A steep hike in power tariff is on the cards with the government demanding Rs 3.50 per unit for supply in 2013-14 to the state electricity board to boost declining revenue. The State Electricity Regulatory Commission has fixed the rate of free available power to the government as royalty from various hydroelectricity projects at Rs 2.90 per unit for the current year.

Kotla bridge a bane for commuters

The single-lane 112-year-old Dehar khad bridge at Kotla on the Pathankot-Mandi National Highway (NH) which has outlived its utility has virtually become a bane for highway users. Contrary to its load capacity of 18 tonnes, a large number of heavy over-loaded trucks and other vehicles use this dilapidated bridge every day with impunity.

Work on Rohtang tunnel comes to a standstill due to heavy snow

Heavy snowfall has crippled the construction work of the 8.84-km-long strategic Rs 1,400-crore Rohtang tunnel that has already been delayed by the water ingress in the tunnel since 2011. Geriatric wards for senior citizens in civil hospitals sought

Taking into account that social welfare schemes for the aged are very inadequate in the state, the Himachal unit of the All-India Association of Senior Citizens Forum has suggested to the state government that the geriatric wards be set up in civil hospitals under the supervision of trained doctors and nurses who could take care of the special needs of the elderly.

Mother-son duo burnt alive in jhuggi

A mother-son duo was burnt alive when the jhuggi they were sleeping in caught fire at Baddi on the Suncity Road last evening. HPCC chief to involve old faithful workers

66 traffic violators challaned

Steep hike in power tariff on the cards

A steep hike in power tariff is on the cards with the government demanding Rs 3.50 per unit for supply in 2013-14 to the state electricity board to boost declining revenue. The State Electricity Regulatory Commission has fixed the rate of free available power to the government as royalty from various hydroelectricity projects at Rs 2.90 per unit for the current year.

In case the commission raises the rate by 60 paise per unit as proposed by the government, the power purchase cost of the board, deep in the red, will be increased.

The board has sought an increase of Rs 1,219 crore (31.78 per cent) for 2013-14 and the increase in the rate of government power will add to its woes. If approved, the average power tariff will go up from Rs 4.59 per unit to Rs 6.10 per unit.

The government is keen to increase the rate as its revenue from the sale of free power has been declining for the last three years. In the current year, there is a likely plunge of Rs 350 crore.

Apart from the continuing downswing in the power market, the fall in generation at hydroelectricity projects due to unfavourable weather has also affected revenue.

The average returns have been around Rs 3 per unit for the year and as such, supplying free power to the board has not been a losing proposition.

While the increase in the rate for the government will fetch more revenue to the government, it will push up tariff steeply and as a result, subsidy to domestic consumers, high at Rs 270 crore, will have to be increased further.

The total deficit of the board is over Rs 1,400 crore, of which Rs 926 crore pertains to 2011-12. The board has been raising short-term loans for meeting daily expenditure which is not allowed by the regulator.

The board may get an increase of around Rs 600 crore which will entail in increase of between 15 per cent and 20 per cent in power tariff.

Generation has been low this year and the Nathpa Jhakri, the largest project in the country, has produced only 6,410 million unit (MU) till date compared to 7,235 MU last year.

It is producing only 6.63 MU daily and as such, it is not likely to miss the target for the current year, but can fall short of the record generation of 7,610 MU last year by over 800 MU.

With 25 per cent equity and 12 per cent free power as royalty, the state is entitled to 543 MW at the 1,500-MW project. Other projects have also generated less power this year. The decline in generation will reduce the quantum of free power and revenue.

At last, Shanta, Dhumal seen together in public again

State Bharatiya Janata Party (BJP) leaders Shanta Kumar and PK Dhumal were seen together in public for the first time after the Assembly elections at the inauguration of a hotel here last evening.

They had not been seen together for many months, and their differences came into sharp focus when they blamed each other for the defeat of the BJP in the elections. Shanta Kumar had not attended the brain-storming session of the state BJP at Kasauli last week.

He came to the venue yesterday with his supporters Vipin Parmar and Parveen Sharma, both former legislators, and stayed there for a few minutes.

He later left for Shahpur. No discussion on the current political situation was held between the two. Trilok Kapoor, former Wool Federation Chairman, had invited Dhumal to inaugurate his hotel.

