Jats call off highway blockade

Gurgaon MC leads in property tax arrears

The Municipal Corporation, Gurgaon, boasts of maximum property tax collection and arrears in Haryana. While its collection for 2012-13 was pegged at Rs 111.69 crore, the civic body also had the maximum arrears of Rs 345.92 crore.

Nine cities to be slum-free

While improving civic amenities in Haryana, a target has been fixed to make nine cities of the state slum-free under the Rajiv Awas Yojana and budget allocation of the urban local bodies for 2013-14 has been raised to Rs 1,867 crore showing an increase of 62 per cent on the plan side as compared to that of the current financial year.

Jats call off highway blockade

Activists of the All-India Jat Arakshan Sangharsh Samiti (AIJASS) today put off their plan to block the Hisar - Delhi national highway near Mayyar village after Additional Deputy Commissioner (ADC) Ashok Garg went to the dharna site to receive their memorandum of demands in the afternoon.

In their memorandum addressed to the state as well as the Central government, the organisation has demanded merger of 10 per cent reservation granted to Jats and four other castes in the 27 per cent already allotted to the OBCs to make it 37 per cent.

The organisation demanded reservation in the Central government jobs too.

The AIJASS also demanded an amendment in the reservation laws on the lines of Tamil Nadu by bringing them under the purview of the Ninth Schedule of the Constitution so that they get protection from the judicial reviews.

“The manner in which the Haryana government has announced 69.5 per cent quota in jobs is of no use to the Jats, as it is not going to withstand judicial review. Anything above 50 per cent is likely to be struck down by the courts. Even, the Rajasthan government’s order of giving 5 per cent reservation to five communities, including Gujjars, has been set aside by the high court there, because the total percentage, which was already 49 per cent, exceeded the limit of 50 per cent,” said Ram Bhagat Malik, state spokesperson of the AIJASS.

Yesterday, the activists had threatened to block the national highway if the district administration failed to send a representative by 2 pm today.

At one stage, things went out of hand when the authorities nominated Hansi SDM to receive the memorandum, while the Jats insisted on a representative from the district headquarters to come to their dharna site.

Later, the authorities deputed ADC Garg to receive the memorandum.

Six activists of the AIJASS, including a woman, have been sitting on an indefinite fast.

The agitators had started their dharna on March 6 to commemorate the first death anniversary of Sandeep Karwasra, who died in a police firing on March 6 last year.

Gurgaon MC leads in property tax arrears

The Municipal Corporation, Gurgaon, boasts of maximum property tax collection and arrears in Haryana. While its collection for 2012-13 was pegged at Rs 111.69 crore, the civic body also had the maximum arrears of Rs 345.92 crore.

In fact, there has been a sharp increase in the property tax collection in Gurgaon over the past two years -- Rs 6.18 crore (2010-11), Rs 49.43 crore (2011-12) and Rs 111.69 crore in 2012-13.

Gurgaon was followed by Faridabad in arrears (Rs 77.77 crore) and collection (Rs 14.18 crore) for 2012-13, registering a decline in collection from 2011-12 (Rs 49.43 crore). In 2010-11, the property tax collection in Faridabad was Rs 37.91 crore.

Of the seven municipal corporations, which were constituted by the Hooda government in 2010, Panchkula has the maximum arrears of Rs 9.02 crore, while Yamunanagar registered the highest collection at Rs 3.02 crore in 2012-13.

Property tax arrears of different municipal corporations were Yamunanagar (Rs 3.82 crore), Karnal (Rs 60 lakh), Panipat (Rs 2.94 crore), Rohtak (2.94 crore), Hisar (Rs 2.87 crore) and Ambala (Rs 3.28 crore).

The collection of other municipalities for 2012-13 was Panchkula (Rs 41 lakh), Karnal (24 lakh), Panipat (1.14 crore), Rohtak (Rs 1.18 crore), Hisar (Rs 1.64 crore) and Ambala (Rs 1.71 crore). On huge arrears from the National Capital Region, a senior government official said it was due to a large number of property tax payers in Gurgaon and Faridabad. While there were nearly 2.5 lakh property tax payers in Gurgaon, the number was around 2.45 lakh in Faridabad. On the other hand, the figure was around 68,000 and 60,000 for Panchkula and Ambala, respectively, he added.

