Robbers strike again at Verka

Police officials look for clues at a house where burglars struck at Verka on Thursday. In yet another instance of robbery, four armed robbers decamped with gold jewellery, a mobile phone, cash and rifle from a house in Verka after holding the family hostage. The incident occurred on the intervening night of February 12-13. On the complaint of house owner Sarwan Singh, the Rambagh police has registered a case under Sections 457 and 380 of the IPC.

Two booked for theft
Amritsar, February 14
The city police has booked two persons who allegedly decamped with gold jewellery worth lakhs of rupees after breaking open an almirah from a house in Basant Avenue area. House owner Tejinderpal Singh, in his complaint to the police, suspected the involvement of two persons who had come to repair the locker in the almirah a few days ago.

The Ajnala police arrested a person and impounded a sand-laden truck. The accused, identified as Jagbir Singh of Fattowal village, had illegally excavated the sand from the Ravi river belt.

On the day of love when the romantics were busy pleasing their partners and the others pleasing themselves, it was raining flowers everywhere around the city. As love blossomed on the Valentine’s day, business too was in full bloom for the city flower vendors as the prices of flowers sky rocketed.

As land row continues, AIT to miss deadline

With the land dispute between the Amritsar Improvement Trust (AIT) and Education Department seeing no end, the Trust is unlikely to meet the deadline of developing the 211-acre Sri Guru Teg Bahadur Nagar (better known as Mall Mandi scheme) by February 28.

The District Health Department today collected samples of 21 food ingredients from a whole sale brand, Best Price near Manawala. District Health Officer Dr Shivkaran Singh Kahlon said the samples had been collected for various food ingredients that were being sold at the place.

Workshop on vector-borne diseases organised

A five-day training programme by the National Institute of Health and Family Welfare (NIHFW) and Government Medical College (GMC) is being organised to combat vector-borne diseases like dengue, malaria and Japanese encephalitis.

In five separate incidents, the police arrested eight persons with narcotics. The Amritsar rural police nabbed three persons for possessing 190 grams of heroin worth Rs 95 lakh in the international market and Rs 1.30 lakh from their possession.

Robbers strike again at Verka
 Four miscreants take family members hostage; decamp with gold jewellery, cash

In yet another instance of robbery, four armed robbers decamped with gold jewellery, a mobile phone, cash and rifle from a house in Verka after holding the family hostage. The incident occurred on the intervening night of February 12-13.

On the complaint of house owner Sarwan Singh, the Rambagh police has registered a case under Sections 457 and 380 of the IPC. Sarwan had claimed that the miscreants, who had their faces covered, entered the house by jumping the wall. He said the family members were asleep when the four entered the house.

He said before they could raise an alarm, the accused took the family members hostage and threatened to kill them if they shouted or resisted their attempt.

He said they took away Rs 25,000 cash, a gold chain, a gold karah, four pairs of earrings, three rings, a mobile phone besides a .12 licensed rifle and 17 live cartridges after breaking the locks of the almirah.

Ashok Kumar, in charge, Verka police station, said investigations were going on. The police had been carrying out raids to nab the miscreants. A man with similar history has been rounded up for investigations.

It is pertinent to mention here that a father-son duo was looted by thieves in the same locality on January 17. The accused had entered the house by scaling up the wall of their residence. Charanjit Singh, the victim had alleged that the accused decamped with Rs 79,000 cash, gold jewellery and a mobile phone. The police has yet to make any breakthrough in this case.

Two booked for theft

The city police has booked two persons who allegedly decamped with gold jewellery worth lakhs of rupees after breaking open an almirah from a house in Basant Avenue area. House owner Tejinderpal Singh, in his complaint to the police, suspected the involvement of two persons who had come to repair the locker in the almirah a few days ago.

He alleged that he had called two persons for repairing the locker. He said on Wednesday, he found the locker of his almirah open. He said the two decamped with a gold bracelet, two karahs, a gold chain, a locket, five rings, a diamond ring, a nose pin, a pair of earrings. The police has registered a case under Sections 454 and 380 of the IPC. — TNS

Two held for molesting woman

The victim was returning home with her child when the incident happened. She told the police that the accused --- Sukhlal Singh of Partap Nagar and Heera of Ghanupur Kale --- came from behind and molested her. A case under section 354, 34 IPC has been registered against the duo. The accused were released on bail.

