When official formalities made woman lose child in womb
Rachna Khaira

Jalandhar, August 28
In yet another shameful act of a government hospital's lapse, a 29-year-old woman, Soni, carrying a three-and-a-half-month-old dead child in her womb, was found waiting for her turn in the maternity ward of the Civil Hospital without being administered any antibiotic by the hospital authorities for the past five days.

Soni, a resident of Bor Mandi in the Cantt area, had a little "spotting" on Sunday morning, following which she was immediately rushed to the nearby Cantonment Board Hospital by her husband Sunil Kumar, who works as a labourer in the Cantt area. The doctors, on finding the foetal heart beat missing, referred her to the Civil Hospital for a free scan.

“We came here on Sunday evening for the emergency scan. The hospital authorities asked us to show Aadhaar Card as identity proof. We told them that it is an emergency and we are not carrying the Aadhaar Card with us. They refused to do the scanning without the card. Even after providing Aadhaar card on the same day, they could not do the scanning even on Monday due to a huge rush. It was only on Tuesday that they did our scanning and we found that the child inside is dead. Now, even after 24 hours, my wife has not been administered any antibiotic or given any details about the further plan of action to terminate her pregnancy,” said Sunil Kumar, Soni's husband.

“Every day, we are facing a huge rush with extreme shortage of beds and staff; it is simply not possible to perform both duties of a doctor and an administrator. Since, bed cannot be given to everybody due to huge shortage, patients are scattered everywhere in the labour room and in the maternity ward. Sometimes, we do miss them,” said Dr Varinder Kaur, a gynaecologist at the Civil Hospital.

She also added that due to the huge rush of referral cases from nearby areas, some important cases do go unattended as only half of the staff is on roll against the sanctioned 10 people, which includes four gynaecologists, four staff nurses, two ward attendants and two ward boys. She also said that there were only 40 beds in the maternity ward of the biggest hospital of the state against the huge rush of more than 100 patients everyday. However, once the matter was brought to the light of the gynaecologist, Soni was immediately given blood transfusion as her haemoglobin count was only 3 per cent and was told to conduct two different tests before proceeding for still birth, which will now take place on Thursday.

Jalandhar, August 28
Dense clouds of dust have been welcoming visitors at the most congested PAP and BSP chowks, the two entry points to the city for the past over one week.

This is courtesy the local civil administration and the municipal corporation authorities that have filled the deep potholes, developed on this stretch due to heavy rain, with loose soil, complicating problems of road users.

The heavy rains had already left a trail of destruction in the city and surroundings, putting the city residents to a great hardship. The shortsightedness (filling the potholes on the busy road with loose soil) of the authorities has further added to the woes of the road users.

The stretch was virtually converted into a slush-filled canal, on which driving a four-wheeler and two-wheeler was a test of courage for the drivers. For over 10 days, the road witnessed a number of accidents.

The condition of the road improved, as there were no rains in the past own week, but clouds of dust emanating from the road following heavy volume of traffic has further become a cause of concern for the motorists, lamented Shahi Bala, a Rama Mandi resident.

Thick clouds of dust have been putting the riders of two-wheelers in trouble, as these reduce the visibility and increase the chance of mishaps, said Gopal Singh of Chugitti.

An official of the Municipal Corporation claimed that the repair work of the stretch would soon be carried out on a priority basis. While the potholes have already been re-filled, the stretch would be re-carpeted soon, he added.

Elementary, middle school buildings threatened by dilapidated structures
Aparna Banerji
Tribune News Service

Jalandhar, August 28
A smelly campus with an ancient, ruinous (small-bricked) building standing in the middle of it, greets the visitor to Government Elementary School, Basti Peerdad.

Papers littered all around on it and children seated on dusty rugs in a building dwarfed by a dilapidated structure has put students’ life to risk.

With Elementary School on the ground floor and Middle School on the first, within the same complex, the school running from verandahs surrounding the building in the middle (declared unsafe ages ago) puts students at risk despite the educations department possessing the knowledge that the structure in the middle poses a threat to the school.

The building also blocks a substantial amount of sunlight and air to the school, rendering it dark and damp.

While the elementary section has 268 students, they are seated in only four rooms with the computer room taken by the middle section. The middle school on the first floor has 124 students who, as well, are seated on the first floor, with four rooms.

While all students of the middle school are seated on the floor, a substantial number of primary school students are also seated on the floor because four rooms are not enough for 268 students.

