioner has been asked to direct the DC to “follow the instructions meticulously”, while the DCs of Rohtak and Sonepat have been asked to explain why no camps were held during the last three months. Stating “lethargy in the performance” of Karnal as no camp has been organised after June, the Commissioner has been directed to ask the DC, Panipat, to be regular. With DCs harbouring reservations about holding night camps as suggested by Chief Minister Bhupinder Singh Hooda, the government had issued instructions to the DCs of all 21 districts to hold a night camp in a village beginning December 2012. The Sub-Divisional Officers (Civil), too, had been asked to hold one such camp independently with the idea of hearing and redressing public grievances. Of the 21 districts, the then Deputy Commissioner, Kaithal, Chander Shekhar, was the only one to have taken the initiative of organising night halts in villages. He had been organising two such camps every month. With less than a year left before Haryana goes to the poll, this “reach-out” programme, observers feel, could leave an impact with the entire administration arriving at the public’s doorstep. |

Gurgaon, October 27 The veteran Congress leader said he was in talks with the leaders of the BJP, the INLD as well as other Opposition parties of the state to create a common platform to provide a viable political alternative to the people. Rao Inderjit was interacting with journalists at the inaugural ceremony of the office of the Insaaf Manch, a public forum floated by him earlier this year. “A political weapon is must to get political power,” Rao remarked and added that he and his supporters would now make all-out efforts to have a decisive say in the state affairs. On being asked about the status of the Haryana Insaaf Party, a political outfit headed by his daughter, he stated that the registration process was in progress. But in the same breath, he asserted that irrespective of his political decision or future course of action, he would remain associated with the Insaaf Manch. Coming down heavily on the Bhupinder Singh Hooda-led Congress regime in Haryana, Inderjit demanded an independent inquiry into the alleged irregularities in the grant of change of land use (CLU) permissions and other “shady” land deals in the state struck during Hooda’s tenure. In response to another query, the former Union Minister conceded that he would attend the INLD rally being organised in Kurukshetra on the occasion of Haryana Day. Reiterating his allegations of step-motherly treatment given to south Haryana, the prominent Ahirwal leader maintained that to ensure equitable development, the next Chief Minister of the state should be from this region. The Congress MP continued to hold his cards close to his chest and repeated his old stance of “all options are open, situation will unfold in due course”. Nonetheless, he affirmed that he had nothing to do with the Congress anymore, though he would continue to retain his Lok Sabha seat as per the mandate of his electors. ‘Do not indulge in gimmicks’
Power Minister Capt Ajay Singh Yadav has said Rao Inderjit Singh should not indulge in gimmicks. Addressing a party workers' meeting at his residence today, he said before making up his mind to quit the Congress, he should remember that he owed his present position to the party alone. Rebutting the charges of bias in development works in the region, Capt Yadav wondered how Rao was unaware about the upgrade of the Postgraduate Regional Centre of Mirpur into Indira Gandhi University, the establishment of a central university in Mahendergarh. |
Bhadana tops in utilising MPLAD fund
Sirsa, October 27 Bhadana and Hooda have already spent Rs 13.18 crore and Rs 13.17 crore respectively from their MPLAD funds since 2009 while Bishnoi has been able to spend only Rs 9.50 crore. Karnal MP Arvind Sharma follows Bhadana and Hooda as he has spent Rs 13.08 crore. Kurukshetra MP Naveen Jindal and Sirsa MP Ashok Tanwar, too, are not far behind with a spending of Rs 12.54 crore and Rs 12.48 crore respectively. Jitender Singh Malik from Sonepat has spent Rs 11.87 crore, while Shruti Choudhry from Bhiwani-Mahindergarh spent Rs 11.20 crore as Ironically, Kumari Selja from Ambala and Rao Inderjit Singh from Gurgaon, who have been accusing the government of regional disparity in the matter of development, are at the bottom of the table. They have spent Rs 10.49 crore and Rs 10.30 crore respectively. Out of the available funds, Gurgaon MP Rao Inderjit Singh has the maximum Rs 6.62 crore, which remain unused, followed by Ambala MP Kumari Selja with Rs 6.34 crore and Bhiwani MP Shruti Choudhry with Rs 5.67 crore. Avtar Singh Bhadana, Deepender Singh Hooda and Arvind Sharma are better placed as they have unspent funds of Rs 3.59 crore, Rs 3.71 crore and Rs 3.79 crore respectively. Jitender Singh Malik has unspent funds of Rs 4.93 crore while Naveen Jindal and Ashok Tanwar have Rs 4.27 crore each. Bishnoi, though has unused fund of Rs 2.14 crore, the figure becomes Rs 7.14 crore if one includes the deficit in the release of his funds, which is Rs 5 crore. |

