The two-day national seminar ‘Contemporary issues in human biology in the 21st century’ was inaugurated at the Punjabi University here today. Around 200 delegates were present.

It was being conducted under the special assistance programme of the University Grants Commission in collaboration with the Science and Engineering Research Board, Department of Science and Technology, Government of India, New Delhi.

Prof Indera Paul Singh of Delhi was honoured with the lifetime achievement award for contribution to anthropology and human genetics.

Prof Promila Mehta, head of the human biology department, welcomed the delegates. Prof SMS Chahal was the coordinator and Dr Rupinder Kaur Bhansal the organising secretary.

Link roads a shambles, authorities unconcerned
Parmod Mehta

Dera Bassi, April 1
The poor condition of link roads at Dera Bassi and Lalru has been causing inconvenience to residents and other commuters, but it does not seem that the authorities concerned are bothered.

Most link roads of the area have not been repaired since 2005. Residents have been complaining to the authorities concerned, but no action has been taken so far.

Heavy rain and the plying of overloaded heavy vehicles have damaged the roads. Deep potholes have also caused a number of accidents. Mandi board officials say following a government directive, a list of link roads which are in a poor condition has been sent to it.

The link roads from Dera Bassi to Jolly, from Lalru to Bhagwasi and Mianpur, from Jolly to Bhukri and Bhagsi, from Dappar to Aganpur, from Malkpur to Jolly, from Dera Bassi to Behra, from Dera Bassi to Amlala, from Dera Bassi to Samgouli, from Lehli to Jalalpur and from Dappar to Gholu Majra are in this category.

Block Congress president Harbhajan Singh and block CPI secretary Avtar Singh Dappar claim that the government has been making tall claims on development in rural areas, which have turned out to be false.

Don’t avoid pious judicial functions, officers told
Saurabh Malik/TNS

Chandigarh, April 1
In a stern warning to the subordinate judiciary, the Punjab and Haryana High Court has cautioned the judicial officers against making attempts to avoid the performance of "pious judicial functions entrusted to them".

Setting its own house in order at the subordinate level, Justice Ranjit Singh has asserted: "A Judicial officer is expected to deal with any case put up before him, unless he considers him or herself to be disqualified in any manner to decide the case.

"They are under oath and obligation to decide the cases without any fear, favour or affection. No attempt should either be made or should seem to be made by any officer giving indication of avoiding to perform the pious judicial functions entrusted to any officer". The first of its kind admonition came after the High Court received a reference from the UT District and Sessions Judge for transfer of a case registered by the CBI against Superintendent of Punjab Police Surjit Singh Grewal and other accused.

He, along with six other Punjab Police personnel is facing trial for allegedly killing Mohali youth Kulwinder Singh, alias Kid, in a fake encounter.

The reference to the HC was made on the basis of a communication by trial Judge Ritu Tagore. Designated as Special Judge for CBI cases, she had sought the transfer of the case on the ground that a High Court Judge, related to her, had passed an order in the case.

Justice Ranjit Singh observed the trial Judge, Ritu Tagore, has since been transferred. "Though the reference and issue of transfer of this case is rendered infructuous, I would wish to observe that the reasons by the trial court to make this reference seeking transfer of trial, gives an appearance that the court was avoiding to decide this case considering to be uncomfortable or for any such reasons".

Justice Ranjit Singh added: "I have not been able to appreciate as to how an order passed by a judge of this court even if he is related to the trial judge would have had effect on the trial judge to decide this case.

"It is not that any party had objected to the case being tried by the court of Ritu Tagore. The trial judge herself informed the parties about this order and then sought their comment in this regard".

Referring to the background, Justice Ranjit Singh observed at least two other High Court judges had dealt with the matter before the case was dealt by Justice VK Jhanji. The orders by him "could have been so passed by any judge of this court. Any trial judge dealing with the case ought to appreciate that final decision of the case would have rested on evidence led before the court".

Deepankar Sharda
Tribune News Service

Chandigarh, April 1
It seems that the UT sports department is facing a tough time to find bidders through the new system of E-tendering, for purchasing different new sports equipments.

According to information, various bidders have failed to submit their quotations even after repeated efforts, due to the tedious process of E-tendering. The department has also far failed to purchase gym equipments, athletic equipments and other sports gear for various coaching centers of city.

An official on the condition of anonymity said, “The process of E-tendering is very complicated and moreover many bidders failed to understand the process, hence many a time they commit mistake while filing their quotations, that lead to their rejection of the application,” said the official.

He added, “Many bidders have approached us and asked to change the process but we cannot as we are also bound to rules. As per my knowledge as many as four times, many applications have been rejected only because they failed to know the difference between the technical and financial bid. If they successfully get pass through technical bid they failed to cross the financial bid. The procedure includes online tendering, technical bid, financial bid, order inspection and later delivery. All this is about a month long process.”
