Teachers to taste & serve mid-day meals

The criminal negligence on the part of the school authorities which led to the tragic death of 21 schoolchildren and the maid who had cooked it, a 'panicked' state government has come up with the idea to make it mandatory for at least two government teachers in every government-run school to "savour" the mid-day meal before serving it to the school children.

Sources said more than 12 lakh school children were provided meals in government-run primary and upper primary schools in the state.

“Following the death of 21 school children after eating mid-day meal in Bihar, the school education department has directed the principals and in-charge teachers of all government schools to put in place an effective mechanism to keep a check on the quality of the food being served to the children. For the purpose, two teachers of these schools will have to taste the cooked food half-a-hour before serving it to the school children,” sources said.

Natha Ram Dhingra, Chief Education Officer (CEO), Jammu, who is also the district chairman of Sarva Shiksha Abhiyan (SSA) scheme, said the principals and in charge teachers of government schools would ensure that at least two teachers of every primary and upper primary school eat the cooked food before serving it to the children under the Mid-Day Meal programme. "We have also authorised the village-level committees to check the quality of the cooked food being served to the children. They have also been asked to keep a check on the quality of the meals being served to the children. No laxity in this concerned would be tolerated," the CEO said.

He informed there were 70,000 school children in the district who were being provided mid-day meal in government schools.

The Centre's prestigious scheme, National Programme of Nutritional Support to Primary Education, commonly known as the Mid-Day Meal Scheme, is being implemented in all primary and upper primary schools of 22 districts in the state. Meals consist of grains, pulses, cereals and leafy vegetables. Primary and upper primary level students are provided 100 gram and 150 gram of rice, respectively.

Minor rape victim fights for life

Rajouri, July 17
A minor girl is fighting for her life after she was kidnapped and raped by an unidentified Sumo driver here, the police said. The minor was on her way to Shadra Sharif yesterday when she was stopped by an unidentified sumo driver, who offered her a ride but took her to an isolated spot near Dhrali Bridge where he raped her, the police said.

She was dropped by unknown person at hospital gate the previous night. Crying in pain for help, she somehow managed to reach a hospital. The doctors declared her condition to be very critical because of internal bleeding.

She was referred to the Government Medical College, Jammu, Superintendent, District Hospital, Rajouri, Dr Arun Sharma said. “We immediately informed the police about the case and the police called the parents of the victim. She is in a critical condition due to bleeding," he said.

SHO Varinder Gupta said the police has registered a case under Section 376. No arrest has been made so far.

Varinder Gupta said the victim had stated in her statement to the police that she was staying with a boy named Sonu for past seven days in Rajouri, but yesterday while travelling in a Sumo, the driver allegedly kidnapped and raped her near Dharali Bridge.

Intensify night patrolling, says Minister

Jammu: Minister of State for Home Sajjad Ahmad Kichloo, while sharing concern over reports of frequent burglary cases and an increase in crime rate in Kathua, Samba and Jammu districts, today directed the police to intensify night patrolling and ensure adequate police deployment.

Talking to delegations from these districts which called on him here today, Kichloo asked the police officials concerned to take stern action against anti-social elements. — TNS

Technical snag grounds flight

The Jet Konnect, flight number 9W-7083 of Jet Airways from Jammu to Srinagar was cancelled due to a technical snag in the aircraft at Jammu Airport on Wednesday. Confusion prevailed for passengers on way from Jammu to Srinagar on Jet Konnect this afternoon.

The flight was scheduled to take off from the Jammu airport at 12:30 pm. Just before take off it was announced that there was some technical snag in the aircraft and the flight will be delayed. After an hour the passengers were asked to wait at the waiting lounge. At 2 pm, the airlines announced that the flight was cancelled.

“We were shocked at the announcement that the flight has been cancelled, because after boarding a flight it is rarely cancelled,” said Shabir Ahmed, a passenger.

The passengers started calling their travel agents and rushed towards the counters of other airlines. While many of them got tickets, but many others had to postpone their trip. Sources said it was done deliberately by helpers of the Jet Airways, as they were on strike for many years demanding a salary hike, but the administration was not taking their strike seriously. However, the officials of the Jet airways said it was a technical snag and it was not done deliberately.

The officials of the Jet Airways said, “We had to cancel the flight suddenly due to a technical snag, the cost of the tickets will be refunded to the passengers, their inconvenience is deeply regretted.”

Open manhole uncovers JMC apathy at Janipur

An open manhole in the middle of the road near old Janipur locality has become a major threat to the people as it is on middle of the road. Residents say several persons have been injured due to the open manhole.

