Bansal announces New Delhi to Ferozepore Jan Shatabdi
Muktsar, January 13
Soon, there would be a Jan Shatabdi from New Delhi to Ferozepore, Union Railways Minister Pawan Kumar Bansal announced today. He also said that the Railways would set up a manufacturing in the state and extend the Ganganagar-Bathinda-Haridwar train to Rishikesh.

Power rates may be up by 10% this year

The power tariff hike in Punjab for 2013-14 is expected to be less than 10 per cent. Following the amendment in the Punjab Power Sector Reforms Transfer Scheme, the Punjab State Power Corporation Limited (PSPCL) has apprised the Punjab State Electricity Regulatory Commission (PSERC) to revise the annual revenue requirement (ARR) figures submitted to the commission.

Alleging that the people and the police were both unsafe in Punjab, Capt Amarinder Singh, Punjab Pradesh Congress Committee (PPCC) chief, today warned that President’s rule may be imposed in the state.

Addressing a rally here today, he said he was buoyed at the "large" gathering and was confident that the Congress would win all the 13 Lok Sabha seats in the state besides the Moga by-election.

He feared a Financial Emergency could be imposed as the state government had no money.

He described the SAD-BJP Government as one of of “law-breakers” and “liars”. He compared the SAD-BJP regime to the rule of Mughal Emperor Aurangzeb, claiming that while Congress workers were being harassed, the general public was being looted. He said young Akali leaders led by Bikramjit Majithia and Sukhbir Singh Badal were a law unto themselves.

“No one is safe. An ASI murdered for saving his daughter. Congress leaders are abused in the assembly. Chief Minister Parkash singh Badal has failed to provide security to the people." Congress Legislative Party Leader Sunil Jakhar accused Badal of betraying farmers. He showed papers, claiming Badal had given free tubewell connections to farmers which were later termed "illegal" and withdrawn.

Congress Working Committee member Jagmeet Brar and senior Congress leader Rajinder Kaur Bhattal also spoke. Bhattal asked the party cadre to expose the “misdeeds” of the state government.

Soon, there would be a Jan Shatabdi from New Delhi to Ferozepore, Union Railways Minister Pawan Kumar Bansal announced today. He also said that the Railways would set up a manufacturing in the state and extend the Ganganagar-Bathinda-Haridwar train to Rishikesh.

Addressing the Congress rally at the Maghi Mela here, he promised a train between Muktsar and Hazoor Sahib (Nanded) and connectivity between Takht Damdama Sahib (Talwandi Sabo) and Hazoor Sahib.

He announced that the New Delhi-Bathinda express would be extended to Fazilka. He said some coaches of the Ferozepore-Shatabdi Express may be diverted to Fazilka.

He announced at least one additional AC coach in the Delhi-Ganganganager Express, New Delhi-Bathinda Express and Haridwar-Srinagar Express. He said the Muktsar railway station would be upgraded with two more platforms.

Congress Legislature Party Leader Sunil Jakhar, AICC member Jagmeet Brar, Gidderbaha MLA Raja Warring, Guru Harsahai MLA Rana Gurmit Singh Sodhi and Muktsar MLA Karan Kaur Brar had demanded better rail facilities for the border belt.

Pradesh Congress chief Amarinder Singh alleged that the “Badal” family was not keen on greater rail connectivity in the state as this would hit its profit-churning road transport business.

Former Finance Minister Manpreet Badal’s People's Party of Punjab attracted an impressive crowd at the Maghi Mela. Elated at the response, an emotionally charged Manpreet thanked the audience, his hands folded.

He primarily targeted his cousin Deputy Chief Minister Sukhbir Singh Badal over law and order failure in his speech. He said thethe Sanjha Morcha would start a state-wide personal contact programme beginning March against the SAD-led state government against the "fake" cases being registered against PPP workers.

