Govt employees plan to gherao Civil Secretariat today

Srinagar, June 9
The Joint Consultative Committee (JCC), an amalgam of various organisations of government employees, is planning to hold a massive protest demonstration here tomorrow outside the Exhibition Ground. While employees from all the three regions of the state are expected to participate in the protest, the JCC members will also attempt to gherao the Civil Secretariat later.

“Tomorrow’s protest will be held on a large scale as employees from Jammu and Ladakh regions will also join us outside the Exhibition Ground from where we will proceed towards the Civil Secretariat,” JCC leader Farooq Trali told the Kashmir Tribune.

While the employees have already threatened to go for an indefinite strike, Trali said they would announce the next course of action after a JCC meeting on June 11.

Flaying the government for failing to honour the agreement made with them, he said the JCC was being forced to call for frequent protests and strikes which were also affecting the work at the offices. He also threatened to intensify their protests if the government continued to ignore their demands.

Even as the previous JCC attempts to gherao the Civil Secretariat had been foiled, the amalgam had resumed protests last month after postponing its earlier agitation programmes in February, following assurances from the authorities that their demands would be accepted and also because of the situation in the aftermath of the execution of Parliament attack convict Afzal Guru.

After a series of protests and strikes by the employees last year, the government had reached an agreement with the JCC wherein the employees were assured that a decision on their demands would be announced by September 30. However, the JCC then resumed protests, saying the government had failed to fulfil the promises made to them.

This year too, the government had urged the employee leaders to resolve their issues through talks but the same had been rejected by the JCC.

The employees’ demands include release of arrears recommended by the Sixth Pay Commission, enhancement of retirement age from 58 to 60 years, removal of pay anomalies and regularisation of daily wagers and casual workers working in various government departments.

The other JCC demands are inclusion of five years of contractual service of Rehbar-e-Taleem (ReT) teachers in the service book and regularisation of education volunteers after seven years of service.

Major demands

Srinagar records hottest day of season at 34.1°C
 Weather Dept predicts wet spell from Thursday

The city recorded the hottest day of the season today. The weather department has forecast a wet spell from coming Thursday.

While the Kashmir valley has been witnessing hot weather conditions over the past few days, Srinagar recorded the maximum temperature at 34.1 degrees Celsius today. An official of the Meteorological Department said the day temperature in the summer capital was five degrees above normal and also the highest of the summer season this year.

Similarly, Qazigund, the gateway town to Kashmir, recorded the maximum temperature at 32.7 degrees Celsius, while tourist resort Pahalgam in south Kashmir saw a high of 28.0 degrees Celsius.

While border town Kupwara recorded the maximum temperature at 33.0 degrees Celsius, night temperature across the Valley remained comparatively lower.

The minimum temperature recorded at Srinagar, Qazigund, Kupwara and Pahalgam was 16.3, 14.6, 13.7 and 10.0 degrees Celsius, respectively. Tourist resort Gulmarg in north Kashmir saw a low of 12.4 degrees Celsius.

Residents of the Valley are expected to get some relief from the heat from Thursday. Even as dry weather conditions are expected to remain in place during the next 24 hours across the Valley, the weatherman has forecast a wet spell across the Valley from June 14.

Meanwhile, Ladakh region, too, recorded comparatively a warmer day temperature. The maximum temperature at Leh and Kargil regions was recorded at 30.2 and 
28.0 degrees Celsius, respectively.

Jammu city recorded the maximum temperature at 41.0 degrees Celsius today, while the night temperature stood at 30.9 degrees Celsius.

Govt releases 25% of Plan allocation

Srinagar, June 9
The Planning and Development department has released 25 per cent of the current financial year’s proposed allocation of funds to all the departments and districts in the state.

Official sources said the money was released last month for the ongoing development works across the state.

“Rs 2,000 crore was released by the state Planning and Development department last month so that the ongoing works taken up do not suffer for want of funds,” said a government official.

The state has already initiated the process of approving the plans for various districts with the District Development Board Meeting of Baramulla district scheduled to take place tomorrow.

This year, the government expects that the Plan allocation for the state should be enhanced to Rs 8,000 crore against last year’s allocation of Rs 7,400 crore for which a meeting between the state and the Planning Commission of India is scheduled to take place shortly.

“We are ready with our proposed plan and hope it is approved by the Planning Commission of India. Last year, the state Plan was approved by the Planning Commission on July 3 and there is no delay in the Plan finalisation,” another official said.

The state Planning Department is a nodal agency for arranging sources for the development works in the state.

Fire victims get relief material

The Indian Red Cross Society (IRCS), state branch, Srinagar, today distributed relief material among 15 families whose houses were destroyed in a recent fire at Karpora, Cheshmashahi and Kralsangri areas of the city.

“The relief material included three blankets per family along with kitchen sets, ladies and gents suits, torches, bed sheets, towels, mats, soaps and slippers,” an official said in a statement.

“Prior to the distribution of relief material, each family was provided with Rs 5,000 out of the Red Cross fund through the Deputy Commissioner, Srinagar,” he added.

