Utpal Ghosh. Mahindra Satyam is an IT-based service provider to many industries. One of its verticals is focused on providing solutions to companies having stakes in the energy and utilities sector, primarily in the oil/gas and power sectors. Mahindra Satyam operates in many countries, including the USA, Canada, Brazil, the UK, Hungary, Egypt, Australia, Malaysia and Singapore. The relationship of the university with Mahindra Satyam is almost six years old as its recruiting team has been visiting the university campus every year. Over the years, they have picked up more than a hundred university students through their campus placement process. SP to take action against Barthwal
Dehradun, October 3 The way Barthwal sang praises of Congress Chief Minister and Congress candidate for the Tehri Lok Sabha poll has not gone down well with the state leaders. Present party president SN Sachan said: " The party would maintain equal distance from the Congress as well as the BJP. Support to the Congress at the Centre is SP's compulsion to ward off BJP in usurping power." Barthwal once again reiterated his stance over making Gairsain summer capital and Dehradun as winter capital. Sachan cleared the misgiving, saying: " The party is steadfast on its stand to make Dehradun as the capital of the state, where most of the infrastructure has already been created." The party's new leaning towards the plains was not taken up by Barthwal. Uttarakhand in-charge Aslam Khan categorically stated in a press conference earlier that the party would raise the issue of justice to the 60 per cent population of the state which lived in the plains. This is where the party was intending to win two Lok Sabha seats from Haridwar and Udham Singh Nagar. But today Barthwal stressed on the issues with regard to hill people, be it capital in Gairsain, or floating a Himalayan development council. Barthwal castigated both regional parties, the Uttarakhand Kranti Dal and the Uttarakhand Raksha Morcha, and denied extending support to them in the Tehri election. Sachan, on the other hand, said the party was toying with the idea of forming a third front in the state with the regional parties. The conflict between Barthwal and the new leadership was obvious as Sachan was absent in the press meet today. Sachan also made it clear that the party would take disciplinary action against Barthwal in the disciplinary committee for airing views contrary to the party's stand. Aslam Khan, too, corroborated, saying that he would talk to party supremo Mulayam Singh Yadav to take action against Vinod Barthwal for indiscipline. Barthwal, who enjoyed unstinted support from Mulayam Singh for all these years, is not able to come to terms with his lost status. He continues to travel in the white Ambassador car with the board of state president. Khan pulled him up for this as well. According to high-level sources, Barthwal is seeking a dignified entry into the Congress fold, which is why he is using the media forum to admire Chief Minister Vijay Bahuguna at every possible front.

Samajwadi Party to work against BJP in bypoll
Dehradun, October 3 While addressing the media in the party office, he made it clear that the SP would do everything to defeat the BJP in the coming Tehri Lok Sabha byelection. He also drew a comparison of the background of the candidates of both BJP and Congress, saying that on the one hand was the representative of a royal family, and on the other hand was the lineage of the great leader, the late Hemwanti Nandan Bahuguna. He said it was important to trounce the royal candidate as she had no connection with the public or with their issues. He said his party would strengthen the hands of a secular party, signalling towards the Congress. He said the party would not extend support to regional parties, the Uttarakhand Kranti Dal and the Uttarakhand Raksha Morcha as they had become insignificant in the state politics. He once again showered praise on the Bahuguna family, saying Chief Minister Vijay Bahuguna deserved kudos for favouring the decisions taken by Akhilesh Yadav on pension and other issues. He reiterated the capital issue, saying that the state government must declare Gairsain as the summer capital and Dehradun as winter capital. He said it was the people of the hills who faced maximum odds. Hence, the state government must satisfy the aspirations of hill people by declaring summer capital in Gairsain. He favoured his assertion, saying that in all the hill states of the country, the capital had always been made in the hill area. He said the SP could strengthen its vote base in Haridwar and Udham Singh Nagar but could not afford to ignore the hill region at any cost. He said the state must constitute Himalayan development authority to devise and implement policies for the development of hill areas. He said soon he would meet national president Mulayam Singh Yadav to urge him to talk to the Centre to revoke the ban on those hydropower projects in the state which were either complete or almost complete. In his response to a question about disciplinary action against senior party activist and his supporter Hema Bora for displaying violent behaviour before mediapersons at the party office a few days ago, for not being given position in the newly-constituted working committee, Barthwal said: "Bora has been a senior member. She is justified in feeling upset over not being absorbed in the new set-up of the party. This is not the Army where dissidents will be punished." |

