MC POLLS PATIALA
battle of ballot
Patiala losing its glory
Problems soar as authorities snore

Patiala, May 22
With the Patiala municipal corporation not keen on maintaining parks, most of these are in a state of neglect. Wild growth, encroachments and non-functional fountains dot these parks. Animals are seen straying into parks.

While in many cities of the state, emphasis is being laid on proper maintenance of parks, in Patiala, the authorities, in the past five years, have done nothing in this direction.

There are a total of 298 parks in the city, out of which 91 have been encroached upon.

These parks have encroachments in the form of tea stalls and dhabas.

In Sri Guru Ravidas Park on the Railway Station Road, a dhaba has been set up and the authorities have turned a blind eye to the menace. Shaheed Bhagat Singh Park in Pratap Nagar has also been encroached upon.

Nehru Park near the Patiala bus stand is in a deplorable condition with broken fountains, heaps of debris and wild grass. In Moongfali Market, a dairy owner has set up a cattle shed in the park.

Situation is no better in parks near the Gurdwara Dukhnivaran Sahib, Lower Mall Road, Model Town, Bhupindra Road, Sewak Colony, Arya Samaj, Sirhind Road, Rajpura Road, Nabha Road, Passey Road and Hargobind Nagar.

Expressing resentment over the failure of the corporation to remove encroachments from the parks, besides ensuring proper upkeep, city residents are extremely perturbed. “We can’t go for morning walks because of the wild growth and encroachments," said Harminder Singh, a resident of Sewak Colony.

He said due to the pathetic condition of parks, children had no other option but to stay indoor.

“It is matter of concern that permanent encroachments are coming up in the parks and the corporation authorities are least bothered to take measures without any delay," said a majority of the city residents.

Meanwhile, another park at Gurdwara Dukhnivaran Sahib has been converted into a parking lot by some unscrupulous elements. “Not only the civic body but all municipal councillors, including the Mayor, Senior Deputy Mayor and Deputy Mayor, have not done anything for the upkeep of the parks. Now, the corporation elections are round the corner and we will vote only for those who will ensure that they will restore the lost glory of the parks of the royal city," said Harman Deep Singh.

WARD NO.26
Mayor has done little to tide over problems
Gagan K Teja
Tribune News Service

Patiala, May 22
Despite being the ward of the Patiala Mayor, Ajitpal Singh Kohli, there are certain issues, including re-carpeting of a few roads and shortage of potable water, that are plaguing Ward No. 26.

The ward includes Dogra Mohalla, Jattaan Wala Choutra, Bakshi Ganda Singh Gali, Krishna Gali, Safavadi Gate, Qila Chowk, Nayian Wali Gali, Darjian Wali Gali and parts of the main market.

Though the condition of roads, potable water supply, sanitation and sewerage is somewhat better as compared to many other wards in Patiala, some of the roads in the area are full of potholes.

While on one hand, the Mayor has started development projects in Dogra Mohalla, residents of Bakshi Ganda Singh Gali and Krishna Gali are not satisfied with his performance.

Certain residential areas are facing water shortage. Moreover, the direct supply is irregular which is why people have got submersible pumps installed.

Dairies in residential areas have left residents worried. Despite the fact that the SAD-BJP coalition had promised to remove all dairies from residential areas to outskirts, the Mayor has failed to initiate the project as a result of which there is always a fear of outbreak of an epidemic in a few areas in his own ward.

These dairy owners are not making any effort to keep the area clean. They are polluting the air and environment by throwing excreta of cattle in vacant plots and streets making it difficult for the residents living in the vicinity of these dairies to even breathe properly. The inner area of the ward is deprived of parks and playgrounds.

Show of strength by Akali Dal leaders

Tribune News Service

Patiala, May 22
Chaos prevailed at the PWD guest house today when hundreds of Akali aspirants for the Patiala municipal corporation election ticket thronged the place with their supporters. Punjab Education Minister and in charge of Patiala affairs of the Akali Dal for civic elections Sikander Singh Malooka conducted interviews of 217 Akali candidates, who have applied for ticket for 35 municipal wards.

In order to make their presence felt, the local leaders were seen jostling with each other. Out of the total 50 municipal wards, SAD contests elections from 35 wards whereas the BJP gets the remaining seats.

After interviewing Akali leaders for about six hours, Malooka said he would submit a report to the party president, Sukhbir Singh Badal.

Contrary to speculations that the kith and kin of as many as six senior Akali leaders from Patiala have applied for ticket with an eye on the post of Mayor, only four heavyweights appeared for the interview.

Harinderpal Singh Tohra (son of former Punjab Minister Harmail Tohra) and Sukhi Rakhra (son of Cabinet Minister Surjit Singh Rakhra) did not apply for ticket.

