Cops caught ‘together’ may enter wedlock

Bathinda, May 30
A woman constable, who attempted suicide yesterday and was earlier suspended for being caught with a male constable, today accused her male colleague of alluring her for marriage but denied after they were caught together in a residential area. However, the two are likely to tie the nuptial knot.

Both the policemen, who had joined the force recently, were suspended after residents of Guru Ki Nagri caught them together in the male cop's rented accommodation in the locality.

Residents of the area said they had 'warned' the duo not to fix meetings in the house as it brought bad name to the locality. The two cops, however, argued that they were not doing anything illegal. The girl had stated that she had come to give food to her colleague as he was suffering from fever.

Yesterday, the girl consumed a celphos tablet and was admitted to the Civil Hospital.

Senior police officials, including DSP (City) Gurmeet Singh Kingra and others, reached the Civil Hospital and tried to enquire into the incident.

Kingra, while talking to TNS, said the girl was not fit for statement last evening but her condition had improved to a great extent today. "The constable was not prepared to give a police statement as the boy (male constable) has now expressed a desire to marry her. The family members of the constables met and have decided to marry them," Kingra added.

The doctors at the Civil Hospital, who attended the girl, said she seemed to have consumed a half tablet of celphos. "Before the tablet could get completely diluted inside the body, the girl was rushed to the hospital with the intervention of senior police functionaries," said a doctor.

When asked over the department's role in the case, the DSP replied, "It all depends upon the girl's statement."

Police sources said as per the rules, a case of attempt to suicide could be registered against the girl and a case of abetment to suicide could be registered against the male constable but it all depends upon the girl and her family members' statements.

The police said the girl belonged to a city-based goldsmith family while the boy was from a Jatt family of a nearby village.

Story so far

Residents of Guru Ki Nagri had objected to the woman constable visiting her male colleague in the latter’s rented accommodation in the locality.

Later, the cops, who had joined the police force recently, were suspended.

On Wednesday, the girl consumed a celphos tablet and was admitted to the Civil Hospital.

DSP (City) Gurmeet Singh Kingra said the constable was not prepared to give a police statement as the boy (male constable) has now expressed a desire to marry her. The family members of the constables met and have decided to marry them.

Smoke-free status a far cry for Bathinda district

Tribune News Service

Bathinda, May 30
Bathinda district is far from being smoke free.

With the health workers observing the World No Tobacco Day tomorrow, much needs to be done in the city to get the smoke-free status.

Though emphasis is being laid on following the rules under the Control of Tobacco Products Act (COTPA), a ground reality check shows that people, especially those dealing with the sale of tobacco products, are insensitive towards the need to control it.

The Naujawan Welfare Society, an NGO, claimed to have conducted a survey of the city and came across number of violations. “The gross violations of the COTPA certainly cannot get Bathinda a smoke-free status in the near future,” said Sonu Maheshwari of the society.

The NGO conducted a recce of the railway station, Arya Samaj Chowk, the Mall Road near the SSD Senior Secondary School, the SSD Girls College on the Amrik Singh Road and the Civil Hospital. At these places, common violations included signboards of cigarette manufacturing companies being prominently displayed. At certain places, vendors have not put up signages that do not allow sale of tobacco and its products to children below 18 years of age.

Dr Saurabh Tandon, consultant, internal medicine, Max Hospital, said tobacco users were at risk for several cancers, including mouth (oral), larynx, and lung. Besides, they are prone to diseases related to heart and lungs. "Those who chew tobacco are at greatest risk for mouth cancer, which is one of the most common cancers in India," he said.

An estimated 40 per cent of children and youth are exposed to second-hand smoke at home and are at a greater risk of becoming smokers, said Dr Mohit Garg, chest specialist, Health Street Hospital.

Dr Ashok Kumar Garg said parental smoking, availability of tobacco products and household acceptance towards smoking were some of the additional factors that could encourage a child to use tobacco products. Today, there are children who begin smoking at the age of as early as 9-10 years.

Court grants bail to fake DSP, police probe on
Gurdeep Singh Mann
Tribune News Service

Bathinda, May 30
Three days after his arrest, the court of the judicial magistrate first class Pushpinder Singh granted bail to the imposter who by allegedly posing as a Deputy Superintendent of Police (DSP), duped girls of money on the pretext of providing them the jobs of sub-inspectors.

