GARBAGE DUMPING IN OPEN SPACES
Jammu, April 17 It asked the department to evolve some scientific techniques for disposal of garbage within municipal limits in the state as the dumping places arranged at many places had been found to be health hazards. “Sufficient dumping places were not available in major towns of the state, resulting in severe health hazards for the inhabitants. Dumping of garbage outside the municipal limits is not a viable solution to the problem and the department should evolve certain scientific mechanism for disposal of garbage for maintenance of ecological balance throughout the state,” said Committee on Estimates constituted by the state’s Legislative Assembly in its latest report. It said garbage should never be dumped adjacent to local habitations, in or outside the municipal limits as it “makes lives
miserable”. While examining the coverage of various towns under Urban Infrastructure Development Scheme for Small and Medium Towns (UIDSSMT) & Integrated Housing & Slum Development Programme (IHSDP) flagship programmes, the committee observed that a number of towns were yet to be covered under such programmes aimed at the development of urban population. “The towns which have not been covered under various flagship programmes should be prioritised for coverage under JNNURM phase-II for their development,” the panel said. The much talked-about proposal of Jammu Municipal Corporation (JMC) to start door-to-door garbage collection in the Old City had grounded before its take-off due to shortage of manpower and funds. The civic body vehicles, which collect garbage being dumped by residents in the open and alongside the road, not only spill filth but also cause traffic congestion on narrow roads during morning hours. Furthermore, the corporation doesn’t have enough funds to collect or dispose of the garbage and solid waste on scientific lines. With no provision of door-to-door collection, garbage and other wastes were being dumped either in open spaces or common bins. Besides, the committee took cognizance of problems faced by inhabitants of Jammu and Srinagar cities on account of inadequate parking places and asked the departmental representatives to initiate necessary steps in
this regard. “The department should take serious steps to provide adequate parking places for inhabitants of major cities of the state, particularly Jammu and Srinagar cities, as parking in the streets causes severe traffic congestion,” the panel said. |

Power department workers yet to get safety gear
Jammu, April 17 In absence of safety equipment, thousands of daily wagers being engaged by Power Development Department (PDD) in Jammu and Kashmir for maintenance work or laying new infrastructure are working under constant threat of death and injury. Despite clear directions of the Central Government, the department has failed to provide helmets, high quality ropes and special gloves to these workers. Even repeated pleas by employees unions to equip the field teams with necessary gadgets have fallen on deaf ears and no steps are being taken to ensure safety be made a policy matter. “We have been demanding equipment, but they say it is upto the government. We have no choice but to work under constant fear of death,” said Ram Sharma, a daily wager. In neighbouring Himachal Pradesh and Punjab, most of the workers have been provided necessary safety equipment, like helmets, specialised ropes and cranes to be used during maintenance of distribution lines but in Jammu and Kashmir, no such equipment has been provided to the workers. Chief Engineer, PDD (Jammu), Sehnaz Goni, said that whatever funds are available for buying safety kits are being allotted to the division concerned. “Respective engineers have to distribute safety gear. We distribute gear brought on funds sanctioned to us,” Goni said. She termed the incident as unfortunate and said that necessary compensation will be provided to the family members of Balwinder Mohan, who died while repairing the high-tension wire near a warehouse. “I have sought the report from the officers and necessary action will be taken to ensure that in future, such incidents don’t occur.” |

BGSB University holds annual sports & cultural fest
Rajouri, April 17 In culmination of the sports and co-curricular activities which were going on in the university for the last couple of months, the university organised a one-day sports and cultural fest in
which Vice Chancellor Prof Irshad A Hamal was the chief guest and several other faculty
members were present on the occasion. Among district administration officials, Deputy Commissioner Rajouri Saugat Biswas, Deputy Inspector General of Police Danesh Raina, Superintendent of Police Mubashir Latifi besides people from Rajouri-Poonch graced
the occasion. The event started with recitation of verses from the holy Quran followed by University Tarana sung by students of the university. Dean of Students MR Chowdhary presented a detailed report of the sports and cultural activities in the university. Various folk items were presented on the occasion by the artists and the cultural event started with a Kashmiri folk song by students of the university which was followed by a song of Basher Mastana and party. During the programme, Kartar Singh and
party, Suri Singh and party, Sanjay Singh and party besides Gojri, Dogri, Pahari and Himachali songs of university scholars enthralled the audience. A singer Shahzad Ahmed landed in Rajouri to participate and perform in the programme while a singer from an Army cadre
also participated. In his address, Vice Chancellor Prof IA Hamal appreciated the students and other artists who took part in the cultural event. He said cultural activities are important to build well-rounded personalities. He lauded the players who participated in various games and performed well. Best performers of various departments in various games were given prizes. For badminton, Tariq Aziz, Sonalika Bhagat, Haroon Rashid Choudhary and Priya Bandral received winners’ prizes. |

