Rajya Sabha MP Balwinder Singh Bhunder suffered a severe heart attack at his residence at Sardoolgarh in Mansa district this morning. He was immediately taken to Civil Hospital at Sardoolgarh, from where he was shifted to Pragma Hospital in Bathinda for treatment.

Mafia ‘eye’ Rajasthan govt land

More than 50 years after the Rajasthan government acquired over two lakh acres of agricultural land in south-west Punjab for the construction of Rajasthan Feeder Canal, the ownership of this land still exists in the name of the original owners-- the farmers-- in the revenue records.

This anomaly in the revenue records has come in handy for some unscrupulous property dealers who are selling this land to unsuspecting buyers.

In some cases, when these illegalities came to light, the police registered criminal cases against the buyer and seller of the land but in many other cases, where the beneficiaries were politically well connected, no legal action was taken.

So, when thousands of acres of Rajasthan government land in this part of Punjab is under illegal possession, Deputy Commissioner Faridkot, Ravi Bhagat has now taken up the matter with the revenue and canal departments to transfer the ownership of the land in the revenue record in the name of Rajasthan government to check fraudulent sale deeds.

Starting from Harike barrage, which is the confluence of Sutlej and Beas rivers, in Ferozepur district, the construction of Rajasthan Feeder Canal started in the 60s. Traversing through, Ferozepur, Faridkot and Muktsar districts, the first 167 km of the canal lies in Punjab and for constructing this canal, the Rajasthan government acquired over two lakh acres of land from farmers in Punjab.

Besides the canal area, a wide strip of the land is lying unused and it runs parallel to the canal.

But over half a century down the line, in revenue records, the ownership of the land still exists in the name of the original owners, the farmers. Thanks to the lackadaisical attitude of the authorities in Punjab and Rajasthan, there was no mutation of the land in the name of the Rajasthan government. Mutation means the recording in the revenue record of the transfer of title of the property from one person to another.

So, in the absence of proper entries in the revenue record about the ownership of this 167 km wide stretch of land, along the Rajasthan Feeder Canal from Harike barrage to Lohgarh, there are ample chances of fraudulent deals in the sale of this land, said Ravi Bhagat, DC, Faridkot.

"I have asked the revenue department and the supervising authorities of Rajasthan Feeder Canal in Punjab to transfer the ownership title of the land in the name of the government so that no private person can misuse it," said Bhagat.

It is not only the land mafia that is cheating unsuspecting persons, by selling them Rajasthan government land. There are some cases of arbitrary misuse of power by some canal department officials also who allotted a big portion of the land to politically connected persons, for construction of marriage palaces and private colonies. Interestingly, the beneficiaries never pay any remuneration for these allotments.

One such allotment was cancelled in the CJM court at Faridkot last year. The court had termed it as illegal, declaring the deal null and void and against public policy.

Rajya Sabha MP Bhunder suffers heart attack

Bathinda, February 21
Rajya Sabha MP Balwinder Singh Bhunder suffered a severe heart attack at his residence at Sardoolgarh in Mansa district this morning. He was immediately taken to Civil Hospital at Sardoolgarh, from where he was shifted to Pragma Hospital in Bathinda for treatment.

After his admission to the Pragma Hospital, Dr G.S. Gill, DM (Cardiology), attended Bhunder and conducted angiography on him. Later, he also conducted angioplasty and inserted a stent into his body.

As per information, at about 5.30 am Bhunder entered bathroom at his residence where he felt dizziness and virtually fell onto the ground. On this, his wife Balwant Kaur rushed to the bathroom and helped her husband. At the same time Bhunder's younger brother Bhag Singh also joined the couple and they took Bhunder to the Sardoolgarh's civil hospital for initial treatment as Bhunder had complained pain in chest.

Talking to this reporter Dr G.S. Gill said Bhunder had suffered severe heart attack. He said when Bhunder was brought to his hospital, his blood pressure was 100/70 and the pulse rate 50 which were low as compared to the normal blood pressure and pulse rate. If the pulse rate had gone down to 30 or 40, then it could have been a serious matter, he added.