Former Irrigation and Public Health Minister Ravinder Singh Ravi and former Speaker Tulsi Ram of the Dhumal faction were also present. Dhumal later met district BJP leaders at Tulsi Ram’s residence.

Talking to mediapersons, Dhumal said all was well in the state BJP and that the party was prepared for the Mandi parliamentary constituency byelection, likely to be held in April or May.

In reply to a question, he said Gujarat Chief Minister Narendra Modi was the right candidate for the post of Prime Minister, but the BJP high command would take the final decision on the issue.

He said Afzal Guru’s hanging was right and should have been taken much earlier. He said no government should have any soft corner for such dreaded terrorists.

DC’s ban on parking only on paper
Constructing bypass only long-term solution to traffic problems of Una

Deputy Commissioner (DC), Una, Sandeep Kadam, who was recently transferred out to Chamba, had issued an order to check unruly traffic in the town. He had issued an order under Section 144, CrPC, banning the parking of vehicles from the Rotary crossing to the bus stand.

The said road generally carries the entire traffic of the state highway passing through the town. However, the road also has the main shopping complexes and commercial activity of the town. Since there is hardly any parking facility available, people who come to the market generally park their vehicles on the road.

This leads to traffic jams that clog the entire area. The previous DC had issued the order to prohibit parking in the area. However, till date the order has remained on paper. The lower authorities have not taken any action and the matter to stop the parking of vehicles in the area, especially in morning and evening hours when pressure of vehicular traffic is maximum, remains.

However, sources here say the ban on parking during morning and evening hours is not a long-term solution to the traffic problem of Una town. Though the road passing through the town is four-laned, its width has been reduced at many places due to encroachments by shopkeepers. None of the owners of commercial establishment has left land for parking as per the norms set by the Town and Country Planning Department.

The DC order bans parking in the area, but is quiet about the encroachments in the area.

The encroachment problem in the area is so acute that even the under-construction Una-Amb Express highway has been compromised. To please voters, the previous government did not clear the encroachments on the road as per the Detailed Project Report (DPR) of the Express highway. The road was diverted to save a small temple that should have been demolished as per the DPR of the Express highway.

The long-term solution to the traffic problem of Una town can only be if a bypass is constructed to divert the heavy traffic out of the town. The sources here said a proposal was earlier mooted by the PWD to divert heavy traffic out of Una town. However, it was vehemently opposed by local traders that felt their business interests would be hurt.

The government cowed under pressure of the trading community and gave up the proposal for constructing a bypass. However, due to the increasing vehicular traffic, a bypass seems to the only solution to the traffic problems of Una town.

Govt to crack down on onion hoarding

The state government has decided to crack down on onion hoarding to keep a check on high prices. Onion prices in the state have increased from Rs 10 to Rs 25 per kg in the last one month. Sources say the prices are likely to go up further due to short supply.

Food and Civil Supplies, Transport and Technical Education Minister GS Bali told The Tribune that officials had been directed to conduct raids across the state to check onion hoarding by traders. He said most onion stores were in Punjab and Haryana, with Himachal Pradesh getting its supply from the two states as there was hardly any local production.

Bali said he would write to ministers of the two states to check onion hoarding. He said the Himachal Pradesh might procure onion directly from the wholesale market and sell it at public distribution shops if prices remained high.

The prices of onion and vegetables are high in Kangra district as there are only a few vendors of vegetables and fruits. The vendors get vegetables and fruits from Punjab, particularly Pathankot, and sell those at almost uniform and high prices in the area.

The State Mandi Board had recently opened a mandi in Dharamsala to facilitate local vegetable producers to sell produce locally, but it failed to achieve the desired purpose. One of reasons for it was that vegetable produce in the area was low and viable commercial operations were not possible with it.

Many farmers in the Kangra area have given up farming reportedly due to the menace of stray cows, monkey and wild animals. Sources said the MNREGA was also one of the reasons as farmers were getting employment under it. The sources added that farmers were also getting cheap rations through public distribution shops.

The previous government had tried to popularise polyhouse farming by supplying polyhouses to farmers at subsidised prices, but only a few farmers could commercially exploit it. Farmers blamed the failure of polyhouse farming on the absence of a market for their produce in the area.

