Chandigarh, February 29 The high court directed the UT chief judicial magistrate to conduct a fact-finding inquiry into the allegation of police connivance. The directions came after the Chandigarh SSP gave a clean chit to the police officials who were allegedly involved in the case. In an affidavit filed before the high court Bench, UT SSP Naunihal Singh stated that he visited both parties, but did not find any violation of high court orders. Dilawari asserted in her reply to the high court that the inquiry into the complaints filed by both parties had been conducted impartially. She further stated in the affidavit that if the high court considered that she flouted any order, she tendered an unconditional and unqualified apology. Snapshots were earlier placed on court record, showing Dilawari standing near the gate of the Sector-8 house when alleged attempts were being made to take possession in violation of high court orders. Taking up the matter on the previous date of hearing, Justice Surya Kant had asserted that a police officer, not below the rank of Deputy Superintendent of Police, “shall take over the inquiry into the complaint by the petitioner”, instead of the local SHO. Further hitting the somewhat dented image of the Chandigarh Police, the directions came on a petition filed by Manavjit Kaur and another plaintiff. The directions came just over a month after the Chandigarh Police registered a case against Manavjit and two others at the Sector-3 police station on the allegations of manhandling Dilawari. The dispute pertained to a portion of house 506 at Sector 8. The sale of the house was currently under challenge. Two of the respondents, Satjit Kaur and Girish Pal Singh, were co-owners of the property in question. Referring to an order passed in December, 2011, Manavjit had contended in her plea that the possession of the property was not to be delivered to anyone during the pendency of an application, which was directed to be decided upon within a month. She had added that it was apparent from the order that the co-owners were restrained from handing over possession to any party. On December 24 last, Rajesh Kumar of Sector 44 attempted to take possession. Around 6:30 pm on January 31, he came on a scouting mission. Around 1 pm on February 3, he and his wife, along with eight or nine other persons, took forcible possession of the property in question. |

Pollution board told to take action against HUDA, MC
Chandigarh, February 29 A Division Bench of the High Court directed the Haryana Pollution Control Board to submit the action taken report on management of the site. The pollution control board had earlier filed an affidavit stating that notices had been issued to HUDA and the municipal authorities for not following the rules. The affidavit filed by Haryana State Pollution Control Board regional officer Sumeet Amrohi stated neither
HUDA, nor the MC, had taken appropriate measures to handle the issue. The affidavit further stated that the temporary site in Sector 23 would be properly covered with layers of earth and bacterial solutions, while micro nutrients would be sprayed on a daily basis so as to minimise the odour problem. HUDA and the MC will submit a report to the board on a monthly basis, the affidavit further stated. The affidavit also stated that HUDA had plans to set up a garbage disposal plant in Jhuriwala village. The pollution control board has also directed the HUDA authorities to take up the issue of environmental clearances with the Ministry of Environment and Forest so as to expedite the work on the project. The case will now come up for hearing on March 13. |

Firefox Animation Studios told to pay for harassment
Chandigarh, February 29 The complainant, Ankit
Aggarwal, a resident of Mani Majra took admission at Firefox Animation Studios in Sector 34 in March 2009 for advanced diploma in animation and paid a sum of Rs 45,000 for the said course. He initially paid a sum of Rs 5000 as registration fee and rest of the amount was to be paid in 11 installments of Rs3,636 each from October 7, 2009. The complainant paid a total sum of Rs 41,000. It was alleged that the animation company closed its branch office in March 2011. Thus, he could not complete his course. It was further stated that the owners of the institute assured him they would arrange admission for him in some other institute but to no avail. Hence he moved the consumer forum. Firefox Animation Studios refused to accept the notice by the consumer forum. Hence, the proceedings were
exparte. PD Goel, president of the forum, said that in the order it was proved that the complainant took admission with firefox Animation Studios and paid the amount. “The animation studios are directed to refund Rs 41,000 to the complainant, pay Rs 10,000 compensation for mental agony and harassment and Rs 5,000 as costs of litigation.” |

ASI files anticipatory bail

Chandigarh, February 29 The CBI had laid a trap in Sector 46 last week to arrest Desraj, but he managed to give the agency the slip. His accomplice, head constable Vajinder Singh, was arrested for demanding and accepting a bribe of Rs 3,000 from a proclaimed offender for not arresting him. Desraj retired yesterday and had been deputed to Punjab, his parent cadre. He had made the record of arresting more than 200 proclaimed offenders in his stint with the UT police. A case under the Prevention of Corruption Act had been registered against Desraj and Vajinder on the basis of a complaint lodged by Tangri, who had been declared a proclaimed offender in a cheque-dishonour case two years back and had been traced by the two police officials. |

Contempt notice served on CBI
Chandigarh, February 29 The petitioner, Visnu Kant, had moved the court, seeking proceedings under Section 12 of the Contempt of Courts Act against the CBI for violating the court order and harassing him. He was arrested in January in a corruption case and was later granted bail. He had then filed an application to claim his motorcycle, seized by the CBI when he was arrested. On February 14, the court ordered the CBI to release the motorcycle. It was alleged that CBI sleuths asked Vishnu Kant about photographs for surety and directed him to give his fingerprints. In the application, filed through advocate Arvind Thakur, it was stated that the petitioner requested inspector KS Rana of the CBI to release the motorcycle as he was duty bound to obey the order, but the inspector refused to do so. |