Dr Gill said he first conducted angiography on Bhunder, during which his right coronary artery had been found blocked. Due to this, he conducted angioplasty and inserted a stent into the body of Bhunder. He is now out of danger and stable, Dr Gill added.

Keeping in view the severe heart attack and angioplasty, Bhunder would be kept under observation for 72 hours at the hospital.

When contacted in the evening, Dr Gill said Bhunder was now okay as his blood pressure was now 120/80 and pulse rate 80.

Jathedar of Takht Sri Damdama Sahib, Talwandi Sabo, Balwant Singh Nandgarh visited the Pragma Hospital to know the well being of Bhunder. He met Bhunder and talked to him. After meeting Bhunder, Jathedar Nandgarh said Bhunder had told him that he was now okay and feeling well. Later in the day, several SAD leaders and some SGPC members also visited the hospital to know about the health condition of Bhunder.

One held with fake certificate

Police here arrested a person with fake degrees from a computer centre in Gurunanakpura area. Though a case in this connection was being registered at Kotwali police station, SHO Jagdeesh Lal and investigating officer Harjinder Kaur did not divulge any details. Repeated phone calls made to both the officials to enquire into the matter proved to be futile.

Bathinda SSP Sukhchain Singh Gill, however, confirmed registration of a case in this regard but he too did not provide much details.

He said a person had been arrested with fake degrees of a Karnataka-based university.

When asked for more details, he said that ASP Vikrampal Bhatti is supervising the investigations.

ASP Bhatti, when contacted, said the case was at a preliminary stage and its investigations would be completed by tomorrow evening.

“This could be the tip of the iceberg and it could be a well organised racket involving more people from surrounding areas or even far off places. We have arrested one Bhupinder Kumar during a surprise raid conducted at the centre,” the ASP said.

He said that the police got a tip-off about sale of various certificates of different classes and courses by Bhupinder in lieu of money.

He had been asking the students to take exam at his centre being run in the name of F-Soft institute in Guru Nanakpura area.

He offered question paper along with the answer sheet and then give them certificates of different universities once he got the money, the ASP said.

“So far, we have not taken any computer or printers into our possession but got some papers, including a letter head of a Karnataka-based university,” Bhatti said.

Not even a single event was organised to promote the mother language in Muktsar, Malout and Gidderbaha sub-divisions of the district.

Not only this, no district language officer (DLO) has been appointed here and for the past one-and-a-half years, not even a single meeting of the district language committee has taken place. When contacted, Raman Sahota, who once held the charge of Muktsar, said, "Presently, I am holding the charge of three districts, Ferozepur, Fazilka and Faridkot. But the post of DLO in Muktsar has been lying vacant for some time."

Not only this, when the Deputy Commissioner Arshdeep Singh Thind was asked about holding any programme to mark the day, he expressed his ignorance over today being the Mother Language Day.

Arshdeep Singh said, "I will speak to all sub-divisional magistrates (SDMs) to know whether they held any kind of programme on the day or not, but I am not aware."

On the other hand, the litterateurs, showing their resentment against the lacklustre attitude of the authorities concerned said the administration should play an important role in promoting Punjabi so that it gets its due.

Bhupinder Preet Kaur, a Punjabi writer said, "Maa boli da maa warga satkar hona chahida hai, par eithey taan kujh hor hi ho reha hai. (Mother language must get respect just like mother, but here the scenario is an altogether different.) To write slogans on walls is not enough, awareness camps must be organised so that Punjabi, which is fast disappearing due to exhausted approach of the successive governments, could be saved."

Stir by Jats: Trains cancelled

The ordeal of train passengers worsened on Tuesday as the railways had to cancel two trains touching Bathinda in view of the pro-reservation agitation launched by the Jats at Hisar in Haryana.