The single-lane 112-year-old Dehar khad bridge at Kotla on the Pathankot-Mandi National Highway (NH) which has outlived its utility has virtually become a bane for highway users.

Contrary to its load capacity of 18 tonnes, a large number of heavy over-loaded trucks and other vehicles use this dilapidated bridge every day with impunity. There is no check of violators on the NH. As a sequel, vehicular traffic remained suspended for hours yesterday as a loaded truck on its way to Pathankot got entangled in the bridge’s angle iron roof framework.

Hundreds of vehicles were suspended causing hardship to daily commuters and tourists. Drivers trying to cross the highway through the Dehar khad river bed had a tough time due to the flowing river water.

The Kotla chowki police later restored traffic after dragging the loaded truck with the help of a JCB and challaned the truck driver with Rs 1,000 for crossing the bridge restricted for specified load capacity.

A new double-lane bridge with an estimate cost of about Rs 7.54 crore is under construction with a proposed 98-m span. Sanctioned by the Union Ministry of Road, Transport and Highway, a Hyderabad-based private company had started its construction in May 2008 and scheduled to complete it in June 2010. Intriguingly, the company has left its construction just after building its supporting pillars partially. The NH authorities concerned have failed to restart its construction so far. There is a demand to reallocate its construction work to expedite its construction.

Work on Rohtang tunnel comes to a standstill due to heavy snow

Heavy snowfall has crippled the construction work of the 8.84-km-long strategic Rs 1,400-crore Rohtang tunnel that has already been delayed by the water ingress in the tunnel since 2011. Besides, the work pace has been hit by the loose rocky strata that may push the project behind schedule if the problems persist.

The project aims at ending the century-long isolation of landlocked Lahaul valley, which is marooned by six winter months.

It also aims at providing an all-weather access to the Ladakh sector, including the Siachin glacier, which is the world’s highest battlefield.

The Rohtang tunnel project has completed 1,900-m boring from the south portal side, located 25 km from here. It has completed 1,400-m from the north portal side located near Sissu in the Lahaul valley.

The construction work from the north portal side was stopped from November 30 last year due to snowfall in Lahaul. Now, the work had come to a standstill from the south portal side as well due to heavy snowfall and the biting winter chill, project engineers said.

Sources said labourers had deserted the south portal site due to 3-m-deep snow and bone-chilling cold that sweeps the entire Rohtang-Dhundi region, where the construction site was located. “The night temperature dips below 0°C and water freezes making the labour movement impossible,” they said.

Though the Border Roads Organisation (BRO) has cleared the road from the south portal side, but the labourers are still avoiding to resume work in the face of the biting chill.

The tunnel authorities continue to face the water ingress in the tunnel. The water is continuing to flow at the rate 35-litre per second that has added to the problem, engineers said.

The engineers are also facing loose rocky strata from the south portal site that has further delayed the pace of work. But from the north portal side, the rocks were hard and boring pace was good, engineers added.

Life in the Manali region was still paralysed due to heavy snowfall for the second time. Moreover, the Dhundi-Rohtang region, which was lashed by the freezing icy winds and snowstorms, had made the movement hazardous, the labourers said.

Rohtang tunnel project chief engineer SP Sharma said the approach road to the tunnel had been cleared and work would be resumed by the contractors as soon as the weather improves.

Traditional Kullu dishes that are being served by local mahila mandals, self-help groups and NGOs at the Winter Carnival here have become a centre of attraction not only for local residents, but also for domestic and overseas tourists. Tourists are flocking to the stalls to taste the different Kullu cuisines which they never had seen before.

The five-day-long Winter Carnival of Manali has given an opportunity to village women from surrounding areas to cook and serve their homely dishes to tourists. Tourists, who always seek local dishes, are happy to eat unheard of fresh cuisines in a traditional way. Clad in Kullu dresses, women are serving their dishes merrily and being praised for the unique taste.

Various mahila mandals, self-help groups and NGOs have put their stalls in the heart of the town where food lovers throng to enjoy the traditional food. Out of curiosity, many overseas tourists too are visiting the stalls to taste the local dishes. Siddu, giche, childe, fembada and salty tea are the main dishes that have left their spell on people. Made of pure local ingredients, the healthy food is also attracting health-conscious customers.

