CPI (ML) plans stir against PM over graft
Dehradun, May 29 Inaugurating the two-day convention of the CPI (ML) Uttarakhand state unit, Rajendra Pratholi said the CPI (ML) leadership in the recent Delhi convention had decided to launch a countrywide agitation against the UPA government’s Prime Minister Manmohan Singh due to his failure to check rampant corruption in the country. “Corruption has grown manifold under the leadership of Prime Minister Manmohan Singh. The time has come for the Prime Minister to quit his post. The CPI (ML) has decided to launch a campaign, seeking the Prime Minister’s resignation”, Pratholi asserted. Saying that the Lok Sabha elections were now round the corner, he asked the party cadres to work for the victory of Left parties. Taking part in the deliberations, CPI (ML) State Committee member Raja Bahuguna questioned the BJP for trying to project Narendra Modi as leader of the nation. “Modi only represents the corporate world and has nothing to do with the common man,” he said. He also opposed the setting up of an eco-sensitive zone in Uttarakhand. “The eco-sensitive zone will deprive the people of their livelihood opportunities,” he said. Garhwal CPI (ML) secretary Indresh Maikhuri targeted the Vijay Bahuguna government of Uttarakhand. He said the proposed Coca Cola plant at Vikasnagar aimed to benefit multi-nationals and hurt the interests of farmers. He said CPI (ML) would continue to oppose the Coca Cola plant. CPI (ML) State Committee member Purshottam Sharma said a large number of state government employees had been frequently agitating in the state due to some anti-worker policies of the state government. Kailash Pandey, Jagat Martoliya and Anand Singh Negi were among the prominent speakers in the opening session of the convention. |

UKD opposes court decision on caste issue; to move SC
Dehradun May 29 Earlier to this judgement, Single Bench headed by Justice Tarun Aggarwal had fixed November 2000 as the cut-off date to get the facility of caste as well as permanent resident certicates. Panwar had challenged the decision before the Double Bench of the High Court. While addressing a press conference, Panwar said: “We are not satisfied with the decision of the Double Bench. This would severely affect the state interests. So we will challenge this decision before Supreme Court.” He reasoned that two states, Jharkhand and Chattisgarh, which were formed in the same year when Uttarakhand came into existence, had followed the Supreme Court guidelines of adopting cut-off date of 1950 for the caste certificate as well as permanent resident certificate. He said after the High Court’s decision, umpteen people would be able to obtain these certificates from two He called upon other like-minded groups, organisations and parties to join UKD to make it stronger and as a third alternative to BJP and Congress. |

Dehradun, May 29 On the demand of members of the committee, out of Rs 28.93 crore available in the district plan, it was decided to allocate an amount of Rs 50 lakh each for the construction of roads in the area of Nagar Palika, Pauri, Kotdwar and Srinagar. She said she herself would monitor the inquiry related to Nanghat drinking water project. On the complaint of a member of planning committee, she gave directions to District Magistrate for conducting an inquiry into the proposed repair of Sila-Pheduva, Mailistrot-Sigaddi Strot forest motor passage. The member had alleged that the same projects for which funds were allocated earlier were again proposed without getting approval of any member. While apprising the minister about the tourism projects which could not be implemented due to shortage of funds, the District Magistrate said the development works related to ancient temples would be taken under Culture Department. He said only works related to beautification would be undertaken by Tourism Department under district plans. In order to complete the unaccomplished projects, he said an amount of Rs 15 lakh had been approved for the purpose. The proposals of Rs 12.50 lakh to instal statue of late Jagmohan Singh Negi at Yamkeshwar and construction work related to park development and Rs 5.50 lakh for the instalment of statue of Vir Chander Garhwali at the park on Pauri-Kanskhet-Satpuli bypass were approved unanimously. The minister also gave directions to send more water tankers to the villages where there was shortage of water. |

Developing border hill and remote areas a priority: Bahuguna
Dehradun, May 29 Addressing a public meeting at Sheetlapushkar Ground in Dwarahat, he said his government was committed to providing roads, water, electricity, education and health to all far-off and border areas. He said Dwarahat was important not only from the point of view of tourism, but also because it had many historic sites. He said development could be achieved through team work. He said quality must be maintained while carrying out development works. Fifteen girls were given fixed deposits (of Rs 2,850 each) under the CM Ballika Shiksha Protsahan Yojana. Till now, FDs for 5,300 girl students have been made for Almora district. This year, 232 more girl students than previous years will be benefited. The Chief Minister announced that a polytechnic in Chaukhutia, a college in Masi, a science section in Nowgaon Inter College and a pumping scheme on Maliya river were approved. He said tourism was the backbone for development in hill areas. The government was setting up 22 helipads. Work was being done on the Chiniyalisaun, Naini Saini and Pantnagar airstrips. Doon and Lucknow had been connected by air and a flight between Doon and Kathmandu was likely to be started soon. He said multi-purpose camps should be held at the block headquarters of all districts to resolve problems. Local MLA Madan Bisht presented a demand letter to the Chief Minister. Govt schools fare poorly in comparison to private ones
Pithoragarh, May 29 “The success in board results, which remained 71 per cent for high school students and 79 per cent for intermediate examinations, is attributed to private schools mostly,” said a board official at Ramnagar. “Only those government schools do well where teachers are in full strength while private schools have a good strength of teachers round the year.” said Dr Ashok Pant, principal, SDS Intermediate College. Most of the government schools lagged behind the private schools in high school and intermediate results. “Over 28 government schools, including 18 high schools and 10 intermediate colleges, in the Kumaon region had less that 10 students passing the exams,” said a source. “In the schools situated in the interiors of Dharchula and Munsiyari, three schools had only three students passing while other six schools each had only two students passing,” said a source from the Education Department.

