Sukhu criticises Dhumal
Lalit Mohan
Tribune News Service

Dharamsala, May 19
Sukhvinder Singh Sukhu attacked former Chief Minister PK Dhumal and his family today. This was the Himachal Pradesh Congress Committee (HPCC) president's maiden visit to Kangra district after taking charge. The HPCC president alleged that the former Chief Minister had commercialised politics in the state. Sukhu claimed that Dhumal had indulged in nepotism by promoting his family.

Sukhu alleged that Dhumal and was the first politician in the state to do so. Sukhu claimed that Dhumal had resorted to politics of convenience for personal gains.

Sukhu targeted the Himachal Pradesh Cricket Association (HPCA) headed by Dhumal's son Anurag Thakur as well. Sukhu alleged that it was the only sports organisation controlled by a group of about 25 persons.

Referring to the Pavilion Hotel of the HPCA, he claimed that as per information an amount of Rs 70 lakh had been spent on each room of the hotel.

Sukhu urged the state government to probe the charges levelled in the Congress charge sheet against the previous government before the last Assembly elections.

He criticised the previous government for launching various Central government schemes in the name of former Prime Minister Atal Bihari Vajpayee.

Sukhu said schemes were generally launched in the name of leaders who were dead. He said the Bharatiya Janata Party had strayed from policies advocated by Vajpayee.

Later at a meeting, the HPCC president exhorted party workers to strengthen the organisation and build it for the next 20 years. He asserted that discipline, moral values and transparency were key elements for any organisation.

Maintaining that the immediate concern of the party was to win the maximum seats in the General Election next year, Sukhu said it would largely depend on the performance of the government.

He said he would make efforts for better coordination between the party and the government. Cautioning workers to be aware of party hoppers, he said tough action would be taken against those practising the politics of convenience for individual gains.

“Everybody knows that people of dubious character pose more of a threat to the organisation than opponents,” he said. He added that it was a common notion among grassroots workers that party leaders forgot them after winning elections.

He told workers to approach the HPCC or their respective block committees in case they felt ignored. “Persons working in the organisation are the voice of the poor and downtrodden. We will raise your voice if you are not heard by the government,” he said.

Giving tips to party workers for the General Election, Sukhu said block and district committees needed to ensure monthly meetings with an agenda focusing on Mission 2014.

Minister for Food and Civil Supplies, Transport and Technical Education GS Bali, Minister for Housing and Urban Development Sudhir Sharma and Jwalamukhi legislator Sanjay Rattan were present during the meeting.

Seats in MTech, ME courses at pvt varsities, engg colleges
Finding students, faculty real challenge
Dharam Prakash Gupta
Tribune News Service

Hamirpur, May 19
While private universities and engineering colleges vie for Master of Technology (MTech) and Master of Engineering (ME) seats through the common entrance examination (CEE) being conducted by Himachal Pradesh Technical University (HPTU), finding students and faculty is the real challenge.

There are 1,133 MTech and ME seats but students clearing graduate aptitude test for engineering will be preferred.

Admission to courses will be made through the CEE for the first time as the government has made it mandatory under the Himachal Pradesh Private Technical and Vocational Education Institutions Regulation Act to admit students through the CEE.

Private universities had been admitting students by conducting their tests. The HPTU which is conducting the CEE for Bachelor of Pharmacy, Master of Pharmacy and MTech has extended from May 15 to May 24 the last date to submit forms.

The date of the CEE has been extended to June 8 as less prospectuses have been sold. Admission to Master of Business Administration and Master of Computer Application courses is through common management admission test of Himachal Pradesh University.

Admission to undergraduate courses has not been encouraging. More than half the seats were vacant last year. Filling MTech seats this year seems difficult as a large number of Bachelor of Technology passouts prefer jobs.

Institutes will require at least 250 Doctorate of Philosophy degree holders to teach over 1,100 MTech and ME students but are finding it difficult to recruit enough faculty. Four MTech students can be registered under a faculty member as per All India Council for Technical Education norms.

Keep CBI free from pressure: Shanta
Our Correspondent

Palampur, May 19
Senior BJP leader Shanta Kumar urged all the political parties to come forward and give suggestions to the government for making the Central Bureau of Investigation (CBI) an independent investigation agency so that no political party in power could influence or misuse it.

Addressing mediapersons here today, Shanta Kumar said parties should respect the sentiments of the Supreme Court, which had categorically directed the Union Government to come out with a concrete proposal before the court in the next hearing for keeping the CBI free from all the pressures and pulls while performing its duty.