Referring to the brutal killing of an ASI in Amritsar, Manpreet said: “Tusi (the Badals) Kaatil te makhtool, dona de sir te hath nahi rakh sakde (You cannot bless both the criminal and the police at the same time)".

The PPP chief said his party was committed to depoliticing the police as this alone could restore law and order in the state. He also spoke about the state government’s alleged failure in handling the Faridkot kidnapping case and the harassment of a policewoman by some Akali workers at Mallan village in Muktsar district.

He concluded his speech with an Urdu couplet. “Tujhe watan se mohabbat karna nahi aata, aur mujhe watan se mohabbat ke siwa kuch nahi aata. You (Sukhbir) do not know how to love Punjab and I only know to love Punjab.”

Other Sanjha Morcha leaders who spoke were Surjit Singh Barnala, Dr Joginder Dayal, Bant Singh Brar, Charan Singh Virdi and Bhagwant Mann.

Jagjit Singh “Honey” Fattanwala, Manpreet's cousin and Muktsar district in charge of the PPP, appealed to Chief Minister Parkash Singh Badal to join the Sanjha Morcha. “Badal Sahib, nobody from your family, including Sukhbir, Harsimrat and Bikramjit Majithia, have any time for you. Hence, you must join the Sanjha Morcha.”

Bhagwant Mann enthralled the audience with his witty remarks on the Badals, Bikram Majithia and Congress leader Rajinder Kaur Bhattal. He also targeted former Congress MLA from Moga Joginder Jain and Sant Singh Brar. Manpreet's father Gurdas Badal was at the pandal only for a short while. He preferred to sit in his SUV.

Deputy Chief Minister and SAD president Sukhbir Singh Badal today said party halqa incharge (constituency managers) do not enjoy any power and that the system adopted by the party was similar to the one followed by the Congress during its regime.

Sukhbir said this in reply to a question on the alleged increasing influence of constituency managers, consisting of party legislators or defeated Akali candidates, in governance in their respective areas.

Talking to TNS, Sukhbir said the system of appointing halqa incharge was prevalent during the Congress regime in the state. He alleged Congress leader Sukhpal Singh Khaira, who was now the biggest critic of this system, had distributed development cheques during the Congress rule even though he was not a legislator.

"We can produce evidence to prove this", he said, adding halqa incharge were appointed solely for political purposes. He said the constituency incharge only functioned as representatives of the party in a particular area and were responsible for party activities only. "They have no control over governance or government functionaries," the Deputy Chief Minister said.

Sukhbir even claimed that the party kept a watch over its functionaries and that halqa incharge did not have the permission to do anything they wish to. He said the functioning of the SAD should be measured from the action taken in case of any misdemeanour by a party functionary. "We have always taken serious note of anyone taking law in his hands irrespective of his position in the party. And we will continue to do so," he added.

On "favouritism" in police postings, Sukhbir said postings were awarded on merit alone. He said it was true that certain police officers had got field postings both during the Congress and the Akali rule. He said this was only reflective of their management skills. "Good officers remain in the same post even after a change of government", he said.

Sukhbir said the government's record on law and order front should not be measured by taking into account certain stray cases which, he said, had been dealt with a heavy hand.

With the campaign for the Delhi Sikh Gurdwara Management Committee (DSGMC) elections picking momentum, the ruling SAD (Delhi) led by Paramjit Singh Sarna and the Parkash Singh Badal-led SAD are making all-out efforts to woo voters. The DSGMC is the second most important Sikh body after the Shiromani Gurdwara Parbandhak Committee(SGPC).

Sarna said they had been urging voters to draw a comparison between the working of the DSGMC and the SGPC. He claimed that the management of gurdwaras controlled by the DSGMC was far better than of those being run by the SGPC, with the exception of the Golden Temple.

He said educational institutions too were better managed by the DSGMC. "We have made concerted efforts to resolve Sikh issues at the national as well as the international level. The DSGMC has been propagating Sikhism in foreign lands by sending preachers abroad. On the contrary, under the SGPC, drug addiction and apostasy has been on the rise in Punjab," Sarna claimed.

