At a time when realty is passing through recession, the housing sector in smaller towns of Haryana is set to get a boost, with the Hooda government granting substantial relief to private builders regarding payment of external development charges (EDC).

The state Revenue Department has partially cleared the list of names of appointed tehsildars and naib tehsildars in the state. After days of tug-of-war between state Finance Minister Mahender Partap Singh and Chief Minister Bhupinder Singh Hooda’s office, the minister has directed the Financial Commissioner, Revenue, to announce the posting and transfers of half the names on the list vetted by the Chief Minister.

Missing woman found critically hurt after mishap

A 30-year-old woman of the city has been admitted in the PGIMS Hospital in a critical condition after she was found unconscious following a road mishap. While she had gone missing from her house on April 10 under mysterious circumstances, her husband has alleged that she was abducted and gang-raped by three youths before the accident took place.

Man held for attempted murder

The Jatusana police has arrested a villager, who, along with an accomplice, had made a bid on the life of a liquor contractor, Surender Singh, of Jhajjar district at a liquor vend at Lala village, 15 km from here, on Saturday. Identified as Vikas of Lala village, the accused was today produced in a court at Kosli. He was remanded in the police custody for a day. A man has been booked for attempting to rape a married woman at Nangal village in Fatehabad, The accused, Mohit, has been absconding after the incident. The 32-year-old woman alleged that her husband had a shop in the village. She alleged when her husband was in his shop last night, the accused entered her house and tried to rape her. She alleged that the accused ran away when she raised the alarm. TNS

Lover accused of rape

A DLF Phase III woman has accused her lover of two years of rape. The 25-year-old victim complained to the police that Sidharth Shekhar, who hails from Bihar, had allegedly been in relation with her for two years and promised to marry her. However, she said he was married and had a child. He had met her in Laxmi Nagar, Delhi, and they fell in love. The police has registered a case and is looking for the accused. TNS

5 named state finance panel members

Housing sector in small towns gets boost
Builders get relief in payment of EDC

At a time when realty is passing through recession, the housing sector in smaller towns of Haryana is set to get a boost, with the Hooda government granting substantial relief to private builders regarding payment of external development charges (EDC).

Under the new policy for towns falling under the low potential zone lacking EDC services, the coloniser would be free to procure essential services from outside agencies, including municipal bodies and public health sector, after a no-objection certificate (NOC) from the Haryana Urban Development Authority(HUDA). The coloniser would also be allowed to claim exemption of the proportionate amount spent on the provision of services from the payment of EDC, sources said.

The sources said HUDA would not deny the NOC in case the internal development works were completed by the builder and acquisition proceedings of land reserved for sector roads along sector boundary of the colony were yet to be completed by HUDA.

A senior official told The Tribune that the new policy would help the urbanisation process in two ways. One, it would encourage the builders to participate in the planned urbanisation process of towns falling in the low potential zone as per the objective of National Housing Policy 2007. Two , it would check migration to larger cities as most of the urbanisation had taken place in the towns falling in the hyper potential, high potential and middle potential zones.

Giving details of the new policy, the official said in the existing projects where rates of EDC were not finalised at the time of grant of licence, the rates of EDC as prescribed in the agreement at the time of grant of licence would remain applicable till the actual provisioning of services by HUDA. The EDC rates finalised subsequent to the grant of licence would not be applicable unless they coincided with the due date as defined in this policy.The EDC rates for future licences would either be as finalised by HUDA or average rates as worked out by the state government according to the existing policy.

According to the new policy, builders willing to avail hemselves of the benefit of this policy would submit an application along with 25 per cent of the principal amount of the EDC and bank guarantee equivalent to 50 per cent of the balance principal amount of EDC to the Director-General, Town and Country Planning (DGTCP). The Director-General, Town and Country Planning, might convey the acceptance of such application under the policy. In such a case, the approval of zoning plan, service plan, building plan, renewal of licences etc would be considered without insisting for any further payment of EDC, the officials highlighted.