Shopkeepers and residents rued that though they had informed the municipal staff about the open manholes in several parts of the city several times but these were not covered. “It has led to several accidents as it is exactly in the middle of the road. A large number of schoolchildren use the road everyday," said Suresh Sharma, a shopkeeper near Old Janipur.

In most of the cases, contractors who are awarded the work to put cement or iron covers over the manholes use substandard material while making them, which is the main reason for these breaking. Though the authorities concerned get a lot of money to construct drains but they keep the manholes uncapped. At Patoli-Paloura road, there are many open manholes due to their lids getting damaged. These are still uncovered.

A college student was critically injured after being severally beaten up by mini bus drivers after a verbal spar between college students and mini bus drivers over the issue of route fare at Drag area of Rajouri. Angry students also blocked traffic over the main Budhal-Rajouri road for more than five hours today.

The incident took place this morning, when college students were charged full fare by mini bus drivers. But when the students refused to pay the full fare, the conductor started misbehaving and abusing the students resulted verbal spar and later manhandled them.

One of the students Mudassir Ahmed was injured. Reports said the students also lodged massive protest against the police and threw stones at Budhal police station demanding the arrest of the accused drivers for charging higher fare at these routes. Senior police officers rushed to the spot and pacified the students.

The police has booked one of the drivers Ashwini Kumar and seized a bus.

State BJP vice-president demands white paper on dev projects

Demanding a white paper on the works executed under centrally-sponsored schemes in Rajouri and Poonch, state vice-president of Bharatiya Janata Party (BJP) advocate Vibodh Gupta said all the schemes were only on paper and no development had been witnessed, even though crores of rupees were being shown as spent.

Addressing party workers at Rajouri, Gupta said most of the Central schemes were only implemented on papers and there was no ground work. He said most of these schemes were a sorrow figure in Rajouri and Poonch where, if investigated, a big scandal would come to limelight.

Gupta said neither Jammu-based Congress ministers were paying heed towards these areas, nor Kashmir-based National Conference ministers were showing interest in the development of the area. Non representation of the area in the State Cabinet was an example of the discrimination, he added.

Highlighting the need of focusing attention towards tourism sector of the area, Gupta said not even a single major tourism project had been undertaken in the area, even though it had lot of potential.

He said Congress and National Conference had a joint share in this discrimination and if surveyed, Rajouri and Poonch would figure at number one in the list of most-ignored areas in the state. He appealed to the Governor of Jammu & Kashmir to intervene and stress upon the government to initiate development projects in the area.

‘Rasool’s mental strength is inspiring’

Jammu and Kashmir Cricket Association (JKCA) Chairman Aslam Goni today praised Parvez Rasool’s mental strength for coming out of the trauma of being detained by the Bangalore Police for questioning, with the alleged presence of explosives at Chinnaswamy Stadium. He said what Rasool had achieved was an inspiration for other cricketers.

Goni was speaking at a function organised by the state cricket body on its office premises at Bhatindi here today, to honour Parvez Rasool for his selection in Team India for a limited overs series against Zimbabwe, starting July 24.

“When the Bangalore blast incident happened, I did not know Rasool personally but I was very much concerned about the developments taking place at that time”, Goni said. “But when he scored 75 odd runs in the match, I realised this guy has great mental toughness”, he added.

“It is indeed a proud moment for the entire state that two of our cricketers have been selected to represent the country. It is the hard work and dedication of Rasool that has paid rich dividends to him. Let us hope that he continues to further improve his performance and attain new heights in his career”, he said. The 24-year-old off-spinner and a useful lower-order batsman was picked up for a new-look 15-man squad for five One-Day Internationals in Zimbabwe from July 24 to August 3.

Rasool, who hails from Bij Behara town in Kashmir’s Anantnag district, rose to fame in February when he grabbed 7-45 against the touring Australians in a warm-up match in Chennai, ahead of the Test series. Parvez would leave on July 19 to join the team and then fly to Zimbabwe on July 21 to play the ODI series.

18-hole Sidhra Golf Course

No proposal for another golf course in Jammu province, says tourism department

The 18-hole Sidhra Golf Course, being built on the outskirts of the city, is likely to be completed by September but the Department of Tourism has said there are no more proposals for developing more golf courses in Jammu Province.

Soujanya Sharma, Director Tourism, Jammu, while talking to The Tribune said the department would try to complete the project within the prescribed time limit. “Right now, our top most priority is to complete the golf course. As far as the new proposals for construction of more golf courses are concerned, we have no such information regarding”, he added.

“The work on nine back holes, a club house and ancillary work is in full swing and we are hopeful that all the work will be completed well in time. An amount of Rs 37.39 crore has already been sanctioned to build the golf course”, he said.