He alleged that the SAD had repeatedly violated the directions of the Akal Takht and he could quote several instances to prove his point.

On the other hand, the SAD's Delhi unit chief, Manjit Singh GK, alleged that it was the DSGMC under Sarna that had been violating the directions of the Akal Takht, such as Gurpurb celebrations. Educational institutions run by the DSGMC were in a bad shape and corruption was rampant. Manjit Singh also alleged that the DSGMC had failed to get justice for the 1984 riot victims.

The SAD is also raking up the Gurdwara Bala Sahib controversy to target the Sarna brothers. The SAD alleges that gurdwara land was allotted to a private organisation for raising a hospital in violation of norms.

Senior BJP leader from Ferozepur Kamal Sharma has emerged as the firm favourite to take on the mantle of the next president of the Punjab BJP. Elections to the post will take place on January 15.

BJP sources the BJP's core group at the Centre had cleared the nomination of Kamal Sharma for the Punjab unit, replacing Ashwani Sharma.The sources said the election to the top post in the state unit had been put off last month because there was no clear consensus on the issue.

Though Kamal Sharma was earlier being groomed for the post, a change in the party's constitution allowing the central as well as state presidents to be re-elected for a second three-year tenure had given hope to Ashwani's supporters that he would continue to lead the party.

Ashwani's supporters are. however. still trying for an “honourable”settlement.

They are said to be lobbying for a Cabinet berth for the Pathankot legislator, arguing that if this is not done, it will send the wrong signal to party workers. Ashwani has been instrumental in the party's revival in the state on the eve of the assembly elections when everybody had written off the party.

The sources said it would be difficult to dislodge a BJP minister to create space for Ashwani, who is a first-time legislator. Among the four BJP ministers, Chunni Lal Bhagat cannot be dislodged as he represents the Dalit vote bank. Madan Mohan Mittal is the seniormost representative in the Cabinet. Anil Joshi represents Amritsar City. Surjit Kumar Jyani, like Ashwani, represents the border belt. Attempts are being made to get Ashwani adjusted against one of the three vacant posts for the time being. The BJP has a four-member quota in the Cabinet based on its strength in the assembly. That quota is full.

The sources said that Kamal Sharma, who had been promised the post when Ashwani was elevated three years back, has built upon his strength in the party. He is close to senior BJP leader Arun Jaitley who has a good equation with Chief Minister Parkash Singh Badal. Sharma is at present working as adviser to the CM.

Party's media in charge Vineet Joshi said elections for the post of president would be held on January 15 at the party headquarters here under the supervision of national spokesman Ram Nath Kovind. Punjab BJP in charge Shanta Kumar would also be present.

Just after it got functional last month, it seems that the bio-remediation project to clean the Budha Nullah has hit a roadblock as contractor of the project has alleged that he has not been paid for the work completed till date. He has said that he will not go ahead with the project until he will not get his payment.

Members of the Work Done Verification Committee claim that there are some discrepancies in the billing done by the contractor and until these discrepancies are not cleared, they cannot clear the bills. The committee comprises officials of the Central Pollution Control Board (CPCB), the Punjab Pollution Control Board (PPCB), the Ludhiana Municipal Corporation and the Punjab Water Supply and Sewerage Board.

From a clean water channel just four decades ago, the Budha Nullah has today turned into a slow-moving stream, which is also responsible for the increasing pollution levels in the Sutlej.

Five ‘green bridges’ have to be constructed at a distance of 500 m from each other on the nullah downstream from Jainpur village. On December 4, the work on the first green bridge was completed and 45 tonnes of microbial culture were released into it. The remaining four 'V' shaped 'green bridges' are yet to be constructed by Green Technologies. Probir Sinha, owner of Green Technologies, claims that he has not received any payment for the work carried out till date.