The official said starting from the due date, the payment of balance EDC would be made in 10 equated six-monthly instalments. For grant of cccupation certificate or completion or part-completion certificate, the balance EDC would be required to be paid in full.

The state Revenue Department has partially cleared the list of names of appointed tehsildars and naib tehsildars in the state. After days of tug-of-war between state Finance Minister Mahender Partap Singh and Chief Minister Bhupinder Singh Hooda’s office, the minister has directed the Financial Commissioner, Revenue, to announce the posting and transfers of half the names on the list vetted by the Chief Minister.

The transfer and posting orders issued today are those of 10 tehsildars and 11 naib tehsildars from the state Revenue and Disaster Management Department. The original list, however, contained 18 names for appointment as tehsildars. The office of the Revenue Minister received the file containing the names of the officials to be appointed on April 9 from the Chief Minister’s office that were partially cleared today.

A lot was being read into the delay of the transfers, as the Revenue Minister and Chief Minister, who earlier did not see eye to eye, had recently mended fences. The delay was being seen in political circles as defiance on part of the Revenue Minister against the Chief Minister.

As per the list released today, Ishwar Singh has been posted tehsildar at Shahabad vice Ashok Kumar, who has been transferred to FCR office in place of Dheeraj Chahal, who goes as such to Hodal. Dr Naresh has been posted at Tauru against a vacant post. Similarly, Dilbag Singh and Surinder Verma have been posted as tehsildars at Narnaund and Hisar, respectively, against vacant posts.

Dalip Singh has been posted as tehsilar at Julana vice Matu Ram Nehra, who goes as such to Jind. Bhupinder Rao has been transferred as tehsildar to Dadri against a vacant post.

Among naib tehsildars, Kanwal Singh has been posted at Jind and Virender Singh has been posted at Nangal Chaudhri against vacant posts. Parkash Chand has been transferred as naib tehsildar at Jakhal vice Jamit Rai, who goes as such to Kalayat. Iqbal Singh has been posted at Mulana vice Partap Singh, who has been transferred to Raipur Rani. Mewa Singh has been posted at Rajaund vice Lovjeet Singh, who goes as such to Ladwa .

Several districts are still without tehsildars where other officials are holding additional charges.

Om Parkash, Krishan Singh and Mahender Singh have been posted as naib tehsildars at Ambala Cantt, Pillukhera and Barwala, respectively, against vacant posts.

In the past, the Revenue Minister had fallen apart with the Chief Minister by voicing his concern over the issue of land acquisition in the state. He had suggested that farmers that comprise a majority of his constituency should be made shareholders in any venture that comes up after acquisition.

Uneasy calm in Kaithal village as cops deployed
Upper caste girl, Dalit boy get married in Chandigarh

Uneasy calm prevailed in Pabnawa village of this district today where Dalits' houses were allegedly ransacked by some upper caste people on Saturday night to express their resentment against the alleged kidnapping of an upper caste girl by a Dalit boy.

According to reports, the boy and girl have got married in Chandigarh. They have reportedly been provided protection after they approached the high court for it.

They approached the district administration following which they were kept in a safe house under police protection. This was confirmed by the deputy commissioner Chander Shekhar and superintendent of police Kuldeep Singh Yadav this evening.

The situation was under control and a heavy police police force led by deputy superintendent of police Anil Kumar Rao was deployed in the village to maintain peace.

Members of upper castes have constituted a 31-member committee to keep a watch over the situation. After the violence incident on Saturday night, they had formed teams to keep a watch over mischievous elements and ensure the safety of Dalit families in the village .

Meanwhile, the Dalits reportedly did not cook food in their houses in Pabnawa today. They were provided food prepared in Guru Ravi Dass Dharamshala, Kurukshetra. They were also facing drinking water problems as hand pumps were also damaged in Saturday’s violence.

The families who became victims of violence have sent their children and female members to some other places.

The Dalit in the village also held a meeting today and constituted an 11- member committee to chalk out their

strategy. It is learnt that and they have refused to bring their families back till they were assured of their safety and normalcy was restored in the village.

