Fatehgarh Sahib, November 20 She was elected unanimously as both the warring groups had to support her in sheer helplessness as none of the group of councillors belonging to SAD-BJP could muster support on their own. The council has 14 councillors, including MLA Didar Singh Bhatti and today’s meeting was attended by 13 members. Sources said when the name of Renu Sharma was proposed by SAD-BJP councillors, MLA Bhatti left the meeting and did not raise his hand to support her saying she was a Congress candidate. Kulbhushan Malhotra, president of the council, belonging to SAD-BJP, admitted that due to differences between the leaders and councillors, the post went to Congress candidate Renu Sharma as every one present had to support her. Though Bassi Pathana has a strong SAD-BJP base, with the top leadership of the party, including Jagdeep Singh Cheema, district president, SAD-BJP, Rajesh Pal Singh Lalli, senior SAD-BJP leader, Bibi Satwinder Kaur Dhaliwal, chairperson, District Planning Board, belonging to Bassi Pathana, they could not have their candidate as vice-president because of the divergent interests. When contacted, Jagdeep Singh Cheema, who was also camping outside the meeting venue, said the SAD-BJP had only four councillors and the council president had been expelled from the party for anti-party activities during the SGPC elections. He said they had to support Renu Sharma, as they didn’t have sufficient votes to get their candidate elected. When contacted, Rajesh Pal Singh Lalli, senior SAD-BJP leader, said the council president was still a SAD-BJP worker and admitted that due to the infighting they could not get their candidate elected. Because of the clash of interests among the different factions of SAD-BJP, the development of the town had come to a standstill for the past four-and-a-half years. |

Railway overbridge to be inaugurated before Jor Mela
Fatehgarh Sahib, November 20 This was stated by Prof Prem Singh Chandumajra, general secretary of the SAD-BJP, and an aspiring candidate from the Fatehgarh Sahib constituency, while talking to mediapersons here today. He said he had spoken to the railway authorities in this regard. Prof Chandumajra was in the town to attend some functions. He also visited Kharora village, where a blood donation camp had turned into a bloody clash. Bir Devinder Singh, former Deputy Speaker, had earlier urged the authorities to get the ROB completed by November 30. |

Chandigarh, November 20 The Forum comprising president PD Goel and members Rajinder Singh Gill and Madanjit Kaur Sahota also directed the opposite party to pay Rs 15,000 as costs of litigation to the complainant. Complainant Sonal Khurana in his complaint had submitted that being lured by the rosy pictures projected by the opposite party, he booked a flat in Category A-2, Block A-1 having super covered area of 1641.54 sq. ft. with a car parking for a total sum of Rs 18.40 lakh vide agreement dated January 27, 2006. He deposited 75 per cent amount Rs.13.80 lakh with the opposite party after getting it financed from HDFC Bank. The possession of the flat was promised by the opposite party to be handed over to him within two years from the date of agreement. He further said that despite receiving the substantial amount from him, the opposite party had failed to complete the construction as per terms of the agreement and no construction was going on at the site. He said despite requesting the opposite party to refund the deposited amount along with interest the opposite party failed to refund the same. The counsel for the opposite party took some preliminary objections viz-a-viz the complainant had not come to the Forum with clean hands; the complaint was bad for non-joinder of the necessary parties; the complainant was not a consumer and had no locus-standi to file the present complaint; the complaint was premature and did not disclose any cause of action. It had been pleaded that the construction work could not be completed in time because of the stay order passed by the high court on January 30, 2007 which was later on vacated on high court order dated May 1, 2008, and only thereafter, the Punjab Pollution Control Board issued ‘No Objection Certificate’ on September 19, 2008. Thereafter, the construction work has been started which is in full swing. It has been further pleaded that the complainant has failed to adhere to the payment schedule. The forum observed, “A builder should not collect money from the prospective buyers without obtaining the required statutory permissions from the authorities concerned. Therefore, it is the duty of the builder to obtain the requisite permissions or sanctions in the first instance, and, thereafter, recover the consideration money from the purchaser of the flat/building. It is also clear that if the builder chooses to receive money for the proposed building without seeking approvals from the departments concerned, it is the fault of the builder and the buyer cannot be made to suffer for it”. |

Chandigarh, November 20 The District forum, comprising President PD Goel and members Rajinder Singh Gill and Madanjit Kaur Sahota, directed the opposite party to refund Rs 13,500 besides paying the costs of litigation of Rs 5,500 to the complainant. The complainant, Dr ON Bhargava, a resident of Sector 7, Panchkula, submitted that he had engaged the services of the opposite parties and sent a packet containing a book titled “Geomorphology and Landform”: Illustrations from the Himachal Himalaya”, costing Rs 8,000 to AK Raina of Faridabad, on June 30 2010. The opposite party had promised to deliver the said packet within three to four days to the addressee, but the said packet had not been delivered till date. It was stated that despite repeated telephonic requests and personal visits to the office of the opposite party no action was taken. The counsel for the opposite party took some preliminary objections that the complainant had not declared the value of the consignment nor the consignment was insured by the complainant. It was denied that the cost of the alleged article was Rs 8,000 and pleaded that that the parcel was duly delivered at its destination. Denying all the material allegations of the complainant and pleading that there had been no deficiency in service on their part and prayer for dismissal of the complaint. |