He said the government had already constituted a group of ministers (GOM) headed by Finance Minister P Chidambaram, who would submit their proposal before the Supreme Court in this regard before June 10. He said instead of criticising the government on this important issue, political parties should give suggestions to the GOM, so that the premier investigating agency could be made free from all the pressures.

He quoted the example of Hong Kong where once corruption was rampant in the public life. Later, there was a strong revolt against the ruling party and thereafter, countrymen forced the government to bring a legislation to check corruption, he said.

He added that today Hong Kong was considered among the honest countries of the world.

Shanta said the recent incident of match fixing had rocked the nation, particularly cricket fans. He said it was shocking that a player who was paid Rs 2 crore for playing IPL matches accepted a bribe of Rs 60 lakh from bookies. This was a shame for the nation and the government should seriously think to bring a stringent law to punish such people.

He said this was high time when all the political parties joined hands to pass an effective Lokpal and also bring the CBI out of the “clutches” of the government who had “misused it on a number of occasions to save its skin”.

Nathpa Jhakri achieves highest power generation
Rakesh Lohumi
Tribune News Service

Shimla, May 19
With mercury shooting up in the middle and the higher hills after a prolonged winter, the snow has started melting to boost hydropower with the Nathpa Jhakri hydroelectric project recording the highest generation of the season.

The project designed to generate 36.6 million units produced 37.84 million units of electricity yesterday. The discharge in the Sutlej has shot up from 212 cumecs last week to 429 cumecs due to the sudden rise in temperature which accelerated the melting of snow. The discharge is much higher compared to the last year as the region received heavy snow during the winter right down to mid-hill areas.

The hills have indeed warmed up over the last few days with tribal Kalpa recording a maximum of 25°C. The maximum temperature in Shimla touched 29°C, 6.5°C above normal and the nights were also quite warm with a minimum of 21 °C, 7.5 °C higher than the normal. Solan was much warmer with a maximum of 34.5 °C.

The rising mercury was proving a boon for hydropower projects. The Nathpa Jhakri project operated by the public sector, Sutlej Jal Vidyut Nigam (SJVN), has during the current financial year generated 892 million units as against 698 million units in the corresponding period last year when it missed the target. Last year, it generated only 6,777 million units against a target of 7,000 million units. It was a huge decline from 2011-12 when it generated a record 7,610 million units.

However, the current year has been good from the outset and it generated 449 million units during April against a target of 410 million units. The month of May will be even better as the local Met office had predicted warm weather for the next one week which means that the project will operate in the top gear.

The Union Ministry of Power had reduced the generation target for the current fiscal to 6,875 million units from 7,000 million units last year in view of the poor performance. However, favourable weather conditions have raised the hope of a good generation during the current year.

He said he had been visiting this sacred place regularly for the last over 30 years. He formally inaugurated the new temple complex constructed at a cost of Rs 1.25 crore. It took four years to complete the complex. He said this would be a new attraction for those visiting the Narkanda area.

Later, addressing a gathering at Jalog in the Seeraj area after laying foundation stones of Rs 3.63 crore ITI complex and Rs 1.40 crore lift irrigation scheme from Parlog khad to Ogli, he said it was his first visit to the area after becoming the representative of the Shimla Rural Assembly constituency.

He said he would make all-out efforts to fulfil the expectations and aspirations of the people. A special cell has been established in the Chief Minister's office for ensuring speedy disposal of issues pertaining to the constituency.

It succeeded in approving the Rs 22,800-crore 12th Five-Year Plan, which was 65 per cent higher than the previous plan. It was the highest increase in the country. Education Dept proposes IT course fee cut in schools
Rakesh Lohumi
Tribune News Service

Shimla, May 19
The Education Department has drawn up a proposal to reduce the fee at schools for information technology (IT) education under the self-financing scheme to encourage more students to opt for the course. IT education will be imparted from the ensuing academic session at all 1,350 government senior secondary schools and 837 high schools in the second phase from classes IX to XII.

The government has signed a memorandum of understanding with the National Institute of Electronics and Information Technology (NIELIT).

Students will be charged Rs 110 per month while the NIELIT will pay a remuneration of Rs 6,700 per month to junior faculty and Rs 7,500 per month to senior faculty it hires for the purpose.