The deputy commissioner said that officials had been asked to assess the loss suffered by victims and they will be provided all possible help and compensation.

The deputy commissioner said PL Punia, chairman of the SC/ST commission from Delhi would visit Pabnawa village tomorrow to review the situation.

Six members of a family were killed in road accident near Bata village on the Kaithal-Narwana road, about 13 km from here, today. The deceased included a woman and a child.

The family of a rice mill owner of the Aggarwal community had gone to pay obeisance at Bhanbhauri Devi temple in Jind district on the occasion of navratras. They left home at 3 am in their car (HR-7M 3516) this morning and were returning home when their vehicle allegedly rammed into a speeding dumper (HR-64 2380) coming from the Kaithal side.

The deceased have been identified as Veer Bhan, son of Kapoor Chand, aged 38; Raj Rani, wife of Mohinder Kumar, aged 54; Rajesh, son of Mohinder Kumar, aged 30; Saurabh, son of Mohinder Kumar, aged 22; Shubham, son of Naresh Kumar, aged 17; and Anshul, daughter of Naresh Kumar aged three-and-a-half years. All of them were residents of Sargodha Colony here. While Veer Bhan, Raj Rani and Rajesh died on the spot, the other three died on way to the hospital in Kaithal.

The bodies were cremated in the afternoon in the presence of hundreds of mourners. Traders in the grain market and the Jakholi adda area closed their establishments today as a mark of respect to the deceased.

Government favours outsourcing of non-core police functions

The Haryana Government favours outsourcing of non-core functions of the police like servicing of summons, issuance of driving licenses, arms licence verification, recruitment to ministerial jobs in the police establishment, traffic control functions to progressively free the force for use in priority areas.

These functions should be handed over to outsourced agencies in a phased manner after giving them requisite training, suggested Chief Minister Bhupinder Singh Hooda in his speech at the Chief Minister’s conference on administrative reforms here today.

As the Chief Minister could not attend the conference because of some other engagements, Haryana Parliamentary Affairs Minister Randeep Singh Surjewala represented the state.

Hooda stated in his speech that the state government had communicated its detailed response to the 153 recommendations contained in the Administrative Reforms Commission (ARC) report.

Keeping with the ARC suggestions, Haryana had set up the State Police Board to serve as an overall supervisory body at the highest level.

Haryana had also set up a Police Complaints Authority to serve as a watchdog within the ambit of the Police Act. The institution of Lokayukta too had been doing an admirable job by investigating and bringing to book serious violations of law.

The Chief Minister favoured a strong federal structure to safeguard the autonomy of states. “We cannot support any step which compromises the federal structure in any manner. It is not possible for us to support any provision which enables the Central Government to move the central forces into a state without the state’s consent or requisition”, he said, adding that “federal crimes” should be identified and listed.

On modernisation of the police force, he said the Haryana police had a large and modern fleet of vehicles. PCRs fitted with GPS were patrolling urban areas. A high-speed telecommunication network was spread throughout the state. On the issue of separation of criminal investigation from law and order functions, Haryana had set up an independent state crime branch.

Regarding confession before the police, Hooda said: “We are strongly against any changes in the existing provisions of the Cr.PC and the Indian Evidence Act. Confession made before the police cannot be made admissible irrespective of the precautions taken”.

HUDA extends time limit for construction on residential and commercial plots

The Haryana Urban Development Authority (HUDA) has extended the time limit for construction on residential and commercial plots beyond the stipulated period of two years.

A HUDA spokesperson said it had been decided that there should be no upper limit of the time within which the allottee was required to complete the minimum required construction. The extension fee beyond the initial period of two years had been fixed.

After its expiry, further extension would be allowed on payment of extension fee at double the rates of the previous year. However, this would not apply to plot sizes up to 100 sq m.

In respect of commercial sites up to two storeys or more than two storeys, the rates for extension fee would be two or three times the rates for residential plots, respectively.

