School urged to admit students
Class XI admission aspirants, parents hold protest outside the school premises

Students of the Adarsh School, Bathinda, and their parents protested in front of the school today. The parents alleged that the school principal was denying their wards admission in Class XI despite the fact that they had passed Class X from the school.

One of the agitating parents said although the result of Class X examination was announced on May 29, the students were yet to be admitted to Class XI. He said the principal had conducted a meeting with the parents to chalk out admission schedule for Class XI.

Several protesters refused to be identified since they feared the principal would hold it against their wards.

The protesters pointed out that when a deputation of parents had met the principal, he blamed the state government for neglecting the school and attributed the delay in admissions to the lack of infrastructure in the school. The protesters argued that if that was the case, why did the principal conduct a meeting with the parents earlier.

The school principal, Surinder Singh Nagar, said the delay in the admission process had been caused by a shortage of staff in the school. He added that the school lacked the infrastructure required for starting Class XI. He argued that the classes could not be started till the time the school fulfilled all the parameters set by the government for holding classes.

This is not the first time that an Adarsh School, opened as part of the state government's ambitious public-private partnership model, has come under scanner for lack of facilities. Earlier, the students, their parents and staff members of the Adarsh School located in Chauke village had lodged a protest on July 10. Accompanied by villagers, they agitated against the management of the school and blocked the road near the village bus stand.

The protesters had pointed out that the school was on the verge of closure since the building in which the school was being run was a rented one. Due to non-payment of rent for a long time, the owner of the building had been trying hard to get the building vacated. Teachers accused the school management of withholding their salaries for the past six-seven months.

Accusation and rebuttal

  • The parents alleged that the school principal was denying their wards admission in Class XI despite the fact that they had passed Class X from the school.
  • School principal Surinder Singh Nagar said the school lacked the infrastructure required for starting Class XI. He argued that the classes could not be started till the time the school fulfilled all the parameters set by the government for conducting classes.

Jobless linesmen hold rally against state govt
Want justice for the linesman who ended life in Tarn Taran

Members of the Unemployed Linesmen Union today took out a protest rally against the state government demanding justice for Sarabjit Singh, the unemployed linesman who committed suicide at Tarn Taran.

Accompanied by their families, the linesmen first held a protest at the Nehru Park and then took out the rally and submitted a memorandum of demands to the Deputy Commissioner.

The state president of the union, Pirmal Singh, said in the year 2011, the SAD-BJP Government conducted an exam to recruit 5000 linesmen in the Punjab State Power Corporation Limited (PSPCL). However, only 1,000 linesmen were recruited while the remaining were left unemployed.

He claimed that even the High Court has clarified that there was no restriction on recruitment of the remaining 4000 linesmen.

He added that the Chief Minister had convened a meeting with the union members on June 27.

The Chief Minister then asked the union to take up the matter during a meeting with the Deputy Chief Minister on July 12.

However, the Deputy CM did not take any decision in this regard. Depressed over the indecisiveness, the union member, Sarabjit Singh of Tarn Taran, committed suicide.

The deceased’s family demanded a job for his wife and Rs 10 lakh as compensation.

The protesters demanded that their demands should be fulfilled during the meeting of the union and the Punjab Government to be conducted on July 24.

Checking at pvt schools today

Officials of the Education Department will conduct extensive checking at private schools in the district on Thursday to ascertain whether the schools met all the parameters set for them under the Right To Education Act (RTE) 2009.

The teams, which will be headed by senior officials of the department, will check all the private schools and submit their reports to the District Education Officer (secondary education). The schools that would be found lacking during the checking will lose their affiliation.

Among other parameters, the teams will check whether the ground on which the schools are built are registered in the name of the school or not; if they have fire safety certificates, building safety certificates and trained teaching staff or not.

The salaries of the teachers and balancesheets of the last three years will also be scanned. The schools will also be judged on the facilities they are offering to students.

As per the RTE Act, the schools should have separate bathrooms for girls and boys, proper laboratories and students should be charged fee as per the stipulated rates etc.

The teams will also focus on whether the schools are following the student-teacher and student-classroom ratio as per the RTE Act. The checking staff will also see whether toilets, seats, potable water, playground were available to the students or not.

The schools are required to have ramp facility for students with special needs, a library with furniture and adequate stock of books and 25 per cent seats reserved for students belonging to financially-backward section et al.

A programme on the Bathinda AIR FM has left the civic authorities in a bind, who received a volley of questions from the phone-in audience.

People vented their displeasure and discontentment with the performance of agencies engaged in the development of the city despite claims that the Chief Minister and the Deputy Chief Minister monitor the development projects in the city.

