Farmers block highway
Commuters on the Ambala-Hisar highway face inconvenience

The commuters on the Ambala-Hisar highway remained a harried lot for more than four hours today as the farmers who had come here to sell their produce blocked the road followed the stoppage of paddy procurement at the local grain market by the procurement agencies on the ground that it contained high moisture content.

This provoked the farmers, who parked their tractor trolleys on the highway which lead to a major jam on the road causing lot of inconvenience to the commuters. It was only after a prolonged meeting with the district administration officials and representatives of the farmers that the blockade was lifted at around 7 pm. SDM Vinay Pratap and Mukesh Ahuja reached the spot and assured the farmers that matter would be taken up with the senior functionaries of the state government and in all probability the procurement process would be restarted at the grain market. They also assured the farmers that the MSP fixed by the government would be paid to them.

The farmers also alleged that even as they were supposed to be paid Rs 1325 per quintal, they were only being paid Rs 1200 per quintal. As the matter could not be sorted out the farmers blocked the highway. They alleged that ground on which the procurement agencies refused to buy their produce was farfetched and the government guidelines provided for procurement of produce with up to 25 per cent moisture content.

Meanwhile, a large number of vehicles including ambulance and bus remained stranded in the traffic jam for hours together causing a lot of problems for the travelers.

Procurement of paddy begins

The procurement of paddy has started at all the 33 procurement centres in the district. “Till today 5,275 MT of paddy has been procured by various government procurement agencies,” said Arun Sekhri, Deputy Commissioner, after reviewing the arrangements made in the mandis.

He said, “The PUNGRAIN has purchased 1,712 MT, the MARKFED 1416 MT, PUNSUP 1046 MT, Ware House 177 MT, Punjab Agro 579 MT and the FCI has purchased 345 MT of paddy till today.”

The DC called upon the farmers to bring paddy in the mandis as per the government’s specifications, so that they may not face any difficulty during the sale of paddy. He said, “The payment of procured paddy is being made within 72 hours.” The DC has banned the harvesting of paddy crop from 6pm to 10am as the harvested paddy crop gets more moisture contents than the prescribed during these hours. Harjit Kaur, District Food and Civil Supply Controller, said all the officials have been directed not to harass the farmers for petty matters. She said all the agencies have been directed to make liaison with commission agents. —OC

Thapar varsity bag gold in basketball

The basketball team of Thapar University, Patiala, bagged gold medal in the inter- engineering university basketball championship held at the Indian Institute of Technology (IIT), Mandi (Himachal Pradesh).A total of 11 teams participated in the championship. In the final match, the wining side defeated Vallabh Government College (VGC), Mandi by 31 points.

HC sets aside plot resumption

Two decades after the Mani Majra notified area committee executive officer ordered the resumption of a residential site, the Punjab and Haryana High Court has set aside the orders.

The directions by Justice Satish Kumar Mittal and Justice Mahavir S Chauhan came on a petition filed in 1992 by Atul Jain and others against the Notified Area Committee and other respondents.

The petition is just one of the 2 lakh cases pending before the High Court; and it is suspected that many of the petitioners are no more there to pursue their grievances. When some of these cases are suddenly listed, the counsel are often at a loss in the absence of complete records or instructions.

Attribute it to the shortage of judges or filing of frivolous petitions, the fact remains that the delay also tends to change the course of the outcome. The High Court, as of now, has a shortage of 21 Judges. It has 47 Judges against the sanctioned strength of 68.

Jain and others had earlier sought directions for quashing the order dated May 5,1992, passed by the Executive Officer. He had issued the resumption orders on the ground of ``non-payment of extension fee and non-construction within the stipulated time''.

The petitioners asserted that at no point of time demand notice was issued to them for payment of the extension fee. In case it was issued, they would pay the amount. The Bench was told that the plot, initially, allotted to Kanwaljit Kaur, was purchased by the petitioners in November 1987 with the Notified Area Committee's permission.

``Though as per the allotment letter, the allottee was required to complete the construction within two years, there was no policy or circular in the Notified Area Committee, Mani Majra, for charging the extension fee,'' the Bench observed.