The movement of some other trains passing through Bathinda also remained affected for the second consecutive day today as the railways continued to short terminate a few trains and diverted others as the stir entered its second day.

As per railway sources, the train no. 19781 and 19772, that run between Jaipur and Amritsar, were cancelled on Tuesday as the agitators squatted on the railway tracks at a village near Hisar.

Kisan Express that runs between Bathinda and Delhi could not follow its normal route for the second successive day on Tuesday. The trains have been running via Rohtak-Jind-Jakhal-Mansa route for the last two days instead of its normal route of Rohtak-Bhiwani-Hisar.

Some trains touching Bathinda were short terminated. The train between Sriganganagar and Rewari and the train between Fazilka and Rewari were short terminated at Hisar for the second day today.

The railways would refund full fare of the booked ticket to the passengers preferring not to travel in the affected trains.

Training in office management begins

To prune the functioning skills of the officials and employees in various government departments of the state, the Mahatma Gandhi State Institute of Public Administration (MAGSIPA) has started a four-day training programme on ‘Office procedures and management.’

The programme was inaugurated by Raminder Singh, commissioner, Ferozepur and Faridkot divisions, at Dr BR Ambedkar Bhawan here today.

Gian Singh, regional coordinator, MAGSIPA said that 27 employees from various departments including the DC office, education, food and supplies besides the excise department have been selected for training during the workshop.

Speaking on the occasion, the commissioner said it was imperative for the government officials to update themselves with the latest skills to improve efficiency, awareness and work culture.

He said that earlier, there was no provision for such training for the government employees.

However, the MAGSIPA had now taken the initiative which will go a long way in improving the office management.

The commissioner said during the four-day training session, the resource persons would hold interactive sessions regarding various administrative issues.

Adequate knowledge will also be given regarding laws like Right to Service, Right to Information and other such recently introduced changes in the functioning of various departments.

Drowning tragedy averted, 3 kids rescued

Abohar, February 21
Timely action by some passersby helped in averting a drowning tragedy that would have shocked many. A rickshaw puller Hari Ram was asleep after parking the rickshaw under a tree near a brick kiln located in the upper area of Nai Abadi in the afternoon. Three kids in the 8-10 years age-group started playing on it and fell along with the rickshaw into a dirty water reservoir. As they cried for help, some passersby rushed and rescued them by jumping into the contaminated water. They also helped in pulling out the rickshaw.

The kids belong to families of daily wage earning migrants from other states. They were still under shock when the media team visited the locality. — OC

Teenager among two killed

Two persons, including a teenaged boy, were killed and three others received serious injuries today in the afternoon when the jeep in which they were travelling rammed into a tree near Jaito town of Faridkot district.

The deceased and two injured were non-medical students of a coaching center in Kota (Rajasthan) and were preparing for the IIT-JEE entrance test.

According to family sources, Shubam Goyal and his two friends, Rajat and Anil Kumar, reached Hanumangarh in a train from Kota today in the morning and for further journey to Kotkapura, the family had sent a jeep to pick them up.

The jeep hit a tree near Jaito, killing Shubam and jeep driver Pargat Singh and leaving three others including Rajat, Anil and Ashok Kumar seriously injured.

Punjab Home Guards to go to Goa for poll duty

Ten companies belonging to border wing of Punjab Home Guards (PHG) are all set to leave for Goa tomorrow by a special train for the election duty. Ravinder Kumar Awasthi, battalion commander, said two ad-hoc battalions comprising five companies each will leave for Goa tomorrow by a special train for which all arrangements have been made. He said the PHG contingent will be lead by Charanjit Singh, officiating DIG, PHG, while HS Bajwa has been appointed as one of the battalion commanders for the special election duty.

The seven-day National Integration Camp which was organised under the aegis of Nehru Yuvak Kendra concluded here today. During the valedictory ceremony held today, DC S Karuna Raju was the chief guest whereas Uttamjot Singh Rathore, deputy director, Nehru Yuvak Kendra, presided over the function.
