Court comes to aid of information activist
Mohali, February 12 Filing a case under Section 12 of the Consumer Protect Act, 1986, HC Arora, the complainant, stated that in reply to his query under the Right to Information Act (RTI), the board had refused to provide copies of the utilisation certificate of secrecy fund saying those were of confidential nature. Quoting the documents supplied by the board, the complainant stated that the funds were spent on purchasing blank answer books, on payment of remuneration to various staff employed for conducting examination and on printing of question papers. Thus such expenditure could not be treated as secret expenditure. It had been further stated that various universities that were conducting examination every year, requiring maintenance of secrecy of the exams, do not maintain any ‘secret fund’. Thus, the stand taken by the PSEB that fund meant for the purpose of conducting the examination was a secret fund and providing copies of the utilisation certificate was exempted under the RTI Act was not justified. “Once certain documents are sent to the audit authorities, the documents cannot be treated as secret documents,” stated the complainant. During the course of reply sent under the RTI, the PSEB has stated that huge sums were spent on the purchase of blank answer books. After the Consumer Forum took up the matter, the board was directed to provide utilisation certificate for the past five years. The certificate showed the annual expenditure out of the secrecy fund, but not the sub-heads under which the funds were spent. No audit of the fund was conducted. Secrecy fund The secrecy fund of the PSEB chairman has been in news after the total budget of the fund witnessed unprecedented growth in two years, from Rs 2 crore in 2009-10 to Rs 11 crore in 2011-12. Until some years ago, the secret fund used to be around Rs 50
lakh.

Four vehicles stolen from city in one day
Chandigarh, February 12 In another case, Vinay Jeet of Sector 21, alleged that someone had stolen her car (CH-01AJ-0609) from her residence yesterday. A case has been registered at the Sector 19 police station. Surinder Punia of Sector 30 reported to the police that someone had stolen his car(CH-04E-7141) from his residence last night. A case has been registered at the Industrial Area police station. In another case, Ram Bilas of Sector 43, alleged that someone had stolen his car (CH-03F-8077) from his residence while Upma Awasthi alleged that an unknown person had stolen her car from her residence. |

Three held for gambling
Chandigarh, February 12 In another case, Ramesh Kumar and Sewa Ram of Ludhaian were arrested while gambling and recovered Rs 850 from their possession. A case under Section 13-3-67 of the Gambling Act has been registered at the Sector 17 police station. |

Two injured in hit-and-run case
Chandigarh, February 12 A case under Sections 279 and 337 of the IPC has been registered at the Sector 17 police station against the driver of the car .The cyclist was admitted to Government Hospital, Sector 16, and the woman was referred to the PGI. Sulakhan Singh , a resident of Kishangarh, was arrested for carrying 103 quarters of country wine. A case under the Excise Act has been registered at the Manimajra police station. The accused was given bail later. |

Three killed in road accidents
Mohali, February 12 Manjit Singh, a resident of Badali village, died after his motorcycle was hit by an unidentified vehicle near Jhanjheri village. Manjit was riding the motorcycle, while his cousin Balwinder Singh, was riding pillion. In another accident, Surjit Singh, a resident of Gharuan village, died when his motorcycle was hit by some unknown vehicle outside NIPER in Sector 67, Mohali. He was on his way home. Surjit Singh was declared brought dead at Amar Hospital. He is survived by his wife and a son. In yet another accident, a pedestrian was hit by a vehicle outside Desu Majra bus stand at 10.30 pm. The deceased was identified as Mahinder Kumar, a resident of Hoshiarpur. The driver fled the spot. A case under Sections 279, 309-A of the IPC has been registered. Man hit by car, dies
A 40-year-old man died after being hit by a rashly driven vehicle in Old Panchkula here this evening. The victim was identified as Satbir, a Class IV employee of the excise and taxation department. He was rushed to the Sector 16 General Hospital where the doctors declared him brought dead. The body will be handed over to the family after an autopsy. The police has registered a case against the driver of the unknown vehicle.
Accident victim dies
A 72-year-old man succumbed to his injuries at a private hospital in Mohali here today. The deceased was identified as Surjit Singh, a resident of Ambala City, who sustained serious injuries after being hit by a motorcycle near Marryland hotel on the Zirakpur-Ambala highway on Thursday. Surjit was standing along the road when the motorcycle hit him. The body was handed over to the family after conducting an autopsy. A case under Sections 279 and 304-A of the IPC has been registered.
One booked for fraud
The police has registered a case of fraud and cheating against one Joga Singh, of Anandpur Sahib for duping Sarwan Singh, a resident of Chandigarh. A police official said Joga had sold a house in Phase 1, Mohali, to one Sarwan for Rs 27 lakh. Sarwan had paid Rs 15 lakh as token money. But, Joga instead of getting the house transferred in Sarwan’s name, fled with the money. The deal was finalised in August, 2006, and as per agreement, the house was to be transferred till March, 2010, but Joga Singh had failed to do so. A case under Section 420 of the IPC has been registered against Joga Singh. |