the NDA. Rajnath, who was here to campaign for Mala Raj Laxmi Shah, the BJP candidate for the Tehri byelection, hit out at the UPA government for misleading the ex-servicemen on the issue of one rank one pension. “The recent
proposal of the Central government does not fulfil the demand of one-rank one-pension scheme. The Congress-led government is trying to pull hoodwink them. Once the BJP comes to power, we will fulfil the demand in 100 days of taking office. This demand was also part of our 2009 election manifesto,”
he said. The BJP leader also criticised the Vijay Bahuguna government for failing to get a special relief from the Centre for the cloudburst victims of Uttarkashi. “The relief being disbursed by the state government is inadequate. The state BJP will support the Bahuguna government if it asks for a special package from the Centre for the purpose. It should not be too difficult for them as their party is in power at the Centre as well,” he said. Rajnath criticised the Central government for putting a cap on subsidised cooking gas cylinders and said it should instead put a cap on the foreign tours of its ministers. In 2011-2012, the UPA government spent Rs 678 crore on foreign tours, an increase of 12 per cent since 2010-2011 when it spent Rs 56.1 crore on foreign jaunts, he added. |

There is danger to life and property over there but the Bahuguna government is not willing to reach out to the people,” he said. The BJP leader said the government should take back the government order on FDI in retail and cap on subsidiSed gas cylinders, as these would hurt the common man. Big migration from hill areas in state: Survey
Pithoragarh, October 3 “Absence of the facilities of education, good jobs and health is the main reason for people fleeing the hill villages of Uttarakhand,” said YS Pangti, director of the department. Quoting the findings of the survey, the director said that out of 1,000 population, 350.71 residents of the state had shifted to other states to find good education and jobs, while 7.014 per cent had shifted to other countries. The survey, which was conducted at random four months ago, has included 22,402 samples from 390 rural areas and 4,739 samples from 65 the urban units in 10 revenue villages from three development blocks of three separate districts, and 5 urban units from each district. “ Contrary to the popular impression in the state that the people are migrating due to lack of employment facilities, the survey has revealed that poor education infrastructure was the main reason,” said the director. The director said that it was for the first time that the survey on migration from the state had taken place after the state came into existence. According to the director, women formed bulk of the number of people who came to the state after its creation. Out of 1000 population, 708.21 women came to the state after its creation following marriages. The number of males who came to the state is only 271.78. “ The reasons for migrating to urban units by the male population vary from retirement to contract jobs, construction of houses in survey urban units, better health facilities, search for jobs and to escape natural calamities like landslides and flash floods,” added the director. |

Jain stresses on improving job avenues in villages
Dehradun, October 3 Jain said the income of villagers could be generated in rural areas through forestry, agriculture, animal husbandry and tourism. All departments had to work in coordination for the effective implementation of projects, he added. The Chief Secretary said the objective of the Rs 793-crore ISLP was to generate regular livelihood opportunities for 143,400 rural households in the project areas of the state while linking them with the larger economy. He added the Rural Development Committees would implement the projects in 26 blocks of the state. Under the Food Security and Scaling-up Project, 64,175 households in 26 blocks in five districts would be provided with higher value cash crops and other products, besides easy access to market, innovative linkages and vocational training to 10,000 youths in the non-farm sector. Under the Participatory Watershed Development Project, social mobilisation, watershed and village development, watershed treatment, food security enhancement support, value addition and marketing, livelihood upscaling and institutional strengthening in 39,600 households in 41 micro-watersheds areas having an area of 125,000 hectares would be done. Under the Livelihood Financing Project, banking support, risk management and financial inclusion initiatives would be implemented. During the meeting, several proposals, including formations of the Project Management Committee, Annual Programme and Project Evaluation Committee, the Central Project Coordination Unit and the appointment of a programme coordinator. The Chief Secretary directed the officers to conduct regular monitoring of project implementation and ensure evaluation through third party. Besides, he also instructed them to ensure increase in the income of villagers through projects and sustainability of the projects. CII team distributes relief material at Ukhimath
Dehradun, October 3 The relief work was carried out with the active support of the District Administration and the Bharat Sewa Ashram. Commenting on the CII relief work, Rakesh Chandra Tiwari, SDM, Ukhimath, said the relief work carried out by the CII was commendable. The distribution was carried out efficiently, he added. Sudhir Maharaj from the Bharat Sewa Ashram Sangh, Ukhimath, said the CII team mingled with the locals and the relief work was carried out with planning. He also appreciated the quality of the relief material. A CII team had earlier visited Ukhimath to make an onsite assessment of the requirements. The relief material comprises disaster kits which contain temporary shelters for a family of six, dry rations, clothing, solar lamps and torches. 65 species of birds spotted at camp
Dehradun, October 3 The camp was organised by the eco-tourism wing of the Forest Department to generate awareness about birds among forest personnel and enhance bird- watching skills of nature guides. The participants spotted ultramarine flycatcher, maroon oriole, black-faced warbler, rufous gorgetted flycatcher, mistle thrush and bar tailed tree creeper. Besides, they came across various moths and butterflies. Common satyr, common copper, white bordered copper, great fivering, common brimstone and Kumaon mountain Agama were some of the butterflies seen during the camp. The participants included nine nature guides, eight forest employees and four IFS trainee officers. They visited various forest habitats in areas adjoining Binsar Forest Rest House and also attended lectures on bird identification and behaviour. The copies of field guide “Uttar Bharat ke pakshi” were distributed to all local participants
and field staff. Range officer, eco-tourism, Devendra Kala coordinated the camp. Jeewan Singh Mehta, a retired forester, distributed certificates to the participants on the conclusion of the camp. Sanjay Sondhi from Titli Trust conducted the camp with Mohan Joshi, a researcher. The bird watching camp at Binsar is the seventh camp in the series. Each camp is organised on weekends and is of a three-day duration from Friday to Sunday. The camps are conducted by experts in ornithology. The next camps are going to be organised at Dhanaulti Eco Park and Pangot near Nainital. Established in May 1998, Binsar Wildlife Sanctuary will complete 25 years of its establishment next year. Last year, the sanctuary received 17,775 visitors, including 432 foreigners, and generated a revenue of Rs 38
lakh. |