“I have invested about Rs 3-4 crore in the project but till date I have not received even a single penny. I have heard the verification for the completed work has been carried out and the CPCB will be releasing the payment shortly. Without money, we would not be able to go ahead with the project," said Sinha.

“The contractor has not maintained the bills properly. That is why we are not able to verify the work carried by him. It is an important project and payments would be released once members of the committee feel that the work has been done properly. The committee had discussed the issue on January 8 and we would be meeting again next week," said Krunesh Garg, head of the committee.

How the project shaped up

  • Former Union Environment and Forests Minister Jairam Ramesh inaugurated the project on April 23, 2011
  • After remaining on paper for more than 20 months, the project costing Rs 16 crore began on December 4
  • About 70 tonnes of microbial culture were released into the drain near Jainpur village. The project is expected to reduce the pollution level in the nullah by 50 to 80 per cent

Following the amendment in the Punjab Power Sector Reforms Transfer Scheme, the Punjab State Power Corporation Limited (PSPCL) has apprised the Punjab State Electricity Regulatory Commission (PSERC) to revise the annual revenue requirement (ARR) figures submitted to the commission. The PSPCL functionaries have given the revised figures to the PSERC a few days ago.

As per the changes in the ARR, now the projected accumulated revenue gap for 2013-14 has been revised to Rs 16,039 crore from Rs 12,053 crore and the net revenue gap for 2013-14 has been increased to Rs 2,839 crore from Rs 2,112 crore. Though, an increase of 58.59 per cent in tariff rates for all consumer categories was to be required across the board to cover the proposed accumulated revenue gap.

However, senior officials dealing with the financial issues in the PSPCL stated that the power tariff hike is likely to be on the basis of the revenue deficit for the fiscal 2013-14 and not the accumulated revenue deficit.

"In that case, the increase in the power tariff is most likely not to exceed 10 per cent, which would be a relief for the consumers across the state,” said senior PSPCL officials.

The PSPCL has sought approval for power purchase, which is the major component of the ARR, worth Rs 8,680 crore from the commission for the next year.The cost of fuel charges has been estimated at Rs 4,905 crore, whereas employees cost will be Rs 4,370 crore.

Association president Baldev Singh Sran said in the next couple of years the power generation capacity of the state is likely to witness an increase of about 5,000MW.

Sran said, “Matching sub-transmission/T&D system and other requisite infrastructure is required for the proper handling of the additional generation. The additional power will not reach the consumers in case an adequate T&D system is not created immediately. Further, the existing T&D system is excessively over-loaded and obsolete, which needs immediate augmentation but due to an inadequate organisational structure, the work is being delayed.”

Many of the technocrats pointed out that the maintenance and upkeep of the existing grid sub-stations had also been ignored. “SDOs are manning 30-35 grid sub-stations against the norms of 6-7 grids, which lead to poor supervision of the maintenance of the grid sub-stations. As the new grids are being added each year, their maintenance assumes utmost importance for providing quality supply to the consumers,” pointed out Association general secretary Sanjeev Sood.

The association also rued that there was virtually no progress in execution of the 1320MW Mukerian Thermal Project. “The association had discussed these issues with CM Parkash Singh Badal during a meeting in October, wherein the CM had instructed the corporation to ensure that the steps suggested by the association were implemented at the earliest. But unfortunately, the PSPCL management has failed to implement them," regretted leaders of the association.

Meanwhile, the association has also taken a strong note of the reported recent decision taken by the Punjab Power Corporation that the prior sanction of the Punjab government was required to create posts. The association has said the move nothing has undermined the autonomy of the power companies, which were against the concept of creating corporate entities to grant it full autonomy in order to provide efficient service to the consumers.

Patiala Mayor, Town Planner at loggerheads

On Patiala Mayor Jaspal Pradhan’s instructions, the Assistant Town Planner (ATP) Naresh Kumar on January 9 asked owners of the commercial establishments in Leela Bhawan area to produce their building plans within three days. This angered several top officials in the Patiala Municipal Corporation (MC) since such orders should only be passed with the approval of the Municipal Town Planner (MTP).