Municipal Corporation starts collection of property tax

The Municipal Corporation has started collection of tax from properties measuring between 50 and 120 yards. But the valuation committee, headed by the Deputy Commissioner, is yet to initiate the process of determining the unit value of buildings located in eight zones falling under the municipal limits for the imposition of property tax.

The MC officials said since there was a fixed tax on small-sized properties, it did not require any technicalities pertaining to the evaluation of the unit value.

The valuation committee has proposed to give a month's time (from the date of finalisation of the evaluation process) to residents inviting objections from them against any decision of the committee.

In a recent meeting under Additional Commissioner Pradeep Sabharwal, it was decided to impose property tax for four months since November 15, 2012.

For 50-yard houses, the property tax for four months has been fixed as Rs 19; and for 120-yard houses, the tax would be Rs 56.

Nevertheless, with the property tax becoming a reality, the Amritsar civic authorities hope to earn something between Rs 40-Rs 50 crore annually.

Amritsar has been divided into eight zones consisting of 557 localities.

For houses measuring 50 yards, the property tax would be Rs 50 per annum; on houses measuring 100 yards, it would be Rs 150 per annum. On houses measuring above 100 yards and other buildings and properties, it would be charged on unit area basis.

Six mobile phones seized from jail inmates

Amritsar, February 14
The Amritsar jail guards seized six mobile phones from inmates lodged in the jail. These mobile phones and some SIM cards were wrapped in a polythene bag, which was hidden in a pit.

The Deputy Superintendent of the jail said the mobile phones were found to be lying abandoned near ward 9 on Wednesday.

“Though it was a routine search, we suspected some inmates of using mobile phones. Our search team seized the phones from a pit, while some were abandoned on the roof of bathrooms. A case has been registered with the cantonment police station. It is still not clear that who used these mobile phones inside the jail,” he said. — TNS

Absence of slip roads adds to traffic chaos

At a time when the city traffic crawls, the absence of slip roads at major crossings has aggravated the problem. Though various government agencies want commuters to abide by the traffic rules, they do little to solve the crisis.

As far as the Municipal Corporation is concerned, it seems it is oblivious of the importance of slip roads. At very few intersections, where slip roads are available, these have been either encroached or are in a pathetic condition.

A senior citizen, NS Gabarhia said there was a need to reinforce the importance of slip roads in the city. “The dividers, built specifically to distinguish between the slip roads from the main road, are missing from crossings,” he said.

“These dividers need to be raised again to make way for slip roads. In the absence of slip roads, vehicles could not turn to the right and left flanks of the road as vehicles heading in the straight direction occupy the entire space of the crossing,” he added.

The small dividers play a vital role in managing traffic as they provide uninterrupted passage to vehicles, ensuring they are not required to wait at intersections for green signals.

Another citizen, Naresh Johar, pointed out that at many crossings, the MC has constructed just one slip road from one side and has left three sides incomplete.

Lawrence Road, a busy intersection, has only one slip road left while the rest of slip roads on three sides of the crossing have vanished with the passage of time. The solitary divider is well maintained and free of encroachment. Consequently, traffic coming from SSSS Chowk willing to take a turn to Madan Mohan Malviya Road does not have to wait in jam.

Maha Singh Gate, popularly known as Suraj Cinema Chowk, has only three recently-constructed dividers. All of them are in a pitiable condition.

The busy Putlighar Chowk crossing is one of the fortunate intersections where dividers are in place. But these are in a poor condition.

MC Commissioner Bhupinder Singh said “I have noticed that there are no slip roads on majority of the city roads. I will direct the wing concerned of the MC to carry out a study to find out which intersections need slip roads.”

Man held with sand-laden truck

The Ajnala police arrested a person and impounded a sand-laden truck. The accused, identified as Jagbir Singh of Fattowal village, had illegally excavated the sand from the Ravi river belt.

The officials of Department of Industries and Commerce intercepted the truck (PB-07-S-3638) near Khanwal village which was carrying 300 square foot of sand. A case under Sections 379 of the IPC and 21 (1) of the Mining and Minerals Act has been registered against the accused. — TNS

On the day of love when the romantics were busy pleasing their partners and the others pleasing themselves, it was raining flowers everywhere around the city. As love blossomed on the Valentine’s day, business too was in full bloom for the city flower vendors as the prices of flowers sky rocketed.

