HPCA questions Co-op Societies’ power
Shimla, September 30 The HPCA’s counsel filed the reply before the Registrar here today. Registrar RD Nazeem said the next date of hearing was kept on October 3, wherein HPCA had been asked to come up with arguments before him along with the entire proceedings of the sports body since it came into being. The High Court, in response to a petition filed by the HPCA on August 19, had directed it to appear before the Registrar and file its reply. The HPCA had questioned the jurisdiction of the Registrar of Cooperative Societies in issuing them a show-cause notice, since it was no longer a society, but a company. It added that the sports body was governed by the Company Act and not the Societies Act. Besides, taking exception to the letter written by the Registrar to the Board of Control for Cricket in India (BCCI) against it, the HPCA, in its reply, said this action clearly established the mala fide intent of the government. The tussle between the HPCA and the state government began immediately after the formation of the Congress regime. An FIR was registered against the HPCA, headed by Hamirpur MP Anurag Thakur, on August 1 by the Vigilance and Anti-Corruption Bureau in Dharamsala. Later, the Himachal Pradesh Cricket Association was issued a show-cause notice by the Registrar, stating why an administrator should not be appointed and the HPCA taken over. It even put restriction on the HPCA not to take any major decision without the prior approval of the Additional Deputy Commissioner, Kangra. The affairs of the HPCA had figured prominently in the Congress charge-sheet against the BJP regime. In fact, two IAS officers were charge-sheeted with regard to land permissions granted to the HPCA for construction of the stadium and a five-star hotel “Pavilion” in Dharamsala during the BJP regime. Give flour, not wheat, under Food Security Act: Govt
Shimla, September 30 He said there were no grinding facilities in remote, rural, backward and tribal areas of the state and people were demanding flour in place of wheat. The state government had to bear the expenditure of grinding wheat to provide flour. However, the government did not have sufficient funds for conversion of wheat into flour and as such the minister demanded reimbursement of the expenditure to the state on this account. Bali said the state had foodgrain storage capacity for around 45 days only and urged the Centre to provide assistance to the Food Corporation of India (FCI) and State Civil Supplies Corporation for enhancing it to at least three months. He said at present 55,371 tonnes of storage capacity was available with the state and 34,730 tonnes with the FCI. He said the State Corporation was not in position to construct scientific warehouses due to paucity of funds and requested the Centre to provide grants for the purpose, besides augmenting the storage capacity of the FCI. The minister said the Rajiv Gandhi Ann Yojana was launched in the state on September 20 and it would be implemented from October 1 in the state. At present, the entire population was covered under the Targeted Public Distribution System (TPDS) and foodgrain, as per the scale fixed by the Centre, was being provided to all the ration-card holders through a network of 4,762 fair price shops. Bali said under the National Food Security Act, only 36,82,000 population of the state had been covered. He added 56.23 per cent of the rural and 30.99 per cent of the urban population would be entitled to get subsidised foodgrain. He requested the Centre to enhance the coverage of beneficiaries to 75 per cent in rural areas and 50 per cent in urban areas as mandated in the Act. |
BJP to hold protest against bus fare hike on Oct 3
Shimla, September 30 “The hike of 30 per cent in bus fares is unprecedented and this will directly hit the common man,” he remarked. Dutt said the BJP would hold protest rallies at district as well as sub-divisional headquarters on October 3 and submit a memorandum addressed to the Governor on the issue. “Rather than giving some relief to people just before Diwali, the Congress government has added to the woes of the public,” he remarked. He added that Transport Minister GS Bali, under whom the subsidised ration had become expensive, was now burdening the common man by ordering a hike in bus fares. The BJP leader said fixing the minimum bus fare at Rs 5 would badly hit the common man for whom road transport was the only mode of travel in Himachal. “We demand that the Congress regime must withdraw the hike in bus fares as well as the increase in the prices of cooking oil and sugar being sold at fair price shops,” he said. He also took strong exception to the letter shot by the Himachal Government to the Board of Cricket Control India (BCCI) against Anurag Thakur, Hamirpur MP and president of the Himachal Pradesh Cricket Association. “By writing this letter, the government has overstepped its jurisdiction which clearly shows that the Virbhadra regime is deliberately targetting Anurag,” he remarked. |