Onion prices start coming down
Sirsa, October 27 “It is partially due to fall in prices in other states, but largely due to government’s stern measures against the distributors,” said Harish Kumar, a wholesaler in Fatehabad vegetable market. He said the fall in the wholesale prices of onion coming from Jaipur market was hardly Rs 8 to 10 per quintal, but the fall in retail prices was largely due to the government’s action in Delhi and some other parts of the country. Inquiries from wholesale market in Jaipur revealed that local onions of new crop sold for Rs 35 per kg while the crop of old stock coming from Karnataka was being supplied to vegetables markets in Haryana and other states for Rs 45. “Prices are likely to fall further in the coming days,” said Atam Prakash, a dealer in Jaipur’s wholesale vegetable market. He said, “Dealing in onions has no more remained a profitable bargain as the traders have to sell it at a margin which is not enough to meet their expenses as well as losses involved in transportation and storage of perishable goods.” Meanwhile, while the prices of onions have fallen, those of other vegetables continued to soar. |
Unique ID for houses, commercial units
Rohtak, October 27 A spokesperson of the district authorities said the project was formally launched by local MLA BB Batra recently. Batra claimed that the unique ID would help the administration in implementing various developmental schemes. ‘’The UID numbers of houses and other properties would not only be displayed on a board on the main roads but would be made available on Internet also," said a senior official. He said the identification of residential and commercial units lacked clarity as no comprehensive numbering of the units had been carried out in the past several decades. The UID project will not only help the authorities in getting accurate figures of residential and commercial units in the town, but also help visitors in locating a particular residential and commercial address. The project will cover all the residential colonies of the town and the villages falling in the jurisdiction of the Municipal Corporation, Rohtak (MCR). |
10 Sirsa villages to get RO water at 10 paisa a litre
Sirsa, October 27 Rs 2 crore would be spent in setting up the RO systems and the sum would be divided in a ratio of 60:40 by the Central and the state government, respectively. Each RO system would cost nearly Rs 20 lakh. “The Public Health Engineering Department has selected 10 minority concentration villages, including Daya Singh Ther, Pratap Nagar, Kariwala, Jeewan Nagar, Dhani Bachan Singh, Jagmalera, Thobaria, Amritsar, Harni Khurd and Mauju Khera, for the scheme, as the groundwater in these villages is not healthy for human consumption,” said Ganesan. He said each family of the village would get a maximum of 20 litres of purified water and for it, the family would have to pay Rs 2 per day at a rate of 10 paisa per litre. The systems would have to purify 2,000 litres of water per hour. The Multi-sectoral Development Programme for the minority concentration districts of the country is being implemented in Sirsa and Mewat districts of the state. |
Govt targets 127 lakh tonne wheat this year
Chandigarh, October 27 This was stated by a spokesman for the Haryana Agriculture Department here today. He said during the rabi season 2013-14, the target had been set to produce 123.81 lakh tonnes of wheat over an area of 25 lakh hectares, 1.61 lakh tonnes of grams, 1.95 lakh metric tonnes of barley and 11,000 tonnes of rabi pulses over 1.40 lakh hectares, 50,000 hectares and 10,000 hectares of area, respectively. Similarly, targets had been set to produce 10.80 lakh tonnes of rabi oilseeds and 24,000 tonnes of sunflower. He said the state government was making concerted efforts for timely supply of certified seeds to the farmers. As against the requirement of 13.63 lakh quintals of seeds during Rabi season, arrangements had been made for the distribution of about 14 lakh quintals of certified seeds of different crops. |
Sacked Maruti employees cancel protest march
Kaithal, October 27 The protesters said they just wanted to submit a memorandum of demands to Haryana minister Randeep Singh Surjewala, but their voice was gagged by the administration by imposing prohibitory orders. In the memorandum, the employees demanded the release of jailed colleagues, reinstatement of dismissed employees and proper inquiry into the violence. The authorities remained extra cautious today and the security agencies were kept a constant vigil over the situation. Heavy police force was deployed outside the residence of the DC and other parts of the town. |
Shillong hate-crime victim cremated
Hisar, October 27 hospital with 50 per cent burn injuries and later brought to a private hospital in Delhi for treatment. DS Nandwal, uncle of the victim, told The Tribune that his brother JS Nandwal had been settled in Meghalaya for the past four decades and Vikas was brought up and got education in Shillong. Recalling the horrific incident, he said that while two of the assailants stood guard outside the shop, the third one poured patrol on Vikas. He said though the police rushed to the spot immediately, the assailants managed to flee. The incident has evoked a sharp reaction from the Shilllong residents who urged the state government to arrest the culprits. Vikas was eldest of four siblings. |
Businessman, accomplice held for faking kidnap
Gurgaon, October 27 Mahesh said the kidnappers had sought a ransom of Rs 50 lakh. The investigation, however, led the police to victim himself who was arrested from Sohna road waiting for the ransom. Mukesh, a security guard, who helped in the conspiracy and made the ransom call was also arrested along with Ankit. He was promised Rs 1.5 lakh for his part in the crime. "A team headed by crime branch Sector 46 chief Yashwant Singh was given the task of solving the case and it was then we found about the victim having faked his own kidnapping," said Joint Commissioner of Police Vivek Sharma. The police said the young man was under a debt of Rs 45 lakh and had hatched the conspiracy to pay off the debtors. |