Chandigarh, November 20 The district forum comprising president PD Goel and members Rajinder Singh Gill and Madanjit Kaur Sahota also directed the institute to refund an amount of Rs 2,000 to the complainant besides Rs 2,000 as cost of litigation. The complainant Suranshi Thukral along with her father approached the opposite party for learning hip-hop dance for health management. She deposited Rs 2,500 on January 17, 2011 after the opposite party assured her that training would be imparted only through a woman trainer. She started going there and found that the opposite party did not arrange for a woman trainer. She also felt
that the environment was not good and all the opposite parties were also making comments on girls under training and as a result, she stopped going there. Her father approached the opposite party for the refund of the fee, but the latter refused to do so. All the efforts made by the complainant to get the refund could not fructify. She even filed a complaint with the SSP, Chandigarh, against the opposite party in
this regard. The counsel for the opposite party pleaded that the present complaint had been filed in connivance with one of the employees of the institute who had been expelled from service. He said that they gave the complainant a discount of Rs 500 and joined the dance classes for a period of one month. It was denied that the complainant was promised that a woman trainer would impart the dance training. The complainant had already completed her one-month course in dance in June-July 2010 and thus the question of any refund did not
arise at all. The forum further observed, “The opposite party in its defence has pleaded that the complainant was given training for a period of one month, as was promised; but they have failed to prove it, by placing any documentary evidence. Mere verbal assertions of the opposite party, in this respect, cannot be considered as evidence”. |

2 thefts in a day
Zirakpur, November 20 In his complaint to the police, Yogesh said around 9 am he went to Radha Swami Satsang Bhawan at Panchkula along with his family. When he returned in the afternoon, he found the valuables and cash missing. In another theft case, Surinder Puri, a resident of house number 21, Highland Cooperative Society, said thieves decamped with gold and diamond jewellery worth lakhs, along with Rs 30,000 in cash. He said his wife had gone to Chandigarh to meet her sister and he was in his office when the incident occurred. Body found An unidentified body of a man was found near the railway tracks in Gazipur village here today. The body has been kept for identification at the Civil Hospital. An inquest proceeding has been initiated. Two booked The police today booked two persons, including a woman, on the charges of cheating a person on the pretext of sending him abroad. In his complaint to the police, Kulwant Singh, a resident of Chamkaur Sahib, alleged that he had paid Rs 1 lakh to Tanu Sharma, wife of Vijay Sharma, a resident of Baltana village, and Sunil Kumar, son of Ramswarup of Mauli Jagran, on April, 2010. A case was registered. One booked Sohana: The police has booked Viki Chandoliya under Section 306 of the IPC on the charges of abetment to suicide on the complaint of Kishore Kumar, a resident of Freozepur. The complainant said his niece Twinkle, who was a student of Shaheed Udham Singh College, Tangori, was harassed by the accused, Viki, following which she had committed suicide. |

Mani Majra claim overall squay trophy
Chandigarh, November 20 On the second day of the competition, MHC school added three more gold medals to their kitty through Poonam Patel (-56 kg, junior girls), Neha (-48 kg girls open weight) and Pooja (+43 kg, sub-junior girls) categories. On the opening day, they had bagged four gold medals. In the +43 kg category for sub-junior girls, MHC schoolgirls swept all titles at stake in this class. Teela Wati bagged silver, while Rishi and Seema were awarded bronze medals. Naina and Shallu, both of Kings Club, finished first and second in the open weight category for junior girls. Rahul of Little Flower Convent School of Panchkula gave excellent performance and was awarded a gold medal in the +45 kg category in the sub-junior boys event. More than 120 players from Chandigarh, Mohali and Panchkula took part in the two-day competition. Chandigarh Olympic Association general secretary Ravinder Talwar and Chandigarh district sports official KS Bharti distributed the prizes. Chandigarh, November 20 Batting first, MC put up a good score of 131 for nine in the allotted 20 overs. Varinder Kumar 27, Vijay Kumar 32, Sandeep 21 and Makhan 16 (not out) were the main scorers. For CITCO, seasoned campaigner Narinder Kwatra bowled a fine line and length to claim four wickets for 16 runs. Sanjay was another bowler, who scalped two wickets giving away 38 runs. CITCO achieved the victory target with one over and four balls to spare. They scored 134 runs for the loss of only one wicket. Chandigarh, November 20 The duo tapped their feet as they go through different gyrations keeping in perfect harmony with the music.
The dancing couples sway and tap their feet in perfect rhythm as the overflowing stands clap in perfect unison. Their rivals, Pankaj and Apurva try out difficult dance postures, but fall far below the expectations of the judges, who are experts in different Latin American dance forms. Kanwal is virtually mesmerised by the performance of the dancers in different age groups. “Little angels” as dancing couples under the age of nine went through their dance steps, said Kanwal. Kshelmya and Khushee emerged winners in the under-9 category of the competition with Geet and Deliya Kaur and Nandani and Vidhushi winning two dance forms in the under-11 category. Kartik and Onam won the under-14 title, while Madhav and Tanayaa emerged winners in the under-16 category.