People buying coolers, air conditioners’ sale down
Jammu, April 17 Though various companies have introduced a range of packages targeting not only first-time customers but also those interested in exchanging their old products with new ones, the sale of coolers is highest. “I think the craze for air conditioners in the middle class has slowed down due to e-metering process. People have become conscious about conserving energy,” said Sanjay Gupta, a distributor at Indira Chowk. In most of the bazaars, shopkeepers have displayed a range of products with huge advertisements showing discounts and new plans. A brand of air coolers has come up with products having power-saving technology, keeping in view the power scenario in the state. “We today exchanged our old fridge with a new one under the exchange scheme and it was a good scheme during this time,” said another local resident Surinder Kumar. However, most of the residents in the city are facing a major problem of power supply as the region is still facing nine-hour power cuts, making the days
quite unbearable. "We have made our preparations a fortnight in advance as the mercury has started to rise. Not only steel-body coolers are being assembled, but also the demand for fibre-body coolers is rising," said Ajay Agrawal, one of the wholesalers of local summer coolers in the city. “After God, fan and cooler is our only hope during the next six months, but at times, they remain silent due to the government’s inability to maintain uninterrupted power supply,” he said. |

Those dead have been identified as Jaswant Singh, 50, his wife Bimla Devi, 45, of Nai Blara, Chirala, Inderjit Singh, 28, of Puneja, Chirala and the driver Kartar Singh, 25, of Blara, Chirala. The injured have
been identified as Shashi Parihar and Rajinder Singh, both of Rukali,Chirala. They were admitted in the District Hospital, Doda. Eyewitnesses blamed the driver for
rash driving. A person died on the spot and five persons were injured when a Tavera
taxi (JK01N-6393) they were travelling in from Jammu to Srinagar plunged into a 150-feet-deep gorge from the Jammu-Srinagar National Highway at Sherbibi in Banihal this afternoon. The dead have been identified as Sameer Ahmed, 50, of Batmalu, Srinagar, while those injured are Abdul Majid Mir, 40, of Gulbarg Colony, Hyderpora, Srinagar, Syed Altaf Ahmed, 40, of Kangna Beerwah, Budgam, Ali Mohd Najar, 55, of Natipora, Srinagar, and his son Bilal Ahmed, 33 and Ghulam Din Wani of Sherbad, Pattan. Patwaris’ strike enters tenth day

(AJKPA), the striking patwaris staged a protest inside the premises of the Deputy Commissioner’s office here to press for their demands. Similar demonstrations were also reported from other
district headquarters of the state. “The state government had promised to resolve
all the issues of revenue officials by March 31, 2012. It is unfortunate
that the government has not taken any step to resolve the long-standing issues which forced the association to resume indefinite strike,” Raman Raj Sharma, provincial president of the association, said. |