PCS officers talk to CS on promotions to IAS
Dehradun, May 29 The officers led by Kunwar Singh Chauhan, working president of the Uttarakhand Provincial Civil Service Association, apprised the Chief Secretary about the problems that would arise. ''The government's proposal to conduct another examination for PCS officers who had already cleared an examination conducted by the public service for promotion into IAS cadre was unconstitutional and unreasonable,'' said Kunwar Singh Chauhan. He said that for years the PCS officers were being promoted to the IAS cadre on the basis of seniority and experience and the practice had stood in good stead. ''But in case this new practice was adopted, all the PCS officers would be forced to take leave for the examination which would not be in the interest of the state,'' he said. Further the members demanded that the ministry hear their views before implementing the decision. It may be mentioned that the PCS officers become eligible for promotions after putting in eight years of service but in reality it takes almost 15-20 years to get promoted to the IAS cadre. |

Villagers threaten stir, seek construction of roads
Pithoragarh, May 29 ''We want immediate construction of motor roads, from Amori to Pali, Birgul to Swala, Sukhidhank to Ritha via Gurzila and Jamtola to Amkharik. The length of these roads is nearly 30 km,'' said Prakash Joshi, a local poet, who is leading the agitation under the banner of Koirala Ghati Samagra Vikash Manch. According to the leader of agitation, the villages of the valley are still 15 to 20 km away from the main highway. Due to no roads, people are compelled to live in a situation similar to medieval times. ''Teachers and medical staff do not remain in the area as the markets are at a distance and the repair work of electricity and water pipes gets late as technical workers from Jal Nigam do not want to enter the valley villages as there is no way to drive their departmental jeeps to the villages,'' said Joshi. According to the agitation leaders, the area is rich in cash crops as huge quantity of ginger, potato, garlic and turmeric is grown in the area. ''If these cash crops grown from centuries in the area are coupled with the production of fruits grown in the valley, the farmers could make tremendous financial gains,'' said Prakash Joshi. According to the agitation road map, the villagers, who had demonstrated before the office of the DM on May 20, are at present busy in collecting signatures from the valley villagers in support of the agitation. ''After the signatures are collected, these would be sent to the district authorities to acquaint them of the situation in the valley. If the district administration does not accept our demands, the villagers will start an agitation at the district headquarters in Champawat district,'' said Prakash Joshi. The villagers say that due to lack of basic infrastructure in the areas, more than 35 per cent villagers have left their villagers to settle in Tanakpur, Champawat and Khatima towns. |

Uttarakhand lodge to be built in Navi Mumbai
Dehradun, May 29 The PPP cell will operate the Project Development Fund (PDF) and the chairman of the PDF will be the Chief Secretary. Any department can access money from this fund to complete the initial formalities of any new project. This money will have to be returned when the project takes off. The PDF corpus will be increased later. The Uttarakhand government had got 4000 sq.m land in Vasi, Navi Mumbai, on lease, but the lease was cancelled by the Maharashtra government as clearance from the Coastal Region Authority took a lot of time to pass the map. Now, the lease has been renewed and construction has to be done within two years.The PPP cell of Uttarakhand will issue an RFP (request for proposal) for this and appoint a transaction officer. A water scheme in the PPP mode for 79 settlements in Mehuwala will also be set up through which 60,000 people will get water through 18,000 connections. Scientists give tips on biotech-based industries
Dehradun, May 29 The topic of the programme was 'Entrepreneurship Programme based on Biotechnology Industries (Aromatic Plants and Floriculture)'. S.B. Bahuguna, Manager, Industry Department, enlightened the participants about the polices of the Uttarakhand Government related to industries. He said small/medium scale industries based on bio-products of Uttarakhand would help bring a change in the economy of the state. He said the Uttarakhand government was encouraging small-scale industries like tea production, sericulture, apiculture and fisheries etc. He was in favour of special encouragement and training programme for setting up industries of seeds, fruits and flowers. On the second day of the programme, Dr D.S. Negi, professor of HNBGU, shared his views and experience of the overall development of the world by knowledge-based techniques. Arvind Gupta, chairman of Dolphin Institute, expressed views on the qualities of entrepreneurs. He advised the participants to first focus on their aims in order to get success for their projects and work with dedication and patience. On the third day of the programme, Dr Arun Kumar, eminent scientist of botany and director of Dolphin Institute, trained the participants about the biodiversities and industry based on biotech products. He identified 211 industry botanical species of various trees and plants in Uttarakhand and forest-based micro-organisms. As per a survey, about 2,575 medicinal plants have been found in the forests of Uttarakhand. He also talked about the bright prospects of agricultural plants, tissue culture, processing of food and fruits, aromatic plants etc. Dr Andola, scientist from the Centre for Aromatic Plants, discussed about the commercial production of valuable aromatic oils extracted from plants. Tie-up with Melbourne varsity to impart training to doctors
Dehradun, May 29 The training under way in Dehradun is being touted as a gap filling exercise launched to ensure doctors are prepared to meet the multi-faceted challenges of the 21st century. ''From time to time these trainings have been launched by the Government of India to improve the doctor-patient relationship. Earlier Auxiliary Nurses and Midwives (ANMs) were brought in followed by barefoot doctors, who could fill in the gaps existing between the doctors and patients. But now the focus has once again turned to the doctors,'' said Dr YC Sharma, Director General, Health and Family Welfare. While the Dehradun training will end on May 31, the second training would be held in Haldwani from June 10 to June 14 and will have participation of 50 public health leaders, including Chief Medical Officers (CMO), Chief Medical Superintendent (CMS) and Medical Superintendent (MS) from the Department of Health and Family Welfare.