However, Sharma has denied reports of alleged encroachment near Sidhra Golf Course and said the only focus of the department was to complete the project.

Sources said the work on the golf course was started in the year 2007 and the administrative approval was accorded at a cost of Rs 37.39 crore, of which Rs 29.27 crore have been spent so far.

The 18-hole Sidhra Golf Course was earlier expected to be completed by the end of financial year 2011-12 but it got delayed due to some unknown reasons.

Pertinently, in order to manage the affairs of all the golf courses in the state, Chief Minister Omar Abdullah had announced constitution of a Golf Management Authority while chairing the first governing body meeting of Jammu Tawi Golf Course (JTGC) last year.

The motive behind it was to rope in national and international golfers from the state to give a boost to tourism related activities.

The meeting was also attended by non-official members of the governing body, which comprised SS Bloeria, SS Wazir, Najam-us-Saqib, AM Watali and Amrik Singh, wherein matters relating to the formation of rules and regulations of the golf course were also discussed in detail.

Vishal Club win Under-12 cricket championship

Vishal Cricket Club (Jr) overcame the challenge of Christian Sports Club (Jr) by seven wickets in the final to clinch the U-12 three-match cricket championship, played at Alexander Memorial School ground.

Christian Club won the toss and elected to bat first. The team accumulated 46 runs for the loss of three wickets in the stipulated 10 overs. Araman was the top scorer with 17 runs, with the help of a boundary, while Kallis contributed 9 runs to the total. Ayush was the pick of the bowlers for Vishal Club with two wickets whereas Gibbs claimed one wicket.

In reply, Vishal Club reached the target on the last ball of the match as the team needed 4 runs to win. Aslum struck a boundary to seal a memorable win for his team. He scored 11 runs. Skipper Rohan and Julious contributed 9 runs each. Delving, Kallis and Gourav shared one wicket each for Christian Club. Aryaman was awarded the man of the match. Kallis of Christian Sports Club was declared the man of the series.

The championship was organised by Christian Sports Organization, J&K, with an objective to create an interest for sports among children. The slogan of the tournament was “Be Healthy -Do not opt for drugs”.

Fr Kuriakose, in charge Priest of Gandhi Nagar Church, was the chief guest at the valedictory function while Vinay Gupta, Chairman, Vishal Cricket Club, was the guest of honour. The dignitaries distributed prizes among the winner and the runner-up teams.

Prominent among others present on the occasion were Rakesh Akram, Sonu Donald, Moon Stephan, Elija Sotra, Naveen Athwal, Amit, Rohit Robert, Samson, Sunny Gill and Ravi Richard.

David Mattoo and Sunny Gill were the organising secretaries of the tournament, which was organised under the overall supervision of Rajesh Gill, president of Christian Sports Organization, J&K.

The matches were officiated by Nitu Khokher and Noni as umpires while Sanjay Bhatti was the scorer.

PowerGrid chess tournament begins

A three-day Inter-Regional PowerGrid Chess Tournament 2013 commenced here today at Hotel KC Residency, Jammu. Eight teams from various regions of PowerGrid are participating in the tournament.

The participating teams are Eastern Region-I(ER-I), Northern Region-I(NR-I) ,Southern Region-I (SR-I), Southern Region-II(SR-II), Western Region-I(WR-I), Western Region-II(WR-II), POSOCO and hosts Northern Region-II(NR-II).

The tournament is being played in individual and team categories. 30 players are participating in the tournament.

The tournament will be conducted as per FIDE Swiss Rules with latest chess rules enforced. Matches will be conducted daily from 9 am to 7:30 pm. Individual championship will be played on 17 and 18 July whereas team championship will take place on 18 and 19 July.

Renowned chess player of Punjab and arbiter Vinod Sharma will act as the chief arbiter and SP Sharma will be the arbiter of the tournament.

The tournament was inaugurated by SK Sharma, General Manager (I/C-Projects ) PowerGrid , Northern Region-II. He said such events bring the employees closer and help them to build a team spirit which is a must for the success of any organisation.

Mandi-XI reach quarterfinals

Mandi (senior)-XI secured a berth in the quarterfinals of the ongoing Friendship Cup (night) Cricket Tournament, being organised by Swabhiman, an NGO, at DBN Ground, Mubarak Mandi.

In the pre-quarterfinal, Mandi-XI toppled Krishav-XI by 23 runs. Batting first, Mandi-XI scored 85 runs in 12 overs. For Krishav-XI, Ricky took one wicket.

