Protesting students, parties lay siege to police HQ

As the Delhi Police sprang into action with the late-night arrest of the main accused Manoj (22), the national Capital witnessed a series of protests all through the day.

Protestors wanted the resignation of the Police Commissioner Neeraj Kumar, arrest of the erring Assistant Commissioner of Police Bani Singh Ahlawat and death penalty for the accused.

Since morning, numerous groups, comprising student unions and political parties laid siege to various locations such as the police headquarters and the AIIMS where the minor is recuperating.

Demonstrations went on around the Union Home Minister Sushil Kumar Shinde's residence and Talkatora Stadium. There was a heavy deployment of police around these sites.

About 750 men were deputed to guard various protest spots, including Gandhi Nagar where the minor was brutally raped by the accused who locked her up in his rented house on the ground floor of the same building where the minor lived.

What looks to have angered people most is the fact that cops tried to hush up the case by offering money to the victim's father.

Activists and workers from various groups, such as the All India Progressive Women Association, Students' Federation of India, All India Students' Association, Akhil Bharatiya Vidyarthi Parishad besides those from the Aam Aadmi Party and the BJP raised slogans against the police and the Delhi government.

There were also many who didn't belong to any group but had joined in to express their anguish.

One Kailash Chandra, who had skipped his work and stayed the whole day at AIIMS, said, "The police and the government have failed to act and now the accused should be brought to the public to face his fate."

Another protestor said the police are not for the poor, instead they victimise them by not pursuing their case properly.

"Younger girls are becoming victims and it's just mocking women. It does not matter what one does. The situation is getting worse by the day while the police look the other way," said Dimple Wanchoo, an online activist outside the police headquarters.

Train more doctors in family medicine, say experts

To address the concerns over the shortage of doctors in the country, experts at India's first National Conference on Family Medicine and Primary Care (FMPC) here underscored the need for training of more physicians in the family medicine discipline.

This can help reduce the burden of tertiary care hospitals and ensure that people have access to doctors in the neighbourhood, they said.

"While there are very few doctors available in the rural areas, in urban areas it is mostly specialists. There are very few practitioners of good old family healthcare. The hospitals are for people who are rich and can afford it. People in small cities and rural areas go to quacks," said T Sundaraman, executive director of the National Health Systems Resource Centre at the conference supported by the National Rural Health Mission.

Minor abducted, gangraped

A 13-year-old girl was allegedly kidnapped more than a month ago from east Delhi and raped in a room in Loni, Ghaziabad, by eight men, including four acquaintances.

Three men have been arrested. The police are searching for the other five, who are still at large.

According to the police, the girl went missing on March 16. On March 25, the girl returned to her house and said that she was kidnapped by eight men and raped by them. A case of kidnapping was registered at the Farsh Bazar police station.

The family called the police, but they were not willing to take her to hospital for a medical test.

"The investigating officials warned us that our family will be defamed if we got an FIR of gangrape registered. When we approached a Delhi court, which ordered the police for the medical test, they went ahead and her medical examination was conducted on April 12. It established rape," said the family.

A case of gangrape was registered on April 13. The girl today allegedly tried to commit suicide by consuming sedatives over the police inaction. The girl is undergoing treatment at Dr. Hedgewar Aarogya Sansthan and is out of danger.

The girl said that an acquaintance, whom she called "uncle", with two other unknown persons kidnapped her from near her house. She did not know the remaining four men, said a police official.

The police claim out of the four acquaintances, two named as Deepak (20) and Ranjeet (20) have been arrested.

Out of the four unknown men, three have been identified, including the one, Sohan Lal (21), who has been arrested.

Woman constable slapped

New Delhi, April 20
A friend of the Congress general secretary Oscar Fernandes' personal secretary allegedly slapped a woman traffic constable outside the Congress headquarters in Delhi on Saturday.

Ajay Mishra, the friend of Fernandes' personal secretary, Somayya, had stopped his car in front of the office on the main road. A few minutes later, the Delhi Traffic Police constable, Amrita, asked him to park his car by the side of the road.

Mishra allegedly replied, "You don't know who I am, I can sack you." Amrita requested him again, but he said that he is Somayya's friend.

As she asked him again, he got out of his car and allegedly started arguing. He then allegedly slapped her. A police team standing nearby witnessed the incident and walked up to Mishra. They asked him to come to the Tughlak Road police station.

Meanwhile, a case has been registered in this regard.
