Tribune News Service

Jalandhar, October 15
A young Kazakhstan-based woman was today sent to Kapurthala Jail following her arrest by the city police here last evening on the charges of indulging in immoral trafficking and overstaying in India.

The incident came to light when she called up the Police Control Room last evening and lodged a complaint that she had been illegally confined to a house at Satnam Nagar in Basti Danishmandan. The call sent alarm bells ringing at which SHO of the Division Number 5 police station Rajinder Sharma and Assistant Commissioner of Police Ravinder Pal Singh Sandhu reached the spot and began investigation.

It was later found that the Kazakhstan-based woman has been in the city for the past one week and working with another woman of the area running a prostitution racket. She claimed to have been introduced to the Jalandhar-based woman by Kapil, her accomplice from Uttar Pradesh. The son of this woman, Bhima, is an accused in the infamous Sunaina murder case.

The matter got public after the women reportedly had a fight over payment issues. The Kazakhstan national claimed that she had worked for 36 clients in the city for a settled amount of Rs 1,500 per customer while she was being paid for 34 clients. She said at this the Jalandhar-based woman kept her in illegal confinement and even took away her passport.

Sandhu said when her passport was recovered, it was found that it was actually a colour photostat of her original passport. “Inquired about the original passport, she said it had been retained by the Chandigarh Police, which, too, had registered a case against her.”

On further interrogation, the police also found that she had come to India on April 2, 2012, on a six-month tourist visa, which expired on October 1, 2012. “She has been overstaying in India for the past one year, owing to which she has also been booked under Section 14 of the Foreigner’s Act-1946,” he said.

The ACP said while both the accused woman have been arrested, he had also booked Kapil and husband of Jalandhar-based woman Balbir Singh in the case, who were at large. “We are trying to nab the remaining two,” he said.

Aadhaar card evokes mixed reaction

Controversial project ‘Aadhaar card’ of the Unique Identification Authority of India (UIDAI) has evoked reaction ranging from ardent support to cynicism to suspicion. While most accept the need for creating a systematic database of our citizenry, the path to be taken for this has created a vertical divide in the Government and is leading to a turf war-or, as a PMO official tartly put it, “personality issues”.

The debate has now reached the highest levels, involving the Union Finance Minister, the Home Minister, the Planning Commission, the Registrar General of India (RGI) and the PMO itself. What the people of the city think about the project?

— Harsimarjit Kaur, president, All-India LPG Distributorship, PunjabIt has the potential to spur enterprise and consumer application as verification cost of banks, insurance companies and other services will come down. It will eliminate the need to carry multiple cards and remember several passwords. It could facilitate banking and financial services in rural areas and e-commerce in urban ones.

— Harsimarjit Kaur, president, All-India LPG Distributorship, Punjab

— Archie Sehgal, EntrepreneurWe have diverse economic class living in the city. Many persons cannot open and maintain bank accounts due to the condition of minimum balance and valid ID proofs by most of the banks. They are surviving on daily cash earning basis. From where will they survive without Aadhaar card if it would be in any case made mandatory by the government?

— Archie Sehgal, Entrepreneur

— Surinder Saini, social activist, Jalandhar Welfare SocietyIt is a breach of privacy. Aadhaar stores biometric data like fingerprints forever whereas even the Prisoner’s Act says that fingerprints of the prisoner should be destroyed after acquittal. This will create lot of problems for the chance prisoners. UIDAI is gathering data by hiring private companies and which single-handedly owns the data base and may book a profit from the sale of the data and of services linked to the data.

— Surinder Saini, social activist, Jalandhar Welfare Society

— Rekha Kalia Bhardwaj, Principal, HMV CollegeThe government should not have implemented the Aadhaar card project without first getting an approval from Parliament. Now, a tug-of-war is going between the ruling government, the Supreme Court and various segments. We are still confused whether to make it or not? Otherwise, it is a great project giving greater rights and power to citizens to report malpractices which may help stop corruption. This may go a long way in overall development of the nation.

— Rekha Kalia Bhardwaj, Principal, HMV College

— Yashmin Bakshi, home makerThe concept of "Aadhaar card" is no doubt excellent but one can't just overlook the problems of a highly-populated, still developing nation like ours. The inception stages of the entire project has already gone in an unorganised and corrupt way, so what would one expect once the "Aadhaar card" system is enforced.