Kullu Deputy Commissioner-cum-Chairman of Winter Carnival Committee SC Negi said the carnival was a unique event which was aimed at showcasing the rich culture of Himachal which would attract domestic and foreign tourists. He said the Winter Carnival had succeeded in the promotion of winter tourism in Kullu-Manali. He further said the carnival of Manali was a unique event where locals, including women, were getting opportunities to preserve, present and promote art, culture and local foods.

Hundreds of women, who begin the day by presenting their culture through tableaus and processions, are now cooking local dishes at the carnival and promoting folk art and traditional lifestyle of the Kullu valley.

Geriatric wards for senior citizens in civil hospitals sought

Taking into account that social welfare schemes for the aged are very inadequate in the state, the Himachal unit of the All-India Association of Senior Citizens Forum has suggested to the state government that the geriatric wards be set up in civil hospitals under the supervision of trained doctors and nurses who could take care of the special needs of the elderly.

“The government should create more infrastructural facilities for the care of the aged. Even social organisations will have a major role to play for the care of the elderly,” state spokesperson of the forum PC Oberoy said today.

To begin with, the government should set up senior citizens homes at the district headquarters town of Chamba. The centre would help in creating a better environment and more facilities to take care of needs of elderly people, Oberoy said.

At the same time, Oberoy requested that land in Chamba town be provided for the construction of a senior citizens home meant for about 150 senior citizens initially.

He also demanded to extend travel concession to senior citizens in all HRTC bus fares, including semi-deluxe, deluxe and volvo buses, and enhance the bus fare concession from 20 to 40 per cent as had been given by the Centre while travelling in the railways and Air India service on producing the necessary proof of age.

Oberoy sought that the government abolish the system of procuring HRTC concession passes by senior citizens on yearly payment of Rs 50. “Senior citizens should be allowed to avail the concessional travel facility on showing the proof of age,” Oberoy averred.

He also demanded a monthly pension of Rs 5,000 each to senior citizens as a social security which would be a help in need in the fag-end of their life.

While talking to mediapersons here today, she said she had been pursuing this issue in the past and had also met the then Union Railway Minister Satpal Maharaj in 1996 and requested him to connect these towns through broad gauge line.

Kunjana Singh said she had also met the Prime Minister in 2004 and later UPA chairperson Sonia Gandhi and had requested them to include the historically significant town of Paonta Sahib and the industrial town of Kala Amb in the proposed Dehradun-Chandigarh route to help boost the economy of the area. The provision of railway connectivity would not only facilitate the industry, but would also encourage religious pilgrimage as well as tourism to various unexplored destinations of Uttarakhand, Himachal and Haryana. This would also perk up employment avenues to youth and raise the economy of the region, she said.

Kunjana Singh said the minister had assured her to look into the survey which had been conducted in 1997 and she was hopeful that her request would be taken into due consideration.

Nominations create row in Nalagarh, Doon MCs

The nomination of five councillors to Doon and Nalagarh municipal committees (MCs) has become a bone of contention among Congress leaders in the two constituencies with voices seeking cancellation of appointments being raised before the Chief Minister and the Himachal Pradesh Congress Committee (HPCC) president.

A delegation comprising Lakhwinder Rana, Doon MC president Madan Chaudhary, former Doon MLA Lajja Ram Chaudhary and their supporters met the two leaders in Shimla recently and said it was unfair to nominate persons who had worked against official party candidates in the recent Vidhan Sabha elections.

The state government on Tuesday nominated three councillors each to Doon and Nalagarh MCs. The names were Mohammed Rafi, Tejpal Dindora and Munish Rajpal for Nalagarh MC and Prithvi Kaushal, Harnek Thakur and Prakash Chand for Doon municipal committees .

While there was no opposition to Mohammed Rafi’s nomination, Lakhwinder Rana, who had contested elections from Nalagarh, said the other two had worked against the party and their nomination was not acceptable to party cadres.

They said the nomination would sent misleading signals to party cadres and it was unfair to reward those who had worked against the official candidate.

