Emphasis laid on modern methods of sample preparation
Patiala, March 3 Prof Kesar said chemists had to go a long way to achieve efficiency. Prof RK Mahajan said, “Now a days, chemical sensors have replaced the older techniques of estimating various cations and anions.” Prof Manoj Kumar from GNDU, Amritsar, discussed at length the energy transfer phenomenon of fluorogenic receptors and their role in imaging metal ions in living cells as the fluorogenic receptors could be conveniently used as an effective tool to analyse and sense biologically important species in vivo and in vitro. Dr Inder Pal Singh of NIPER, Mohali, said, “Plants like piper retrofractum, piper cubeba, alpinia galangal, moringa oleifera, alstonia scholaris and a few species of the genus eucalyptus give pure compounds belonging to diverse chemical classes such as alkaloids, terpenoids and phenolic compounds and some of these compounds isolated from these species show promising anti-leishmanial activity comparable to standard drugs such as miltefosine.” Prof Ashok Malik of Punjabi University, Patiala, spoke on step-field sampling, field sample handling, laboratory sample preparation, separation and quantitation and statistical evaluation. He laid emphasis on modern methods of sample preparation for environmental samples. Tech fest begins

HC rules out equal land in compensation
Chandigarh, March 3 In her petition placed before the Division Bench of Justice Hemant Gupta and Justice GS Sandhawalia, Bansal of Maha Maya Colony in Bhainsa Tibba village near Mata Mansa Devi had earlier contended that she had purchased three marlas plot from three different persons in 1992. Subsequently, on June 2, 1999, the state government published a notification under Section 4 of the Land Acquisition Act, 1894, for acquiring land in Bhainsa Tibba village, including the petitioner's land. The objections were filed, but notification under Section 6 was issued on May 29, 2000. A writ petition challenging the acquisition, filed by the petitioner along with other aggrieved, was disposed of after the state Advocate General said the petitioners "having residential houses would be given plots of almost similar sizes as acquired from them within the vicinity of the acquired land". Even though a marla plot was allotted to the petitioner in pursuance of the undertaking, she submitted a representation seeking "three marlas of plot as she had purchased three marlas of plot vide separate sale deeds". But, her claim was declined on February 5, 2008. The Bench asserted: "The reason for not allotting three marlas of plot is disclosed, as in terms of rehabilitation policy, the petitioner is entitled to only one marla of plot. The purchase of three marlas before the acquisition does not entitle her to claim three plots. "The policy is to rehabilitate and not to provide plots to the persons, affected by acquisition. The process of rehabilitation is to accommodate the persons displaced by acquisition and not to give them equivalent land". Dismissing the petition, the Bench ruled: "We find that neither in law nor in equity, the petitioner has any justified claim for claiming a plot measuring three marlas. Consequently, the present writ petition is dismissed."

HC seeks report on healthcare facilities
Chandigarh, March 3 Taking up a petition filed by social worker Balwinder Singh Bhinder, the Bench of Chief Justice Ranjan Gogoi and Justice Mahesh Grover has asserted: "We now call upon the states of Haryana and Punjab and the UT Administration to lay before us the details of the available infrastructure, manpower, medical facilities, facilities of free medicines etc at the primary level (village level) in the first instance". In its detailed order, the Bench said: "According to us, the stage has now come to lay down the parameters by which the court can effectively monitor the healthcare system in the two states and the UT, Chandigarh." "To begin with, we propose to monitor the state of the healthcare facilities at the primary level i.e. village level and such availability will have to be judged on the basis of the existing infrastructure, manpower, availability of medical facilities, availability of medicines etc." "The number of dispensaries at the ground level and the machinery providing healthcare at the sub-divisional and district level and the availability of the parameters i.e. manpower, infrastructure etc. will have to be laid before the court by the respective states and the UT Administration." "Thereafter, the adequacy of each of the facilities, including manpower, will be examined by us and steps will have to be taken to fill the deficiencies wherever they are found to exist." "In this manner, we propose to carry on the work of further monitoring of the efficacy of the existing system of healthcare from time to time and to point out the deficiencies and direct the respective governments to make-up the said deficiencies". Before parting with the case, the Bench asserted: "The affidavits of the states and UT Administration will be filed within a period of four weeks and the matter will be considered again on April 4".