The Bench also took note of the fact that a resolution was passed in December 12,1990, and a policy was framed for charging extension fee. ``Without taking care of the policy, the plot in question was resumed... Admittedly, no action for resumption of the plot was initiated prior to the policy.

``Therefore, at the time of the resumption, the Notified Area Committee, Mani Majra, was bound to look into the policy, which has been totally ignored. Moreover, the resumption order was passed while observing that the allottee had failed to deposit the extension fee up to date''.

The Bench also took note of petitioners' willingness to deposit Rs 16,578, and the fact that the the petitioners had raised construction in 1994. ``In view of this, the impugned order resuming the site in question on account of non-payment of extension fee and non-construction within the stipulated time, is set aside,'' the Bench concluded.

Remand for convict, accomplice

A convict in the German girl's rape case, along with his accomplice, was sent to 14-day judicial custody by a local court today. The Chandigarh police had arrested Harpreet Singh, who had jumped parole, and his accomplice Onkar Singh on the road leading to Mohali near the Sector 42/43/52/53 roundabout on October 5.

Harpreet, who was sentenced to life imprisonment, jumped parole from the Patiala Central Jail. He was granted a 42-day parole and had to report on January 2, 2013.

A special investigation team (SIT), under the supervision of DSP (Crime) Satbir Singh, was constituted following the Punjab and Haryana High Court orders.

The team raided possible hideouts of the convict in Chandigarh, Haryana, Punjab and Delhi. Harpreet was held at a checkpoint set up on the road leading to Mohali following a tip-off.

During interrogation, Harpreet said after jumping parole, he came in contact with Onkar Singh and they were involved in many cases of snatching, two cases of robbery at a petrol pump in Sangoli village, near Dera Bassi, and at a house in Ambala City.

German girl’s rape case

In 2008, a German woman came to India to attend the wedding function of her friend. On the night of September 27, she was kidnapped by five youths, including Harpreet Singh, Manvir Singh, Sukhvinder Singh, Pankaj Kumar and Som Pal, from a hotel in Sector 17. She was later raped by them.

Former cashier of PNB held guilty by court

Panchkula, October 8
A former cashier of the PNB at Kalka was held guilty for demanding bribe by a local court today. The accused, Ram Das Baag, was arrested in 2011 by the Central Bureau of Investigation (CBI) for demanding a bribe of Rs 10,000 from a customer.

The quantum of the punishment would be announced tomorrow. In 2011, Baag who was also working as the single window operator demanded a bribe of Rs 10,000 from a customer, Lalit, for extending his loan even when he did not have any link with the loan department.—TNS

Man arrested for bigamy

The Mohali police today arrested a Pathankot resident for marrying a girl even after he was already married. The accused, Janak Raj, is working as a junior grade officer in a bank at Pathankot. Kaur has filed a compliant ant the accused has beenbooked under Section 494 and 420 of the IPC.—TNS

3 youths booked for usurping NRI's house

Panchkula, October 8
The police today booked three youths for illegally occupying a house of an NRI at Sector 6, Panchkula. The miscreants have been booked under Sections 420, 447 and 120B of the IPC.

Today when the caretaker of the house went to the police station and informed that the youths without any permission had entered the house and also threatened him after he said that he would inform the police for usurping the one-room set. The police reached the spot and arrested them. A case has been registered in this regard.—TNS

3 held with stolen car

Following the brave act of Harpreet Singh Walia, a Sector 45 resident, who caught a man escaping from police custody outside the Sector 34 police station, the Chandigarh police arrested two more accused, who were in a stolen car with a fake registration number.

Rajesh Shukla, SHO of the Sector 34 police station, stated a total of three accused had been arrested. They had been identified as Dalip, Joseph and Vikas. "We are conducting raids to nab their fourth accomplice, Neeraj," the SHO stated.

The police stated that all the accused were residents of Ram Darbar. "While Joseph has a case of attempt to murder registered against him, we are verifying the past record of the remaining accused," the SHO stated.

Players forced to bring own shuttles

The UT Education Department charges Rs 5000 annually from a private school to confirm their participation in all the inter-school tournaments and charges Rs 20 (per player) as entry fee from all the participants. A special budget is also allocated to organise competitions. However, it fails to provide shuttlecocks in the inter-school badminton championship hosted by the department.