But Pradhan did not do so. He did not even consult senior officers, including Municipal Commissioner GS Sidhu, Assistant Commissioner Nazar Singh before issuing the verbal orders to Kumar.

After the ATP issued the notices, the owners of many commercial establishments accused the administration of demanding ‘bribe’.

The Leela Bhawan is a commercially notified market in the city and the building plans of the commercial establishments are duly passed by the government. “We were surprised to see that we were served the notices on the orders of the ATP. We were asked to submit the copies of our building plans by January 12. We are paying commercial house tax and the MC authorities can verify from its branch whether or not our building plans were sanctioned,” said several owners.

The MTP refused to comment on the matter. Municipal Commissioner GS Sidhu said, “The matter should have been discussed with the seniors. The MTP has asked for a written explanation in this regard from the ATP Naresh Kumar.”

He, however, confirmed that when the orders were issued by the ATP, no one brought it to his notice. On the allegations of the bribe being sought by the civic employees, Sidhu said if people made such allegations in writing, we would look into it.

Mayor Jaspal Pradhan could not be contacted. He has been evading the media ever since the controversy broke out.

Inmates’ novel ways to sneak drugs inside jail

Yesterday's seizure of 43 gm of heroin concealed in small cavities created in carrots and passed on to two undertrials has once again brought to the fore the ingenious ways being adopted to sneak in drugs in the Amritsar Central Jail.

The jail authorities had earlier put a ban on the entry of onions, tomatoes, capsicum and even soaps through an outsider inside the jails.

A number of past instances where drugs were passed on to inmates have put a question mark on the surveillance system adopted by the jail authorities. The drugs are hidden in such a way that these manage to cross the checking points and reach the jail inmates.

Over 30 per cent of around 3,600 inmates in the Amritsar jail are drug addicts. Officials admit that the de-addiction centre set up inside the jail could not attain the desired results.

Jail officials also admit that the supply of drugs and other intoxicants to jail inmates cannot be possible without the connivance of certain jail staff. Family members and friends also play a crucial role in handing over the drugs to the inmates. Besides, drugs are also passed on to inmates when they are taken out for court hearings.

Official speak:

Jail Superintendent Amrik Singh Waraich said: "We are in a very difficult situation. We had put a ban on certain vegetables and fruits which could be used for smuggling forbidden material. Now new ways are being discovered. A majority of the inmates are drug addicts. The connivance of jail staff in such operations cannot be ruled out. We have formed a committee to ensure that adequate vegetables are available in the jail kitchen".

Bathinda MC general house meets tomorrow

The Municipal Corporation Bathinda (MCB) will be meeting for the first time in 2013 on January 15. During the general house meeting, the corporation will discuss issues, including estimates of works of interlocking tiles being re-called, installing machinery for pumping sewer water and regularisation of the illegal double storeys of booths in Gandhi market.

In 1958, as many as 96 booths were allotted to the people displaced due to division of the country, in the Gandhi market area.

In 1977, the Gandhi Market Union moved an application before the divisional town planner requesting that they be allowed to add storeys to the booths allotted to them.

The plea was refused.

The shopkeepers re-appealed in 1984, which too was turned down.

However, caring two hoots for the law, the shopkeepers went ahead with construction and most of the shops in the market have double storeys and several hotels and inns running from them.

Though the municipal body kept on issuing notices to these shopkeepers, nothing was done in this regard.

A petition regarding these illegal constructions is already pending in the Punjab and Haryana High Court.

The matter will be kept before the house of the Municipal Corporation for consideration.

Besides, all the 29 works of laying interlocking tiles in the municipal limits have been cancelled and have been replaced with laying of premix.

The house has been asked to clear the issue so that premix could be soon laid in the places where tiles were to be installed.