People posed questions mainly on the issues of inefficient sewerage system and drinking water facility. Bathinda (urban) MLA Sarup Chand Singla, Mayor Baljit Singh Birbehman (assisted by assistant commissioner Kamal Kant Goyal) and municipal commissioner Uma Shankar Gupta responded to the queries of the phone-in audience.

This Monday while municipal commissioner Uma Shankar Gupta was taking the calls, a resident of Mehna Chowk put him in an awkward situation by accusing the employees of the Municipal Corporation, Bathinda (MCB), of demanding graft in lieu of a service. The caller minced no words while complaining about the alleged inefficient and corrupt practices being followed by the MCB staff. He claimed to have paid a bribe of Rs 500 for getting a water connection for his residence.

Talking to TNS later, Gupta said the allegation was of no use until and unless the complainant gave any written complaint against the MCB employee who sought bribe.

The caller also pointed out that birth certificates issued by the MCB have a number of anomalies and the applicants have to run from pillar to post to get the errors rectified.

On this, Gupta said as one of the employees was on leave, issuance of certificates had got delayed. The problem does not exist anymore, he claimed.

During a phone-in programme relayed earlier, Mayor Baljit Singh Beerbehman was assisted by assistant commissioner Kamal Kant Goyal while replying to the queries posed to him. Four callers from nearby Bhagu village called up demanding that the City Bus Service be extended to their village too. They also complained about the problem of waterlogging, lack of cleanliness and paucity of drinking water in the village.

In another programme, callers tried to corner MLA Sarup Chand Singla with questions on the collapsed portion of the Mansa railway under bridge (RUB). One of the callers was miffed at the condition of the so-called developed city, which is often dubbed as Paris in terms of development that the state government wants to herald here. People apprised the MLA of the delay in works pertaining to laying of sewerages. Singla, however, responded with details pertaining to the deadlines and estimates of the projects.

Employees under the National Rural Health Mission (NRHM) have been found making “crafted” entries in the attendance register.

A copy of the attendance register available with The Tribune shows that the employees are marked neither absent nor present. Instead, just a dot is marked in the attendance column thereby leaving enough space for manipulation.

In one such instance, an employee Sukhwinder Kaur’s attendance for July 15 and 16 is marked with a dot each. But the next day, the attendance is marked for July 15 and 16 but the attendance for July 17 is again marked with a dot.

Similarly, another employee Renu Batra’s attendance record shows two dots marked on June 27 and 28, instead of the employee’s signature after availing of three leaves on June 24, 25 and 26.

In certain columns, one can easily notice a dot being overwritten with signatures to show that the employee was present on those days.

The record also shows that employees are given leave for long durations thereby violating the rules. As per the rules, the Civil Surgeon’s approval is required for casual leave beyond three days and to avail of leave beyond five days, approval from the managing director of the Punjab Health Systems Corporation (PHSC) has to be sought.

Also, if a person takes casual leave for three days followed by official holidays of Saturday and Sunday, he or she is supposed to report on Monday.

Meanwhile, Civil Surgeon Dr Ajay Sahni said the employee, Sukhwinder Kaur, was allowed to take leave as she was in the family way and doctors had declared her pregnancy as risky. “On humanitarian grounds, she is allowed to take leave. But there have also been days when she has worked till 8 pm,” he added.

Similarly, the Civil Surgeon said Renu Batra had taken casual leaves on June 27 and 28, which she forgot to mark.

Despite the overcast conditions throughout the day, the high levels of humidity made the city residents sweat on Wednesday. The overcast sky made ensured lower temperature through the day. While the maximum temperature was recorded at 38.4 degree Celsius, the minimum temperature was recorded at 28.6 degree Celsius on Wednesday. While the maximum relative humidity was recorded at 70-80 per cent, the minimum relative humidity was recorded at 30-35 per cent.

On Tuesday, the residents experienced a short spell of rain. The rainfall was followed by a dust storm. The city has received only 33.3 mm of rainfall so far.

While 95.6 mm rainfall was recorded last year, in 2011, 115 mm of rainfall was recorded in the month of July. The data stands at 100.9 mm, 130.6 mm and 37.4 mm for the years 2010, 2009 and 2008, respectively.

Yesterday, the maximum temperature was recorded at 38.4 degree, the minimum temperature was recorded at 28.2 degree celsius. On Monday, the maximum and minimum temperatures were recorded at 40.2 and 28.6 degree celsius, respectively.

Even a short spell of rainfall inundates roads in the city, especially at the railway under-bridge on Bathinda-Mansa road.