They added that they had evidence of the workers having indulged in anti-party activities and had presented the same to the HPCC president. When contacted, HPCC president Sukhvinder Singh said he had received the complaint and was looking into it.

Nominated councillors refuted the allegation of anti-party activities during the elections said they would unearth the misdeeds of those who were at the helm of affairs in local MCs who were objecting to their nomination.

Cold wave continues in state

The middle and higher hills continued to reel under severe cold and life remained affected in snow-bound areas with threat of avalanche looming large over the tribal belt. The region has been experiencing sunny weather for the past four days, but people had to live with freezing temperatures in most parts of the state.

With Kinnaur district witnessing some avalanches, its threat has already increased in the state. Villagers managed to save 15 sheep which were buried under snow, following an avalanche at Malling Dogri village in Pooh.

Several apple orchards were damaged in Namgya close to the Indo-China border and a house was also damaged at Chheving village.

Apart from tribal Kinnaur, Lahaul-Spiti and Pangi areas, large portions in Rohru, Chopal and Dodra-Kwar areas in Shimla and upper areas of Kullu remained cut off from the rest of the state.

Kalpa was the coldest at - 1.1°C, followed by Keylong -8.6°C and Manali -2.4°C. Even lower areas shivered with Bhuntar recording a minimum 2.0°C , Solan 2.5°C, Palampur 3.5°C, Shimla and Una 4.5°C each.

With the Met Department forecasting clear weather for the next few days, mercury will move northwards and the region will get respite from cold wave.

Restoration work of snow-covered roads begins

Life in Holi tribal terrains of Chamba district continued to remain disrupted after heavy snowfall. Link roads and pedestrian paths are deep in snow even on the fourth day. However, the restoration work is underway.

The reports said the transportation services did not resume and the area had been cut off from the district headquarters.

The reports said a dozen tribal villages, including Ghogi, Bajol, Nayagran, Uran, Surei, Trangari, Sindi, Khanar, Gronda, Guwad and adjoining hamlets, had been facing power blackouts.

Moreover, there was an imminent danger of avalanches from steep hillsides and life continued to be at risk, the reports further said.

Confirming the reports, officials said the restoration work had been undertaken on a war footing and transport services were expected to resume soon. The task to restore power supply had also been taken up, officials added.

Appeasement policy delayed Afzal Guru’s execution: BJP

The BJP has blamed the appeasement policy of the Congress for the delay of eight years in carrying out the death sentence to Parliament attack convict Afzal Guru and asserted that the party had not lost any issue as a result.

Party spokesperson Ganesh Dutt said it was a daylight assault on the Indian democracy and those responsible for it should have been brought to justice at the earliest, but execution of Afzal Guru was delayed for eight years on political considerations.

The Congress was more concerned about its vote bank rather than implementing the verdict of the apex court.

President Pranab Mukherjee had sent the right message by rejecting the mercy petition and it would certainly desist anti-national elements from indulging in such treacherous acts.

The BJP had never played politics in dealing with issues concerning the national security and integrity of the country and had always advocated a hard line against terrorists.

Spiritual enlightenment session ahead of Valentine’s Day

After the notification of an exclusive commemoration of the Valentine’s Day by the administration, students from varied streams, including Law, BEd and JBT in the Kaler area of Hamirpur district will be entering into a spiritual enlightenment session starting from the Valentine’s Day.

The summit was intentionally devised by the Board of Management of Sai College Managing Committee, which has invited eminent scholars from varied walks of life. Scholars will be delivering presentations on secular ethics based on experience, common sense and scientific findings to enrich the inner values.

Chairman of the college Balwant Rai said, “There are so many things which we can achieve from such arrangements, but sometimes it is very difficult to pinpoint one achievement. We think that transforming persons and exploring is the only solution for the pain and sufferings around us in the world.”

The administration said, considering it a need of hour, this would be a non-commercial activity and the emphasis would be laid on the participation of maximum youth in the programme.

Intellectuals would speak on secular ethics and genuine happiness to mark the Valentine’s Day. Vijay Kumar, a senior visiting faculty, said, “Physical strength is nothing compared to the strength of mind and a person of sound body with unsound mind is not accepted in society whereas a person of unsound health, but of sound mind is accepted.”