4 held for consuming liquor at public place
Chandigarh, March 3 In another case, the police arrested Ashwani Kumar and Rajesh Kumar both residents of Phase 11, Mohali, and Hakam Singh of Rulka village, Mohali, from Sector 48 on March 2 while consuming liquor at a public place. A case under the Excise Act has been registered at the Sector-31 police station.
Car stolen
Manoj Kumar Arora, a resident of Sector 37, alleged that some unidentified person stole his car (CH-01X-1310) from the parking lot, behind the Sector-17 police station, on Friday. A case under Section 379 of the IPC has been registered at the Sector-17 police station.
One held with ganja
Kansi Nath of Sector 56 was arrested from near Government Model School, Sector 56, today for carrying 4-kg of Ganja. A case under Section 20 of the NDPS act has been registered at the Sector 39 police station.

Chandigarh, March 3 In the second incident, Sharita Kashyap of Sector 38 alleged that two unidentified persons snatched her gold chain from Sector 38 on March 2.A case has been registered. Earlier, Neeru , resident of Sector 51, reported to the police that an unknown person ran away after snatching her chain on February 29. A case has been registered.

Immigration firm owner arrested
Chandigarh, March 3 This case was registered by SIT against him following a tip off. Eventually six complainants joined the investigation and alleged that Jaswinder had cheated them of huge amount of money on the pretext to sending them abroad on tourist and work visa. “It has been found that Jaswinder Singh was running this immigration business for the past 12 years without any valid licence. Today, he was produced in the court and got a police remand till March 5, 2012. Further investigation was going on,” revealed a police official.

Newborn found near Basouli village
Mohali, March 3 A case has been registered and the police has been looking for the parents of the abandoned baby. Meanwhile, sources said the local administration had handed over the newborn to a social welfare society.
Body found
Zirakpur: A body of a man was found near a gurdwara in Baltana this morning. The police said a granthi noticed the body around 4 am and informed the police about it. The man was in his thirties. The body has been sent to the Civil Hospital, Dera Bassi, for identification. An inquest proceeding under Section 174 of the CrPC has been initiated.
Six booked for assault
The police has booked six persons for assaulting Jasvir Kumar, a resident of Pabhat. A case has been registered against two security guards of a housing society and four others. In his complaint, Jasvir Kumar stated that he was employed with a DTN company and pasted posters in Penta homes. He alleged that he got a call from the society. When he reached the place, the accused started assaulting him and detained him.

20-year-old commits suicide
Chandigarh, March 3 Rajni’s sister said she was under depression. The incident came to light when Rajni’s aunt Anita visited the place today. On seeing the body, Anita informed the police about the incident. Rajni is survived by her
parents, three sisters and a younger brother. The police said no suicide note was recovered from the spot and no family member was present at the time of the incident. It said, “We have informed her parents who are away to Uttar Pradesh. The postmortem will be conducted tomorrow.”

DAV Club script victory
Chandigarh, March 3 Audit Punjab consisting of senior national players started on an aggressive note, but failed to do any damage. The DAV boys started making counter attacks and earned a corner kick in the 10th minute which proved futile. DAV Club again made a desperate move when right winger Ajay collected a stray ball and ran towards the rival area and passed the ball to Manish Mundri. Mundri took a rasping drive which went in to the AG Punjab goal post. Right winger Ajay was instrumental again in scoring their second goal for DAV Football Club with solo efforts. Encouraged by two goals, DAV Club made many dangerous moves to increase the tally. However, Audit Punjab were not only able to thwart further attacks, but they also opened their account in the 22nd minute when their right striker Sehajpal scored with a rasping shot. In the second half, DAV Club boys added two more goals in the 50th and 51st minutes through penalty kicks and the scorers were Manish Mundri and Meinam who took the penalty kicks. Rajeev Rattan reduced the margin in the 60th minute through solo efforts. The DAV boys again scored the fifth goal and the scorer was Munish Mundri. DAV Club won the match 5-1 and earned three valuable points. In another super league match, Coaching Centre, Sector 17, beat Blue Star Club 4-0. No goal was scored in the first half. Coaching Centre meant business from the kick off and mounted pressure time and again but failed to do any damage due to tight defence of their rivals. On resumption of second half, right striker Deepak Hooda of Coaching Centre opened the account for his team after dribbling past two defenders and beat the rival goalkeeper with a powerful shot in the 50th minute. Elevated by this goal, Coaching Centre boys added three more goals and the scorers were Deepak Hooda, Saurav and Deepak Hooda Chandigarh won the match 4-0 and earned three valuable points. |
