Illegal mining scam
Bangalore, December 3 The other two CMs facing the heat are Krishna’s successor N Dharam Singh, also of the Congress, and N Dharam Singh’s successor HD Kumaraswamy of the Janata Dal (Secular). The Lokayukta court here today ordered a probe into their roles in illegal mining during their tenures as chief ministers. Lokayukta Special Court Judge NK Sudhindra Rao asked the Lokayukta police to complete the probe by January 6 and submit a report. His order followed a private complaint filed by Bangalore businessman and social activist TJ Abraham, who alleged that Krishna, Dharam Singh and Kumaraswamy had allowed large-scale illegal mining when they were chief ministers. Besides the three former chief ministers, Abraham has accused 11 serving and retired senior officials for the scam. Sudhindra Rao has asked the Lokayukta police to probe the role of the officials too. Krishna led the Congress government in the state in 1999-2004, Dharam Singh was the Chief Minister with the Congress-JD(S) coalition being in power in 2004-06 and Kumaraswamy, who headed a JD(S)-BJP coalition, had succeeded Dharam Singh in 2006. Ever since the illegal mining scam surfaced in the state in 2006, Krishna's name has often been mentioned, but he has strongly denied the allegations. Dharam Singh and Kumaraswamy have also denied they had allowed illegal iron ore mining. The petition, filed by Abraham on November 30, has alleged that SM Krishna’s act of “commission and omission” as the Chief Minister allowed Kalyani Ferrous Industries Ltd to make illegal gains to the tune of Rs 2.5 crore at the cost of the state-run Mysore Minerals Ltd (MML). The petition also stated that under Krishna’s tenure, a memorandum of understanding to extract iron ore between Vijaynagar Mines Private Ltd and MML caused the government company a loss of over Rs 25 crore. This was because MML was not paid the premium due from the sale of iron ore. Abraham also listed several cases wherein Dharam Singh and Kumaraswamy allegedly allowed illegal mining to flourish. According to his petition, Dharam Singh, during his tenure as Chief Minister, issued temporary transport permits for movement of iron ore and manganese ore from agricultural patta lands not held under the mining lease. Abraham accused Kumaraswamy of illegally issuing mining lease in respect of 550 acres of land in Bellary District to Sai Venkateshwara Minerals. The petitioner has sought sanction for prosecution of Dharam Singh and Kumaraswamy — both Lok Sabha members — from the Lok Sabha Speaker.