He said a 50 per cent rebate in the extension fee would be allowed in the case of plots allotted to defence personnel, including paramilitary forces. The rebate in the extension fee to women and widows would continue to remain in force.

He said the existing allottees would be required to pay the extension fee at the revised rates for any extension to be sought after the policy comes into force. However, the allottees would not be required to pay any differential amount for the extension fee already paid by them before the date of the issue of the policy.

The policy would be applicable to all cases where resumption orders have been passed due to non-construction but the allottees or re-allottees had challenged the resumption orders and cases were pending in any forum.

In such cases, the estate officer would inform the court or authority where the appeal of former allottee against the resumption order is pending that the said court or authority may dispose of the appeal in terms of the new extension policy.

He said the plots that had been resumed after December 31, 2007, but the allottee had not challenged the resumption order, as the date of the issue of the policy would be restored by the estate officer after the approval of the zonal administrator.

He said the policy would not be applicable where litigation had attained finality and resumption order had been upheld.

The policy would not be applicable where the allottee or re-allottee had executed the SPA or GPA after the passing of the resumption order, he added.

A 30-year-old woman of the city has been admitted in the PGIMS Hospital in a critical condition after she was found unconscious following a road mishap. While she had gone missing from her house on April 10 under mysterious circumstances, her husband has alleged that she was abducted and gang-raped by three youths before the accident took place.

According to a complaint lodged with the police, the woman, a resident of Preet Vihar, had gone missing after shopping in the local Shivaji Colony market on April 10. Her husband, an army personnel, had lodged the complaint on April 12.

She was referred to the PGIMS in a critical condition today. Before that she was admitted in a hospital at Kharkhoda town of Sonepat district, about 30 km from here.

It is revealed that the woman was travelling with two or three persons in a Maruti Ritz car when it met with an accident near Kharkhoda. While she had been unconscious since the accident that took place on Saturday, she was shifted to the PGIMS today where her condition remains critical.

Her relatives have alleged that she was abducted and raped by three youths identified as Mandeep, Sunil and Navin, all local residents, and became the victim of an accident while she was being taken to some other place a couple of days ago.

Senior Superintendent of Police Vivek Sharma, however, said the complaint lodged by the relatives had several holes and was contradictory.

He said her medical examination would be conducted when she gained consciousness.

The police has registered a case under Sections 366 and 376 against the accused.

In another case, the police has arrested the third accused allegedly involved in the gang-rape of a woman at Meham after she was offered a drink laced with sedatives recently.

Husband held, 5 others booked for dowry

Karnal, April 15
The police has booked six members of a family in a dowry death case and arrested the husband of the deceased on the complaint of her father.

Dharmbir, a resident of Kaimla village here, lodged a complaint with the Kunjpura police station that his 22-year-old daughter was being harassed for dowry by her in-laws and fed up by torture, she had consumed some poisonous substance on April 9.

She was taken to the PGI, Chandigarh, in a critical condition and where she died on April 13. The police registered a case against six members of her husband's family, including her husband, Shispal, resident of Dabarki Kalan, and arrested him from Karnal city yesterday.

He was produced in the court today and remanded in a one-day police custody while the other accused were still at large. "Shishpal (26) got married to my daughter in May 2012. Her in-laws had been harassing her for dowry and finally she ended her life," said Dharambir .

Meanwhile, seven persons were booked for murdering a 47-year-old woman in Pada village in the Assandh area of Karnal.

The deceased, who had gone to meet some villagers in Pada with her daughter for recovering Rs 20 lakh for the land sold by her, was allegedly given poison forcibly by the accused while the daughter managed to escape. She said the party had called her mother to the village for collecting the payment, but had some other plans.

A case has been registered on the complaint of the daughter against seven persons. — TNS

3 held for raping, molesting minor

The police has arrested three residents of Dhani Jetpur village, for allegedly raping and molesting a minor girl (14), a class VIII student, late on Saturday night .

