Various depts fail to spend development funds
Dehradun, March 18 When the new financial year began in 2012-2013, there was a total of Rs 44790.58 lakh as balance amount of the previous year, against which only Rs 35,751 lakh had been spent by March 2013 and the balance of Rs 9038.62 lakh is likely to be carried forward in the new financial year (2013-2014). In fact, a bad practice of failing to spend funds has gained hold of the various departments in the state. Out of the 45 departments, the maximum number of funds that have remained unspent continue to be under the MLA Local Area Development (MLAD) funds, followed by Jal Sansthan, Department Urban Development, and MP Local Area Development (MPLAD) Fund. An unspent amount of Rs 4187.77 lakh allocated for initiating development under the MLALAD (MLA Local Area Development) fund remained unutilised by the MLAs who are entrusted with the task of planning and implementation of the schemes in the state and their constituencies. Next in line is Jal Sansthan, with an unspent fund of Rs 1161.14 lakh, followed by Rs 866 lakh from the MPLAD (Member of Parliament Local Area Development Fund) and unspent amount of Rs 868.24 lakh of the Department of Urban Development. “It speaks of poor planning on the part of the government. Usually, balance amount should be spent first but in Uttarakhand, year after year it is deposited in the Personal Ledger Account for the purpose of spending in the future. Such a situation would not have arisen if the departments began planning in the month of April, because they are always in the know of the unspent funds and can easily plan for their utilisation. There is always fear of diversion of such accumulated funds,” said a senior official in the Department of Planning. Haridwar, March 18 Course curriculum and other aspects are being finalised currently by Sanskrit experts and scholars, with feedback being taken from across the country. As Sanskrit has wide aspects of management, which, in the current scenario, is one of the most sought after career options, Sanskrit University is trying to help scholars to do MBA in Sanskrit. Normally Sanskrit students find it difficult to give papers in English but now Sanskrit University will provide MBA students with papers in Sanskrit language also. This will be on the lines of M.Sc, Vedic physics, or M.Sc, Vedic chemistry, as being provided by Gurukul Kangri University. Informing The Tribune about this, Vice Chancellor of Uttarakhand Sanskrit University Mahavir Aggarwal said that be it Vedanta, Geeta, Chanakya, Patanjali or other aspects, management traits have been depicted in Sanskrit language since ancient times. “We want to make this a reality in the coming academic year, which will give Sanskrit a global and career-oriented colour. Sanskrit is regarded as the mother of languages and surely it will be the same when it comes to human resources, business administration and management,” said Aggarwal. Meanwhile, Uttarakhand Sanskrit University will be holding its convocation ceremony on March 21, which will take place at BHEL auditorium. As in the last academic session of 2010-11, due to some reasons the convocation ceremony was not held. This session students will also be given degrees along with this year's (2011-2012) students. A total of 2603 students will be accorded degrees by the Governor of Uttarakhand, Aziz Qureshi. |
Elephant electrocuted
Haridwar, March 18 According to forest officials and local residents, the incident occurred at night and came to the notice of passersby in the morning. The carcass was lying in a field. The incident was informed to officials of the Forest Department and Rajaji National Park. Divisional Forest Officer D Sanatan Sonkar said the elephant came in touch with an 11,000 voltage line passing through a field and got electrocuted. He said he had written to the power department in this regard. “The power lines passing through the Gurukul Kangri University area are very low. As this is an elephant movement area, we have urged the department concerned to make sure the wires are placed safely,” said Sonkar. |

Dehradun, March 18 Rawat has been waiting for an opportunity to get even with his bete noire and BJP leader Nishank, who had tried to fix him up by initiating an inquiry into the alleged grabbing of a piece of land by Rawat from a member of a minority community. More than anyone else, it was Rawat who had pressed for the setting up of a commission to inquire into the scams committed during the BJP rule, especially when Nishank was the Chief Minister. The discomfort of the BJP leaders, notwithstanding, the Congress might table the report tomorrow, instead of March 20 as declared earlier. During Nishank’s tenure as Chief Minister, several scams had surfaced, especially the allocation of hydropower projects and the misappropriation of funds during the Kumbh mela. In fact, to arrest the damage caused by these scams to the party in the state, the BJP central leadership had then removed Nishank and appointed BC Khanduri as Chief Minister. Rawat smelt an opportunity to pin down Nishank in the aftermath of the allegations levelled against the Bahuguna government for the alleged sale of government land at SIDCUL at throwaway prices to businessmen and builders. The minister on Saturday last had successfully managed to downplay the issue and had instead taken on the BJP by declaring that the Bhatti Commission report would be tabled in the House. Encroachers to face action in Roorkee
Haridwar, March 18 The officers were instructed to earmark all such lands, shops, houses and plots which have been illegally occupied. "As soon as the report is submitted by the officers, we will take necessary measures from our side and legal action to make sure all such properties are cleared of the encroachments,” said Meena. She said a project wherein the vacant land of the Municipal Corporation would be utilised for the creation of a slum colony, was in the pipeline and that nodal agencies such as the Public Works Department and the Municipal Corporation had been asked to file a report in this regard. The Roorkee Joint Magistrate also took cognisance of complaints against pubic distribution shops or fair price shops. She, along with Food and Supplies Department officers, made impromptu visits to these shops.