The relief material was distributed under the supervision of honourary general secretary, IRCS, Roma Wani.

33 Kupwara villages to be electrified soon: Minister

Srinagar, June 9
Minister of State for Power Vikar Rasool today inaugurated an electricity receiving station in north Kashmir’s Kupwara district.

The receiving station, which has been constructed at a cost of Rs 3 crore, will cater to 27 panchayat blocks and provide electricity to 25,000 people in Sogam area of Kupwara, an official spokesman said.

Speaking at the function, Rasool said every non-electrified village would be provided with electricity under the Rajiv Gandhi Grameen Viduti Karan Yojana (RGGVY) Phase-II.

District Development Commissioner, Kupwara, Itrat Hussain, senior officers of the district administration and other departments were present on the occasion.

The minister said 33 villages of the area would soon be electrified under the RGGVY which would go a long way in providing electricity and other related facilities to them.

He said the government had prioritised electricity as one of the major sectors and every necessary care would be taken to ensure its augmentation.

MLA seeks probe into his security expenses

Independent MLA Abdul Rashid Sheikh, commonly known as Engineer Rashid, has sought a probe into the security expenses that have been shown by the government incurred on him.

“It is unfortunate that an amount of Rs 2.83 lakh has been shown against my name for providing fuel on security reasons during the last three years. It is a very serious matter, as it is known to everybody that I am without any security or official vehicle for the past three years,” the MLA said in a statement.

“It is the legal and moral duty of the top brass in the Home and police department to investigate the matter and come clean on the issue,” Sheikh said.

Sheikh further said none other than the police authorities knew that he was without security or government vehicle for the last three years and the top authorities in the Home and police department had on many occasions communicated to him to take security as well as bullet proof car.

“I have refused every time as a mark of protest against the behavior of the police towards masses. As such, question of showing even a single penny against many name through one way or other does not arise,” MLA said.

He threatened to take the matter to the court if the government did not come clean over the issue.

Two killed, 14 hurt in road accidents

Two persons, including a 70-year-old man, were killed and 14 others injured in different road accidents across the Kashmir Valley, a police spokesman said here today.

Abdul Aziz Bakerwal (70), a resident of Palma village in Rajouri district, was seriously injured when he accidentally fell off a bus at Hurpora village in south Kashmir’s Shopian district.

Bakerwal was shifted to a hospital where he succumbed to injuries, the spokesman said.

In north Kashmir’s Baramulla district, a tractor driver died when the vehicle he as driving met with an accident at Kawacheck near Kreer township, the spokesman said. The driver identified as Javid Ahmad of Kawacheck died on the spot, the spokesman said.

A passenger bus collided with a truck on the Srinagar-Jammu highway near Pampore town in south Kashmir resulting in injuries to six passengers. The police spokesman said all the injured were admitted to a hospital for treatment.

Seven people were injured when two cars collided with each other near north Kashmir’s Handwara town.

The injured passengers, including drivers of both the cars, were shifted to SKIMS hospital in the city for treatment, the spokesman said.

In south Kashmir’s Anantnag district, a car hit and injured a pedestrian identified as Nazara of Kalakoot village of Rajouri district near Monghall bridge, the spokesman said adding the injured girl was shifted to the District Hospital, Anantnag, for treatment.

137 surgeries performed at eye camp

Handwara, June 9
Hundreds of patients suffering from cataract benefited from free surgeries conducted by a team of eye specialists at the Handwara District Hospital. Most of the patients were from remote villages of Handwara tehsil.

“A thick layer formed around my left eye had almost blocked the sight. The doctors conducted the surgery which cleared my vision and now I can see without difficulty,” said Mohd Shafi of Zachaldara.

A total of 137 surgeries were performed yesterday at the hospital. As part of the health department’s ongoing programme, doctors visit remote villages in Kupwara district to identify the people suffering from cataract. The patients are then admitted at the district hospital and surgeries are performed.

A senior doctor said about 2,300 surgeries had been performed in the past one month. “Most of the poor people suffer from cataract and delay in surgery aggravates problems for such patients. Timely surgery can correct the problem and improve vision. After identifying such patients, we immediately perform surgeries,” said a doctor at the Handwara hospital.

The patients are discharged after some time and medicines are provided to them free of cost. Poor patients, while expressing their gratitude to the doctors, said they could have hardly afforded the surgery charges at private clinics. “I am a poor farmer and a doctor at a private clinic had demanded me Rs 7,000 for the surgery. I am thankful to the doctors for the surgery. It was painless and my eyesight has improved a great deal,” said Mohd Shafi (55), resident of Bakiakar.

The Kupwara Chief Medical Officer, Dr Aleem-u-din Ahmad, said a free eye camp would be held at Tanghdar as well.

Services Guarantee Act
Addl Secy sensitises officers on implementation of Act

For best implementation of the Public Services Guarantee Act, sensitisation and capacity building of ground level officers is need of the hour, so that benefits of the act can percolate to the common people.