In reply, Krishav-XI was skittled out for 61 runs. Ricky hit 17 runs but to no avail. For Mandi-XI, Rahul grabbed three wickets followed by Sourav, who had to be contended with two wickets.

Ricky was declared the man of the match.

With the entry of Mandi-XI into the quarterfinals, last eight positions have been cleared. Other teams making it to the quarterfinals include Baru-XI, Sipi-XI, Sahil-XI, Mandi (Jr)-XI, Crescent-XI, Raghunath Pura-XI, Ashish-XI and Josh-XI. — TNS

Sungli-A team got the better of Lone Brothers Club, Bhaderwah, by six wickets in the final to lift the title trophy of the Sarthal Premier League, organised by Deva Enterprises at Sarthal, Bani.

Electing to bat first after winning the toss, Lone Brothers Club posted a modest total of 89 runs in the stipulated 15 overs. In reply, Sungli-A team did the needful in 14.1 overs for the loss of four wickets.

Amjad was declared the man of the match while Mohammad Alyas was adjudged the man of the series.

The tournament was organised by Partap Singh, Mohinder Singh and Mohammad Rafiq.

Workshop on research methodology concludes at GDC Rajouri

The first-ever ten-day national workshop on Research Methodology for Social Sciences, extended to fourteen days on demand, concluded here today at Government PG College, Rajouri.

Approved and sponsored by Indian Council of Social Science Research and jointly organised by Government Post Graduate College, Rajouri and Department of Human Resource Management, Central University of Jammu, the workshop witnessed a series of sessions and lectures by renowned social scholars and educationists of the country.

Prof Ashok Aima, Head, Department of Human Resource Management, Central University of Jammu and co-patron of the workshop, congratulated the principal and faculty members for the workshop and expressed his desire to work in collaboration with the college on several socio-educational projects in future as well.

Deliberating on the utility of the workshop, he called it an eye opener for research scholars who intended to contribute to the field of research.

He expressed satisfaction over the successful completion of the workshop. He said the involvement of quality resource persons of international repute opened new vistas of knowledge about methodology of research and proper use of technology for the local scholars.

Prof Shamim Ahmed Azad and Prof Mohammad Saleem Wani conducted the proceedings. Prof YP Sharma presented the detailed report and Dr MK Waqar, vice-principal, extended the vote of thanks.

The meeting had assumed greater significance in the wake of the growing insecurity among the residents of Chenani, Kud, Patnitop, Batote and other surrounding areas, who feared threat to their business and other livelihood sources after the completion of the country’s longest (9 km) road tunnel between Chenani and Nashri by the end of 2016.

“Despite being the representative of this area, who is most concerned with its future and development, I was not invited for the meeting,” Ashok Kumar said.

KL Bhagat, MLA, Cheneni, said “Not only did I felt disgusted but also insulted as the issues regarding the development of Patnitop, Sudh Mahadev, Mantalai and Kud fall in my constituency, for which none else than me could be more concerned. And this was not an isolated instance”.

Shubam’s dedication, focus helped him, says coach Virender Sharma

Elated over his student’s selection in the U-19 Indian team, Sports Authority of India (SAI) coach Virender Sharma said Shubam’s dedication and his focus on the game was what set him apart from other cricketers and had helped him achieve the feat at this young age.

The coach was talking to The Tribune during a function organised by him to honour Shubam Khajuria at GGM Science College hostel ground. The budding cricketer was accompanied by his father Pardeep Khajuria. Others present on the occasion included cricketers Sanjeev Singh Ishwar, Vinod Sharma and Rupali Slathia.

“It is a great feeling for any coach when his student is selected to represent the country. I am glad that he has done it with flying colours”, said Virender.

“The way he has shown improvement in his game, I was pretty sure that he would secure a berth in the National team sooner or later”, he said.

“It was on April 1, 2005 when Shubam came to me for coaching at Green Field, Gandhi Nagar. His father told me Shubam had great passion for the game and it was his dream to play at the international level. Today, he has proved it”, he added.

“Shubam has this wonderful ability to discuss the game with senior players. The tours outside the state helped him hone his skills further. He got the much-needed exposure by playing tournaments at national level. He has done a lot of hard work, which is now paying dividends”, Virender said.

Maiden white water rafting expedition across Khardungla

The Siachen, at the North- Eastern tip of Ladakh, literally means the"Land of Wild Roses" and is famed as the highest battlefiled in the world, with the Indian Army holding posts at unimaginable heights across the largest non-polar glacier in the world "The Siachen".

By the un-daunting efforts of Siachen Brigade a maiden rafting expedition is being held in trans-Khardungla region over an average altitude of 12,000 feet, an endeavour to sail into the Limca Book of World Records.

