Anupama case: PGI, CTU told to file replies by Oct 30
Tribune News Service

Chandigarh, October 22
In the alleged case of medical negligence at the hands of PGIMER, which led to 17-year-old Anupama’s death in July this year, the UT Consumer Forum today directed PGIMER and the Chandigarh Transport Undertaking (CTU) to file their replies by October 30.

Following the Forum’s directions, PGI today submitted Anupama’s medical record in the court during the hearing of the case. The premier healthcare institute, however, sought more time to file its reply.

Anupama, a student of Government Model School Sector 18, died on July 25, after she was admitted to PGI’s on July 17 when her leg was crushed under the rear tyre of a CTU bus on her way back home from school.

Her parents, Amit and Konika Sarkar, have demanded a compensation of Rs 85 lakh for negligence at the hands of both CTU and PGI staff, which according to them, resulted in Anupama’s death.

The petition states, “Injured Anupama was taken to the Advanced Trauma Centre of the PGI by the police authorities, where her left leg was bandaged by Dr. Jhujhar, doctor on duty. The bandaging was done in the most incompetent manner. The blood kept on oozing out, despite the bandaging.”

“Her parents were told that the injured girl required an emergency operation, which is being arranged by the doctors concerned. X-rays and other tests were carried out, and the complainants deposited the requisite fees for the same,” the petition read further.

Supporting the demanded compensation of Rs 85 lakh, the counsel also contended that Anupama was the only support of her parents, who manage their living with a monthly income of Rs 6,000.

Dr. Jujhar, the treating doctor and Dr. Murali, who conducted the post-mortem examination have also been made respondents in the case.

Chief referee’s appointment raises eyebrows
Deepankar Sharda
Tribune News Service

Chandigarh, October 22
The appointment of the technical team during the ongoing 10th UT Administrator Football Cup for Boys (U-17) by the Chandigarh Football Association (CFA) has raised many eyebrows after the head of referees, All India Football Federation (AIFF), said there is no such term as ‘chief referee’ in soccer.

Notably, the local association has appointed a ‘chief referee’ along with a match commissioner, a match inspector and a nine-member panel of referees.

“This is the first time I heard the word ‘chief referee’. There is no chief referee in our game and moreover, I don’t know for what the local association has appointed the person,” said Gautam Kar, AIFF’s head of referees, while talking over the phone.

“In the ongoing tournament, the AIFF has no direct role to play. Although it is backed by the organisation, we only provide the team with concession travel plans and ask our local association to conduct the tourney smoothly. We don’t interfere in organising games,” said Gautam.

When asked, about the role of the match commissioner and match inspector, the official added, “The match commissioner heads the administrative part of the game, including looking after the tournament. The match inspector judge a referee’s role in organising the match,” explained Gautam.

The roles of match commissioner and match inspector are already under scanner. It was reported in same columns on how the two officials were supposed to be present on two different venues at the same time. “This is natural that a human can’t perform the same duty on two separate places, at the same time,” added Gautam.

Also performs fourth referee’s role

During the ongoing tourney, the ‘chief referee’ was seen performing duties of the fourth referee. If rely on sources, the CFA has changed the panel of referees without informing the technical committee of the UT Sports Department.

A few of the appointed referees opted to officiate other matches organised in Ropar and some were busy attending a physical education seminar in PU.

“They must have informed the ‘chief referee’, but we were not aware of it. We saw new people officiating the matches.

If they have made changes, they must have informed the organisers in written,” said co-convener of technical committee, UT Sports Department.

Problem in semifinal match

The lethargic approach of the officials was seen in the first semifinal match between Dalbir Football Academy and Mahilpur Football Academy, when the officials allowed fourth substitution during the tie-breaker.

The Mahilpur team after making three substitutions sought to substitute the injured goalkeeper. However, it was objectioned. After that the match commissioner called an official of All India Football Federation to solve the matter.

“It was a sheer mockery. The officials, who claim to be the best, allowed fourth substitution. It is after we raised an objection that they took a step. It is surprising that an appointed official needs to call others to solve the matter. If they claim the top official spot, they should perform it well,” said Dalbir Singh, head coach of the Dalbir Football Academy.

UT Sports Department turns blind eye

The main organiser, UT Sports Department, has turned a blind eye to the entire matter. A total of three professional soccer coaches and a former international Indian football team skipper and many other international-level coaches are serving the department. Yet the officials failed to take full advantages of their services.

The department’s blind faith with the local association has also raised many eyebrows. An official seeking anonymity said, “To keep a check on the ongoing system, the department must have appointed their own coaches in the match. Moreover, they are taking decision without informing the department. If the department is paying them they (department) should keep a check on them. There should be proper criteria to organise a tournament of such high level,” said a coach.