Mandi, September 30 In a statement here, he alleged that the Congress and the BJP supported the hike in the salaries of ministers and MLAs, but did not raise their voice against the increase in the bus fare. He claimed that the HRTC, like other government-run corporations, was running in losses and the Transport Minister was trying to make up for it by pocketing public money by hiking the bus fare in the state. |

Kullu, September 30 Addressing mediapersons after holding a meeting of the District Congress Committee in Kullu on Saturday, Mahajan claimed that the “Modi factor” would not work in the state, as the BJP had little to counter development works of the Congress. Cong ministers ridicule Dhumal’s remarks
Shimla, September 30 In a joint statement here, Irrigation and Public Health Minister Vidya Stokes, Power Minister Sujan Singh Pathania and Forest Minister Thakur Singh Bharmauri said Dhumal’s statement indicated that he had no faith in democracy. His statement was an insult to people of the state who gave a mandate in favour of the Congress. Taking a dig at Dhumal, they said his “Mission Repeat” had turned out to be “Mission Delete” in the Assembly elections. The BJP would suffer a humiliating defeat in the ensuing Lok Sabha elections and its leaders must not take much air from the Delhi rally as it exposed the internal split in the party, they said. They alleged BJP leaders were trying to mislead people by saying that the ration quota had been reduced from 35 kg to 5 kg, which was totally wrong. Every beneficiary would be given rice at Rs 2 per kg and wheat at Rs 3 per kg a month under the Rajiv Gandhi Ann Yojana. The Antodaya and BPL families would continue to get 35 kg of foodgrain per month as per the past practice, they claimed. Besides, a provision of Rs 175 crore had been made to provide three pulses, edible oil and salt every month on subsidised rates to all families under the State Food Subsidy Scheme. Also, rice and wheat were being
provided to the consumers through the Public Distribution System. They said the bus fare had to be increased due to the rise in the cost of diesel but the government had ensured that the increase was minimal. HPMC to export apple concentrate
Shimla, September 30 Addressing a press conference here today, HPMC Managing Director Jagdish Sharma said an order for supplying 200 tonnes of apple concentrate had been received from a Dubai-based company. “We have set a target of producing 1,000 tonnes of apple concentrate. If need be, we will buy apples from Jammu and Kashmir and extend the crushing season till November 30,” he said. He said Parle Agro was keen to purchase about 500 tonnes of apple concentrate and Nestle too was interested. “We have set a target of making 1000 tonnes of apple concentrate out of which we have already made 550
tonnes,” he said. Last year, HPMC was able to produce only 400 metric tonnes of apple concentrate despite there being a lot of demand for the product. The HPMC has so far procured about 14,000 metric tonnes of apples under the Market Intervention Scheme (MIS) out of which 7,000 metric tonnes have already been processed. Efforts are on to enhance the cold storage capacity of the HPMC and the defunct cold stores at
Rohru, Jabli and Odi had been made operational this season. The state government is getting a feasibility study done to assess the viability of setting up juice extraction units in the growing areas all over the state. A proposal to set up dehydration and processing units for vegetables is also under the consideration of the

