2 mobile phone thieves held The Zirakpur police arrested two thieves and seized 48 mobile phones from their possession in Baltana here today. The accused, identified as Chotu Kumar and Sahib Kumar from Jharkhand, used to steal phones from public places in Chandigarh and Zirakpur, the police said. The seized mobile phones cost around Rs 7 lakh. — OC

HC wants Education Secy, officials to put their heads together
Chandigarh, February 1 Taking up the traffic regulation and road safety case, Justice Rajive Bhalla was of the opinion that the education department should hold consultations with the DPI, school administration, State Transport Authority and police to identify the authority for implementing the directions issued from time to time for avoiding confusion. The Bench also wanted to know what was special about buses for school students when others were also allowed to travel. The development is significant as approximately 26,000 students of schools, colleges and university are availing bus pass facilities and travelling by CTU buses. The High Court has been issuing directions for making commuting safer for students. Miffed over the poor condition of buses used for ferrying schoolchildren, the High Court on a previous date of hearing had asked the Chandigarh Administration to explain method adopted by it to inspect such vehicles. The court also admonished the states of Punjab and Haryana for being "non serious" towards the welfare of children. The Bench minced no words saying while the Chandigarh Administration had initiated some safety measures and launched special school buses, the two states had hardly taken any steps in this regard. |

Man gets 1-year jail term on molestation charge
Chandigarh, February 1 The court of Sessions Judge today convicted a retired Punjab police official Malkit Singh in a case of molestation under Section 354 of the IPC. The court sentenced
the accused, Malkit Singh (55), to one-year imprisonment. While the police had booked the accused in a case of attempt to rape, the charges of rape could not be proved and the court convicted him on charges of molestation. The case was registered on January 27, 2012, at the Mani Majra police station when the victim’s father reported to the police that Malkit Singh tried to rape his eight-year-old
daughter when she was returning with another girl from tuition. They reported that the retired policeman caught hold of the girl, pulled her inside his house and bolted the door from inside. By that time, the girl accompanying her informed the victim’s father and she was rescued and the accused was arrested. In another case of speedy trial, the Sessions Judge today acquitted another accused, Bablu, in a case of attempt to rape of an eight-year-old girl. The case was registered in August last year at the Industrial Area police
station.The victim’s father reported that the accused tried to rape his minor daughter. However, the complainant turned hostile in court and the accused was acquitted today.The two cases of crime against women were decided. |

HC okays appointments in PU’s Department of Laws
Chandigarh, February 1 Acting on a petition filed by Varun Malik against Panjab University and other respondents, the High Court had, in October, 2011, stayed the selection process. The Bench had observed: “In the meantime, the respondent university shall not make any appointments against the advertised post of assistant professor (laws) in the scheduled caste category.” In his petition, Varun had earlier sought directions for quashing the “decision of selection of the candidates against three seats advertised for the appointment of assistant professor (laws) by the varsity and other respondents.” The petitioner had contended the advertisement issued for the post in the University Institute of Legal Studies amounted
to 100 per cent reservation for the scheduled caste category. Subsequently, a candidate for the assistant professor’s post in the three-year course, Supinder Kaur, moved an application for clarification of the order. After hearing the application and going through records, the Division Bench of Chief Justice Arjan Kumar Sikri and Justice Rakesh Kumar Jain asserted: “In respect of this department, a number of posts of assistant professor (law) have been found advertised and one is reserved for the scheduled caste category. Therefore, the question of 100 per cent reservation does not apply as far as the department of law is concerned.” The order further stated, “The confusion has been caused because the order dated October 2, 2011, is not categorically confined to the UILS (five-year course).” The bench modified the previous order and stated, “…the stay, which was granted, applied only to the UILS (five-year course) and not to the Department of Laws’ three-year course… Therefore, insofar as these selections are concerned, it would be open for the university to go ahead with the appointments.” |

Jeweller’s wife gets bail
Chandigarh, February 1 The police earlier this month, had registered a case of voluntarily causing hurt 323, wrongful restraint 341, and criminal intimidation 506, at the Sector 3 police station against Pooja Jain after her husband had accused her of beating him. The couple resides in Sector 9 of the city. Pooja had moved the court, seeking anticipatory bail, apprehending her arrest in the case registered earlier this month. Her bail plea was rejected following which the police arrested her from her Sector 9 house yesterday. The court had also dismissed the appeal of Pooja Jain seeking ban on
entry of Akhil in her house. After spending a night in Burail jail, Pooja Jain’s regular bail application came up for hearing and she was given bail. Pooja had allegedly attacked Akhil again and hit him with a flower vase. Akhil gave a complaint after which medical
examination was conducted and a case of voluntarily causing hurt was registered against her. Akhil Jain, earlier this month, had gone to meet his children in Sector 9, armed with a court
order and was attacked and hit on his nose with a fork.Frequent fights have taken place between the two. |

Accused neighbour who threw chilli powder at woman acquitted
Chandigarh, February 1 The court acquitted Sandeep Kumar of all charges today.As per the prosecution theory, the incident occurred when the woman, Heera Devi, a Class IV employee at the Public Health Centre at Panjab University, had returned to her residence at the PU quarters (Block A) for lunch. The door at the rear entrance of the house was already open and she was shocked to find a masked man committing theft. The accused, Sandeep, ran towards the kitchen and threw red chilli powder into Heera Devi’s eyes. The woman shouted for help and also tried to catch the thief, who then caught hold of her gold chain. Heera Devi unmasked the youth while resisting the attack and identified the attacker as her next door neighbour. The accused had picked up a hammer and smashed it on to the woman’s head several times. He tried to flee leaving Heera Devi seriously injured. However, the neighbours, who had gathered by then, nabbed the accused. The police was informed and the accused was arrested. However, in court, Heera Devi failed to identify the accused and the court acquitted him of all chargs. |

Two caught accepting bribe
Mohali, February 1 DSP Pritipal Singh, who headed the Vigilance team, said Bhola Singh Brar, general manager, had allegedly impounded a tipper carrying sand near Kharar. No proceedings to initiate action against the driver of the truck, Hardeep Singh, had been recorded in this regard. He said the tipper belonged to Chiranjeevi Lal, a resident of Anandpur Sahib, who had a business of sand and bajri which he got from Himachal Pradesh. The GM was allegedly demanding a bribe of Rs 50,000 to release the vehicle. A case has been registered. |

Chandigarh, February 1 In 48 kg Individual weight category, Bandana Kumari of TMD College, won the first spot followed by Anu Rani of GN Khalsa College (W), Ludhiana and Sandeep Kaur of Khalsa College for Women, Ludhiana. In 53 kg category, first spot went to Khushveer Kaur of Gobindgarh Public College, Alour, who lifted 100 kg followed by Rajinder Kaur, GN College, Narangwal. Under 58 kg category, Jaspreet Kaur of GCG Ludhiana, remained on first spot while second spot went to Kamalpreet Kaur of Khalsa College for Women, Ludhiana and Mandeep Kaur, MTSM College for Women, Ludhiana. In 63 kg category, Parampreet Kaur, GCG Ludhiana, won the first spot. In 69 kg, first spot went to Manpreet Kaur, GGS College for Women, Chandigarh.