Conservation of forests is priority of govt: Minister
Jammu, April 17 He said in the past four years, focused attention had been given to the restoration of degraded forest land and conservation of the state’s rich eco-zones by launching massive afforestation drives. He said the creation of infrastructure for effective implementation of conservation programmes had also received special attention. The minister was addressing a large gathering of senior functionaries of the Forest Department and its allied wings after inaugurating the Regional Office Complex of the Soil Conservation Department (SCD), which has been constructed at a cost of Rs 78.56 lakh at Reka in Jammu. The minister said forests, water bodies and perennial rivers fed by glaciers were main attractions for tourists visiting the state and these need to be protected at any cost. He expressed hope that by virtue of cooperation of every individual, the government would succeed in ensuring a green revolution across the length and breadth of the state. Asking for making judicious use of the available funds and resources, the minister asked the functionaries that the result of the conservation and development of forests and other natural resources would be visible on the ground. MP credits INC for development in Desa
Batote, April 17 Except former Chief Minister Ghulam Nabi Azad, none of the state or Union ministers or MPs has ever visited the place. Azad had visited the place by chopper as there was no proper road to the area. He had first visited the place when he was the Chief Minister, in 2005 during ‘snow-tsunami’ to take stock of the situation and then in 2008 while campaigning for the Assembly elections. MP Lal reached the area via a 10-km-long Bimna-Ghei stretch, a road under construction under the Pradhan Mantri Gramin Sadak Yojna. He was accompanied by Ramban MLA Ashok Kumar, Doda DC Farooq Ahmed Khan, Doda SP Arif Rishu and other local officers and Congress leaders. While castigating the BJP, PDP and the NC for ignoring the Dessa area, he credited the INC for the development of the area with the sanctioning of the road, upgrade of schools under the Rashtiya Madhyamic Shiksha Abhiyan and Sarva Shiksha Abhiyan, supply of power and provision of 100 days of employment and construction of pucca lanes and drains under the Mahatma Gandhi National Rural Employment Guarantee Act. He said the INC wanted an equitable development of all the provinces of the state and would never compromise on self-rule or autonomy and removal of the Armed Forces Special Powers Act. Lal Singh lamented that by toppling the coalition government led by Azad through a pre-planned conspiracy in 2007, the PDP leadership did the greatest disservice to underdeveloped areas of the state such as Dessa by impeding the development process started by the leader. He said recently, Union Health Minister Ghulam Nabi Azad had sanctioned 145 posts of doctors for the state and a new hard allowance for the doctors serving in remote areas. Baglihar-Kishenpur power transmission line to be re-routed
Jammu, April 17 The agreement was signed by KR Suri, general manager (O&M), on behalf of the power grid corporation and PR Angurala, chief engineer, Baglihar HEP-I, on behalf of the JKSPDC in the presence of JP Singh, executive director, POWERGRID, Northern Region-II, and senior executives from both organisations. As per the agreement, the scope of work of the power grid will include design, engineering, procurement, erection, project management, testing and commissioning required for the re-routing of the 400-kV D/C Baglihar-Kishenpur transmission line near Peraj village in Ramban district. The estimated cost of the project is Rs 7 crore. The power grid is already restoring the 132-kV transmission lines in the Poonch area, which were damaged in January due to heavy snowfall and high-velocity winds. |

CCBL sets business target of Rs 700 cr for current fiscal
Jammu, April 17 “The working results of the bank at the close of financial year 2012-13 have shown encouraging trends. The membership of the bank has gone up to 30,467 with a share capital of Rs 601.59 lakh against last year’s benchmark of Rs 546.47 lakh. The deposits of the bank are to the order of Rs 29068.88 lakh whereas the advances are Rs.12339.01 lakh,” Dinesh Gupta, Chairman CCBL, told reporters here. The chairman said the bank has effected a record recovery of Rs 2409.17 lakh during the financial year. “The percentage of net NPAs to total loans has gone down and the bank is in profit. The bank has advanced a substantial amount of Rs 7182.65 lakh to priority sector and has made advances to the tune of
Rs 565.59 lakh only to weaker sections,” said Gupta. |

Jammu, April 17 The Political Science Department was bundled out for a paltry 68 runs in 13.3 overs. Narinder and Bilal scored 18 and 13 runs, respectively. For the Physical Education Department, Rajinder, Vinay Manhas, Sunil Dutt, Amit, Ranveet and Kulvinder took a wicket each. In reply, the Physical Education Department cruised to victory in just 6.3 overs for the loss of two wickets. Sunil Sharma and Taqdir Singh contributed 35 and 29 runs, respectively. 84 Battalion emerged winners in the 96-kg and 84-kg categories,
respectively. Rakesh Kumar Sharma, second-in-command, 166 Battalion, was the chief guest in the valedictory function. He gave away trophies to the winning and the runners-up teams. Prominent among those present on the
occasion were Deputy Commandant IS Bandhu, instructor Des Raj Dogra, sub-inspector Surinder Singh and head constable Kewal Krishan. The tournament was organised by 84 Battalion. |