He said lectures on the subject like “How important and powerful are the effects of the meditation for students” were also a part of the programme.

The four-day session will conclude on February 17 on the college premises. The college administration has also invited the parents of students to participate in the session.

Assn honours octogenarian state pensioners

To infuse internal strength and uplift the morale of octogenarians, the local unit of the Himachal Pradesh Government Pensioners Association yesterday initiated a new step of honouring octogenarian government pensioners.

The association organised a function to honour those government pensioners who had either touched 80 years or crossed this age. BS Thakur, Superintending Engineer, PWD circle, Nurpur, presided over the function.

About a dozen octogenarian government pensioners had been identified by the association and were garlanded and honoured with a shawl, cap and scarf. Chief guest Thakur, while lauding the initiative of the association, said this would render new vigour and spirit among octogenarian pensioners of the area.

SL Gupta, president of the association, said the association had decided to organise such a function every year. He said the association had been struggling for its genuine demands for long and the Virbhadra Singh government before coming to power had incorporated its demands into its poll manifesto. “A delegation of the association, led by state president Jeeva Nand, had met Chief Minister Virbhadra Singh on January 3 and apprised him of longstanding and genuine demands and he had assured them to take decision very soon,” he asserted.

Home Guards on police duty in Mandi dist not paid salary for 2 months

Hundreds of Home Guards doing different duties with the Department of Police under police stations of Mandi district have not been paid salary for the last two months. As many as 107 Home Guards did not get any pay. In January all the 401 Home Guards working with the police did not get any salary.

In Mandi district a total 888 Home Guards were posted on duties with different institutions and of them 401 Home Guards were attached with police stations. They were assigned traffic duties, court duties affecting serving summons and warrants, investigation, law and order and night patrolling.

Bali Ram Thakur, state president, HP Home Guards Welfare Association, said of all the Home Guards posted with the Police Department, 107 Home Guards did not get any salary for December 2012 and all the 401 Home Guards posted with the HP Police for January 2013. He further added that the duties with the police were the most difficult as compared to those with other departments. But Home Guards who were doing difficult duties were still awaiting their remunerations. Home Guards personnel working with the police in other districts were getting their salaries, he further added.

SP, Mandi, RS Negi said the problem had cropped up due to shortage of funds. As soon as the financial sanction was accorded, dues would be released to all the Home Guards personnel serving with the police in the district.

Sabha seeks time-bound monkey menace solution

The CPM-led Himachal Kisan Sabha (HKS) has sought a time-bound long-term solution for the monkey menace by reviving simian export for biomedical research and lifting the ban on scientific culling, as is the practice the world over.

Talking to The Tribune on the sidelines of the state-level conference of the HKS, state president Kuldip Tanwar said, “The HKS has passed a resolution to this effect as there is a change of guard in the state.”

He added, “The sterilisation of animals and creation of a primate protection park are waste of money as the measures have failed to achieve desired results.”

He claimed that the previous BJP government showed an initial zeal to solve the monkey menace, but later lost its will. “It opened 25 sterilisation centres and sterilised 62,744 monkeys against a target of 2 lakh monkeys,” he added.

He said the Chief Minister had said the government would try to find a long-term solution. The previous government had started scientific culling in 15 panchayats in Sirmaur district, but the move was stopped by animal rights groups by moving the high court in 2010.

The HKS president said the best solution would be a combination of exporting monkeys to the West for biomedical research and scientific culling.

“The HKS will launch a series of statewide protests at the sub-tehsil and tehsil levels from April 2. It will be a major poll issue in the Mandi Lok Sabha bypoll,” he said.

Former Planning Adviser for abolition of vacant posts

Former Planning Adviser to the state government SK Shad has expressed concern over the high revenue expenditure with 90 per cent of the budget being spent on 3 lakh govt employees and has suggested the abolition of all vacant and non-functional posts immediately.

Responding to the call for suggestions from the public on the Budget, he said the government must earmark the ratio between the revenue and capital expenditure and gradually bring down salary related expenditure to at least 40 per cent. He said it could be achieved by bringing in a lucrative retirement policy and outsourcing staff.