The issue is expected to draw ire from the ruling and the opposition parties as the government has not stated any technical reason for banning interlocking tiles.

The Corporation plans to spend Rs 4.61 lakh on installing a pumping machinery at the Sanjay Tobba (pond) and two submersible motors, of 10 BHC power each and worth Rs 5.51 lakh, at various places in the city including the sewer laid in the area under the Multania bridge and the 30-inch sewer in Lal Singh Nagar.

The issue of laying metalled road on the Multania road will also be raised.

After the sewer was laid, the road became unmotorable. Since the road leads to Ghudda village, connects the city interior with the the Ring Road and also facilitates the movement of VIP traffic heading towards Badal village, people have demanded laying of a metalled road on the stretch.

The Municipal Corporation states the road should be laid in such a manner that its level does not rise above that of the streets it feeds as it may lead to flooding of the arterial streets in monsoon.

The house has been asked to clear the project.

BSF steps up patrolling along unfenced stretch in Bamial

In view of the rising tensions between India and Pakistan, the BSF has stepped up vigil along the 300-meter stretch in the Banial sector in this porous stretch where no fence can be erected owing to natural obstacles like the river Ujh. Infiltrators and narco smugglers have sneaked into the Indian territory through this route on several occasions in the past.

Deputy Superintendent of Ppolice (Rural), Pathankot, Prabhjot Singh Virk, admitted that despite the fact that permanent and temporary bases had been established and patrolling had been increased with the help of NGOs, intrusion could not be altogether stopped. The infiltrators were well-aware of the ‘vulnerable’ points where a fence could not be raised due to natural impediments, he said.

PS Bains, Deputy Inspector-General, BSF, and Pathankot Senior Superintendent of Police SK Kalia claimed that NGOs had been roped in to maintain a round-the-clock vigil. Kalia claimed that intrusions had been minimised ever since the police had started working in collaboration with the BSF.

“Volunteers, who know the topography of the area well, regularly accompany the police for patrolling. We hold two meetings with villagers every month and apprise them of the modus operandi to be adopted if they spot an outsider,” he explained.

There is a growing feeling among senior police officers that the number of policemen on duty near the border should be increased. “The Punjab Police acts as the second line of defence. However, things will improve of more personnel are deployed to aid the BSF,” said Kalia.

Graft: Vigilance seeks public cooperation

In its fight against corruption, the Punjab Vigilance Bureau (VB) has decided to carry out joint inspections with chief vigilance officers of other departments besides coming out with an effective outreach measure for inclusive participation of citizens and all stakeholders in the state.

Suresh Arora, Chief Director-cum-DGP, Vigilance, said the bureau had put up its best efforts to eradicate corruption amongst public servants and others. "In combating corruption amongst public life, the bureau will raise public awareness on the issue," he added.

Arora said the Vigilance Bureau would actively seek and encourage cooperation of public in reporting instances of corruption.

He said the bureau would carry out inspections in the governance process about transparent delivery of public services and ensuring quality work at all on-going development projects in the state.

Arora said a proposal had also been sent to the government to issue directions to the authorities concerned for speedy disposal of corruption cases. He said the government had also been requested to initiate the process of attaching the ill-gotten wealth and properties of corrupt officials under the Punjab Special Court Bill, 2012.

He said to facilitate the public in reporting instances of demand of bribe or other corrupt practices, a toll free number-1800-1800-1000 has been established at the bureau headquarters. Besides, the public could also lodge an online complaint at vigilancebureaupunjab.org or through e-mail.

Punjab reported eight dengue deaths in 2012

As many as eight persons have died of dengue in the state in 2012. This has been revealed in the recently held meeting of the State Dengue Death Review Committee at Chandigarh.

Sources say, about 767 confirmed cases of dengue have been reported in 2012 and 15 deaths were reported from different districts of the state. But it was found that only 8 patients died of dengue. However, the remaining 7 died due to suffering from multiple diseases along with dengue.

