Dera Bassi, MAY 16 Many political leaders and ministers made tall promises to upgrade the lone government high school of this city, which was set up before independence, but it failed. School head master Raghwinder Singh said that there was a need of a senior secondary school because the students of poor families could not afford high charges of private schools. Presently the school has as many as 650 students and 35 teachers. Deputy Commissioner Varun Roojam said that the issue would be taken up before the concerned authorities. He assured that Dera Bassi would have a senior secondary school very soon. Local MLA NK Sharma had assured that the issue would be taken up with the Chief Minister Parkash Singh Badal and he agreed the need of a senior secondary school here. According to information, this is the oldest school in the area but not upgraded due to vested interests of some owners of private schools situated in the city. The school was set up as a primary school before 1930 and became middle school on the name of Ravi Sher Singh, who was a king of the then Kalsia state, and Dera Bassi was a tehsil of Kalsia state. Later, it was upgraded as a high school in 1934 and came under the control of government in 1936. It was the lone high school of the large area under the Kalsia state that would education people. According to education officials they had written to the high authorities to upgrade the school but case was returned with some objections, which were not important. Officials also admitted that vested interests of some private schools owners were working behind the problem. Block congress president Harbhajan Singh and employees’ leader Karmchand Gholumajra said it was surprising that this oldest school of the area was not upgraded till now. The poor students were bound to go to other schools, which are far from the city. UT awaits copy of HC order
Chandigarh, May 16 An official of the UT Administration said they were waiting for the certified copy and only after reading the detailed order would they decide their future course of action in connection with the mobile towers. Focusing on Chandigarh, the Bench had taken note of the UT counsel's assertion that 180 towers have been erected in residential areas of Chandigarh and notices have been served on the respective companies. For them, the last date for the removal of the illegal structures is May 18. The court had stated that the survey report to assess whether the other towers conform to the norms fixed by the committee should be placed before it on the next hearing. Earlier, the Deputy Commissioner, Brijendra Singh, in his report submitted to UT Finance Secretary VK Singh, had pointed out that more than 300 mobile phone towers in the city were illegal. The UT Administration had asked for the report after receiving directions from the Punjab and Haryana High Court that it should notify its policy on mobile phone towers in the residential areas in two months. The High Court had made it clear that it wanted these towers to be shifted out of the residential areas in a phased manner. The draft policy on mobile phone towers, which was prepared in 2004, makes it clear that no such tower would be allowed in residential areas. Such towers would be allowed on commercial buildings, which had completion certificates and sanctioned building plans. The policy further reads that the commercial buildings should have sewerage connections and should be inspected by the Estate Office staff. The owners of mobile phone companies had challenged the other provisions and directions in the policy. The policy could not be notified since the court had stayed it. The litigation was sent to the SCand was subsequently reverted to the High Court. |

Experts fume at PU decision
Chandigarh, May 16 As per the new guidelines, the authorities will consider only those sportspersons under sports quota who will represent the state in national tournaments. And the players playing under inter-state, inter-school, inter-college or inter-department championship will not be entertained under the reserved category. What makes the process even more baffling is the fact that the two main sports departments of the city - the UT sports department and the Sports Department of Panjab University - will have their own guidelines, leaving all the players in the lurch. In what is said to be a situation of one state following two different policies, the officials are running down the importance inter-school and inter-college of tournaments. Notably, the sports department of PU has kept its own organised tournament (inter-college) out of the gradation policy. The tournament is known to be the base for selecting inter-university teams. On the other hand inter-school tournaments are also known to be the platform for selecting teams of various national tournaments. "If the PU's sports department will consider its own tournament as 'nothing', we believe that no one will be interested to play in it. The tournament has been started to tap the talent for inter-university competitions. If the officials wanted only national level players to represent the campus in various tournament then why are other players selected in the campus team? Why scholarships are awarded to players who win the inter-college tourneys?" said a coach, pleading anonymity. "If the officials will prefer only national level players in the PU, then what will happen to team games?" One cannot have a 17-member team in one go. The inter-college is organised for selecting a proper team. One cannot judge a players performance in a two-day trial. The power will still remain in the hands of the selection committee of four or five people, leaving scope for favouritism," he added. Another expert said: " No doubt that the department wants only the cream to get admission in the campus and for that some amendments are necessary. The inter-school part is acceptable but the inter-college part should be changed. The inter-college is like the Olympics of colleges and if a player will not come to participate in it, colleges will be left with nothing. Then how would one make an inter-university team?" said the coach. "If the department wants amendments, they can consider only first two position holder or only the winner of the competition in the C -Category," he added. On the other hand, experts feel that many players were unhappy by the recent decision of the Panjab University. "If they wanted to change the rules, they could have introduced that only the winner of the tourney will only be eligible for the category. If the authorities are giving 'authencity' as the reason behind the decision, they should understand that the 'jack holders' can use their resources to get selected even in the national level team. There are many cases where sportspersons got selected after playing only one national, while deserving players were left out, " said a player. I was not there in the committee, but as per my knowledge and discussion, the changes have been amended on a trail basis. If the department or Panjab University face any difficulty, then re-amendments will follow. There is no question of losing the authenticity of any
tournament The PU sports department is an independent body. They have made amendments while keeping in mind their own problems. The UT sports department will continue to follow the old policies. They have the power to make amendments. I hope they made the amendments keeping in mind the interest of the
players The department can make changes in the interest of the players. But the inter-college competition should be included in the C-
category The amendments can be revised if found that they are not working in the right direction. The players should be given what they deserve. The officials should ask for a supporting certificate with national or inter-college competitions. The inter-college is the only tournament for the college players to prove their iron and it should remain the
same We don't know about the right perspective but the officials must understand the part of inter-college in inter-university tournaments. I think the trials are the easiest way to evaluate the players~ Instead of making the rules easier, the officials have made them more perplexing. Sportspersons should be given the right to get admitted under the quota. At least the winners should be provided with all the facilities. The inter-college is the only tourney which the campus organises and thorough such events the players display their mettle~ |