Ex-SDM deposes in spy case
Chandigarh, February 29 Presently holding charge of Secretary Information Technology, she had accompanied the police party in Sector 44 when alleged Pakistan spy Kashif Ali was arrested in July,
2010. While deposing in court, the former SDM identified Indian military documents and photographs seized from the residence of the 24-year-old accused, who was then living in rented accommodation on the identity of Pawan Kumar. Public prosecutor JP Singh said the statements of the then SDM was crucial evidence in the case. The crime branch had arrested the Pakistan-trained spy, who had been passing information about national security to his handlers in Pakistan. The police had recovered sensitive information pertaining to national security from his possession. The accused actually belonged to the Zulfiqar Colony at Faisalabad in Pakistan and had been monitoring defence installations. |

Panchkula, February 29 The CBI public prosecutor, DS Chawla, said the court had also slapped a fine of Rs 10,000 on the accused who was arrested on December, 2010, by the sleuths of anti-corruption branch of the CBI while accepting bribe from a farmer. Naresh, a farmer of Shergarh in Kaithal, had told the CBI sleuths that he was looking after the work of his mother-in-law, Santosh Devi, and on her behalf, he had applied for a loan of Rs 3 lakh against Kisan Credit Card. The card limit was Rs 4 lakh. For the loan he had contacted the officer, Badan Singh, who had allegedly demanded Rs 12,000 for the work. However, he had settled for Rs 5,000. |

The local police has arrested Asha Ram of Sector 32 from Ram Darbar yesterday for consuming liquor at a public place. A case under Sections 68, 1 and 14 of the Excise Act was registered at the Sector-31 police station.
Nabbed with liquor
The police arrested Sanjay of Colony No. 4 from Phase I of the Industrial Area yesterday and recovered 15 quarters of countrymade liquor from his possession. A case under Sections 61, 1 and 14 of the Excise Act was registered at the Industrial Area police station. The accused was later released on bail.
Held for gambling
Dilshad of Sector 17 at Panchkula was arrested from Mani Majra yesterday for playing satta. An amount of Rs 350 was recovered from his possession. A case under Sections 13-A, 3 and 67 of the Gambling Act was registered at the Mani Majra police station.
Theft cases
Abhinash of Sector 18 reported that his maid Mahima, hailing from Kolkata, was caught stealing a mobile phone, three wrist watches, a gold chain, three gold rings and gold locket from his residence last night. A case under Sections 381 and 411 of the IPC was registered at the Sector-19 police station. Ram Lal Garg of Sector 38 reported that someone stole three brass idols, a silver idol and Rs 15,000 from his house last night. A case under Section 380 of the IPC was registered at the Sector-39 police station. Simranjit Singh of Patiala reported that someone had stolen his motorcycle (PB42B-7044) from Sector 45. A case under Section 379 of the IPC was registered at the Sector-34 police station. Rakesh Singla of Sector 47 reported that Vipin Negi had stolen his motorcycle (HP25A-1314) from Sector 41. A case under Section 379 of the IPC was registered at the Sector-39 police station. Gian Singh of Mohali reported that someone stole two buffaloes from Industrial Area on the night of February 25. A case under Section 379 of the IPC was registered at the Industrial Area police station. Saroj Bala of Mauli Jagran reported to police that someone stole an LPG cylinder from her residence between February 22 and 26. A case under Section 380 of the IPC was registered at the Mani Majra police station. Sompal of Transit Camp at Sector 52 reported that someone stole an LPG cylinder from his residence on February 27. Mohali, February 29 sharp-edged weapons who arrived on motorcycles and attacked him in the fields. The SP (City), Harpreet Singh, said the crime took place around 3 pm. He said Paramjit Singh’s brother had died five or six years ago and his widow became his wife in accordance with the “chadar” custom. However, later the couple often quarrelled following which Paramjit Singh left her and tied the knot with another woman. The SP said the father of the deceased, Tejpal Singh, who retired from the Indian Air Force, suspected that certain members of Paramjit Singh’s former in-laws family were behind the crime. No arrests have been made so far and further investigations are on. A case under Sections 302 and 34 of the IPC has been registered against the unidentified persons. |

The police has booked a manager and an employee of the State Bank of India for cheating. In his complaint, Amarjit Singh Kataria, a resident of Phase III B 2, stated that he had withdrawn Rs 15,000 from an ATM and later found that five notes of Rs 500 were allegedly fake. The matter was brought to the notice of the bank manager following which the fake notes were replaced. |

Chandigarh, February 29 Youth Club’s forwards started attacking Youngsters citadel but could not do any harm in the 11th minute. Their efforts fructified in the 12th minute when right striker Rakesh Singh of Youth Club dribbled past two defenders and gave a through pass to left striker S Rawat who opened the account with a powerful shot beating the youngster goalkeeper. Youth Club scored their second goal in the 20th minute through Sunil. Youngsters also got a golden chance but missed it as they failed to reduce the margin in full time and Youth Club, Sector 30, qualified for Super League. In the second match, Sports Club, Sector 23, Chandigarh, beat Maruti Football Club, Mani Majra, 4-0 goals. Sports Club’s forwards dominated the proceedings from the kick off and scored the first goal in the 13th minute and the scorer was right winger Budh Singh who scored with solo efforts. He was followed by his teammate right striker Lalit Rawat, who scored the second goal in the 20th minute. The first half score was 2-0 in favour of Sports Club. In the second half, Sports Club-23 added two more goals in the 38th and 51st minutes through Balbir Singh and Rajnish, respectively. In the third match, Blue Star Football Club beat Youngmen Football Club, Dadu Majra, 1-0 goal in a well-contested match. Both the teams put up a good show. Blue Star dominated the proceedings and right striker Manpreet took the possession of ball from midfield and scored the first goal with an angular shot after getting past two defenders of Youngmen Football Club, Dadu Majra. Youngmen Football Club tried hard to equalise, but a goal eluded them.
