Lucknow, July 12 Later, she was set on fire and is now battling for life with 80 per cent burns in the burns ward of the super specialty hospital - UP Rural Institute of Medical Science - at the first family’s village of Sefai. Unconfirmed reports said that the victim had succumbed to her burns. However, ADG (Law and order) Arun Kumar claimed that she was still alive and had managed to record her statement before the magistrate early this morning. According to the police, the girl trusted the man as she was reportedly in love with him and had agreed to visit him at his home without a second thought. Six youths allegedly raped her there and set her afire when she threatened to report the matter to the police. An FIR has been registered against the six accused who are now absconding. The accused reportedly belong to influential families which explains why the police initially tried to hush up the matter but later registered a case under public pressure. A spate of criminal incidents against women has made a major dent in the image of the Akhilesh Yadav government during the past few days. Briefing the media on the steps taken by the state government, Principal Secretary Home RM Srivastava said that the government was considering imposing the National Security Act (NSA) on the accused in Pratapgarh who had injured the tongue of a rape victim to prevent her from making a statement in court. In the case of the rape and murder of a four-year old in Gomti Nagar in Lucknow two days ago, the state government has suspended the police station in charge and ordered a departmental inquiry against him for first trying to pass off the incident as mauling by stray dogs. Similarly, in the case of molestation of a national-level athlete in Saharanpur, the state government is considering the imposition of NSA against the three arrested culprits, said Srivastava.

New Delhi, July 12 The Coal Ministry has issued a notice to JSW Steel Ltd, Jindal India Thermal Power Ltd (JITPL), Jindal Stainless Ltd (JSL), Mahanadi Coalfields Ltd (MCL) and Shyam DRI Power Ltd to deduct the bank guarantee (BG) furnished by the allocatee companies of Utkal-A and Gopalprasad (West) coal block for slippages in achieving key milestones. The ministry has decided to deduct BG to the extent of Rs 22.24 crore as calculated by the coal controller’s office. The coal block has been allocated jointly to these companies. The ministry clarified that due to the companies’ heavy investment into the project, the inter-ministerial group had not recommended the de-allocation of the coal block, but only the deduction of the BG. The joint venture (JV) company formed for the development of the coal block has spent Rs 71.30 crore. In a notice issued on July 10, the Coal Ministry has said that the BG was being deducted according to the recommendation of the inter-ministerial group (IMG), mandated to review the progress of development of allocated coal blocks and associated end-use projects and to recommend action, including de-allocation, if required. Utkal-A and Gopal Prasad West combined coal blocks were alloted to the JV in November 2005 for end-use plants and to Mahanadi Coalfields for commercial use. The JV has spent Rs 71.30 crore on the block. In the notice, the ministry has said that the IMG considered the terms and conditions of allocation, the show-cause notice issued earlier and the reply along with the presentation made by the allocatee and the status paper placed before it. The IMG observed that it is a fully explored coal block and seven years have elapsed from the date of allotment on November 29, 2005. Heavy rain disrupts life in Mumbai

“Traffic on both the Eastern and Western Express Highways are slow since morning and there are traffic jams,” a traffic police official said. At many places traffic signals also stopped functioning after water entered and damaged their circuits adding to the traffic mess. Train traffic was hit since morning with tracks being flooded at several places. Trains on the Central Railway and its Harbour Branch were the worst affected, officials said. Tracks were flooded at several places like Chinchpokli, Vikhroli, Sion and Masjid, according to sources. However, skeletal services were being run to avoid inconvenience to people. The trains were however packed with people as many rushed home early from work, officials said. Train services were relatively normal on the Western Railway though trains were running slow in the morning, officials said. Towards late afternoon trains slowed due to poor visibility and water logging on the tracks, officials said. The only good news from today’s downpour was that the reservoirs supplying Mumbai were filling up ahead of schedule. The Brihanmumbai Municipal Corporation said all the lakes supplying water to Mumbai were more than 50 per cent full after just one month of rains. Later today one of the lakes, Tulsi, began overflowing. Elsewhere in Maharashtra, the rains were having an adverse impact on the population. According to the disaster management cell at the state secretariat major flooding has been reported in Kolhapur town and across the Konkan region. |

SC rejects Addl DGP’s plea in Ishrat case
New Delhi, July 12 A Bench comprising Justices Gyan Sudha Misra and Kurian Joseph said various HCs had transferred the investigation from the respective state police to the CBI on victims’ complaints about shoddy probe. It cited the example of the Nithari case relating to the killing of several children after being sexually assaulted in Noida. The Bench also cited the delay of 467 days on the part of Pandey in challenging the HC order for a CBI probe under a fresh FIR without quashing the FIR registered by a special investigation team (SIT). The HC had rejected the FIR against Ishrat and three of her male associates for plotting to assassinate Chief Minister Narendra Modi. The state police had sought to justify their killing, citing an intelligence report received from the Centre on the activities of the four Lashker-i-Toiba militants. Police had shot dead all the four in an alleged encounter.

Chandigarh, July 12 The special train (07513) will begin its journey from Nanded station at 11 am and reach Jammu Tawi at 11.30 pm on July 14. The return journey of the train will begin at 11.40 am on July 15 and reach the Nanded at 5.30 am on July 16. There will be 16 coaches in this train, of which one will be AC 2 tier, two AC 3 tier, seven sleeper class and rest six will be general coaches. The stoppages of this train will be at Purna, Basmat, Hingoli, Washim, Akola, Malkapur, Khandwa, Itarsi, Bhopal, Bina, Jhansi, Gwalior, Agra Cantt, Mathura, Tuglakabad, Delhi Safdarjung, Panipat, Ambala, Ludhiana, Jalandhar Cantt and Chakkibank stations.

Apex court refuses to interfere with JEE admission procedure for NITs
New Delhi, July 12 A Bench comprising Justices HL Dattu and Deepak Misra passed the order on a PIL filed by five students challenging the “normalisation formula” announced by the Central Board of Secondary Education (CBSE) in May 2013 after the declaration of the Joint Entrance Examination (JEE) results. Appearing for the students, senior counsel UU Lalit contended that the government had made it clear in the JEE 2013 information bulletin, the September 7, 2012 press release and the August 14, 2012 notification that for the purpose of admissions, the weightage ratio would be 60 per cent for the student’s performance in the JEE and 40 per cent in the Board examination for plus two. Going by this, it was expected that students scoring better marks in JEE had a greater chance of getting admission in NITs in the event of their performance in the Board exam being somewhat on an equal footing. However, it was found that students with better marks in the Board had a march over students whose performance was better in JEE. This was contrary to the weightage ratio announced earlier. This was due to the fundamentally flawed normalisation formula meant for standardising the results of various Boards, the students contended. The SC, however, said the government was free to experiment with the admission procedures and it did not want to disturb the ongoing admissions. Nevertheless, it would consider the question as to whether the government’s educational policies could be raised through such PILs. For this limited purpose, it has sought the government’s response to the PIL within four weeks. The judicial outcome on this score would decide the petitioners’ chances of getting admission in
NITs.