State epidemiologist Dr Gagandeep Singh said, “We succeeded in curbing the menace of dengue to large extent in 2012. In 2011, as many as 3,921 confirmed cases of dengue were reported, of which 33 patients died. However, in 2012 the figure of confirmed cases reduced to 767.”

In 2012, Mohali district topped the list with 233 dengue patients, followed by Ludhiana 205 cases and then by Hoshiarpur 80 cases.

Experts say that deficient monsoon also proved a blessing in disguise as fewer people suffered from dengue.

As per the committee, among the eight patients who died of dengue only, one each was from Kaputhala, Gurdaspur and Ludhiana. Four patients were from Mohali district and one was from another district.

Rajpura college under UGC scanner, warned of action
College returns Rs 54 lakh to UGC

The management and a former principal of Patel Memorial National College, Rajpura, are under the scanner of the University Grants Commission (UGC) after the college has applied for a UGC sponsored grant despite being unauthorised to do so and also spent 45 lakh (of the total of Rs 99 lakh it had received) as unaccounted expenditure. The UGC has warned of strict action against the college.

After three years of allocation of funds, the UGC has now sought refund of funds with interest. The college management, which has now approached the local police, has blamed former college principal (now reported missing) for the fraud. As per the preliminary investigations (available with The Tribune), the college principal had first sought a grant of Rs 45 lakh in November 2010 and another grant of Rs 54 lakh in January 2012. However, the college is not authorised to do so as it did not have the mandatory ‘Colleges with Potential for Excellence (CPE)’ status.

Earlier in a separate letter written to the college in November, the UGC, Under Secretary (Vigilance) Charan Dass had indicated that the college in connivance with some other persons is using UGC funds fraudulently. “You are advised to clarify as to why appropriate action cannot be taken against the college for its wrong actions,” states the letter (a copy of which is in possession of The Tribune).

Meanwhile, the college management president Devki Nandan filed a complaint to the police department to probe the role of former principal Dr Sanjeev Kalia, who had resigned in August, 2012. The Rajpura police has recommended an FIR against the former principal Sanjeev Kalia and Gaurav Trivedi.

“The principal of the college had tried to open a separate account to withdraw the Rs 54 lakh UGC grant which comes in the form of a draft in the name of the principal,” Nandan said.

“We have returned Rs 54 lakh to the UGC as were not entitled to apply for it. Dr Sanjeev Kalia and Gaurav Trivedi can answers questions regarding the rest of the grant,” he said.

“Gaurav Trivedi and Sanjeev Kalia are missing and we will register an FIR them,” said Rajpura SP Bhupinder Singh Khatra. All efforts to contact Sanjeev Kalia went futile.

The college management is further astonished that another grant of Rs 60 lakh is shown in the bank statement as a withdrawn amount but are not aware of its source.

Board to appoint reputed teachers as centre superintendents

To check the unfair means in the forthcoming board examination of Class X and XII, the board has decided to appoint well-reputed senior teachers and lecturers as centre superintendents.

The board has directed the district education officers to send panels of three teachers or lecturers to it for centre superintendents and also recommend names of well-reputed teachers for deputy superintendents and members of flying squads.

Secretary of the Punjab School Education Board Dr Balwinder Singh said “All arrangements have been put in place to check the unfair means during the examinations. We are determined to curb the problem,” said Dr Balwinder Singh.

“We are deputing senior teachers and lecturers with good reputation on the responsible jobs. If we find the students using unfair means in any of the centres, the invigilators of the centre would be held responsible and strict action would also be taken against the school concerned,” said Dr Balwinder Singh.

This time as many as 4,25,812 students, including 43,803 students of the ‘Open School System (OSS)’, would take the Class X examination. The board has planned to set up 2,875 examination centres and about 5,000 invigilators would keep an eye on the students during examinations.

A total of 3,26,290 will be taking Class XII examinations. As many as 1,644 centres would be set up.

