Civil Hospital in poor health
Suman Bhatnagar

Ambala, September 24
It is learnt that the Civil Hospital in Ambala City is flouting norms while disposing of bio-medical waste such as blood, body fluid, disposable syringe, used bandages, surgical gloves and intravenous tubes.

The 400-bed hospital also has a trauma centre.

The hospital employees dump the waste in the open. The main road near the Polytechnic Chowk has turned into a dumping site.

As per guidelines, the hospital should constitute a waste management committee.

Sanitation workers throw the waste on roadsides. The incinerator has been lying defunct in the hospital for long.

A doctor said the hospital had placed bio-medical collection plastic bags outside every ward. The bio-medical waste lying in the open can pose a serious threat to patients and their attendants.

Principal Medical Officer of the hospital Dr Pankaj Garg said the hospital had already engaged a private company for collecting the waste from the hospital.

He added that sanitation workers must throw the waste in dustbins.

Suicide by Excise and Taxation Officer
Mohali police yet to nab accused
Tribune News Service

Mohali, September 24
Despite registering an FIR in the Excise and Taxation Officer's suicide case a month ago, the Mohali police has failed to nab the accused, including the Superintendent of Police (Vigilance), Amandeep Kaur.

The other accused are head constable Harminder Singh, Rajider Singh and Rajiv Sud (both traders) and Paramjit Singh, a driver.

The police has not arrested even a single accused despite the court's directions for "essential custodial interrogation" of the accused in the case.

Even the court had rejected the anticipatory bail application of Amandeep Kaur on September 3. Similarly, Sud and Parmajit's bail pleas were rejected on August 25 and September 7, respectively, while Harminder's and Rajinder's bail pleas were rejected on September 12.

Amandeep Kaur had also moved the Punjab and Haryana High Court seeking an anticipatory bail recently. The High Court has issued notices to the Punjab Police asking it to file a reply by October 5.

DSP RS Sohal, who is a member of the special investigation team (SIT) in the case, claimed that all the accused were at large.

"We are conducting raids at all possible hideouts to nab the accused," said the DSP.

He also claimed that the police was working on certain points to gather evidences in the case. "We have sought a regional inquiry report in the case, a copy of the FIR against Ranjit Singh (the victim) from the vigilance department, various court orders related to the case and record of place of postings of the accused," said DSP Sohal.

The Excise and Taxation Officer (ETO), Ranjit Singh, had committed suicide last year when he was arrested by the vigilance team led by Amandeep Kaur on the charges of corruption. The family of the deceased had alleged that Ranjit Singh was implicated in a false case. After being arrested on March 29, 2011, Ranjit was released on bail on April 20. Three days later, he committed suicide by consuming sulphas pills at his Phase II residence.

As his wife, Manjit Kaur, had filed a petition in the court stating that her husband was implicated in a false case, which compelled him to commit suicide, the Mohali police had registered a case under Sections 120-B, 306, 506, IPC, Section 7, 13 (2) of the Prevention of Corruption Act against Amandeep Kaur and others on August 18, 2012, following a notice by the Mohali court.

The trials were conducted to fill a total of 380 sports wing seats in 17 disciplines; however, due to a delay in the clearance of files by the finance department, the players were deprived of their stipulated diet. Every year, the sports department starts providing the diet to the selected players from August 1. This year, however, the process has been being delayed by over a month.

“The selection process was completed a long time back. Although the sports wing was expected to commence from August 1, it has been delayed. We are attending regular practice sessions at our respective centres, and hope that the stipulated diet would be given soon," said some players.

Joint Director of UT sports department JDS Sidhu said: “For last many years, a single company had been supplying the stipulated requirements, but this year after an objection raised by the audit department, other companies were also invited. Within a day or two, the players will get the dietary requirements.”

The trials were conducted from July 16 to 19. The players who had secured top three positions at the state level, in inter-school or in state open championships were eligible to participate in the trials.