The Hooda Government had re-imposed property tax in Haryana with effect from April 1, 2010, to tide over the financial crisis in the civic bodies.

The decision was influenced by the fact that an amount of over Rs 800 crore by way of grants from the Central Government under JNNRUM was held up due to discontinuation of the property tax by the state government.

While improving civic amenities in Haryana, a target has been fixed to make nine cities of the state slum-free under the Rajiv Awas Yojana and budget allocation of the urban local bodies for 2013-14 has been raised to Rs 1,867 crore showing an increase of 62 per cent on the plan side as compared to that of the current financial year.

An official spokesman said here that the Centre had allocated Rs 16.86 crore to make these nine cities slum-free. These cities are Gurgaon, Faridabad, Karnal, Panchkula, Rohtak, Panipat, Ambala, Yamunanagar and Hisar.

He said Rs 1.51 crore had already been released for conducting the survey for the purpose. A provision of Rs 50.99 crore had been made for 2013-14 for the implementation of the scheme.

He said the Rajiv Gandhi Urban Development Mission had been launched for the upgradation of the urban infrastructure .

He said under the mission, a revised budgetary allocation of Rs 542.7 crore was made for 2012-13, out of which Rs 366.26 crore had already been released to the municipalities for various urban development activities. Inspired by development in the urban areas during the current financial year, the state government has proposed an allocation of Rs 624.11 crore in the Budget for 2013-14. It had been decided to enhance the allocation for the local bodies from Rs 5 per bottle to Rs 7 of IMFL, Rs 3 per bottle to Rs 5 of country-made liquor and Rs 2 per bottle to Rs 3 per bottle of beer.

Power schedule for rural areas changed

The Dakshin Haryana Bijli Vitran Nigam (DHBVN) and Uttar Haryana Bijli Vitran Nigam (UHBVN) have changed the schedule of power supply to agriculture tubewells and domestic consumers in the rural areas of the state.

A spokesman of power utilities said the tubewells would run for eight hours daily in three groups. Group 1 would get power supply from 10 pm to 5 am (the next day) and 3 pm to 4 pm, Group II from 10.30 pm to 5.30 am and 4 pm to 5 pm and Group III from 11 pm to 6 am and 5 pm to 6 pm.

The rural domestic consumers would get power supply for 11 hours a day, including eight hours in night, two during noon and one hour in the morning. In the evening and night, the rural domestic feeders would run from 6 pm to 2 am. For supply during noon and morning, the consumers had been divided in two groups. Group I would run from 6 am to 7 am and 11 am to 1 pm and group II from 7 am to 8 am and 1 pm to 3 pm.

2013 is voter list year

The Haryana Election Department has declared 2013 as "voter list year" in its series of programmes under which the department has prepared a schedule of works to be done at various levels for preparing 100 per cent fair and flawless voter list.

Stating this here today, the Chief Electoral Officer, Shrikant Walgad, said the Election Commission of India had directed that flawless lists should be prepared. He said the Election Department would commence the year through a state-level programme at R.K.S.D. College in Kaithal on March 11. Students would be urged to get themselves enrolled in the voter lists if they were 18 to strengthen the democracy.

He said 8,04,759 new voters had been included in the voter list published on January 15, 2013. With this, the total number of voters in the state is 1,46,84,233 out of which 79,84,762 are men and 66,99,471 women. All voters had been issued voter cards, he added.

Teachers' names for national award invited

The Haryana Secondary Education Department has directed all District Education Officer (DEOs) and District Elementary Education Officers (DEEOs) in the state to recommend cases of teachers for the National Award to the Teachers-2012.

A spokesman for the department said teachers who were teaching up to Class VIII would be considered in the category of primary school teachers and those who were teaching Classes IX to XII would be considered in the category of secondary school teachers.

The recommendations of the district-level committee should reach the directorate by March 31, he added.

Rape victim booked for bid to end life, accused gets bail

Coinciding with the International Women’s Day, the Hisar police on Friday booked a rape victim for attempt to commit suicide.

The victim, a 22-year-old girl from the town, had lodged a complaint at the Civil Lines Police Station here on February 27 that Vishal Fogat, a resident of Sector 13, allegedly raped her.

The girl alleged that the accused took her to Jaipur and other places after kidnapping her at gunpoint, raped her and threatened her of dire consequences.