This was stated by Additional Secretary, GAD, Bashir Ahamd Dar at Khanabal, Anatnag, during a day long capacity building-cum-awareness programme for designated officers and appellate authorities under the Public Services Guarantee Act, 2011, yesterday.

District Development Commissioner, Anantnag, Farooq Ahmad Lone, Additional Deputy Commissioner G M Dar also attended the programme besides all district, tehsil and sectoral officers.

An official spokesman said Dar gave a power point presentation and discussed the Act threadbare.

“Despite being implemented on August 10, 2011, officers are still not fully aware about different provisions of the Act. The aim of these capacity building programmes is to acquaint the field officers with full preparedness for cent percent implementation of the Act,” Dar said.

He instructed the officers concerned to ensure availability of form 1, 3 and other relevant documents with regard to the Act.

The DDC presented an overall review of the implementation of the Act in the district. He stressed on organising of such awareness programmes for making the designated officers fully aware about the Act besides Right to Information Act.

Tarigami urges India, Pak to resolve Kashmir issue

CPM state secretary MY Tarigami today urged India and Pakistan to take bold initiatives towards solving the Kashmir issue.

“India and Pakistan should reverse the self-destructive path and take bold initiatives to address the vexed Kashmir issue,” said Tarigami. He said the people were expecting Prime Minister Manmohan Singh’s proposed visit to Kashmir to be "more purposeful" at restarting the peace process and resolution of the issue.

The CPM leader said both the countries needed to make serious efforts to turn a improve their relations”. “People of Kashmir are forced to bear the brunt of disruptions caused due to the Indo-Pak issue. The time has come when New Delhi and Islamabad should make serious efforts to improve their relations. For this, the leadership has to exhibit will and capacity to move forward and revamp the stalled peace process,” he said.

Tarigami reiterated his demand for the implementation of recommendations of the working groups constituted by the Prime Minister. “People of Jammu and Kashmir have a right to know about the fate of the recommendations of the working groups and the Prime Minister must take the people of Kashmir into confidence regarding the measures being taken to implement these recommendations,” he said.

“I urge the Prime Minister to take concrete steps during his tenure to initiate a result-oriented dialogue with Pakistan and the main stakeholders,” said Tarigami. He said the resolution of the Kashmir issue was in the interest of both the countries. “It is ironic that the money that both the countries should have utilised for the welfare of the poor and the hungry is being utilised to keep a vigil on glaciers. The two countries should end the path of confrontation and go for reconciliation to resolve the long-standing issues, including Siachen, Sir Creek and Kashmir.”

NYC volunteers to protest during PM’s visit

The National Youth Corps (NYC) volunteers today said they would hold massive protests during Prime Minister Manmohan Singh’s scheduled visit to the Valley.

The PM was scheduled to visit the Valley on June 25, but now the visit has been postponed for a couple of days. An NYC spokesperson said they would hold a protest to highlight their grievances. He said they would also hold a district-wide hunger strike as a mark of protest. Before the visit, he said the volunteers would start a ‘letter protest’ from June 11 by dispatching letters to the Prime Minister and UPA Chairperson Sonia Gandhi.

The spokesperson said over 8,000 volunteers were deployed to various departments like Rural Development, Youth Services and Sports, Tourism, Finance, Social Welfare and others in 2010. “But now we are not being allowed to continue with our services. We are demanding that we be allowed to continue with our services,” he stated. The NYC volunteers have also threatened to intensify protests if their demands were not met.

18 teachers take part in computer training course

Under the aegis of the Counter Insurgency Force, a computer literacy course organised by Rashtriya Rifles Battalion concluded at Kalakote yesterday. The course began on May 15 for teachers from different schools of Kalakote tehsil.

The aim of the course was to enhance the computer skill of the teachers and further transpire the knowledge among the students. The course syllabus consisted of the broad aspects of elementary computer knowledge, covering the necessary aspects of MS Word, MS PowerPoint, MS Excel, MS Office, browsing, use of Internet and system management.

The course was conducted by Army personnel. Eighteen teachers from various schools of the tehsil took part in the programme.

The closing ceremony of the course was graced by civil and Army dignitaries. They motivated the teachers to utilise the knowledge gained during the course to its fullest. Kalakote tehsildar Abdul Mazid Tantray expressed gratitude toward the Army for taking up the project for the welfare of civilian brethren.

Sedative drugs seized, one arrested

One person was arrested after four boxes of sedative drugs were seized from his possession in north Kashmir’s Bandipora district, a police spokesman said here today. Rayees Ahmad, a resident of Dachigam, was arrested and four boxes of Spasmo-Porxyvaon and Parvo-Cof were seized from his possession, the spokesman said.

The spokesman said said the police in Bandipora district had launched a campaign against drug peddlers and raided 26 shops in the area.

“A team under supervision of a Deputy Superintendent of Police and Sub-Inspector has been constituted to keep a constant vigil on drug peddlers,” the police spokesman said, adding that dozens of addicts had been admitted to the sub-district hospital, Bandipora, for treatment and counselling.