One of the four ground-floor rooms is also used to house the mid-day meal ration. Blocking up the rear of the room with supplies, almirhas and drums and even one of the first floor rooms has been halved to make space for the staff room.

The urinals at the schools give out a foul smell even when one stands at a distance of a few metres and right by them is the provision for water which is almost as  smelly as the toilets. In the rains, it is flooded to the extent that students cannot be seated on the verandahs.

While the recent HC orders had made it clear that students cannot be seated in unsafe buildings, this is yet another of the schools regarding which the education department has left the court’s warnings unheeded.

Mounds of mud on the ruinous building also expose students to the threat of bugs, insects and reptiles especially given the fact that most of them are seated on the verandah.

While staff say there is no threat of insects or reptiles, they do say that repeated complaints to the education department to provide them better infrastructure have gone unheeded.

Mystery surrounds villager’s death
Body found hanging at his residence in Kotla village near city
Tribune News Service

Jalandhar, August 28
Mystery shrouds the death of a Kotla village resident, Raj Kumar, who was found dead at his residence last midnight.

Though his sisters and brother accused Raj Kumar’s in-laws of murder, the father-in-law Ramesh Kumar claims the man hanged himself to death in an inebriated condition.

Mohan Lal, the deceased's younger brother, said that his Phagwara-based sister Rajan received a call from some Kotla village resident, informing her about Raj Kumar’s death last night.

Mohan Lal alleged that Raj Kumar was done to death by his wife and in-laws, as he was residing in a separate house and was under their influence after selling his land for Rs 35 lakh, a couple of years ago.

Raj Kumar’s elder sisters, Kanta, and Rajni, who were consoling Mohan Lal outside the morgue of the Civil Hospital, alleged that relations of their brother with his wife Radha Rani had gone sour after he purchased a tractor-trailer for his father-in-law.

Countering the allegations, Ramesh Kumar, the deceased's father-in-law, claimed that Raj Kumar had turned a hard drunkard for the past some years. “He committed suicide by hanging himself with the roof of his room last night in the absence of Radha Rani,” Ramesh Kumar said.

Before taking the extreme step, Raj Kumar asked his elder son Mohit (11) to inform Radha Rani about his plan to commit suicide.

Talking to the Tribune, Gurnam Singh, the investigating officer (IO) of the case, claimed that the police party reached the scene of the crime and found that the neighbours had placed the body on the ground after removing it from the ceiling of his room. Raj Kumar had committed suicide by hanging himself with a nylon rope which led to his death. There were also string marks at his neck, the IO revealed.

The police initiated inquest proceedings in the case after handing over the body to the family members following a post mortem examination at the local Civil Hospital.

In another incident, Kulwant, alias Kala, a resident of Kandola village, who was a mason by profession, reportedly committed suicide by hanging himself this morning.

The police said he was a drug addict and took the extreme step under the influence of some narcotic substance. The police initiated inquest proceedings in the case after postmortem.

Thieves target gold, silver
Tribune News Service

Jalandhar, August 28
Trend of thefts and burglaries has witnessed a drastic change with the criminals targeting gold and silver jewellery as the gold is priced over Rs 34,500.

This is evident from the incidents of thefts, burglaries and robberies occurred in the city and countryside in last one week where the criminals have broken into houses, religious institution and even targeted common-man and robbed them of gold and silver jewellery.

On Sunday night, thieves struck at a Temple in Makhdumpura locality and decamped with silver-idols and other ornaments. The theft came to light on Monday morning when the care taker of the temple opened the temple.

The miscreants also took away a silver-made crown.

In another incident of theft, the miscreants broke into the house of an industrialist in Urban Estate on Tuesday night and decamped with gold and silver jewellery worth lakhs of rupees besides cash.

In another daring act, certain women thieves barged into a house located in Nandanpur area in broad-daylight and robbed off the house owner Jaspreet Kaur on Tuesday.

The woman was alone when two women forcibly entered the house, tied Jaspreet Kaur’s hands with her ‘chunni’ and sprayed some sedative making her unconscious. The duo then ransacked her house and decamped with gold jewellery.

The Deputy Commissioner of Police, Jaspreet Singh, ruled out the changing trend of thefts by the criminals. He, however, admitted that the thieves have decamped with enough gold from the temple on Sunday night.

Surinder Mittal, a city-based advocate, however, claimed that the targeting gold and silver has become an easy hunt for big catch for the criminals so they are committing snatching and robberies.

The rising gold prices has not only hit the Indian market hard but also created an atmosphere of insecurity among citizens, said Rajesh Kumar, a resident.