Sonepat, October 27 Former MLA Devi Dass who presided over the function said Dr Sein was elected as MLA seven times and also remained a Cabinet Minister in Haryana, but there was not even a single plot of 100 square yards in his name at the time of his death. As many as 24 senior party workers, including seven of posthumously who worked with Dr Sein, were honoured by the party on the occasion. Rewari: BJP activists participated in a memorial conference held here today to mark the 86th birth anniversary of late Dr Mangal Sein, a great champion of the BJP in the state. Paying homage to the late patriarch of the party, former state party chief Om Prakash Grover recalled how he lent strength and heights to Jan Sangh and then to its present configuration-the Bharatiya Janata Party during the second half of the 20th century till his death in December, 1990. He also highlighted memoirs of his eventful political career. |

Teenager found dead
Hisar, October 27 The police said a resident of the village informed the police about the body. The Narnaund police station SHO said the boy's family had lodged a complaint regarding this today. The body was stuffed in a gunny bag. The police suspect that the boy was strangulated to death and then the body was dumped into the well. "So far, the family has not named any suspect in the case but the role of one of the deceased's friend is being probed," sources said. |
Woman who delivered baby girls poisoned
Hisar, October 27 The woman had married Satyawan 12 years ago, but the couple remained childless for about eight years. She, however, gave birth to a girl a couple years ago and again delivered a girl recently after which the in-laws started harassing her, the victim stated in the complaint. The victim alleged that on October 24, she was forcibly administered poison by her in-laws and her husband. Later, they left her near Nooran village in an unconscious condition. She, with the help of other persons, reached her parental home at Garwal in Sonepat district and was taken to a medical college in Khanpur Kalan, Sonepat, for treatment. |
Dera chief gets Global Plaque
Sirsa, October 27 "Over 65 lakh CDs of bhajans sung by the dera chief have been sold in just one year," claimed Pawan Insan, a spokesperson of the dera. Samir Tandon, a renowned music director, was also present on this occasion. "Global Plaque is a rare award and very few have been able to get it across the world. In the past three years, it is the first Global Plaque," said Sanyal. He said in the past one year, 65 lakh CDs of his five albums have been sold across the world. "The figure is five times the sales of the CDs of all renowned singers of the country combined together," he added. |

