Parmod Mehta

Lalru, April 15
Though Lalru has received a status of nagar panchayat and industrial units and educational institutions have been set up here on a large scale, it lacks a bus stand, which causes a lot of trouble to commuters.

There were no sitting arrangements for commuters. A Lalru resident, Krishan Gupta, said in the absence of the bus stand, the commuters stand in open and sometimes felt prone to accidents.

On the other hand, proper crossings were not constructed at the time of construction of the national highway, which also resulted in accidents, he added.

Congress leader Vasdev Lalru said though Lalru was developed as the industrial and educational hub, the absence of bus stand frustrated commuters.

He demanded construction of a bus stand soon. Meanwhile, executive officer of municipal committee, Lalru, Jagjit Singh informed that a proposal of nearly Rs 1 crore had been put in the budget of the committee for the
construction of the bus stand. After finding a suitable place, a bus stand would be constructed soon, he added.

HDFC Bank told to re-transfer Rs 3 lakh to account
Tribune News Service

Chandigarh, April 15
The District Consumer Disputes Redressal Forum-I has directed the HDFC Bank (Opposite party no. 1) and Ashok, Branch Manager, (opposite party no. 2) to give credit/retransfer Rs 3 lakh to the account of the complainant, Prem Singh Bist, a resident of Kishangarh village, Chandigarh.

The district forum, comprising president PD Goel and members Rajinder Singh Gill and Madanjit Kaur Sahota, has also directed the bank to pay Rs 5,000 as costs of litigation.

The complainant submitted that a sum of Rs 3 lakh had been withdrawn from his savings account No. 02131040001179 on the illegal instructions of opposite party no 2. He said the matter came to light after he checked the statement of his account and served a legal notice on the opposite parties on November 1, 2010, but to no avail.

The counsel for the opposite parties No. 1 and 2, while admitting the factual matrix of the case, denied that a sum of Rs 3 lakh was withdrawn illegally or in an unauthorised manner from the complainant’s account. It was pleaded that the complainant had misused the cheque of Parminder Singh Sodhi (opposite party no. 3) and thereafter fraudulently withdrew an amount of Rs 3.5 lakh from his account. They transferred an amount of Rs 3 lakh from the complainant’s account to the account of complainant no. 3. However, in view of the present complaint, the bank had marked a lien on it.

The counsel for the opposite party no. 3, in its reply, stated that the complainant, who was an erstwhile employee of opposite party no. 1, had forged his signature and, thereafter, fraudulently withdrew an amount of Rs 3.5 lakh from his account. He said the matter was investigated and the complainant acknowledged the fraudulent nature of transaction and, thereafter, an amount of Rs 3 lakh was transferred from the complainant’s account.

The forum observed that it was established on record that opposite parties no. 1 and 2 had transferred the amount of Rs 3 lakh from the complainant’s account without any instructions and authority, which amounts to unfair trade practices as well as deficiency in service on the part of the bank.

HC turns down PO’s anticipatory bail plea
Saurabh Malik

Tribune News Service

Chandigarh, April 15
Bickering accompanying married life were too much for Sukhwinder Singh. Soon after tying the knot, he untied his bindings with the materialistic world and renounced it.

At least, this is what Sukhwinder Singh wanted the Punjab and Haryana High Court to believe. But the tale spun by him failed to convince Justice Ranjit Singh, who turned down his plea for anticipatory bail.

After taking Palwinder Kaur for better or for worse, Sukhwinder Singh and his relatives were proceeded against by the police for subjecting a married woman to cruelty and criminal breach of trust under Sections 406 and 498-A of the IPC. He then went missing, after which Sukhwinder Singh was declared a proclaimed offender by the court.

Taking up his plea, Justice Ranjit Singh asserted: "The petitioner seeks anticipatory bail in a complaint filed against him and his other relatives for offences under Sections 406 and 498-A IPC.

"The petitioner is a proclaimed offender since 2006. The story put up by the petitioner is that on account of being harassed by his wife, he renounced the world immediately after marriage in 2000."

In an attempt to justify his absence from the court proceedings, Sukhwinder Singh added he was not aware of the proceedings filed by his wife against him and his other relatives and has now learnt about the same.

Noting down his contentions in the order, Justice Ranjit Singh: "Prayer is that he now wishes to join the proceedings. I am not prepared to accept this story as projected by the petitioner. He has remained away from cause of justice since 2006."

Dismissing the petition, Justice Ranjit Singh added: "No case for granting any anticipatory bail to the petitioner, therefore, is made out. The petitioner may appear before the trial court and seek regular bail."

The Chief Administrator of PUDA, KD Sidhu, has filed an affidavit in the National Commission to comply with the commission’s order of charging the price of the plot in question, prevailing at the time when the applicant had completed the formalities.

The commission observed that the applicant, Harinder Kaur, had completed all formalities on November 6, 1996 and that time the prevailing prices were Rs 1,800 per sq yard.

Earlier, Harinder Kaur, daughter of Rahguwans Singh, has filed a complaint in the commission regarding charging of higher prices of plot by PUDA than the prescribed ones during acquiring their land while allotment of the plot. PUDA had acquired the land of Rahguwans Singh and had given him cash compensation and a plot as per the agreement.

Harinder Kaur alleged in her complaint that PUDA had asked more prices at the time of allotment of the plot.

Now the commission has asked Harinder Kaur to make the payment to PUDA within two months, while PUDA has also been given two months after the deposit of money by the complainant to complete the formalities.

As both parties of the case have agreed to comply the directions, the complaint was disposed as compromised.