He said the Finance Department must fix a ceiling on salary related expenditure on the pattern of externally aided projects where such spending had been capped at 10 per cent so that the at least 60 per cent of the budget could be utilised for the 65 lakh poor people in the state.

He said effort should be made to increase non-Plan resources and annual targets should be given to departments. He said a scheme on rewarding best performing secretaries and department heads in additional resource mobilisation should be introduced.

He said a department of resource mobilisation should be set up and its main role should be to assess gaps in Centrally sponsored schemes and projects and externally aided projects by analysing existing schemes. He said the Finance Department must take strict administrative action for lapses leading to surrender of Central funds.

In 2012-13, Rs 400 crore was surrendered in non-Plan amount, he said. He added that overestimation of expenditure led to increase in balance from current revenue gap for which the state had to raise an additional loan. In the annual Budget for 2013-14, the state should focus more on untied resource mobilisation and externally aided projects, he said.

He said the government must come out with an effective policy for economy in departments and ensure timely completion of all capital work as was being done by NABARD. He said government vehicles should be privatised and officers paid a fixed amount as per entitlement like the policy on residential phones.

CM’s effort lauded

State-level Planning and 20-Point Implementation Committee Chairman Ram Lal Thakur has lauded the efforts of Chief Minister Virbhadra Singh for taking up various issues pertaining to the state with Prime Minister Manmohan Singh.

In a statement here today, he said Virbhadra Singh took up the matter for providing a special financial package of Rs 7,565 crore to tide over the difficult financial situation created due to the faulty recommendations of the 13th Financial Commission which misjudged the committed liabilities of the state.

The Prime Minister had assured that the matter would be examined sympathetically.

Ram Lal also said it was due to the CM’s endeavour that the World Bank and Union Department of Economic Affairs (DEA) had sanctioned $100 million (US) as the financial aid for promoting green growth of the state.

‘Work on bridge to start in March’

The long-awaited Berry Dadollan bridge will be connected to the nearest spot to the town at Khairiayan and work on it is expected to be started in March. This assurance was given by Ram Lal Thakur, Chairman of the State Planning Development and 20-Point Implementation Committee to the Gobind Sagar Ghats Sudhar Sabha when a delegation led by its president Ram Singh met him at the Circuit House here on Friday.

He said Chief Minister Virbhadra Singh had laid the foundation stone of the bridge several years ago before the change of government, but the BJP government kept the project pending, otherwise it could have been completed by now.

He said Chief Minister Virbhadra Singh has announced that the construction of the bridge would be started at the earliest. Ram Lal Thakur said he would take up the matter with the Chief Minister again.

Leopard trapped, dead

Solan, February 10
A fully grown male leopard died due to grievous injuries received today after being caught in a trap laid by some local residents at Tikri village near Bagheri in the Nalagarh subdivision.

The incident came to light around 6:30 am when some passersby saw a leopard struggling to come out of a barbed wire trap. The 7.1-foot-long leopard had uprooted the wooden plank along with the barbed wire, but he was entangled in the mesh, which injured it in the back with a sizeable portion of the wire piercing its body.

A team of forest officials led by District Forest Officer RS Jaswal reached the spot around 10 am and sought the help of the forest staff from Ropar to tranquilise the animal.

Gian Chand, specialist forest guard from the Bilaspur division, also came to assist in the operation, but the leopard did not fall unconscious despite being fired at thrice.

The animal gave up around 3 pm after a long struggle. Its body was brought to the Veterinary Hospital at Nalagarh, where it was pronounced dead.

Jaswal said the carcass would be burnt in the presence of a committee comprising forest officials, the Subdivisional Magistrate, a policeman and a representative of the municipal committee tomorrow.

He said an FIR would be registered as it was a case of laying an illegal trap. The incident brought to the fore illegal wildlife poaching in Nalagarh subdivision.

Mother-son duo burnt alive in jhuggi

A mother-son duo was burnt alive when the jhuggi they were sleeping in caught fire at Baddi on the Suncity Road last evening. The incident occurred when the jhuggi belonging to migrant labourer Narotam Ram hailing from the Badayu area of Uttar Pradesh was burnt and his 24-year-old wife Kanti Devi and two-year-old son Shravan Kumar were sleeping inside.