A complaint was lodged with the police by Navjot Kaur, a resident of Chautala road, Dabwali. Navjot is an employee of a private firm, Empire India Company, has an office at Bharat Nagar on Bibiwala road.

A case under sections 417 and 420 of the IPC was registered on Saturday evening at the Cantonment police station against Harjinder Singh of Ajit Road and Tarsem Singh of Mehta village near Sangat Mandi. They were accused of cheating with false promises of government jobs.

The complainant said Harjinder used to visit Tarsem-also an employee in the private firm-- where he lured young girls with the promise of jobs. Navjot too had given Rs 2,300 to the accused after filling up forms provided by the accused.

The complainant said 32-year-old Harjinder claims himself to be a DSP and the chairman of Punjab Pradesh Human Rights Committee. He offered certain forms to the girls to make them a member of the committee to watch their performance, after which they would become sub-inspectors.

While Tarsem got bail two days after his arrest, the main accused too came out of jail yesterday. Both the accused were told to furnish a bail bond of Rs 30,000 each.

The counsel for the accused, advocate Sukhdarshan Sharma, pleaded in the court that the amount pocketed by the accused was too small and could not be considered as money meant to get jobs as a sub-inspector.

Moreover, the police failed to provide any clinching evidence against the accused posing as DSP. Cops at the cantonment police station, while expressing his disappointment over the immediate granting of bail to the accused, said they would work on the case to bring forth more facts and evidence.

SHO Paramjit Doad said he would not comment over the court's decision of 'instant' bail secured by accused. "The accused managed to get temporary relief from the court and now we will work out the case by spending more time on it to find out more clues," Doad said.

Accused held in child burns case
Gurdeep Singh Mann
Tribune News Service

Bathinda, May 30
The woman who inflicted severe burn injuries on a two-year-old girl was arrested by the police today. The woman-a mother of four--- has been identified as Santosh Kumari. She has been booked under section 307 (attempt to murder) of the IPC at the Canal Colony police station. The court may award punishment which may extend up to ten years in such cases and the accused may also be liable to fine.

Santosh Kumari is accused of inflicting serious burn injuries on a two-year-old child on Wednesday morning. The woman committed the heinous crime after she suspected her husband's illicit relationship with the mother of the injured child. The child is undergoing treatment at the Bathinda Civil Hospital under the supervision of senior doctors and child specialists.

According to child specialist Dr Satish Jindal, the condition of the child improved to some extent as she consumed water in small quantities today and the swelling in her mouth too had reduced to a great extent.

Jindal said the child has little chances of complete recovery as she has to undergo plastic surgery. The doctor stated that the child is unable to open her mouth completely and it may take a few more days for her wounds to heal after which a clear picture would emerge about her health.

The skin of the child contracted due to heat on the lips and buccal cavity. The child also has a slight heat scar on her thigh. Doctors said they would infuse blood tonight into the child.

President of the city-based NGO, Sahara Jan Sewa, Vijay Goyal, said since the child belongs to a poor family and her family members expressed helplessness in arranging money for treatment, the NGO would bear all the expenses incurred on the child's treatment.

DSP City-1 Gurmeet Kingra said the accused woman was arrested during the questioning by a team of cops supervised by Canal Colony SHO Sanjeev Mittal. The accused woman was residing in a rented accommodation where around eight to ten families reside together in different rooms constructed on a single plot in Janta Nagar.

All the family members, including women, used to go for work-menial jobs as workers at construction sites and houses. The accused woman deliberately stayed at home on Wednesday and took the child into her house when her elder sister was playing with the children nearby.

The SHO said preliminary questioning reveals that the accused woman was allegedly beaten up and abused by her husband over trivial issues every day. The woman admitted that she decided to take revenge and in a fit of rage burnt the mouth of the child.

"She first used a hot "chimta", a kitchen utensil, with the feet of the child and when she started crying, she put the hot iron in the mouth of the child. The woman then clandestinely dropped the child near the hutment of her parents," the SHO said.

He added that the injured child had an elder five-year-old sister but the kid failed to comprehend anything and rushed the child to her father, who was working in an under construction house nearby. The iron rod and the "chimta" has been recovered by the police and the woman was being produced in a local court.

Police said the accused woman admitted to her crime when the police put pressure on people residing near the house.