Upon finding three such shops closed at a time they should be open, Meena gave orders to seal them instantly. The shopkeepers concerned have been
directed to explain in written why their shops were closed and to provide details of the ration procured and distributed in the past six months. Meena said, “I have

Second Big Gig event on March 23 in Mussoorie
Mussoorie, March 18 This year the event is being organised in support of schoolchildren where the proceeds of the event will go towards providing meals for children at the Garhwal English Medium School near Mussoorie for one year. The school is committed to providing quality education to about 250 village children up to Grade 6. The full line-up for the day consists of five bands, The Accidentals, Barefaced Liar, The Bootleg Browns, Gravy Train and The Okies, representing different styles of music from across the globe. The Accidentals are an acappella voice group from Woodstock School coached by choir teacher Abe Okie, and are sure to enchant the audience with their amazing harmonies and melodious covers of well-known pop classics. Barefaced Liar hails from Delhi and has a unique sound, experimenting with genres ranging from heavy metal to blues to classic rock, bringing it together to create an individual sound. The members’ passion for song-writing and creating catchy music make them one of the top bands in India today. The Bootleg Browns includes the Woodstock staff Aditya Manral, Andrew Das, Prateek Santram, and Darab Nagarwalla. Their music is a cocktail of blues-based rock music with a hint of funk and a dash of soul, influenced by The Rolling Stones, The Beatles, and Led Zeppelin. They will also perform a number of Sufi ballads that was played at the first Big Gig last year. Gravy Train from Delhi describes itself as a rock and roll, blues and alternative band. The Okies are American folk duo Abe and Bethany Okie who teach at Woodstock School and hail from Atlanta, Georgia, the USA. The husband and wife combo entertained crowds at last year’s Big Gig with their eclectic set, influenced by the rich musical heritage of their childhood in the American South, drawing on classic rock, folk and western classical music. This mixture of traditions creates a panorama of American music that is both unique and pleasingly unpredictable. The objective is to show the corporate social responsibility towards the local community by assisting the poor children in their primary education in and around Mussoorie. |
Case of theft at jewellery shop solved; 3 held
Dehradun, March 18 The police has recovered 13 gm of gold from their possession out of total 20 gm, which they had stolen from the shop. The fourth accused Zafar continues to be at large. Shakir Ali and Iqbal were arrested from Mela Gate, Deoband, today. Driver Parvez feigned ignorance, saying that the accused hired him to take them to Dehradun and he had no inkling that they were planning to commit a theft in the city. The police is considering driver as an accomplice in the case. Instead of charging the general fare of Rs 1000, He charged Rs 5000 from the accused, which
indicates that he fixed a deal with them. The way he ran away from the crime spot and did not appear before the police also put him
under scanner. Both Shakir and Iqbal used to sell sun-glasses. While addressing a press conference, SSP Kewal Khurana said the accused used to do a recce of the houses while selling the sun-glasses. He said the police was yet to find out if the accused were involved in other theft cases as no such case has up come before the police at present. Shakir Ali and Iqbal said they were drunk and had no knowledge of what they were doing. They said they had no prior planning to target Verma’s shop. According to the police, the three accused minus are orginially Shia Muslims from Iran. On March 13 Shakir Ali and Iqbal had entered into Gopal Verma’s jewellery shop in the afternoon when he was alone there. They fled away snatching his jewellery in the hired Indica car, which was waiting outside. After their car got damaged and stuck at the dead end near Dasehra ground, they slipped into the jungles. Brothers’ Cricket Club victorious
Dehradun , March 18 In the first match, Ganga Vidhya Finance Cricket Club defeated Khalsa XI by 61 runs. Batting first after winning the toss, Ganga Vidhya Finance Cricket Club scored 229 runs for three wickets in 20 overs. Opener Vipin scored 89 runs and Ravi scored 57 unbeaten runs. In reply, Khalsa XI scored 168 all out in 19.3 overs, losing the match by 61 runs. Vipin was the top scorer with 26 runs. Keshav took three wickets for 16 runs. In the second match, Brothers’ Club defeated the UPCL team by 25 runs. Batting first, Brothers’ Cricket Club made 177 for six wickets in 20 overs. Ravinder and Saad scored 38 and 36 runs, respectively. Pawan took three wickets for 29 runs. In reply, the UPCL team could make only 152 runs for seven wickets in 20 overs and lost the match by 25 runs. Opener Yogesh scored 25 runs while Sanjay Negi scored 24 unbeaten runs. DM admits Mussoorie has turned into living hell