Amul to launch milk products in Doon today
Dehradun, October 3 The products that will be launched tomorrow include Amul full cream (gold), Amul toned milk, slim and trim double toned milk, Amul mattha (Chach), Amul fresh milk and Amul dahi in 200 gm and 400 gm pouches. Announcing this today, Jugal Arora, India head, milk operating operation, Amul Cooperative, said the company believed in
providing fresh milk to people and waited for the Merrut plant to fulfil its requirement. “The Merrut plant has now sufficient milk to supply to Dehradun. We will be using puff cooling vans for transporting milk from Merrut to Dehradun,” he said. Amul has tied with eight distributors in Dehradun for the sale of milk products in poches.

Villagers on fast, seek construction of road
Pithoragarh, October 3 “We have started our agitation at Mahri dharamshala of Lachima village near the subdivision headquarters to send our message to the Union Forest Ministry, appealing to them to listen to their difficulties,” said Devi Dutt Pathak, patron of the Sangharsh Samiti, made for the purpose. According to Pathak, the road proposal was rejected as correct representation of the road was not made by the concerned department. “When we started the agitation just after the rejection of the proposal, we were told by the local MLA and the administration that the PWF would again send the proposal of the road to the ministry, but the proposal had not been sent by the department,” said the agitators. According to the agitators, if the road got constructed, the 15000 population of 13 villages of the area would be benefited. “The benefited villages will be Dasauli, Donu, Lachima, Keriathal, Lamarao, Okhrani, Mundoli, Bergara, Banjani, Uni, Sirtoli, Ghiris, Curkhet and Chilkia. This time the struggle will continue till the proposal is approved by the ministry,” said Pathak, the patron of the agitation. |

Governor lays stone of Foresters’ Memorial
Dehradun, October 3 Dr Aziz Qureshi said the memorial would make all foresters proud and inspire all ranks of the entire forest and wildlife wings of the country. The Governor also announced giving Rs1 lakh from the Governor's discretionary fund for the memorial. Director General Indian Council of Forestry Research and Education V K Bahuguna said the foresters, the unsung heroes, often endangered and sacrificed their lives for the security and safety of forests and biodiversity. It had long been felt that a memorial should be created to commemorate the sacrifices made by all those foresters who had laid down their lives for the cause of the conservation of the forests and wildlife of the country. The memorial was being housed on the historical Forest Research Institute campus (New Forest campus), which, besides having locational advantage and being unique in the world, was visited by more than a lakh tourists every year. Later, the Governor also attended a workshop where he emphasised on providing new technologies to farmers, asserting that it would go a long way in helping the farming community. He said it was the collective responsibility to protect forests which were the basis of their lives. He said the Forest Department should not forget the interests of farmers, NGOs and rural communities. Technologies developed must reach remote areas too, he said. Dr Syeda Hameed, member of the Planning Commission, said the 12th Five Year Plan gave priority to environment conservation and peoples' participation in conservation. Environmentalist Dr Anil Joshi was other prominent speaker at the seminar that was participated by foresters, farmers and students. |