They were today produced in a local court which remanded them in 14-day judicial custody. Sources said when the girl came out of her house at Nangal Teju village, which lies in the vicinity of Dhani Jetpur village, to answer the call of nature, the three youths, who were apparently lying in ambush, overpowered the girl and took her to a nearby field. While Mukul allegedly raped her, his two accomplices brutally molested the girl.

When the girl’s mother, along with the victim’s aunt, approached the above field shouting for her daughter, the youths fled after threatening the victim with dire consequences if she informed anyone in this regard. However, the girl informed her parents and a complaint was filed following which the police booked the three youths and arrested them.

2 booked for rape bid

The police has booked a man and his wife after a married woman from Bighar village in Fatehabad alleged that an attempt was made to rape her in her house.

The woman, who is admitted to a hospital with poisoning, alleged Raje Ram and his wife, Nirmala, came to her house on the night of April 13 when she was alone.

She alleged that she was taken to a room where animal fodder was kept . Raje Ram allegedly tried to rape her there as his wife held her hands.

The woman alleged when she raised the alarm, the accused fled the room.

After the accused escaped, she became panicky and consumed a pesticide by mistake instead of a medicine.

The police said that a case has been registered against the accused couple.

8 Faridabad petrol stations sealed as dues not cleared

Haryana Urban Development Authority (HUDA) has sealed eight petrol stations located on its sites in Faridabad as the oil companies concerned have not cleared its dues. In retaliation, petrol pump owners in Faridabad have decided to close down their units tomorrow to express solidarity with the affected owners.

BS Kaliraman, Faridabad Estate Officer of HUDA, said the companies had not cleared the dues of more than Rs 3 crore despite several notices and reminders.

He rebutted allegations that the department had acted in haste to seal the pumps. Rather, the sites of the pumps were resumed a few days ago. In spite of it, the oil companies had not responded, he added.

HUDA had leased the sites to the oil companies and hence, only they were its lessees, legally. The companies sub-let the sites to their dealers who had no locus standi in the eyes of the department.

The controversy is about three years old when HUDA allegedly deviated from the term of the lease agreement with the companies which provides for fixation of rent on the basis of a "dispensing machine" installed at the pumps.

The department changed the norm to make nozzles in a machine as the basis. However, the companies have not abided by the new norms. Hence, the accumulation of the arrear rents.

Petrol pump owners said each of the earlier machines at the pumps had one nozzle fitted to it. However, the machines had been replaced with technologically advanced ones, each having several nozzles in order to dispense with the increasing number of customers. Meanwhile, a delegation of pump owners today met Faridabad Deputy Commissioner Balraj Singh under the aegis of the Fariadabad Petroleum Dealers Association and demanded his intervention on their behalf.

State govt to honour teachers

The state government will honour those teachers who give outstanding performance in education, culture and various other activities at the cluster level in the state under the Class Readiness Programme.

This was stated by Additional Principal Secretary and Financial Commissioner, Haryana Education Department, Surina Rajan today.

She said Chief Minister Bhupinder Singh Hooda would honour such teachers.

She said the Class Readiness Programme had been organised by the Education Department at divisional level to improve the level of education in children and develop the tradition of dialogue for their benefit.

Rajan said the state government had set an annual budget of Rs 7,000 crore for the promotion of education.

“The government is laying emphasis on providing facilities to the teachers. The concerted efforts made by both teachers as well as principals will lead to better output,” said Surina Rajan.

She said in the present scenario, the parents were more inclined towards admitting their children toprivate schools.

A survey conducted recently by two agencies has proved that on an average, Rs 1,000 or Rs 2,000 are being spent per child in private schools whereas on an average Rs 2,500 are being spent per child in government schools.

Despite this, the state government is looking for better results, which is a matter of great concern, she added.

After a brief encounter late last night near the Bhainswan Khurd turning on the Gohana-Rohtak stretch of the national highway, a special investigating team of the district police claimed to have arrested three hardcore criminals.

