Three kidnappers held for killing minor siblings
New Delhi, March 3 However, both the siblings were found dead by a taxi driver in the bushes near Ring Road-Bhairon Road Crossing yesterday. The three accused Amit Singh, Shivam Gupta and Pankaj Kashyap have been arrested in the case. Abhishek, the fourth accused, is absconding, a senior police official said today. “The investigations have suggested that the kidnappers lived in the neighbourhood of the victims. We noticed that all the ransom calls were made from PCOs located near their house. The calls also suggested that the kidnappers knew the victims’ family very closely,” he added. Investigations further point towards the involvement of some family members who were aware of the minor details of the bereaved family. “We discovered that Amit Singh, aka Dabbu, was a distant cousin of the siblings’ mother and had recently taken a room on rent in a lane behind the victims’ house. He was currently unemployed and was looking to raise money for some real estate deal. Amit had scouted a deal for the sale of a flat in Allah Colony, Mandawali, and needed Rs 6 lakh immediately. While Pankaj had lost heavily in gambling and run debts amounting to Rs 1.50 lakh and, therefore, needed money to repay the debts. Shivam Gupta and Abhishek were also in need of money. Amit Singh was picked up for interrogation. He confessed to the crime after being subjected to sustain questioning,” the official said. Amit disclosed that he had planned the crime with Shivam, Pankaj and Abhishek. On February 26, they locked the house of the victims, preventing their mother from reaching the school in time to pick them up while Pankaj kept a watch on the house. Abhishek kept a watch on the school when the children were being picked by Amit. All the four conspirators then met at Pandav Nagar around 2.00 pm from where the first ransom call was made by Pankaj, the police official said. When the accused realized that it was not possible for them to hold the children any longer, they decided to do away with them. All of them tried to strangle the little ones at Millennium Park but could not succeed. They panicked and moved out of Millennium Park. The conspirators walked on foot along with the children towards Pragati Maidan. It was quite dark when they reached Ring Road-Bhairon Road Crossing. The accused then decided to kill the children at the spot from where their bodies were recovered yesterday morning, the official added. |
Placement Agencies Bill:
More unorganized sectors may be included
New Delhi, March 3 Those disagreeing have a case in view that the Bill, which essentially targets to regulate the mushrooming of illegal placement agencies and trafficking of women and children, came following Delhi High Court’s notice in 2011 and directions while hearing a PIL filed by child rights NGO Bachpan Bachao Andolan. Also, the PIL and even social activists contend that over 95 per cent of such victims are children and women employed as domestic helps. While a decision in this regard is yet to be taken, one thing is clear that the Bill is again going to miss the forthcoming Budget session. The discussion in this regard, which was postponed after the Delhi police sought an extension, is scheduled for next week with other stakeholders, including the police, NGOs on board, besides officials of women and child development among others. “We are looking to expand the Bill to other sectors as workers are supplied by these placement agencies even for other work. But as of now we have not decided on who are others. After discussing it with other stakeholders, we’ll prepare the final draft and send it to the Central government. The Bill may be put up before the next Vidhan Sabha session,” Additional Labour Commissioner Piyush Sharma said. In the current form, the proposed legislation defines a “private placement agency” as a person or body of persons other than a government agency, department or organisation engaged in the business of providing domestic workers. Further, such agencies cannot run the business of providing domestic helps unless they have a licence from the controlling authority and inspector under this new law. “The focus of the law is to control the private placement agencies against the allegations of people who come for jobs. We must not lose sight as the mandate given to us and other stakeholders by the Delhi High Court was to have a list of such agencies as a lot of them are found to be involved in trafficking and exploitation of workers,” said Sharma. However, in view of several instances of placement agencies either sharing the remuneration of the workers or pocketing the whole amount, the Bill in one of its clauses states that the hiring agencies cannot charge fee or seek any deposit from the domestic workers. “The Bill takes into account the issues of exploitation of domestic workers and how children and adults go untraceable,” added Sharma. |
Dilli Haat to hold perfumery fest every year
New Delhi, March 3 While distributing prizes to the winners on the occasion, Delhi Tourism chairman Manish Chatrath announced that henceforth, the festival will be held at a much larger scale in October every year at Dilli Haat, Pitampura. With a celebration of fragrance, the highlight of this year’s event was a seminar on perfumery and aromatherapy wherein renowned experts from various parts of the country participated and apprised the audience of the usage of aromatherapy/essential oils for medical treatment. With around 40 perfumers from all over the country participating in this fragrance extravaganza, a wide variety of unique and extraordinary itra, incense sticks, scented candles, perfumes, room fresheners and many other scented products were on display. The objective of this three-day festival was primarily to generate awareness about the ancient art of perfumery apart from providing an interface to those in the business. The final day also saw cultural performances by Punjabi Academy and Magic Show by Kharbanda Brothers. |
Govt holds survey of colonies on forest land
New Delhi, March 3 According to sources, there are 159 colonies that have come up on forest land. The government has brought a machine to find the exact part of the forest area considering that there may be a mistake in a survey if it is conducted manually. The survey report will point out the area of the colony and the part of the colony that have come on forest land. Once the survey is finalized and approved by the government, the department concerned will erect a boundary wall on the forest land. Earlier, the government had authorized 91 colonies that came on forest land. |
Govt to study congested areas for Mono Rail: CM
New Delhi, March 3 Mohan Garden and Uttam Nagar are some of the colonies where Mono Rail is considered. The government has decided to conduct a detailed survey soon and take appropriate action. She stated this while addressing a massive Vikas Rally organized by Congress leader Mukesh Sharma at Mohan Garden. |

New Delhi, March 3 Hooda said this while addressing a delegation of residents of Mewat who had called on him in Delhi to express their gratitude for approval of Delhi-Gurgaon-Sohna-Nuh-Ferozepur Jhirka-Alwar rail line project in railway budget. The delegation was led by MLA of Nuh Aftab Ahmed.