The sudden fire left no scope for the mother to escape and by the time neighbouring jhuggi dwellers came to their rescue the fire had engulfed the duo.

Narotam after taking dinner had gone outside. He had left a kerosene lamp burning inside and this was being perceived as the cause of the fire, according to initial police investigations confided Superintendent of Police, Baddi, S Arul.

Firemen from nearby fire stations rushed to the spot around 9:30 pm and managed to douse the fire within minutes.

This was not the first such incident. Earlier in May 2012, two children aged 3 and 5 years had been burnt alive and prior to that in June 2007 two children aged 3 and one year had been burnt alive in a jhuggi fire in the Baddi industrial area.

HPCC chief to involve old faithful workers

Himachal Pradesh Congress Committee (HPCC) chief Sukhvinder Singh has drawn up a plan for involving old dedicated party workers who had largely remained ignored. He has directed all district and block units to compile lists by March 31 of workers who have been associated with any wing of the party for a long time, but not involved in party work, and send those to the HPCC office.

He has said old workers can also submit their particulars and details of association with the party directly to the block or district unit or the HPCC.

Sukhvinder Singh has added that he will chalk out a plan to involve them in party work and ensure that they get their due as well.

Hamirpur: Sukhvinder Singh will visit Hamirpur district on February 18. This will be his first visit to the district after becoming state president. District Congress president Sunil Sharma said they would hold a meeting on the welcome programme tomorrow.

66 traffic violators challaned

The police in the district has started a campaign to ensure that vehicle users strictly observe traffic rules to avoid accidents. SP Anupam Sharma said here today that the police had challaned 66 traffic violators. Of these 63 were to two-wheeler riders who were riding without wearing a helmet.

Two challans were for vehicles being without licence and one for not carrying the RC. The police charged Rs 20,400 as fines from them.

Sharma said this campaign would continue in the entire district and all police stations had been alerted to ensure strict observance of traffic rules.

Similarly, the police also challened 32 vehicle riders at Ghumarwin and charged Rs 6,000 as fines from them.

Stolen vehicle recovered

Nurpur, February 10
The local police today claimed to have solved the case of the theft of Tata Safari jeep (HR-10S-1924) stolen last Thursday night from the Chogan locality where its owner had parked it near his house.

The police had rushed to Rohtak from where complainant Praveen Kumar had bought this used jeep and recovered it. DSP Rajinder Jaswal said the police had arrested Pradeep Kumar of Katreti in Rohtak district and Ranjit Pathania of Mehraka village near Nurpur. Pradeep, the previous owner of the vehicle, had sold it to Praveen of Nurpur through local mediator Ranjit. — OC

Man booked for bid to kidnap daughter

The police and residents of Kohala village on Thursday foiled a man’s alleged attempt to kidnap his eight-year-old daughter. The police impounded the vehicle used while the accused was absconding.

Kangra subdivisional police officer Dinesh Kumar Sharma said the Class IV student and her mother had been staying at the latter’s parents’ house on the outskirts of the town for the last three months.

He said the girl was on her way back home when her father Sagar of Sujanpur Tira in Hamirpur district, picked her up in a Tavera around 1:30 pm and tried to drive away.

He said some local residents who saw him informed the police and chased the vehicle. He said the two other persons in the vehicle jumped out of the vehicle and fled.

He further said villagers and the police chased him, forcing him to abandon the vehicle with the girl in it and flee. He said the police handed the girl to her mother in the evening.

Man crushed to death under tractor wheel

Bilaspur, February 10
Gyan Chand (30) of Soi village was crushed to death as he fell down from a tractor on which he was sitting near Chehad village on the Ghumarwin-Mor Singi road, 27 km from here, yesterday.

Reports said the deceased was drunk and lost his balance when the tractor, on which he was sitting, received a sudden jerk and he fell off it and was crushed under the rear wheel. He was rushed to nearby Ghumarwin Civil Hospital where he was declared brought dead by doctors.

The police has arrested tractor driver Pradip Kumar of Galassi village, near here, and taken the tractor into its possession. In another case, some people noticed a person falling on the road while he was coming on foot from the Gambhar bridge side towards Baned and when they reached to help him, he was already dead. — OC