We will perform better in London Olympics, says Vijender Singh
Chandigarh, February 12 Vijender was here to attend a function organised by the Punjab Kickboxing Association to award 38 kickboxers who had won gold, silver and bronze medals in the senior, junior and sub junior national championships during the year 2011-12. The Olympian was accompanied by international boxers Jai Bhagwan and Dinesh Kumar and said that he was busy training at the National Institute of Sports at Patiala. Though nothing can be predicted about the number of medals boxers will win in Olympics this time, it was almost certain that the pugilists will display a better performance, he said. Replying to a question regarding reports of him having a flick with Bollywood, the ace boxer said that his all the concentration was for the Olympics as of now. He is all set to participate in the Asian qualifiers at Astana, Kazakhstan, to be held from April 4, which would confirm the berth for London Olympics. Earlier, he also distributed prizes to kickboxing winners. Manpreet Singh and Kiranjot Kaur, who have represented India in the junior world kickboxing championship in Belgrade, were also honoured on the occasion. Livewires defeat Carriers in cricket tournament
Chandigarh, February 12 Carriers won the toss and decided to bat first. First four wickets fell early - all to Abhishek. Later Kuldeep Mehra (37 runs in 33 balls) and Jeevan (37 runs in 25 balls) helped Carriers to garner a total of 108 before they folded up in 15.2 overs. In reply, the Livewire (J) started with a solid partnership of 30 runs for the first wicket between Arun Luthra (17 runs in 21 balls) and Gaurav Chabbra (39 runs in 45 balls), before the former fell, caught behind the wicket. Three was a mild collapse as three wickets of LWCC (J) lost cheaply. Vinay Bansal, Vikram, and Gaurav Rana were out for 1, 12 and 4 runs respectively. Inderpreet, 19 not out, and Sikander Rana 8, not out, however, sailed their team through in 16.5 overs for the loss of 5 wickets. Chandigarh, February 12 Himachal Cricket Academy won the toss and elected to field first. Gaurav Singh (106), supported by Talwinder (40) and Rishu (31) piled 239 runs. On the other hand, the Himachal Cricket Academy could manage a mere 55 runs, losing all of their wickets in 13.2 overs. Gaurav who took 2 wickets giving away 4 runs was declared man of the match. |
Widespread participation at girl’s marathon
Chandigarh, February 12 Around 500 participants turned out from 15 schools and colleges across the Tricity, along with open entries, for the 7.4 km marathon. The participants competed under three categories of sub-junior (14 years and below), junior (15 to 18 years), and senior (19 years and above). The marathon was flagged off by Justice Ritu Bahri (an alumni of the school) from Carmel Convent School. CESA sponsored a group of 50 underprivileged girls from NGO Hamari Kaksha, and the remedial classes of Carmel Convent School to participate in the event. Prizes worth Rs 20000 were awarded.