Campaign to control drug addiction

The police has started a special campaign to control drug addiction in the district from Anandpur Sahib on Sunday. Ropar SSP Inder Mohan Singh Bhatti said the police, with the help of local people, would prepare volunteers in every ward. These volunteers would help the police in identifying drug peddlers and drug addicts.

“After preparing a data in this regard, we will put these peddlers behind the bars. We, with the help of volunteers, will start counselling of drug addicts in order to convince them for rehabilitation programme,” said Bhatti.

Though there is a provision under the NDPS Act to arrest those who consume drugs but our priority is to convince them for de-addiction treatment, he said.

Imarat-e-Sharia on cards, says Wakf Board chief

The need for an Imarat-e-Sharia (Muslim Welfare and Shariat Society) was discussed at a function in Malerkotla today. The Chairman of Punjab Wakf Board, Mohammad Izhar Alam, presided over the function.

Cutting across their ethnicities, religious backgrounds and age groups, hundreds of Canadians joined the Global Girl Power (GGP) candlelight march in Surrey to pay tributes to 23-year-old Delhi gang-rape victim.

To give respect to the Indian brave heart, many of her supporters called her "Amanat" (priced possession) "Nirbhaya" (fearless) and "Damini" (lightening).

Gurdaspur Gang Rape
6 accused held

The police today arrested six of the seven persons accused of raping a 29-year-old woman, a mother of two, late Friday evening. They were sent to a three-day police remand by the court of Harpreet Kaur, Additional Chief Judicial Magistrate (ACJM).

A section of residents blame the Gurdaspur police for its inept handling of the case and that of the rape and murder of a 13-year-old schoolgirl at Hasanpur village, near here, on December 5 last.

Senior Superintendent of Police (SSP) Raj Jit Singh Hundal said a search had been for the seventh accused. The case has acquired a political hue. Former Member of Parliament (MP) Vinod Khanna warned that such incidents should not recur if the police was to retain its clean image.

Gurdaspur MP Partap Singh Bajwa said the SSP had proved to be an inept officer and demanded that he be immediately transferred. He asked Deputy Chief Minister Sukhbir Singh Badal not to waste time on organising “sham” sports meets like the World Kabaddi Cup and to pull up lax police officials who were not performing their duty diligently.

Gurdaspur District Congress Committee president Sukhjinder Randhawa and former Bholath MLA Sukhpal Singh Khaira also demanded the transfer of the Gurdaspur police top brass. Former Education Minister Sewa Singh Sekhwan said he would meet Chief Minister Parkash Singh Badal tomorrow and urge him to direct the police to present a challan in court as soon as possible to ensure speedy justice to the victim.

Three jail wardens arrested as 2 undertrials flee in Ferozepur

Three jail wardens, from whose custody two notorious drug smugglers escaped, have been arrested here today. The two undertrials Gurjant Singh alias Bholu and Rachpal Singh had on Friday escaped while they were being taken to the civil hospital for a routine check-up.

Deputy Superintendent of Police Vibhor Kumar said the three erring jail wardens Malkit Singh, Chinder Pal and Nirmaljit Singh in their initial statement had told the police that while they were bringing the duo back from the hospital, a few persons overpowered them near the Dusshera Ground and drove away with the undertrials.

Kumar said however during the investigations, it became clear that the two criminals escaped after getting the jail wardens drunk at a house in the Housing Board Colony from where the duo drove off in a Swift car.

“After the undertrials fled, the jail wardens along with another person identified as Shamsher Singh Shera tried to catch them but it was too late,” Kumar said, adding that later the jail wardens concocted the fictitious story.

The fugitive undertrials, Gurjant and Rachpal are residents of Havelian and Bhuchar Khurd village in Tarn Taran district, were arrested with a whopping 26 kg heroin estimated to be worth several crore during a special operation executed by SSOC, Amritsar, in 2010. He said along with the jail wardens, Shera too had been arrested.