Keeping in view the lukewarm response in the first phase the Education Department has drawn up the proposal to reduce the fee.

The proposal includes seeking funds from the Centre or the state so that students of classes IX and X are charged Rs 55 per month and those of classes XI and XII Rs 75 per month.

Students from below poverty line and Scheduled Caste families are entitled to a 50 per cent fee subsidy at present. There is a proposal to make the course free for Scheduled Castes.

Director of Education Dinkar Burathoki says the response in the first phase is not encouraging and only one-third of the students have opted for IT.

He further says the fee charged under the self-financing scheme for teaching IT is an issue since education is free at government schools.

He says it has been felt that reducing the fee will encourage more students to opt for the subject and the proposal to reduce the fee is being sent to the government.

He adds that all high schools and senior secondary schools under the programme will be equipped with a computer laboratory and two smart classrooms.

The NIELIT will conduct an induction programme or a refresher course for faculty members and the department heads will provide computers, software, printers, stationery and other items required.

Principals will ensure the regular checking of IT laboratories. IT teachers will maintain the record of theory and practicals. Nodal officers will ensure the regular monitoring of IT education.

The curriculum will be designed with 30 hours of theory and 60 hours of practicals for students of classes IX and X and 60 hours of theory and 60 hours of practicals for students of classes XI and XII.

Experts for early detection of ocular diseases in hills
Tribune News Service

Shimla, May 19
Experts have underlined the need to have mass screening of schoolchildren for the early detection of ocular diseases in view of increased vulnerability of people in the hill due to greater exposure to ultraviolet rays and low air pressure.

“The incidence of ailments like glaucoma, allergies and pterygium is higher in high-altitude areas particularly tribal areas,” they pointed out while asserting the need for awareness about ocular diseases.

“Early detection is essential as delay in treatment may result in loss of vision,” they said during a one-day seminar organised by Grewal Eye Institute as part of the continuing medical education programme here today.

Chief Executive Officer with the institute SPS Grewal said those at an altitude of between 15,000 feet and 18,000 feet and in tribal areas and inhospitable areas like Siachen were at a higher risk due to low atmospheric pressure.

He said there was a need to make a mass movement the screening of children for eye-related problems and the state government should take the initiative in this regard.

He suggested that every child should be screened at the time of admission to school and the exercise should be repeated every two or three years.

He said those suspected to have problems in vision could be subjected to detailed investigations to get to the root of the problem and to carry out timely treatment.

He said problems in vision among children remained undetected at present which seriously hampered their education and development.

He said 1 per cent of the population of India above the age of 40 years had glaucoma and many more faced problems due to diabetes which compounded eye-related complications.

KP Chowdhary, Head of the Department of Ophthalmology at Indira Gandhi Medical College here, talked about corneal haematoma, blood clots found on the cornea, and gave inputs on management and treatment.

Dr RN Shashni said problems like refractive error could be corrected with spectacles in most cases and a large number of people became medically unfit for some services due to this error. Advances had made available better techniques.

Problems could be diagnosed easily with equipment like optical coherent tomogram which provided a three-dimensional view of the retina. Guneet Mann spoke on the importance of timely detection of glaucoma.

Villagers hold rally against ACC management
Our Correspondent

Bilaspur, May 19
Villagers today held a rally at Barmana, near here, and warned the ACC management of intensifying their agitation if it did not accept their demands. Addressing the rally, INTUC state leader and former zila parishad member from Barmana Ward, Bhagat Singh Varma and Ashok Sharma, respectively, condemned police action there and demanded that the ACC solve their problems at the earliest.

They alleged that some Congress leaders had been purchased by the ACC, that first instigated people for the agitation but had now deserted them as the ACC had started serving their personal interests.

They said no threats, "false" police cases or arrests could prevent them from raising their voice against the “unhealthy nexus” between the politicians and the management against the villagers. They said the leaders, who were on hunger strike, had refused treatment and continued their strike for the sixth day today.

The police claimed it had used mild force to shift two fasting leaders Amarjit and Anil Thakur of the Sarva Shikshit and Berozgaar Sangharsha Samiti at Barmana yesterday and arrested 13 persons.

Reports said earlier a team of doctors had visited the camp of the leaders who were on the hunger strike and had conducted their medical examination.

The reports said and the doctors had advised the district administration to shift Amarjit to hospital.

A large number of women are said to have surrounded the police and resisted the shifting. The police had to take them against their will resulting in injuries to about six women in the process.