time in 173 years
Pithoragarh, October 3 “The water level in the lake has remained around 10 feet till now this year. The excess water from the lake is released towards Haldwani through Balia Nullah every year when ever it crosses 11.50 feet,” said Jitendra Tripathi, Executive Engineer, Irrigation Department and in-charge of the lake. Tripathi said it happened for the first time in 173 years’ history of the invention of the lake by the British in 1839 that even in October the water level did not cross the danger mark. “We have records of the last 60 years with us which tells us that in most of the years the water level crossed the danger mark of 11.50 feet in July and August. While in some years the danger mark was even crossed in June. But this year the water level did not reach that level even in October,” he added. He said Nainital town witnessed 134 inches of rainfall till September 30 this year. The water level in the lake rose to 10 feet on September 28 but receded to 9.10 feet the very next day. The water level went down to 4 feet in June this year due to lack of rain, he added. The Executive Engineer said the water level in the lake could cross the 11.50 feet mark if rain happens in the coming months, thus necessitating the opening of gates for the release of excess water. |

Former IAS officer alleges cheating by Parsvnath
Dehradun, October 3 The firm had been putting him off on one excuse or the other. When SP Singh contacted Mayank Jain, an official of Prestige company, the latter refused to take the shop on rent and told him that they had snapped their agreement with Parsvnath in November, 2009. SP Singh then brought the matter to the notice of the SSP in July. However, when his problem was not addressed, he met Gunjiyal, who assured him of enquiring into the matter in a couple of days. SP Singh had taken voluntary retirement in 2005 and settled in Dehradun. His wife, Kushal Singh, retired as Chief Secretary of Rajasthan in 2009.

Tribunals for welfare of senior citizens not set up
Dehradun, October 3 “Not a single case has come up since the notification of the rules and regulations for the Act as the tribunals have not been set up. The Uttarakhand government had adopted the Central Government Act (2007) in 2008 but the delay in approving the rules had made the Act redundant. Finally, the approval was given in 2011, but no effort was made to set up tribunals,” said Aapga of the Helpage India (Uttarakhand). Although there was a provision for maintenance allowance for parents to be paid per month by the children, in Dehradun alone not a single instance had been reported where parents were paid compensation. All these provisions in the Act were to be for the welfare of parents but in Uttarakhand the tribunals and appellate had not been created, said he. Similarly, a proposal to set up old age homes in every district with the capacity to accommodate 150 persons had also not materialised. In addition, committees under a District Magistrate to monitor the safety aspect of the senior citizens living alone in the state had also not been set up. |

IMA Blood Bank yet to get regional centre status
Dehradun, October 3 The State Blood Safety Council has so far refused to recognise its regional status due to high rates charged by the blood bank from consumers. “The blood bank has to lower the rates. It is not keen to adopt government rates. At Doon Hospital's blood bank, the rate for the RBC is fixed at Rs 250 per bag while Rs 400 is charged for a fresh frozen plasma bag. But the rates are much higher at the IMA Blood Bank,” said

Finish work in wards soon: Secy
Dehradun, October 3 In a video conference held jointly, Panwar and Additional Secretary (urban development) Radhika Jha instructed the District Magistrates of all districts and officers of civic bodies to present all proposals before October 30. Additional Secretary Radhika Jha said under the National Skill Development Mission, the Department of Urban Development would select around 6,000 urban youth from poor families for the Uthan programme. Under this programme, skill upgradation training would be provided under 28 trades for 3-6 m.

60 women given training in sewing
Pithoragarh, October 3 “Sixty poor women of Tejam village were given training in sewing for two months,” said SK Jain, general manager of the 280 MW project. Jain said besides this, a literacy camp was also organised for illiterate women of the area. Sixty one women from Rafli village of the Khela area of the subdivision attended the camp. Jain said the project authorities also organised a Hindi fortnight from September 1-14 to promote the use of Hindi in day-to-day work. “We have instructed our executives and workers to make use of the language in their day-to-day life," said Jain. He added that they would organise more such camps for the youth and women of the area.