It seized eight pistols, 62 rounds, four magazines and an i-10 car from them.

The accused were identified as Anil of Rohad village in Jhajjar district, at present residing here in Model Town, Mohammad Salim of the local Patel Nagar and Deepak of Gautam Nagar in Gohana.

Yash Pal Khatan, DSP, Gohana, said after receiving specific information about the movement of the armed gangsters, the team laid a trap at a bridge near here. When the team signalled the car to stop, the gangsters fired at the team. However, when the team fired back, they surrendered.

The DSP said Anil along with these accomplices had also fired outside Pradeep’s residence in Sector 23, Sonepat, on February 13. Anil had been declared a proclaimed offender by the court. The accused were produced before the court this evening and remanded in police custody.

290 haemophiliacs registered with govt hospitals

Rohtak, April 15
A one-day conference on haemophilia was organised by the paediatric department of the PGIMS here today.

A total of 290 haemophilia patients are registered in five government hospitals in the state working as nodal centres for the disease.These hospitals are located in Ambala Gurgaon, Hisar, Karnal and Rohtak. The figure may be much higher due to various factors, including a proper awareness and the social stigma attached to the disease.

Dr Sukhbir Singh Sangwan, Vice-Chancellor of Pt BD Sharma University of Health Sciences, said as haemophilia affected mainly male children, it was high time for research for a breakthrough to provide better treatment for this disease. Since the treatment of the disease was costly, the government had designated the five district hospitals where treatment for haemophilia as anti-haemophilic factors would be available.

While Rs 25,000 has been sanctioned for each district hospital, the specialised centre at the local PGIMS has been designated as the referral unit for secondary and tertiary treatment of haemophilic patients. A patient admitted to any hospital outside the state was also entitled to a reimbursement of up to Rs 80,000 in certain cases.

Guest teachers hold demo

Jhajjar, April 15
A large number of guest teachers posted at government schools across the state today held a state-level demonstration here under the aegis of Atithi Adhyapak Sangh and submitted a memorandum to Education Minister Geeta Bhukkal demanding regularisation of their services.

They also served an ultimatum on the state government to concede their demand within a month or face dharnas outside the MPs' residences in the state.

Earlier, guest teachers from various parts of the state gathered at Sector 6 here .

Addressing the teachers, Arul Malik, president of the sangh, said hundreds of guest teachers would be ruined if the government did not regularise their services as many of them them had become overage and could not adopt another profession. Thereafter, the teachers took out a protest march to the the Education Minister's residence, shouting anti-government slogans. Security was in place to avert any untoward incident. — OC

Chhatar Singh posted as chief coordinator, Investment Promotion Centre

Chandigarh, April 15
The state government today posted Chhatar Singh, Principal Secretary to the Chief Minister, as chief coordinator, Investment Promotion Centre, New Delhi, in addition to his present duties against a vacant post.

Sudhir Rajpal, Director-General and Secretary, Information, Public Relations and Cultural Affairs and Grievances and Director General, Sports and Youth Affairs, has been posted as Secretary, Sports and Youth Affairs Department in addition to his present duties against a vacant post.

Consequent upon the appointment of Ram Bhagat Langayan as member-secretary of the 4th State Finance Commission, the government has relieved Rajeev Ranjan, Special Secretary, Finance Department, Director and Special Secretary, Environment and Member Secretary of 4th State Finance Commission, of the said charge. — TNS

BJP-HJC alliance meet on April 18

The coordination committee of the BJP-HJC alliance will meet on April 18 in Delhi to sort out various issues being faced by the alliance. President of the state BJP Ram Bilas Sharma and HJC president Kuldeep Bishnoi are joint conveners of the coordination committee.

Stating this here today, Sharma said there was no dispute between the two parties over the sharing of the Lok Sabha and Assembly seats. It had already been decided that the BJP would contest eight of the 10 Lok Sabha seats in Haryana, while the HJC would contest two. Similarly, each party would contest 45 Assembly seats.

However, he did not say which seat would be contested by which party.