Initially, the police failed to arrest the accused and then, a local court granted him interim bail.

Since the youth’s interim bail, the victim has been running from pillar to post with a complaint that the accused has been threatening to make a video of her rape public, if she did not withdraw her complaint lodged against him.

Yesterday, the police registered a case of attempt to commit suicide in the same Civil Lines Police Station against the rape victim.

However, the police did not know how the victim attempted to end her life.

Satpal Singh, SHO of the Civil Lines Police Station, said the police had recovered a suicide note allegedly written by the girl.

Rape bid by uncle

Fatehabad: A 12-year-old girl was allegedly sexually assaulted by her uncle at Badalgarh village in Fatehabad today. The accused Jagseer, alias Kala Singh, is alleged to have made an unsuccessful attempt to rape the victim.

The girl's parent approached the police with a complaint. The girl's father,a labourer, had gone out for work.

Rape victim ends life

Rewari, March 9
A 58-year-old rape victim committed suicide by consuming some poisonous substance at Kanwali village today.

It is alleged that she took the extreme step under pressure from her husband, Phool Singh, who wanted her to remain firm on her earlier statement that she was raped by Sajjan Singh, an elder brother of Phool Singh, at Kanwali on January 25.

The Khol police has registered a case of abetment to suicide against Phool Singh on a statement of Ram Chander, another elder brother of Phool Singh.

Sajjan is presently behind the bars, there were allegations that owing to her intertwined relationship with Sajjan, the victim had expressed her willingness to make a statement which could lead to Sajjan’s release.

Man held for raping minor

Karnal, March 9
The Karnal police has arrested a 26-year-old man, Satnam Singh of Patiala district, for luring a minor girl and raping her.

On January 24, the girl's father had reported at Assandh Police station that Satnam Singh had lured his minor daughter, who had been missing since January 22 .

On a tip-off that the girl and the accused were likely to land at Teek railway station in Kaithal, a police team led by Romesh Kumar (ASI) reached the station and recovered the girl on March 8. However, Satnam managed to escape and was arrested today from the bus stand at Kaithal.

The girl's medical examination confirmed rape. The accused would be produced in court tomorrow.

Former sarpanch held for killing wife

Jagat Singh, a former sarpanch and father of four children, allegedly murdered his wife Asha by beating her up with sticks mercilessly and then hanging her with a tree on his house’s premisies at Pinana village in the district today.

After receiving information of the incident, the victim’s family members and the police reached on the spot.

After preliminary investigation, the police took her body to the Civil Hospital for a post-mortem examination.

On the complaint of victim’s father, Anoop Singh of Jhajjar, a case of murder was registered at Mohana police station.

Later, the police arrested the accused.

The SHO of the Mohana police station, Jagdish Chander, said from preliminary investigation it was revealed that the alleged accused was a drunkard and was suspecting the character of his wife.

The victim’s brother, Pradeep, alleged that Jagat Singh was a drunkard and he used to beat Asha often. He also used to demand for money from us.

Husband, in-laws booked for thrashing, seeking dowry

The police has registered a case against a woman's husband Vipin, mother-in-law Pushpa Devi and sister-in-law Anuradha of local Gur Mandi for beating and threatening to kill her today.

The injured victim, Jyoti of Kheri village in Rewari district, said she was married to Vipin on January 23, 2007. Soon after her marriage, the accused started torturing and beating her up for dowry. She lodged a complaint at Rewari Mahila police station in September 2011 against the accused. “However, I was convinced to return to Sonepat after assurance from my in-laws,” she said.

Jyoti alleged that her in-laws continued to harass her and she returned to her parents in August 2012. “Later, my husband promised me not to harass and I came back to Sonepat with him,” she added.

“However, my in-laws again beat me up mercilessly on Thursday and I was admitted to the local Civil Hospital by some neighbourers,” she alleged and appealed to the SP to immediately arrest the accused.

DSP Balbir Singh said the police had received a complaint of beating from Jyoti on March 7 against the accused and they would be arrested soon.

Mansa Ram (55), father of five children, had eloped with his brother-in-law’s wife, Sheesham Devi, mother of a girl and 20 years younger to him, six months ago. The couple had started living in Mohindergarh. Yesterday, the couple consumed poison.