Govt schools told to register under Food Safety Act
Hamirpur, September 30 The government has issued the direction to all government schools in the wake of the death of 23 children after being served mid-day meal at a school in Bihar a few months ago. To obtain licence under the Food Safety Act, the schools serving the mid-day meals would have to fulfil certain requirements and take several measures for the purpose of serving healthy and hygienic meals. The District Food Safety Officer has also issued guidelines to Hamirpur-based schools for maintaining hygienic conditions. All schools have been directed to test the raw material and maintain hygienic condition while cooking and serving mid-day meals to students. The schools have also been told to form a committee of students, teachers involved in serving mid-day meals and representatives of parents. The schools have been asked not to store detergent powder, phenyl, insecticides, pesticides and other hazardous substance in the store room where raw material for mid-day meals is kept. The officer has also warned schools of a strict action if they failed to comply with the instructions. “These directions have been issued by the Director, Health Safety and Regulation, and all schools serving mid-day meals have been asked to get the licence from the department and follow the instructions,” said Atul Kayastha, District Food Safety Officer. Tibetans protest 121st self-immolation
Dharamsala, September 30 Engulfed in flames, 41-year-old Shichung ran from his house towards the main road before collapsing. He later succumbed to his injuries. Following his self-immolation, the local Tibetans tried to take his body to his home. They were confronted by Chinese security personnel who allegedly confiscated the body. Shichung is survived by his wife and two children. The Tibetan protestors alleged that the continued self-immolations in Tibet by Tibetans illustrated that they were disenchanted by the Chinese rule. The Chinese authorities had not allowed Tibetans in Tibet to practise their religion and culture freely. Most of the Tibetans who had self-immolated have been demanding the return of the Dalai Lama, the protestors alleged. They also alleged that since 2009, 121 Tibetans had self-immolated themselves. |
HRTC told to pay compensation
Sundernagar, September 30 Ramesh had booked an HRTC, Sarkaghat, bus for his son’s wedding, but the bus did not reach on time. The forum directed the opposite parties to pay Rs 4,000 as the cost of litigation to the complainant. It said the act of the opposite parties amounted to deficient service and directed the Regional Manager, HRTC, Sarkaghat, to pay Rs 10,000 as compensation. The complainant had booked a 42-seater HRTC bus for his son’s wedding, which was fixed for May 7. He deposited Rs 4,625 with the Regional Manager, HRTC. However, on the date of the wedding, the bus did not reach on time and the complainant had to arrange six taxis for the purpose.

Bilaspur, September 30 SAI Training Centre In Charge Krishan Singh said here today that all desiring youths who had attained the first four positions at the national, first two at the state and first three at the district levels in this game, could come for the selections. Krishan Singh said boys in the 12-18 years age group could come with their original certificates, along with photo copies of age, educational and sports proofs and their four photos. The selection would also depend on the height of the boys as those below 14 years must have height of 165 cm, below 16 years 175 cm and above 16 years 182 cm. He said those selected would get Rs 175 as daily allowance, free lodging, education, medical facilities, uniform, kits and other required facilities.

Illegal drug unit in Kala Amb sealed
Nahan, September 30 Drug Controller Navneet Marwaha said they were now writing to all departments concerned like the State Pollution Control Board, HP State Electricity Board Ltd, Excise and Taxation Department, etc., informing them that the unit had been running illegally after expiry of its licence in 2009. He said the police had been asked to freeze the unit’s bank accounts to scrutinise the transactions. The unit owner had not joined investigations despite being asked to do so. The Excise and Taxation Department has detected tax evasion on account of non-assessment of the unit since 2008-2009. The last stocks declared by the unit from April 1 to September 20 were to the tune of around Rs 1.2 crore. Officials said they would issue a notice to the unit for failing to get its assessment done, though the unit was filing its returns regularly. They confirmed that the unit had been issued a TIN number for carrying out
its transactions.

Man commits suicide after shooting daughter-in-law
Kangra, September 30 Then he shot himself in the neck with the same gun at a local village temple and died on the spot. SHO, Lambagoan police station, Sunil Kumar said a minor argument between Ranjit and Ranjna was the cause of the incident. Ranjna was rushed to the Sujanpur hospital, but in view of her critical condition she was referred to the Tanda hospital here where her condition was stated to be serious. The body of Ranjit Singh had been sent for postmortem and investigation was in progress.

Police nabs robber, recovers snatched jeep
Nurpur, September 30 Brij Mohan Sharma, local SHO, said a case under Sections 382, 323 and 34, IPC, had been registered when some indentified passengers of this jeep thrashed its driver Mangat Singh of Verka near Bherkhud on the Pathankot-Mandi national highway and took away his hired jeep last Friday evening. The seven jeep passengers had hired the vehicle from Amritsar to Dharamsala. The injured driver was rushed to the Civil Hospital here. Meanwhile, the local police on getting this information sounded an alert in this connection and communicated neighbouring police stations through wireless messages. Following a tip-off, the police team rushed to the Samba area in J&K yesterday and chased the snatched vehicle. The police nabbed one robber, along with the looted jeep, but the other six culprits managed to flee.