Though Sukhi and Harinderpal did visit Malooka, sources in the Akali Dal have confirmed that both of them have not applied for ticket which means that present incumbent Ajit Pal Singh Kohli, senior Akali leader Jaspal Pradhan, Amarinder Bajaj (son of Patiala Improvement Trust chairman Inder Mohan Singh Bajaj) and Harpal Juneja, who is close to Bikramjit Singh Majithia, are the four main leaders, who will be lobbying for the post of Mayor, if SAD-BJP coalition manages to retain the corporation house for second term.

As per SAD leaders, the list of candidates is most likely to be released on Wednesday. Meanwhile, the Congress may announce its candidates either on Wednesday or Thursday.

A meeting of the BJP state leadership was on in Chandigarh and the list of candidates from Patiala is expected anytime.

Acquisition of land on UT’s periphery
Justice Kuldip Singh to head probe panel
Tribune News Service

Chandigarh, May 22
Justice Kuldip Singh (retd) has given his consent for appointment as one-man commission to look into the acquisition of properties by high-ups on Chandigarh’s periphery. His name had cropped up during the hearing of a petition on the issue on Monday.

Justice Kuldip Singh only recently became the first Supreme Court judge to be presented with the Lifetime Achievement Award. Legal luminary HL Sibal and Haryana Advocate-General Hawa Singh Hooda too were presented with the prestigious award.

As the case came up for hearing, amicus curiae in the case-cum-senior advocate Arun Jain informed the Bench that retired Supreme Court judge, Justice Kuldip Singh has given his consent for appointment as head of the proposed tribunal.

Jain also submitted a report on the issue, including the term of reference for the constitution of the tribunal. But, Jain requested that the report should not be made public, after which it was pulled out of the file by the Bench.

The State of Punjab, on the other hand, sought a day’s time to make submissions before the court took a final decision on setting up the judicial tribunal to probe illegal construction over 170 acres of forest land on the periphery. Now the case will come up for further hearing on Wednesday.

The Bench, on Monday, had made it clear that a retired or serving sessions judge-level judicial officer would assist the chairman of the commission or tribunal.

Punjab had, only on the previous date of hearing, informed the Bench that about 60 influential persons, including Punjab Chief Minister Parkash Singh Badal and DGP Sumedh Singh Saini had acquired properties in the area.

In an affidavit, the state had also given a clean chit to Badal, Saini and others, while indicting only seven persons for holding the land, which was earlier public.

After going through the report, the Bench had raised questions on the fairness of report after the names of the Chief Minister and the DGP figured.

STC/SAG SCHEME
SAI’s hunt for junior talent goes waste
Deepankar Sharda
Tribune News Service

Chandigarh, May 22
Known for producing best sportspersons in the country, the Sports Authority of India (SAI), has failed to find the real junior level talent from their “adopted Panjab University (PU), Extension Centre” under the STC/SAG Scheme.

The Central Government funded organisation had selected PU Extension Centre to look for talent at the grassroots level (U-14 to 21), but has failed do so.

As per information, for the past one year, only 15 players at the junior level have performed well in the national and state-level competitions. On the other hand, 12 players have played inter-college and inter-university level tournaments in the senior category.

Notably, most of the achievers represent individual games, whereas, no individual player has done well in team games.

The SAI has included badminton, kho-kho, kabaddi, football, hockey, volleyball, swimming and gymnastics, in the scheme. As many as 20 trainees under the age group of 14 to 21 years, in each event, were selected after trials last year.

“It’s been a year since SAI has been running the centre and the feedback is good. The players are provided with kits and coaching also” said Ajit Singh, director (coaching), SAI.

When asked about the process to judge their performance, he added, “The performance is good and we have many players representing the university”, but when asked about the performance at the junior level, he said, “SAI is working in that direction also. I have asked the coaches to admit youngsters and hopefully we will have good talent at the junior level this session.

A senior player, on condition of anonymity added, “The scheme is a mere eyewash. Most the players performing well are from the senior level that too in the individual games like badminton and swimming.

“SAI has forgotten the aim of the scheme, which is to nurture the junior -level players after precise training and providing them the best platform. Last year, the team events failed to attract players and only in games like hockey and football we had a handful of players marking their presence in the trials” said the player.

Seconding him, a coach of SAI added, “Under this scheme, how can one judge the performance of a player? Participating in the inter-school and inter-college competition is not among the biggest achievements and moreover, players of team games have nothing to prove here. Out of the eight games, SAI has achievers only in four games.”. Adding further he said, “The scheme should be open to schools or in their own centre of excellence, so that they can get a proper feedback. The main aim of the scheme is to find talent and nurture it”.