The department fails to provide the basic requirement of shuttlecocks for inter-school badminton competition, being held at the indoor hall of badminton centre of sports complex, Sector 42. The participants are asked to bring their own shuttlecocks. And with no option in hand, the participants are either bringing their own shuttlecocks or the schools (they are representing) are providing them with shuttlecocks.

“It is the duty of the organisers to provide field, safety, environment and essential products of the game to the participants. There are various types of shuttlecocks and each one has its own specification. It is the duty of the organiser to provide basic facilities to participating players and moreover if they are charging entry fees, they should be providing shottlecocks at least,” said one of the coaches.

Also, if the condition of players from Government Schools is to be mention they are relying on their opponents for shuttlecocks and play their match. As per the performa, the participants have to bring shuttlecock of AS-2 quality for playing in the competition. The private schools are however managing to get their own shuttlecocks but the players of government schools failed to turn up with that particular product.

“The department is not even providing the type of shuttlecocks, they have asked from the participants in this tournament, to the players of government schools. I wonder how these kids manage to play in these indoor-events, when they don’t have the particular product to practice,” said a former player and coach of a local school.

A coach of the government school, seeking anonymity added, “Due to shortage of these particular shuttles, we are bringing shuttles of same standards but of different made. If the top officials are so concerned, they should buy a good stock and provide it to the respective schools.”

The AS-2 shuttlecock is among one of the perfect products for the indoor badminton event. It is made of an imported material with 16- wings duck feather, the base of the shuttles remain light so that the players can judge the flight. Players fail to buy a box of shuttles because of its cost of Rs 1,200. Most of the players bring either local shuttles or plastic made shuttles that are meant for outdoors tournaments. “In a good rally, on an average, over 5 AS-2 shuttlecocks are used. The players representing government school, with no option, ask their opponents or friends for these shuttles,” said a coach.

The women’s Kabaddi team of Post Graduate Government College, Sector 11 defeated LLR Government College, Dhudike by 32-6, in the opening knock-out stage match of ongoing Panjab university inter-college kabaddi (national style) championship for women, being played here today.

In other matches, the RSD College, Ferozepur beat Government College, Muktsar at 52-14 while National College for Women, Chowarianwali defeated GN College, Narangwal at 27-14.

The team of SGGS Khalsa College, Mahilpur blanked GGS Khalsa College for Women, Kamalpura 32-03 while GTB Khalsa College for Women, Dasuya, named the match against Sri Ram College, Dalla at 42-14.

Digvijay beats top-seeded Raghav

CLTA trainee Digvijay Pratap Singh upset top-seeded Raghav Jaisinghania in the game of boys (U-16) category during the ongoing CLTA-AITA Super Series Tennis Tournament, being held at CLTA tennis courts, here today. Digvijay dominated the entire game and finished the match at 6-2, 6-3. In other match, another CLTA trainee Eklavya Singh defeated Sumit Pal Singh. The latter took the 1st set 6-1 and over a hamstring muscle pull he managed to win next two sets without taking chances 6-1, 6-2.

In-form Prinkle Singh also won her match while A Dharna Mudaliar won a three set long match against Neelanchal Gupta of Delhi. Dharna was down at 1-5 but later she managed to level the set 5-5 and then won the game in tie breaker.

The cricket team of St Joseph’s School, Sector 44, defeated Government Model Senior Secondary School, Modern Housing Complex, Manimajra, in a mach of ongoing inter- school cricket championship for boys(U-17), being held here today. The team’s win was scripted by a five wicket haul of Dheeraj Kumar.

Batting first, the winning side posted 104-runs in the allotted slot of 20 overs. Tanuj contributed the most 23-runs in the team’s total while Virat Katwal and Rhytham Gangar scored 11-runs each. For bowling side, Robin claimed 3 for 20 while Baljinder bagged 2 for 18.

Chasing the target, GMSSS side bundled out on a total of 43-runs with Dheeraj claiming 5 for 11. Other bowlers, Ankit and Jatin claimed a wicket each.

In a second match, the SGGS School, Sector 26, defeated Government High School, Sector 53, by 52-runs while in an another match, the Mount Carmel School, Sector 47, beat Government Model Senior Secondary School, Sector 40 by 60-runs.