Income Tax sleuths at Delhi Heart Institute

Team led by the team income tax commissioner SK Gupta led the team of around 50 income tax officials that surveyed the income tax details and transactions of the hospital.

IT team visited the hospital at around 1:30 pm and continued checking it till filing of this report at 7:30 pm. The IT officials refused to divulge any reports.

However, sources said that an IT survey is being conducted, which is normal procedure. He added that other hospitals in the city too may be surveyed later.

Gold chain snatched from woman near MCB office

A resident of NFL Colony lost her gold chain to a snatcher in the market near Amartex showroom, opposite the office of Municipal Corporation Bathinda (MCB), here.

In her complaint lodged with the Kotwali police, Harbans Kaur, a resident of NFL Colony, stated that she had come to the Dhobi Bazaar for shopping. When she reached near the Amartex showroom, a motorcycle-borne youth snatched her gold chain estimated to be worth Rs 42,000. Police has registered a case in this connection.

Kotwali police arrests three for gambling

The Kotwali police arrested three people for gambling from near the railway station and recovered Rs 1,530 in cash from their possession.

The accused have been identified as Raju Singh from Bir Talab Basti, Bathinda, Deepak from Awa Basti and Ravinath alias Gopi from Bibiwala Road. All the accused were released on bail.

Bag containing Rs 1.55 lakh snatched

A bag, containing Rs 1.55 lakh in cash, was snatched from a woman employee of the revenue department deputed at the Phul registry office.

In her complaint to the Phul police, Karnail Kaur, a sewadar in the department, stated that a clerk with the department, Deepak Kumar, handed her a plastic bag containing Rs 1.55 lakh in cash. Since Deepak was busy, he asked Karnail Kaur to deposit the amount at the Phul branch of the State Bank of Patiala. However, three motorcyclists stopped her on way to the bank and snatched the bag.

SHO Jarnail Singh said that Karnail Kaur was asked to take away the bag of money alone, which was fraught with danger. "At least one more staff member should have accompanied her," he added. Police is investigating the case.

Family dispute claims man’s life

A resident of Talwandi Sabo, who was seriously injured by his father following a family dispute, succumbed to his injuries on July 16.

In his complaint lodged with the Talwandi Sabo police, the deceased Najar Singh's brother Jeet Singh stated that on July 2, Najar Singh and his son Sukhdev Singh picked up a fight. Sukhdev hit his father Najar Singh in a fit of rage. Najar was admitted to a local hospital where he succumbed to his injuries on July 16. Police has arrested Sukhdev Singh.

Computer monitors stolen from government school

Five computer monitors were stolen from Government Middle School in village Gurusar Jagga.

In her complaint lodged with the Talwandi Sabo police, the headmistress of the school, Anjana Rani, stated that on the intervening night of July 15 and 16, some unidentified miscreant broke into the computer lab of the school and stole monitors worth Rs 16,000. Police has registered a case in this connection and further investigation is on.

Also present during the meeting were assistant education officer (sports) Pavittar Kaur, District Science Supervisor Jarnail Singh Bhodipura, inspection committee coordinator Sarabjit Singh, ICT coordinator Mahinderpal Singh, Sarva Siksha Abhiyaan (SSA) coordinator Gurpreet Singh, Rashtriya Madhyamik Siksha Abhiyaan (RMSA) coordinator Gurdeep Singh, press secretary Harmander Singh and lecturers of physical education.

The progress report for the year 2012-13 was read out and the members spoke about the achievements of the students during the sporting events conducted in 2012-13. She said that in the under-19, under-17 and under-14 categories of various state-level sporting events, as many as 40 students of the district bagged 106 positions and 18 positions in national-level sporting events.

DEO (Secondary) Harkanwaljit Kaur congratulated everyone for the successful conduct of the sporting events and encouraged them to do even better in the coming year. She also emphasised that special attention should be paid to make sure that the eligibility of the students taking part in the competitions should be ensured.

The names of the members of the Under-19 group district tournament committee were also announced. While Harkanwaljit Kaur was named the president, Makkhan Lal of the Government Senior Secondary School, Maluka, was named the vice-president and Hardip Singh Mann, principal of the Government Senior Secondary School, Bhucho Mandi, was named the general secretary.

AEO Pavittar Kaur was elected as the administrative secretary, Darshan Singh from Maluka was named the joint secretary, Harmander Singh, physical education lecturer at the Government Senior Secondary School, Gulabgarh, was elected as the press secretary and Nazar Singh, lecturer at the Government Senior Secondary School, Mehta, was named as the auditor.

The names of the zonal secretaries were also announced at the meeting.