The expedition, first conceptualised by the Siachen Brigade in order to put the trans-Khardung La region on the world map of adventure sports, will also attempt to establish a "Limca Book of world Record" by conducting the highest White Water Rafting endeavour through the razor sharp rock faces, near vertical drops, freezing icy-cold waters and the scorching untamed sun, over an unnerving arduous stretch of 250 kms with the highly trained rafting team of Siachen Brigade, led by one of the most decorated soldiers in the discipline, Maj KS Panigrahy , a Limca Book Record holder for the "Catamaran Sailing Expedition in India".

Cong leader Dogra remembered on birth anniversary

Member Legislative Council (MLC) Subash Gupta paid tributes to senior Congress leader Girdhari Lal Dogra on his birth anniversary at Government Girdhari Lal Dogra Memorial Degree College in Hiranagar today.

A large number of people were present to pay homage to the veteran leader who was known for his simplicity and dedicated service to the people.

MLC Subash Gupta, who is also district president of the Indian National Congress, recalled the contribution of Dogra towards the development of the state. He highlighted humility and dedicated service towards the poor and deprived sections of society.

JKTF demands transfers

Jammu, July 17
The Jammu and Kashmir Teachers Forum (JKTF) today demanded the teachers who are serving outside their districts since 2010, be transferred back to their respective districts. The Forum has alleged that a pick-and-choose policy was being adopted in the transfer of teachers in the state.

Addressing a meeting, Forum general secretary, Ganesh Khajuria demanded the release of the adjustment list of lecturers, headmasters prior to the adjustment orders of masters in the state. Khajuria said the newly-promoted masters should be adjusted in their parent districts, lectures, headmasters and masters promoted from RBA and ALC areas should be adjusted in their parent areas.

“The newly-promoted masters which are not adjusted in the parent district should be adjusted in the neighbouring district and all the vacant posts of masters be filled and no post should be left vacant n districts of Jammu, Kathua and Samba,” he said. — TNS

Mir reviews functioning of various departments

Minister for Tourism Ghulam Ahmed Mir today reviewed the pace of various ongoing development works, besides taking stock of functioning of various departments, at a high-level meeting here.

Mir, who is here to attend Jammu Summer Secretariat, had a detailed review of the essential services, including power, water, irrigation, health, agriculture and other civic amenities besides various issues, concerning the people of the region.

While reviewing power and water scenario in Jammu, he laid emphasis on maintenance of transmission and distribution system besides repair of damaged conductors and transformers on priority. He directed the PHE Department to ensure regular water supply to the people during the ongoing summer season.

ADDC inspects development works

Additional District Development Commissioner, Udhampur, Ajay Singh Jamwal today visited various panchayats to assess the pace and status of development projects being executed.

Jamwal visited Ritti, Johnu, Barta, Kuh and Dalphar panchayats of block Chenani. He gave instructions to the engineers of Rural Development Department and PWD and asked them to ensure quality work.

Army plants saplings for a greener Rajouri

The Ace of Spades Division organised a tree plantation drive ‘Towards a Greener Rajouri’ at Rajouri today. The aim of the drive is to enhance the green cover of the town and transform Rajouri into a greener and better place to live in.

As part of the plantation drive, launched by the General Officer Commanding, Ace of Spades Division, various units based in Rajouri are undertaking tree plantation in and around the Rajouri.

A large number of saplings have already been planted along the boundary of Rane Hawai Patti (Advance Landing Ground) to increase the green cover in the area. The Army will plant 5,000 varieties of saplings in the town.

As part of the drive, Valley View Army Public School, Rajouri, under the aegis of Ace of Spades Arty Brigade, has also undertaken a plantation drive in the school premises. Children from all classes took part in the drive by planting 350 saplings within the school and the adjoining area. By doing so, the children are making their contribution towards the development and improvement of Rajouri and serve as an inspiration to the students of other schools to contribute in the plantation drive.

Soldier hurt in accidental fire in Rajouri

An Army soldier of the Delta Company of second JATT was injured in an accidental fire in Nowshera area of Rajouri district today. He shot himself in the leg by mistake, reports said.

According to reports, Vikram Singh of Delta Company got injured in an accidental fire by his own service rifle.

He received injuries in his leg.

He was later admitted to local Army hospital and his condition is stated to be normal.

Travel agent dies of stab wounds

Ajay Singh of March succumbed to his injuries at the Government Medical College today. A travel agent by profession, he was allegedly stabbed several times by the accused, Vinod alias Tonny, and Govinda. A heated argument led to the incident, eyewitnesses said.

Ajay Singh was admitted to the Government Medical College where he succumbed to the injuries today.