Rewari, October 26 Manjit had allegedly set Inderjit (18), an employee of a junk dealer of Dharuhera, on fire on the night of October 22. He was booked for attempt to murder on the statement of the victim, who suffered severe burns. Manjit had done so after Inderjit refused to fetch him a bottle of wine from a liquor vend. Inderjit has been admitted to the Safdarjung Hospital, Delhi, and Manjit is absconding. |
Savitri Jindal, Aftab Ahmed may get Cabinet berth
Chandigarh, October 27 Sources said the party high command had finally given its go-ahead to the Cabinet expansion, over six months after it was proposed by Chief Minister Bhupinder Singh Hooda. Former Minister of State Savitri Jindal and Nuh MLA Aftab Ahmed are likely to be accommodated as ministers. Jindal has been a strong contender ever since the Congress was re-elected However, owing to political compulsions, Independent MLAs OP Jain and Gopal Kanda were inducted into the Cabinet as representatives of the Aggarwal community. Kanda was forced to step down last August after his name figured in the controversial Geetika suicide case while Jain too quit following his alleged involvement in the death of a former sarpanch. Sources said Jindal was the ideal choice since the Jind-Hisar belt remained unrepresented in the present Cabinet. Also, Savitri Jindal represents the Aggarwal community which is no longer represented in the Hooda Cabinet. Ahmed is being “rewarded” for being pro-active in party work and also because he comes from backward Mewat which has no representation in the Cabinet. Other considerations include maintaining a caste and regional balance in the Cabinet to ensure everybody gets representation. Sources said Haryana Janhit Congress-turned Congress MLA Dharam Singh Chokker could also be administered oath as a Chief Parliamentary Secretary. |

Karnal, October 27 “There are no differences in the party and the issue of discrimination in development has cropped up because development is taking place in the state and elected representatives have right to demand developmental projects for their constituencies irrespective of all other considerations,” said Asha Kumari who was here to attend a meeting of the Karnal District Congress Committee. About the issue of discrimination in development being raised by some senior party leaders, she said: “Statements on their rights should not be construed as revolt.” “Right to freedom of thought and speech is the fundamental right of every individual in Indian democracy,” she added. Addressing Congress workers, Asha Kumari said committees had been formed from booth to state level and very soon coordination committee would be constituted in the state. She asked the party workers to air their grievances at the party forum and assured that all complaints would be addressed and resolved. |
Dalit rape victim delivers child
Sirsa, October 27 The victim, who worked as a maid, had alleged
in her complaint to the police that the accused raped her six months ago when she worked as a maid in his house. She alleged that she raped her under threat. The accused allegedly threatened her with dire consequences if she narrated the incident to
anyone. The victim narrated the matter to her sister-in-law, who informed the matter to other members of the family, when she became six months pregnant. The police had registered a case and arrested Baljit Singh immediately. |

Kurukshetra, October 27 A case was registered against him at Ladwa on July 3, 2007. The court had declared him a proclaimed offender on November 29, 2008. Both were produced in the court on Friday, which remanded them in judicial custody.

Bank official found murdered in car
Gurgaon, October 27 Devender worked at the recovery branch of the ITO branch of Delhi. A police team, headed by DCP Surender Pal, inspected the crime spot and registered a case. The weapon of the murder has also not been recovered so far. The police has formed special teams to investigate the matter as the victim was posted in the recovery cell of the bank. |

Liquor stock seized in Sonepat village
Soneapt, October 27 Ajit Singh, DSP, said a tipoff was received that a large stock of unauthorised liquor had been kept by a liquor contractor in a rented house in the village. The joint team raided the premises and seized the stock, including 306 boxes of party special, 292 boxes of desi santra, 22 boxes of Green Label, 15 boxes of Royal Stag, 22 boxes of Imperial Blue, and 20 boxes of Aristocrat Premium. The seized stock was handed over to the Excise Department and the contractor booked under the Excise Act. —