And since nothing says I Love You better than flowers, they also burnt a hole in the pockets of the buyers. The lovers smelt rose buds and the flower vendors smelt moolah.

“Flower prices have been doubled. A bouquet that would otherwise cost Rs 100 is priced at Rs 250 today,” said Rohit Kapoor, who bought flowers for his wife.

Even the price of a single rose bud went from Rs 20 to Rs 50. The exotic varieties were even costlier than the roses. Bouquets including lilies, tulips, daisies and other exotic flowers were priced at Rs 1,500 onwards. Flower arrangements and customised flower packages too sounded like a luxury.

“The most popular are heart shaped flower arrangements, with options of exotic and tropical flower additions. They are priced at Rs 2,000 onwards,” shared Atul Kaushik, manager of a flower shop in the city.

“Valentine’s is special day, and incomplete without flowers. So, these flower vendors do hike prices. But nobody minds as it is about making the day special, at any cost,” said Kamal Handa, a city-based businessman.

Not so rosy

Valentine’s day is probably the one day in the calendar when the hardliners have a 24/7 job in hand. Since the day is all about expressing, they do it with élan, every passing year, in their own way.

Not showing any love for the day of love, the protestors had a ball taking to streets calling for a ban on Valentine’s day celebrations.

The city wing of Bajrang Dal and Durga Vahini Punjab held demonstrations against the celebrations, shouting slogans and burning greeting cards and effigies. While the die-hard romantics remained adamant, the protestors did manage to scare off some young couples into celebrating the day subtly, away from the public eye.

Interestingly, VHP this year had announced truce with the V-day worshippers as a change of heart. But some organisations stuck to their moral policing, took out processions and marches throughout the city.

As land row continues, AIT to miss deadline

With the land dispute between the Amritsar Improvement Trust (AIT) and Education Department seeing no end, the Trust is unlikely to meet the deadline of developing the 211-acre Sri Guru Teg Bahadur Nagar (better known as Mall Mandi scheme) by February 28.

Trust officials have accused Government Saragarhi Senior Secondary School of encroaching upon a piece of land which is said to be the entrance of the said project. But the education department has countered the allegations saying the land and the school building was handed over to the department by the Municipal Corporation, which previously owned the land.

Meanwhile, work on laying roads, sewerage, electricity cables is yet to take off.

Improvement Trust chairman Sandeep Rishi said a resolution for laying power cables and roads was passed on January 16 and the tender was expected to be floated in the first week of March.

He said twice a team of Improvement Trust officials had gone to the school to conduct the demarcation of land, but was denied permission by the school authorities.

He informed that he had now written to the District Education Officer (Secondary) Rasal Singh Malhi to allow conduct of survey of the school land.

He stressed that there was no dispute regarding the main building of the school. He said the wall of the school on the rear side had been built in zig zag way and a portion of it falls at the entrance of the main road of the 211-acre scheme. He added that as per the project plan, a 60-foot wide road would be constructed behind the school. He said the scheme was approved in 1997-98 while the school became operational in 2006.

The Improvement Trust would engage a private agency to conduct a digital survey of the school and it has arranged the original map of the school from the Galliara Beautification Project.

DEO Malhi said the team of the Trust was denied permission to conduct the survey as it had come without any written communication. He said the survey would be allowed only after getting the communiqué. "Whatever be the outcome of the survey will be forwarded to the head office, which has all the decision making power," he added.

Meanwhile, with civic amenities missing even after seven years, allottees of plots, who were selected following a draw of lots, continued to grope in the dark.

A number of allottees came together in August last and formed the Sri Guru Teg Bahadur Nagar Welfare Association. It has asked the district authorities to provide civic amenities in the scheme.

Association president Harpinder Singh Walia claimed the Trust, which earned about Rs 150 crore from allotment, was yet to demarcate plots.

The Trust has failed to give possession of plots to the owners after providing necessary facilities like roads, sewerage, water supply, electricity connections and others, they had claimed.