Mussoorie, March 18 The DM had issued a deadline of March 15 for the completion of sewerage work being conducted on Mall Road but the executing agency, Pey Jal Nigam, failed to deliver on its commitments. The DM, taking the officials to task, admitted that the town had been converted into a living hell due to the lackadaisical approach of the concerned departments as he himself was witness to the mud debris strewn all over Mall Road, hindering the vehicular and pedestrian movement considerably. Directing the Pey Jal staff to postpone the work with immediate effect and begin it only after the completion of the tourist season this year, he also assured the Pey Jal Nigam staff that they will be adequately compensated for the delay by the Mussoorie Dehradun Development Authority (MDDA). The DM also directed the PWD to begin the repair work by laying down one coat of bitumen on Mall Road till April 15 and on the Mussoorie-Dehradun road till April 30 as an alternative arrangement, considering the tourist season ahead. The DM also directed to ban vehicular movement, including that of VIP vehicles, after 5.30 pm on Mall Road. He was aghast at seeing the town strewn with polythene carry bags directed the health officials to enforce the complete ban on use of plastic in the town strictly. Speaking on traffic problem, the DM directed the CO, Mussoorie, to hold talks with taxi union members to streamline traffic near the taxi stand at both ends of the town. He said that another meeting in this regard would be held within one week along with the SSP, Mussoorie. MLA, Mussoorie, Ganesh Joshi, also attending the meeting, lambasted the Pey Jal Nigam for its shoddy work and frequent change in the deadline for completing the work in and around Mussoorie. He alleged that the officials did not have the mindset towards development issues of the town. He further warned that accountability would be set and the officials will be reprimanded for the delay in the works here. Member of civil society Megh Singh opined that cosmetic changes would not help in any manner till the time a new master plan was made, taking into consideration all the development issues in consultation with all concerned departments. As of today, the hill town was heading only one way, downhill. Member of the Mussoorie Hotels Association Sandeep Sahni also said that the town had already suffered due to the delay in development works and hoteliers would not tolerate any non-compliance on the matter anymore. The Mussoorie Hotels Association demanded beginning of beautification work on tourist destinations such as Bhatta Falls and Mussoorie Lake in the interest of tourists. The Municipal Council president, OP Uniyal, also demanded widening of the road near Mussoorie Lake to remove traffic congestion during the tourist season. Mussoorie, March 18 The meeting was chaired by outgoing president Manuj Agarwal, where the members, after intense deliberations, elected the new executive body unanimously. Agarwal also read out the progress report and the activities carried out during his tenure. The other executive body members elected were Praveen Panwar for the post of vice-president, Mahesh Chandra joint secretary, Vijendar Pundir auditor and Suresh Goyal convener. The newly elected president thanked the members for reposing faith in him and said he would work towards promoting sporting activities in the town. |

UERC holds public hearing on hiking annual electricity tariff
Dehradun, March 18 Uttarakhand Limited (PTCUL) and senior officials of Uttarakhand Jal Vidyut Nigam Limited (UJVNL) were present there. The representatives from industries along with some public representatives appeared from UERC and put up their grievances, while appealing to UERC not to further hike the tariff. President of the Industrial Association of Uttarkhand Pankaj Kumar said: “The value of assets and liabilities, which were transferred from UP to Uttarakhand to the tune of Rs 1558 crore after the division of the state, has been investigated. There is no question of considering it now again on the request of UPCL.” He further said the state government went to High Court owning the liabilities of the Central Power Sector Undertakings to the tune of Rs 572 crore. Since these liabilities have now been converted into equities, UPCL now claimed return on the liabilities. He said that industrialists should not be punished for this. Senior vice-president of the association Rajiv Aggarwal said when UPCL had not complied with the direction of commission on the issue of doubtful debts, then why had it again claimed the expense when it had already Another senior vice-president Rakesh Bhatia said UPCL had been resorting to unscheduled power load shedding in an unplanned way for which industrialists were not informed in advance. This affected their production and business to a great deal. General Secretary, UKD, Shanti Bhatt, said the public should not be punished with the proposed 11 per cent tax just because the Power Department was building new substations. He said substations were property of the Power Department. He also demanded to punish officials who failed in containing power thefts and indulging in making black money on account of power theft. He said poor people must be given 100 units free per family. He opposed any hike in tariff this year. |