Association general secretary Parminder Singh said even after paying the entire cost of plots, they could not raise their structures.

Mall mandi scheme Controversy

AIT’s Warning letter to Education Dept
On January 9, the Executive Officer of the AIT in a communiqué to the school principal claimed that the proposed 80-feet wide entrance to Sri Guru Teg Bahadur Nagar had been encroached upon by the school. He asked the principal to remove the encroachment within 15 days. He had warned if the school authorities failed to do so, the Trust would be forced to act against the school as per rules.

Food samples collected

The District Health Department today collected samples of 21 food ingredients from a whole sale brand, Best Price near Manawala. District Health Officer Dr Shivkaran Singh Kahlon said the samples had been collected for various food ingredients that were being sold at the place.

He said the inspection had been conducted after a number of complaints were received from local residents about expired goods being sold there. However, the department did not get any expired food products during the exercise.

The department had yesterday collected 20 samples of milk and milk products from various leading dairy shops in the city.

Dr Kahlon said the samples had been sent to food testing laboratory at Chandigarh for quality check. He said food establishments whose samples failed on quality parameters would be punished under the law. — TNS

Model of Durgiana Temple installed at airport

Amritsar, February 14
MPs Avinash Rai Khanna and Navjot Singh Sidhu unveiled the model of Durgiana Temple at Guru Ram Dass International Airport here today. Earlier, a model of the Golden Temple was installed at the same place.

Harish Taneja, honorary secretary, Durgiana Temple Management Committee, said the model cost Rs 5 lakh and was built within a span of eight months. He said 500 grams of gold was used to give it a finishing touch.

Others present on the occasion were Mayor Bakshi Ram Arora, Chief Parliamentary Secretary Navjot Kaur Sidhu, Congress MLA OP Soni and Durgiana committee president Satpal Mahajan.

Workshop on vector-borne diseases organised

A five-day training programme by the National Institute of Health and Family Welfare (NIHFW) and Government Medical College (GMC) is being organised to combat vector-borne diseases like dengue, malaria and Japanese encephalitis.

Assistant Professor of GMC and coordinator for the programme, Dr Sanjeev Mahajan said epidemiologists, medical specialists, media officers and sanitary inspectors from five districts in the region were attending the training workshop.

Deputy Director of NIHFW, Dr BN Nagpal said the training would help in lessening the number of vector-borne disease cases from the districts.

Heroin worth Rs 1.8 cr seized

In five separate incidents, the police arrested eight persons with narcotics. The Amritsar rural police nabbed three persons for possessing 190 grams of heroin worth Rs 95 lakh in the international market and Rs 1.30 lakh from their possession.

Following a tip-off from the counter intelligence wing, the three --- identified as Gurmit Singh of Guru Nanak Colony, Tarn Taran road, Arunjit Singh of Hoshiarpur and Gurbax Singh of Adampur --- were arrested when they were about to make a deal near the canal of the Santpura village.

The accused were identified as Gurmit Singh of Guru Nanak Colony, Tarn Taran road; Arunjit Singh of Hoshiarpur; and Gurbax Singh of Adampur.

A case under relevant sections of the NDPS Act has been registered at Jhander police station in this regard.

Arunjit and Gurbax had come to procure the contraband from Gurmit Singh. The police seized 100 grams of heroin from Arunjit and 90 grams from Gurmit Singh. The police has also impounded their vehicles.

The Ramdass police nabbed Jagwinder Singh of New Tehsilpura with 180 grams of heroin worth Rs 90 lakh and Malkeet Singh of Talwandi Dosondha Singh with 1,600 tablets and capsules of habit-forming drugs. Both have been booked under relevant sections of the NDPS Act.

Jagwinder Singh was arrested following a tip-off. He was returning to Amritsar from Ramdass on a scooter (PB-02-S-7288). The police has also impounded the vehicle. Malkeet Singh was arrested by the anti-narcotic cell of rural police from Rupowali village.

In other two incidents, the city police nabbed three persons identified as Varinder Singh of Ibban Kalan village, Khushwinder Singh of Kot Baba Deep Singh and Mandeep Singh of Kot Mit Singh. The police seized 500 grams of narcotic powder from Varinder and 250 grams of narcotic powder from Khushwinder and Mandeep.
